Abstract

ABSTRAKSalah satu kunci dalam pelaksanaan pemilihan umum adalah perilaku pemilih. Perilakupemilih sebagai keikutsertaan masyarakat dalam sebuah pemilihan umum, mulai dari menentukanapakah akan ikut memilih atau tidak memilih sampai pada proses menentukan pilihan padapemilihan bupati dan Wakil bupati tersebut. Penelitian ini mencoba memotret perilaku pemilihpada pemilihan bupati dan Wakil bupati Kabupaten Kepulauan Talaud pada tahun 2018. Metodeyang di gunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melaluiwawancara yang di lakukan di lokasi penelitian dan pengkajian dokumen pendukung. Perilakupemilih di Kabupaten Kepulauan Talaud khususnya di Kecamatan Khusus Miangas lebih dominandi pengaruhi oleh pendekatan psikologis yaitu mempertimbangkan pilihan pada figure daripasangan calon dan faktor mengidentifikasi partai. Pemilih juga di pengaruhi oleh pendekatanSosiologis yaitu mempertimbangkan pilihan pada faktor kekeluargaan dan adanya pendekatanpilihan Rasional yaitu melihat visi dan misi serta kinerja dari pasangan calon yang membuatpemilih mempertimbangkan pilihannya dalam pemilihan kepala daerah Kabupaten KepulauanTalaud tahun 2018 di Kecamatan Khusus Miangas.Kata Kunci: Perilaku Pemilih, Pilkada, DemokrasiABSTRACTOne of the keys in conducting elections is voter behavior. Behavior of voters as publicparticipation in a general election, ranging from determining whether to vote or not vote until theprocess of determining the choice in the election of the regent and deputy regent. This study tries toportray the behavior of voters in the election of the regent and vice regent of Talaud Islands Regencyin 2018. The method used is a qualitative research method with data collection techniques throughinterviews conducted at the research location and review of supporting documents. Voter behavior inthe Talaud Islands District, especially in the Khusus District of Miangas, is more dominantly influencedby a psychological approach, namely considering the choice of figure of the candidate pair andidentifying factors of the party. Voters are also influenced by the Sociological approach which is toconsider choices on family factors and the rational choice approach which is to see the vision andmission as well as the performance of the candidate pairs that make voters consider their choices inthe regional head election of the Talaud Islands Regency in 2018 in Miangas Khusus DistrictKeywords: Voter Behavior, Local Election, Democracy

