RESPON MADRASAH TERHADAP PELAKSANAAN SEKOLAH LIMA HARI DAN PENGEMBANGAN KARAKTER

Abstract

AbstractThis research was conducted in responding to Minister of Education and Culture, Muhajir Effendi’s policy, regarding Five-Day School as a solution to the teachers’ complication in fulfilling the teaching compulsory for 24 hours a week, as a requirement to obtain professional allowance. The policy, that is supposed to provide solutions for the teacher’s complication, has led to current issues and polemic amongst the education experts and practitioners. Some of them have responded by giving supports, whilst some others are refusing by giving various reasons. This research was carried out, based on those various responses, to further study the response from madrasah (boarding school) to that policy. This research used qualitative method by applying phenomenology and socio-historical approach. Data collection was obtained through in-depth interview, Focus Group Discussion, and documentation studies. The results in this research showed that all stakeholders of MAN 1 Bogor have agreed to disagree with the policy of the five-day school implementation, due to the following aspects: 1) insufficient facilities and infrastructure, 2) very tight schedules/curriculum, 3) from the economic and geographic’s point of view, the society is not supporting the policy, 4) the religious culture in madrasah that has been steady, will be difficult to maintain.  In regard to that concern, madrasah is establishing a policy to strengthen the character building management. Abstrak Penelitian ini dilatarbelakangi oleh adanya kebijakan Kemendikbud Muhajir Effendi tentang Sekolah lima hari sebagai solusi terhadap kesulitan guru dalam memenuhi kewajiban mengajar 24 jam perminggu, sebagai syarat mendapatkan tunjangan profesi. Kebijakan yang diharapkan dapat menjadi solusi bagi kesulitan guru tersebut, ternyata justru menimbulkan persoalan dan menjadi polemik hangat di kalangan pakar dan praktisi pendidikan, sebagian merespon kebijakan tersebut dengan mendukungnya dan sebagian justru menolak dengan alasan yang beragam. Munculnya respon yang beragam inilah, kemudian dilakukan penelitian dengan tujuan untuk melihat lebih jauh bagaimana respon madrasah terhadap kebijakan tersebut. Penelitian ini menggunakan metode kualitatif, dengan pendekatan fenomenologi dan sosio historis. Pengumpulan data dilakukan melalui in-depth interview, Focus Group Discussion, dan documentation studies. Hasil penelitian menunjukkan bahwa seluruh stakeholder MAN I Kota Bogor sepakat tidak menyetujui adanya kebijakan penyelenggaraan sekolah lima hari dengan alasan aspek sarana prasarana belum memadai, aspek kurikulum yang sangat padat, kondisi masyarakat pengguna dari segi ekonomi dan geografis yang tidak mendukung, dan kondisi budaya religius di madrasah yang sudah mapan akan sulit dipertahankan. Menyikapi hal ini, kebijakan yang akan dilakukan madrasah ke depan adalah memperkuat penyelenggaraan pendidikan karakter.
