Abstract

ABSTRAKBadan Usaha Miliki Desa (BUMDes) sebagai wadah pengembangan ekonomi kreatif masyarakat desa Rumbia belum mampu menjalankan usahanya dengan baik sesuai dengan potensi produk masyarakat. Produksi jagung pertahun mencapai 500 ton dan gula aren berkisar 200 biji/minggu, keberadaan produkini belum diakomodir lewat BUMDes. Konsentrasi pengembangan usaha di desa Rumbia dari 2016-2019 adalah usaha depot air isi ulang yang sekarang mengalami kemandekan yang disebabkan dari transparansi pengelolaan anggaran dan program BUMDes tidak sesuai dengan potensi produktif ekonomi masyarakat. Penelitian ini bertujuan melihat faktor penyebab BUMDes di desa Rumbia mengalami kemandekan. Dengan mengunakan metode penulisan deskriptif kualitatif, hasil analisis dari penelitian ini benar-benar sesuaidengan kondisi yang terjadi dilapangan mengenai pengelolaan BUMDes.Kata Kunci : Pengelolaan, BUMDes, Desa Rumbia ABSTRACTVillage Owned Enterprises (BUMDes) as a forum for developing the creative economy of the Rumbia village community have not been able to run their businesses properly in accordance with the potential of community products. Annual corn production reaches 500 tons and palm sugar around 200 seeds / week, the existence of this product has not been accommodated through BUMDes. The concentration of business development in Rumbia village from 2016-2019 is a refill water depot business that is currently experiencingstagnation due to transparency in budget management and the BUMDes program is not in accordance with the economic productive potential of the community. This study aims to look at the factors causing BUMDes in Rumbia village to stagnate. Abstract

ABSTRAKPengelolaan dana kelurahan yang diperuntukan bagi pembangunan sebaiknya dilakukan dengan transparan dan melibatkan peran serta atau partisipasi masyarakat. Partisipasi masyarakat dalam proses pembangunan, terutama yang dilakukan dengan menggunakan dana kelurahan itu penting, agar dapat menumbuhkan rasa memiliki dan rasa tanggung jawab untuk memelihara dan merawatnya. Namun yang terjadi di Kelurahan Nataan Kecamatan Ratahan Kabupaten Minahasa Tenggara, adalah adanya apatisme yang berkembang dalam masyarakat untuk mau terlibat dalam proses pengelolaan dana kelurahan khususnya bagi pembangunan. Penelitian ini akan mengidentifikasi berbagai penyebab kenapa masyarakat enggan terlibat atau berpartisipasi dalam pengelolaan keuangan di Kelurahan Nataan Kecamatan Ratahan Kabupaten Minahasa Tenggara. Temuan penelitian menggambarkan keterlibatan masyarakat dalam pengelolaan keuangan yang diperuntukan bagi pembangunan di kelurahan ini pada tahap perencanaan, dapat dikatakan keterlibatan masyarakat masih minim. Hal itu disebabkan kerena keinginan masyarakat masih belum terakomodir dengan baik oleh pemerintah kelurahan. Hal ini berdampak pada partisipasi masyarakat dalam proses pelaksanaan pembangunan. Masyarakat jadi enggan untuk berpartisipasi. Yang pada akhirnya hasil pembangunan yang dilakukan dengan menggunakan dana kelurahan tersebut menjadi kurang maksimal akibat masyarakat apatis dan dengan terlibat. Kata Kunci: Partisipasi Masyarakat; Pengelolaan; Pembangunan  ABSTRACTThe management of sub-district funds allocated for development should be carried out transparently and involve community participation or participation. Community participation in the development process, especially using kelurahan funds is important in order to foster a sense of belonging and a sense of responsibility to maintain and care for it. However, what happened in Nataan Village, Ratahan District, Southeast Minahasa Regency, was the apathy that developed in the community to want to be involved in the process of managing village funds, especially for development. This research will identify various reasons why the community is reluctant to be involved or participate in financial management in Nataan Village, Ratahan District, Southeast Minahasa Regency. The research findings illustrate that community involvement in financial management which is intended for development in this kelurahan at the planning stage can be said that community involvement is still minimal. This is because the wishes of the community are still not well accommodated by the village government. This has an impact on community participation in the process of implementing development. People are reluctant to participate. In the end, the results of the development carried out using the kelurahan funds were not maximized due to apathy and involvement of the community. Keywords: Community Participation; Management; Development