Abstract

ABSTRAKBanyak kasus di beberapa daerah, konstituen mengeluh karena wakil mereka yang duduk sebagai anggota DPRD yang mereka pilih, kurang akomodatif bahkan tidak pernah berkunjung dan berkomunikasi dengan konstituennya. Hal ini menyebabkan konstituen kehilangan saluran komunikasi politik untuk menyalurkan aspirasi mereka. Atau anggota DPRD pernah berkunjung dan menyerap aspirasi konstituen, tetapi aspirasi mereka tidak pernah terwujud dalam bentuk proyek pembangunan atau program di daerah pemilihannya. Dewan Perwakilan Rakyat Daerah merupakan salah satu lembaga yang mewakili seluruh lapisan masyarakat dalam pemerintahan. Dalam menjalankan peran dan fungsi sebagai wakil rakyat belum bisa memberikan sumbangsih yang begitu maksimal terhadap kepentingan masyarakat. Hal ini dapat kita lihat, dimana seringnya kebijakan-kebijakan yang telah ditetapkan/diputuskan oleh pemerintah sama sekali tidak memihak tehadap kepentingan masyarakat ataupun tidak sesuai dengan aspirasi masyarakat. Oleh karena itu dengan menguatnya peran DPRD di era reformasi dan otonomi daerah saat ini, yang mana peran DPRD sebagai posisi sentral yang biasanya tercermin dalam doktrin kedaulatan rakyat di era otonomi daerah di tandai dengan penegasan akan peran tugas dan wewenang DPRD, yakin selain menyerap dan menyalurkan aspirasi masyarakat menjadi sebuah kebijakan pemerintah daerah juga melakukan fungsi pengawasan. Oleh karena itu fungsi menyerap, menyalurkan dan memperjuangkan aspirasi konstituen partai politik oleh anggota legislative merupakan salah satu yang harus dijalankan. Realitas politik yang berkembang saat ini mewajibkan kandidat terpilih (anggota DPRD Kota/Kabupaten) harus menyerap aspirasi dengan memanfaatkan waktu reses dan saat-saat melakukan kunjungan kerja ke daerah pemilihan (dapil). Penelitian ini akan melihat bagaimana kinerja DPRD Sitaro dalam menjalankan fungsinya tersebut. Kata Kunci : Kinerja DPRD  ABSTRACTMany cases in some regions, constituents complain because their representatives who sit as members of the DPRD they choose, are less accommodating and never even visit and communicate with their constituents. This causes the constituents to lose the channel of political communication to channel their aspirations. Or DPRD members have visited and absorbed the constituents' aspirations, but their aspirations have never been realized in the form of development projects or programs in their constituencies. The Regional House of Representatives is an institution that represents all levels of society in government. In carrying out its role and function as a people's representative, it has not been able to make such a maximum contribution to the interests of the community. We can see this, where often the policies that have been set / decided by the government are not in favor of the interests of the community or are not in accordance with the aspirations of the community. Therefore, with the strengthening of the role of the DPRD in the current era of reform and regional autonomy, the role of the DPRD as a central position which is usually reflected in the doctrine of popular sovereignty in the era of regional autonomy is marked by affirming the role and authority of the DPRD, sure besides absorbing and channeling the aspirations of the community to become a policy of the regional government also carry out the supervisory function. Therefore the function of absorbing, distributing and fighting for the aspirations of political party constituents by legislative members is one that must be carried out. The political reality that is developing now requires that elected candidates (members of the City / Regency DPRD) must absorb their aspirations by making use of the recess time and during work visits to electoral districts (electoral districts). ABSTRAKMeskipun Indonesia dan Malaysia merupakan dua bangsa serumpun, namun hingga kinimasih sering terjadi permasalahan antara kedua negara. Salah satu permasalahan yang hinggakini belum terselesaikan adalah terkait dengan sengketa perbatasandarat, antara kedua negaramulai dari perbatasan yang ada di Provinsi Kalimantan Barat hingga wilayah ProvinsiKalimantan Timur.Seringmuncul masalah terkait isu pergeseran dan pencabutan patok batassecara sepihak yang diklaim dilakukan oleh pihak lawan. Hal ini tidak terlepas dari dasar hukumdijadikan argumen dari masing-masing negara baik Indonesia dan Malaysia, perbedaanpendapat mengenai batas Negara oleh Indonesia dan Malaysia sering kali tidak mencapai titiktemu. Terakhir 2018 lalu Indonesia dan Malaysia telah melakukan sedikitnya sembilanpertemuan teknik membahas demarkasi penyelesaian sengketa batas kedua negara. Penelitianmencoba untuk menganalisis prospek penyelesaian masalah tapal batas kedua Negarakhususnya di sector barat. Dari hasil penelitian menggambarkan prospek penyelesaian masalahtapal batas kedua Negara, suda mulai berjalan efektif. Tahap-tahap di dalam penyelesaian yangefektif yaitu negosiasi berdasarkan MoU yang beroreantasi pada traktat London.Kata Kunci :Prospek Penyelesaian, Sengketa Tapal Batas WilayahPROSPECT OF DISPUTE SETTLEMENT OF THE INDONESIAN BATTLE OF MALAYSIA INTHE WEST SECTOR AREA KALIMANTAN-SARAWAKABSTRACTAlthough Indonesia and Malaysia are two allied nations, there are still frequent problemsbetween the two countries. One of the problems that has yet to be resolved is related to land borderdisputes, between the two countries starting from the borders in West Kalimantan Province to EastKalimantan Province. Problems often arise related to the issue of unilaterally shifting andremoving boundaries claimed by the opposing party. This is inseparable from the legal basis usedas an argument from each country both Indonesia and Malaysia, differences of opinion regardingthe boundaries of the State by Indonesia and Malaysia often do not reach common ground. Last2018, Indonesia and Malaysia had held at least nine technical meetings discussing the demarcationof the dispute resolution of the two countries. This research tries to analyze the prospect of solvingthe problem of the boundaries of the two countries, especially the western sector. The results of thestudy illustrate the prospect of resolving the border issue between the two countries, which hasbegun to run effectively. The stages, in an effective settlement, are negotiations based on an MOUthat orientates in the London treaty.Keywords: Settlement Prospect, Territorial Border Dispute

