Abstract

Pelaksanaan pemilihan Walikota dan Wakil Walikota (Pilwako) Manado pada tahun 2020, merupakan pelaksanaan Pilwako yang unik karena belum pernah terjadi pada pelaksanaan Pilwako-Pilwako sebelumnya. Hal itu terjadi karena pelaksanaan Pilwako Kota Manado tahun 2020 ketika itu, sama dengan terjadi di beberapa wilayah lain di Indonesia yaitu dilaksanakan di tengah wabah pandemi Covid 19. Keadaan tersebut pada kenyataannya menyebabkan banyaknya kendala yang dihadapi oleh para penyelenggaran khususnya Komisi Pemilihan Umum (KPU). Dengan menggunakan metode kualitatif, artikel ini mengkaji pelaksanaan pemilihan Walikota dan Wakil Walikota (Pilwako) Kota Manado pada tahun 2020. Penelitian ini memfokuskan pada bagaimana strategi yang dilakukan oleh Komisi Pemilihan Umum (KPU) Kota Manado dalam melakukan sosialisasi pelaksanaan Pilwako Kota Manado tahun 2020 di saat masa Pandemi Covid 19. Temuan penelitian menggambarkan bahwa pada pelaksanaan sosialisasi Pilwako yang dilakukan oleh KPU Kota Manado dilakukan melalui beberapa strategi, diantaranya adalah strategi rasionalisasi khusus yang diperuntukan bagi pemilih muda, dan strategi bujukan bagi pemilih umum. Kata Kunci: Evaluasi; Pilwako; Strategi; Sosialisasi  ABSTRACTThe election of the Mayor and Deputy Mayor (Pilwako) of Manado in 2020 is a unique election for Wako because it has never happened before in the previous Pilwako-Pilwako. This happened because the implementation of the 2020 Manado City Election at that time, was the same as in several other regions in Indonesia, namely in the midst of the Covid 19 pandemic. This situation actually caused many obstacles faced by the organizers, especially the General Election Commission (KPU). . Using a qualitative method, this article examines the implementation of the election of the Mayor and Deputy Mayor (Pilwako) of the City of Manado in 2020. This study focuses on how the strategy is carried out by the General Election Commission (KPU) of the City of Manado in disseminating the implementation of the Election of Mayor of Manado City in 2020 in during the Covid 19 Pandemic. The research findings illustrate that the implementation of the socialization of the Election for Mayoral Election carried out by the Manado City KPU was carried out through several strategies, including a special rationalization strategy intended for young voters, and a persuasion strategy for general voters. Keywords: Evaluation; Election; Strategy; Socialization

Abstract

Keberadaan anggota legislatif perempuan secara kuantitatif baik di pusat maupun didaerah hingga kini masih dianggap minim. Berbagai upaya sudah dilakukan dari penetapan peraturan dan persyarakat bagi partai politik yang ditujukan untuk mendorong kuantitas keterwakilan perempuan dalam parlemen masih belum mampu mewujudkan harapan tersebut. Namun walaupun dari sisi kuantitas masih kurang pada kenyataannya ada juga anggota legislatif perempuan yang pada saat pencalonan mampu membuktikan kemampuan mereka dalam merebut simpati dari masyarakat. Dengan menggunakan metode kualitatif, penelitian ini bertujuan untuk mengetahui apa dan bagaimana strategi pemenangan Calon Anggota Legislatif perempuan pada Pemilu 2019 di Kabupaten Minahasa Selatan. Hasil penelitian menunjukan para Calon Legislatif Perempuan pada pemilu 2019 sebagian besar menggunakan beberapa strategi, diantaranya adalah strategi defensif yaitu strategi yang dilakukan untuk mempertahankan basis pemilih mereka, ada juga strategi ofensif yaitu strategi yang dilakukan untuk mengatasi ancaman dari lawan. Selain itu juga ada strategi pencitraan yakni dengan menawarkan berbagai program yang akan dilakukan jika mereka terpilih. Kata Kunci: Strategi Pemenangan; Calon Anggota Legislatif; Pemilihan Umum 2019  ABSTRACTThe existence of women legislative members quantitatively both at the center and in the regions is still considered minimal. Various efforts have been made from the establishment of regulations and requirements for political parties aimed at increasing the quantity of women's representation in parliament, but have not been able to realize these expectations. However, although the quantity is still lacking, in reality there are also female legislators who at the time of nomination were able to prove their ability to win sympathy from the community. By using qualitative methods, this study aims to find out what and how the winning strategy for female Legislative Members Candidates in the 2019 Election in South Minahasa Regency. The results of the study show that the female legislative candidates in the 2019 election mostly used several strategies, including a defensive strategy, namely a strategy carried out to maintain their voter base, there was also an offensive strategy, namely a strategy carried out to overcome threats from opponents. In addition, there is an imaging strategy, namely by offering various programs that will be carried out if they are selected. Keywords: Winning Strategy; Candidates for Legislative Members; 2019 General Election
