Indonesia's economic development uses Article 33 of the 1945 Constitution as the basis for economic growth. To move the Indonesian economy towards a people's economy, it is mandated that the economy be organized based on cooperative efforts based on the concept of family. This research uses a descriptive type of normative legal research. Data was analyzed qualitatively. Concluding uses deductive logic. The research results show that realizing social welfare for all Indonesian people based on a sense of unity between citizens is a constitutional mandate. Apart from that, there are links between large, medium, and small economic actors. There must be mutually beneficial support between economic actors and different economic activities, which are important branches of production in economic democracy.