Abstract

ABSTRAK                Kemenangan Partai Demokrasi Indonesia Perjuangan (PDIP) pada Pemilihan Umum Legislatif (Pileg) Dikota Bitung pada tahun 2019 merupakan suatu prestasi bagi partai tersebut sepanjang menjadi peserta pemilu. Karena sejak era reformasi PDIP tidak pernah meraih kemenangan sebesar ini yaitu meraih kursi  terbanyak pada Pileg di Kota Bitung. Penelitian ini akan melihat apa yang menjadi factor pendorong kemenangan partai PDIP pada Pileg di Kota Bitung pada tahun 2019. Dengan menggunakan pendekatan marketing politik kemenangan PDIP disebabkan oleh keberhasilan dalam menciptakan Produk (figuritas, platform partai, dan janji-janji politik), Promosi (terkait dengan penggunaan media), Harga (biaya kampanye), dan Penempatan (bagaimana memetakan masyarakat guna menetapkan strategi yang akan dimainkan). Namun begitu strategi yang dimainkan oleh partai PDIP masih ada yang memanipulasi masyarakat pemilih. Kata Kunci : Marketing Politik; Partai Politik; Pileg   ABSTRACTThe victory of the Indonesian Democratic Party of Struggle (PDIP) in the Legislative Election (Pileg) in the City of Bitung in 2019 was an achievement for the party as long as it was an election participant. Because since the reform era PDIP has never won a victory of this magnitude that is to win the most seats in the Pileg in Bitung City. This research will look at what are the factors driving the victory of the PDIP party in the Pileg in Bitung City in 2019. By using the political marketing approach, the PDIP victory is caused by the success in creating a product (figure, party platform, and political promises), Promotion (related with the use of media), Price (campaign costs), and Placement (how to map the community to determine the strategy to be played). Abstract

ABSTRAKKonflik Sosial adalah suatu peristiwa sosial yang mana orang perorangan atau kelompok berusaha memenuhi tujuannya dengan menentang pihak lawan yang disertai ancaman atau kekerasan. Penelitian ini bertujuan untuk mengetahui bentuk penyelesaian konflik sosial antara Public Relations PT Donggi Senoro Liquefied Natural Gas dengan masyarakat sekitar perusahaan, Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif yang dilakukan di kabupaten Banggai Propinsi Sulawesi Tengah. Data diperoleh dari hasil observasi, dokumentasi dan wawancara dengan informan yang mengetahui dan terkait dengan masalah serta penyelesaian konflik sosial yang terjadi. Hasil Penelitian menunjukkan bahwa bentuk penyelesaian konflik sosial yang dilakukan adalah dengan cara mediasi yang mengikut sertakan pemerintah setempat dan masyarakat melalui bentuk kebijakan manajemen Public Relations PT DSLNG Luwuk Banggai dengan melakukan langkah Community Relations melalui kegiatan CSR kepada masyarakat sekitar perusahaan melalui rumah pendampingan kepada masyarakat petani dan nelayan dalam bentuk pendidikan bidang sosial, dan pertanian. Kata Kunci : Public Relations; Konflik Sosial  ABSTRACTSocial Conflict is a social event in which an individual or group tries to fulfill its objectives by opposing an opposing party accompanied by threats or violence. This study aims to determine the form of social conflict resolution between the Public Relations of PT Donggi Senoro Liquefied Natural Gas and the community around the company. The method used in this research is descriptive qualitative conducted in Banggai Regency, Central Sulawesi Province. Data obtained from the results of observations, documentation and interviews with informants who know and are associated with problems and resolution of social conflicts that occur. The results showed that the form of social conflict resolution carried out was by means of mediation which included the local government and the community through the form of Public Relations management policy of PT DSLNG Luwuk Banggai by carrying out Community Relations steps through CSR activities to the community around the company through a house of assistance to the farming community and fishermen in the form of social education, and agriculture. Keywords: Public Relations; Social Conflict