Abstract

ABSTRAK                Keberadaan pasar tradisional khususnya di wilayah pinggiran kota sangat dibutuhkan oleh masyarakat. Seperti yang terjadi di Kelurahan Kolongan Beha, Kecamatan Tahuna Barat Kabupaten Kepulauan Sangihe. Atas dasar itu salah seorang mantan anggota DPRD Kabupaten Kepulauan Sangihe, J. Wenas, memprakarsai dibangunnya pasar tradisioanal di wilayah ini, yang kemudian namanya diabadikan sebagai nama pasar tersebut. Ironisnya, keberadaan pasar J. Wenas kurang lebih satu dekade terakhir, yang mana pasar ini sejatinya dibangun atas permintaan masyarakat kelurahan Kolongan Beha dan sekitarnya untuk memiliki sebuah pasar yang nantinya diharapkan menjadi pusat perekonomian, bahkan bukan hanya di kelurahan Kolongan Beha, melainkan menjadi pusat perekonomian di kecamatan Tahuna Barat sudah tidak berfungsi sebagaimana harapan masyarakat kecamatan Tahuna Barat, serta tidak sesuai dengan sebagaimana tujuan awal didirikannya pasar ini. Dengan menggunakan pendekatan kualitatif, penelitian ini akan mengidentifikasi penyebab buruknya pengelolaan pasar Tradisional J. Wenas, serta mendeskripsikan penyebabnya. Hasil penelitian menggambarkan penyebab buruknya pengelolaan pasar tradisional J. Wenas ini, disebabkan oleh beberapa factor. Diantaranya: ketidakjelasan kewenangan (otonomi) pengelolaan pasar tersebut dan juga pengelolaannya yang tidak terintegrasi. Akibatnya maksimalisasi pendapatan dari pasar tersebut sulit untuk direalisasikan. Selain itu standarisasi dari kualitas pelayanan di pasar J. Wenas ini sangat buruk. Jika hal ini tidak segera dibenahi maka kerugian yang dialami oleh pemerintah akan semakin besar. Padahal keberadaan pasar ini sangat dibutuhkan oleh masyarakat Kelurahan Kolongan Beha, Kecamatan Tahuna Barat Kabupaten Kepulauan Sangihe.  Kata Kunci: Pengelolaan; Pasar Tradisional  ABSTRACTThe existence of traditional markets, especially in suburban areas, is very much needed by the community. As happened in Kolongan Beha Village, Tahuna Barat District, Sangihe Islands Regency. On that basis, a former member of the Sangihe Islands Regency DPRD, J. Wenas, initiated the construction of a traditional market in this area, which was later immortalized as the name of the market. Ironically, the existence of a market that is very much needed by this community, its current management is very sad, because in the last decade or so, this market was actually built at the request of the people of Kolongan Beha and its surroundings to have a market which is expected to become the center of the economy. not only in the Kolongan Beha sub-district, but being the center of the economy in the Tahuna Barat sub-district has not functioned as expected by the people of the Tahuna Barat sub-district, and is not in accordance with the original purpose of establishing this market. By using a qualitative approach, this study will identify the causes of poor management of the J. Wenas Traditional Market, and describe the causes. The results illustrate that the causes of poor management of J. Wenas traditional markets are caused by several factors. Among them: the unclear authority (autonomy) for the management of the market and also its management that is not integrated. As a result, the maximization of the function of the market is difficult to realize. In addition, the standardization of service quality in the J. Wenas market is very poor. If this is not corrected immediately, the losses experienced by the government will be even greater. Abstract

ABSTRAKTulisan ini bertujuan untuk melihat dan menelaah fungsi lembaga kepolisian dalam menjalankan fungsi memelihara kemanan dan ketertiban, penegakan hukum serta memberikan perlindungan, pengayoman dan pelayanan kepada masyarakat. Tulisan ini lebih memfokuskan untuk melihat bagaimana peranan kepolisian sector Butumoito dalam penanggulangan produksi cap tikus di Desa Rumbia. Hasil penelitian menunjukan bahwa Polsek Butumoito sangat efektif dalam menjalankan tugas dan fungsi seperti apa yang diamanahkan dalam UU No. 2 Tahun 2002. Namun ada beberapa faktor yang mempengaruhi diantaranya adalah faktor lingkungan/kondisi sumber daya alam yang sangat menjanjikan kebutuhan ekonomi masyarakat Rumbia dengan keberadaan pohon aren serta faktor kebutuhan ekonomi. Hasil penelitian ini diharapkan menjadi kontribusi pemikiran bagi pemangku kepentingan, baik Polsek Butumoito maupun Pemerintah Daerah Boalemo dalam menyikapi masalah produksi cap tikus di desa Rumbia Kecamatan Butumoito Kabupaten Boalemo.   Kata Kunci : Peranan, Polsek Butumoito, Cap Tikus, Rumbia  ABSTRACTThis paper aims to see and examine the function of the police institution in carrying out the functions of maintaining security and order, law enforcement and providing protection, protection and service to the community. This paper focuses more on seeing the role of the Butumoito police sector in tackling cap tikus production in Rumbia Village. The results showed that the Butumoito Sector Police were very effective in carrying out the duties and functions as mandated in Law No. 2 of 2002. However, there are several factors that influence them, including environmental factors / natural resource conditions that are very promising the economic needs of the Rumbia community with the presence of palm trees and economic need factors. Abstract

ABSTRAKKonflik transportasi pada era sekarang tidak bisa dianggap sepele, kehadiran aplikasi transportasi online menjadi boomerang bagi pengemudi baik konvensional maupun online. Kota Gorontalo pada khususnya mengalami berbagai  permasalahan tersebut menyangkut dengan konflik antar pengemudi  hingga mengarah pada konflik terbuka. Hal ini ditandai dengan berbagai macam aksi yang dilakukan oleh pengemudi konvensional hingga berakhir pada pengrusakan, pengeroyokan hingga pemblokiran jalur pengemudi online ditempat tempat umum. Penelitian ini menjawab beberapa pertanyaan diantaranya adalah: 1) bagaimana konflik transportasi di kota Gorontalo dan 2) factor apa yang melatarbelakangi terjadinya konflik di kota Gorontalo. Tulisan ini diharapkan akan memberikan masukan dan kontribusi pemecahan masalah pada pemerintah kota Gorontalo maupun pemangku kepentingan (asosiasi tranportasi konvensional dan online) untuk menyelesaikan ketegangan konfilk antara pengemudi konvensional dan pengemudi online. Kata Kunci: Konflik, transportasi konvensional, transportasi online  ABSTRACTTransportation conflicts in the current era cannot be considered trivial, the presence of online transportation applications has become a boomerang for both conventional and online drivers. Gorontalo City in particular experiences various problems related to conflicts between drivers to lead to open conflicts. This is characterized by a variety of actions carried out by conventional drivers to end in vandalism, beatings and blocking of the driver's lanes online in public places. This study answers several questions including: 1) how the transportation conflict in Gorontalo city and 2) what factors are behind the conflict in Gorontalo city. Abstract

ABSTRAKData Komisi Pemilihan Umum (KPU) Provinsi Gorontalo tahun 2017 menunjukan bahwa Daftar Pemilih Tetap (DPT) perempuan pada  pemilihan Gubernur dan Wakil Gubernur berjumlah 397.019 orang dari total pemilih 791.129. Hal ini menandakan bahwa jumlah pemilih perempuan mendominasi pemilih laki-laki, walaupun pada segi sex rasio hanya berkisar 0,99% tingkat perbedaannya. Dengan demikian maka partisipasi politik perempuan pada pelaksanaan pemilihan umum sangat mendukung agenda demokrasi lokal. Tinggi atau rendahnya angka partisipasi politik sangat ditentukan oleh budaya politik warga negara, oleh sebab itu perlu dilihat bagiman orientasi budaya politik pemilih dalam berpartisipasi pada setiap pemilu, termasuk pemilih perempuan dalam menggunakan hak pilihnya.  Oleh sebab itu, Penelitian ini ingin menganalisis dan menginterpretasikan orioentasi budaya politik perempuan pada Pemilihan Umum 2019. Dengan demikian maka, penelitian diharapakan dapat menjawab pertanyaan ; 1) Apa orientasi budaya Politik Perempaun dalam menggunakan hak pilihnya pada pemilihan umum, 2) Bagaimana peran keluarga sebagai agen orientasi politik pemilih perempuan.  Hasil penelitian ini diharapkan dapat memberi solusi dan jawaban terkait permasalahan orientasi budaya politik dan bagaimana meningkatkan partisipasi politik partisipan bagi pemilih perempuan menjelang Pemilu 2019.  Kata kunci: Orientasi Budaya Politik , Perempuan, Pemilihan Umum ABSTRACTData of the Gorontalo Province General Election Commission (KPU) in 2017 shows that the female Permanent Voter List (DPT) in the election of the Governor and Deputy Governor numbered 397,019 people out of a total of 791,129 voters. This indicates that the number of female voters dominates male voters, even though in terms of sex the ratio is only around 0.99%. Thus, women's political participation in the holding of general elections strongly supports the local democratic agenda. High or low numbers of political participation is largely determined by the political culture of citizens, therefore it is necessary to see how the orientation of the political culture of voters in participating in each election, including women voters in exercising their voting rights. Therefore, this research wants to analyze and interpret the orientation of women's political culture in the 2019 General Elections. Thus, research is expected to answer questions; 1) What is the cultural orientation of the Politics of Women in exercising their right to vote in general elections, 2) What is the role of the family as an agent of political orientation of women voters. Abstract

ABSTRAKKerjasama ekonomi antar negara-negara anggota ASEAN telah di mulai sejak di sahkannya Deklarasi Bangkok tahun 1967. Tujuan kerjasama ini adalah untuk mempercepat pertumbuhan ekonomi. Dalam dinamika perkembangannya ASEAN di arahkan pada pembentukan Asean Economic Community (AEC) . Dalam konteks ekonomi, kehadiran AEC seharusnya memberi kenaikan pada ekonomi Sulawesi Utara. Penelitian ini bertujuan untuk menggambarkan pengaruh AEC terhadap pertumbuhan ekonomi khususnya di Sulawesi Utara. Penelitian ini dilakukan melalui pengambilan data dan wawancara dengan stake holder dimana didapati bahwa masuknya AEC ternyata berpengaruh terhadap ekonomi di Sulawesi Utara. Karena dari data yang ada ternyata perumbuhan ekonomi di Sulawesi Utara pada tahun 2012-2015 menurun dari 6,86%-6,12%. Dengan masuknya AEC mulai pada tahun 2016 dan 2017 ekonomi Sulawesi Utara meningkat 6,17%-6,32%. Tetapi 2018 menurun 6,01% akibat dari perang dagang antara Amerika Serikat dan China. Kata Kunci : ASEAN Economic Community; Pertumbuhan ekonomi; Sulawesi Utara.  ABSTRACTEconomic cooperation between ASEAN member countries has begun since the declaration of Bangkok in 1967. The purpose of this cooperation is to accelerate economic growth. In the development dynamics of ASEAN directed at the establishment of the Asean Economic Community (AEC). In the economic context, the presence of AEC should give a hike in the economy of North Sulawesi. This research aims to illustrate the influence of AEC on economic growth, especially in North Sulawesi. This research was conducted through data retrieval and interview with the stake holder where the inclusion of AEC was found to affect the economy in North Sulawesi. Because of the data is apparently the economic establishment in North Sulawesi in 2012-2015 decreased from 6.86%-6.12%. With the inclusion of AEC began in 2016 and 2017 economic North Sulawesi increased 6.17%-6.32%. Abstract

ABSTRAKDalam menganalisis voting behavior dan untuk menjelaskan pertimbangan-pertimbangan yang digunakan sebagai alasan para pemilih dalam menjatuhkan pilihannya, dikenal dengan tiga pendekatan, yaitu Mazhab Columbia yang mengunakan sosiologis, Mazhab Michigan yang dikenal dengan pedekatan psikologis, Mazhab Virginia yang dikenal dengan pendekatan atau model Rasional. Pendekatan tersebut digunakan untuk melihat perilaku pemilih di kabupaten Mimika pada pemilihan bupati dan wakil bupati tahun 2018. Penelitian ini disusun berdasarkan metode penelitian kualitatif dengan teknik pengumpulan data yaitu observasi, wawancara mendalam dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini yaitu dengan mendeskripsikan hasil wawancara terhadap tokoh masyarakat, kepala suku setempat, kepala desa, dan tokoh agama, serta para pemilih di Distrik Tembagapura yang berhak memilih. Hasil penelitian menunjukkan bahwa pemilih memilih karena ada kaitannya dengan pendidikan, jabatan, pekerjaan, kesukuan, kekeluargaan, serta wilayah tempat tingal, memilih dilihat dari keterkaitan seseorang dengan partai politik, orientasi seseorang dengan isu-isu dan orientasi seseorang terhadap kandidat, serta visi misi dan program maupun strategi. Memilih tujuan untuk diri sendiri dengan beberapa alternative mana yang maksimal baginya, pemilih yang lebih melihat sosok figure dari kandidat paslon bupati, meski diberi barang berupa kebutuhan pokok atau dalam bentuk apapun, tidak mempengaruhi pemilih pada umumnya karena banyak masyarakat Distrik Tembagapura yang bekerja dan studi diluar daerah. Oleh karena itu perlunya pendidikan politik bagi masyarakat Distrik Tembagapura, bukan hanya para memilih, tetapi seluruh lapisan masyarakat agar pemilih tidak salah pilih melainkan dapat menggunakan hak pilih dengan memilih calon yang tepat diwaktu yang mendatang, selain itu perlunya kesadaran yang tinggi bagi pemilih untuk memilih agar partisipasi politik masyarakat di Distrik Tembagapura semangkin baik dan dapat memberi pengaruh bagi kemajuan pembangunan di daerah pemilihan. Kata Kunci: Perilaku Pemilih   ABSTRACTIn analyzing voting behavior and to explain the considerations used as reasons for voters in making their choices, there are three approaches, namely the Columbia School which uses sociology, the Michigan School which is known as psychological approach, the Virginia School which is known as the Rational approach or model. The approach was used to see voter behavior in Mimika district in the election of the regent and deputy regent in 2018. This research was compiled based on qualitative research methods with data collection techniques namely observation, in-depth interviews and documentation. The data analysis technique used in this study is to describe the results of interviews with community leaders, local tribal chiefs, village heads, and religious leaders, as well as voters in Tembagapura District who have the right to vote. The results showed that voters chose because there was a connection with education, position, occupation, ethnicity, family, and the region where they lived, choosing was seen from the relationship of a person with a political party, one's orientation to one's issues and orientation towards the candidate, and vision and mission and program or strategy. Choosing a goal for oneself with a number of alternatives which is the maximum for him, voters who see the figure of the candidate candidate for regent, although given goods in the form of basic needs or in any form, does not affect voters in general because many people in Tembagapura District work and study outside area. Therefore the need for political education for the people of Tembagapura District, not only the voters, but all levels of society so that voters do not vote wrong but can exercise their right to vote by choosing the right candidates in the future, besides the need for high awareness for voters to vote so that the political participation of the community in the Tembagapura District is likely to be good and can have an impact on the progress of development in the electoral district. Keywords: Voter Behavior

Abstract

ABSTRAKSebagai mahluk sosial, manusia membutuhkan interaksi dengan manusia lain. Pola intekasi sosial yang terbangun melalui beberapa faktor seperti kerjasama, asmiliasi, akomodasi dan akulturasi. Dengan melihat konteks tersebut, paguyuban adalah bagian dari komponen terpenting dalam membangun relasi sosial. Baik buruknya relasi sosial tergantung dari pola interaksi yang terbangun. Di kota Gorontalo, aspek pendidikan mengalami perkembangan yang sangat pesat, sehingga kota Gorontalo menjadi alternatif bagi daerah lain untuk melanjutkan studi. Dengan keberadaan warga yang berasal dari daerah-daerah lain tersebut telah membentuk tatanan sosial baru dalam bentuk kelompok paguyuban. Tulisan ini bertujuan untuk mengetahui bagaimana interaksi sosial antar paguyuban di kota Gorontalo. Interaksi sosial antar paguyuban berjalan dengan baik, faktor pembentukan interaksi sosial yang terbangun melalui kerjasama antar paguyuban, terjadinya proses asimiliasi dan akulturasi antar budaya. Hasil yang diharapkan dari penelitian ini adalah sebagai salah satu sumber atau hasanah keilmuan yang pada khususnya adalah melihat realitas interaksi sosial antara kelompok paguyuban khususnya di Kota Gorontalo.  Kata Kunci : Interaksi Sosial, Paguyuban, Kota Gorontalo  ABSTRACTAs social beings, humans need interaction with other humans. The pattern of social intimacy is built through several factors such as cooperation, affiliation, accommodation and acculturation. By looking at this context, the community is part of the most important component in building social relations. Good or bad social relations depend on the pattern of interaction that is built up. In the city of Gorontalo, the aspect of education experienced very rapid development, so that the city of Gorontalo became an alternative for other regions to continue their studies. The existence of residents from other regions has formed a new social order in the form of community groups. This paper aims to find out how social interaction between communities in the city of Gorontalo. Social interaction between communities runs well, factors forming the formation of social interaction through collaboration between communities, the process of assimilation and acculturation between cultures. The expected results of this study are as one of the sources or scientific literature which in particular is looking at the reality of social interaction between groups of groups, especially in Gorontalo City. Keywords: Social Interaction, Circle of Friends, Gorontalo City