Abstract

ABSTRAKMasalah Budaya Kerja dalam pembangunan Nasional merupakan masalah yang sering dihadapi oleh setiap aparatur pemerintah tidak terkecuali aparat pemerintah Desa. Dikatakan demikian karena aparat pemerintah desa memiliki peran strategis dalam mengatur dan menyelenggarakan kegiatan pemerintahan desa. Namun pada kenyataannya kondisi aparat pemerintah desa dalam melaksanakan tugasnya masih belum maksimal. Penelitian ini bertujuan untuk mengetahui : Dampak Budaya kerja terhadap Kinerja Aparat Pemerintah Desa di Kecamatan Talawaan Kabupaten Minahasa Utara. Penelitian ini menggunakan pendekatan penelitian Kuantitatif dengan menggunakan analisis Product Moment. Dari hasil penelitian membuktikan bahwa, ada hubungan antara variabel Budaya Kerja dengan Kinerja aparat pemerintah Desa, hal ini ditunjukkan melalui ?uji t? dimana nilai ?t uji? = 6,09 jauh lebih besar dari ?ttabel? = 2,46, kemudian lebih diperjelas lagi nilai ?ruji? sebesar = 0,72, dikonsultasikan pada tabel Guilford menunjukan nilai hubungan yang sangat ?berarti?. Berdasarkan hasil Uji koefisien determinasi (daya penentu) maka pengaruh variable Budaya Kerja dengan Kinerja Aparat Pemerintah Desa adalah sebesar 52 % sedangkan sisanya 48 % dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini. Dari hasil analisis regresi linear sederhana pengaruh Budaya Kerja dengan Kinerja Aparat Pemerintah Desa maka terdapat hubungan yang fungsional dan linear dan bermakna di antara kedua variabel yaitu Budaya Kerja dan kinerja aparat pemerintah Desa pada taraf signifikansi 0,01 %. Kata Kunci : Budaya Kerja; Kinerja; Aparat Desa  ABSTRACTThe Problem of Work Culture in National Development is a problem that is often faced by every government apparatus including Village Government officials. It is said so because village government officials have a strategic role in regulating and organizing village government activities. But in reality the conditions of village government officials in carrying out their duties are still not optimal. This study aims to determine: The impact of work culture on the Performance of Village Government Officials in Talawaan District, North Minahasa Regency. This research uses a quantitative research approach using Product Moment analysis. From the results of the study prove that, there is a relationship between the variable Culture of Work with the Performance of village government officials, this is indicated through the "t test" where the value of "t test" = 6.09 is much greater than "ttable" = 2.46, then more clarified again the value of "praise" of = 0.72, consulted in the Guilford table shows the value of a relationship that is very "meaningful". Based on the results of the coefficient of determination test (determinant), the influence of the variable Work Culture with the Performance of Village Government Officials is 52% while the remaining 48% is influenced by other variables not examined in this study. From the results of a simple linear regression analysis of the influence of Work Culture with the Performance of Village Government Officers, there is a functional and linear and meaningful relationship between the two variables, namely Work Culture and the performance of village government officials at a significance level of 0.01%. Keywords: Work Culture; Performance; Village officials

Abstract

ABSTRAKPerilaku pemilih masyarakat adalah aspek penting yang menunjang keberhasilan suatu pelaksanaan pemilu. Perilaku pemilih dalam tulisan ini adalah bagaimana peran masyarakat dalam pelaksanan kampanye, kepartaian dan juga proses voting atau pemberian suara. Keterlibatan masyarakat Kelurahan Taas didalam Pemilihan Umum Presiden dan Wakil Presiden pada 17 April 2019 merupakan salah satu bentuk partisipasi masyarakat dalam memilih pemimpin negara untuk lima tahun. Di Kelurahan Taas jumlah pemilih yang terdaftar dalam  Daftar Pemilih Tetap (DPT) yaitu 4.737 orang. Pada saat proses Pemilu berjalan partisipasi masyarakat di kelurahan ini sangat aktif. Yang menarik masyarakat di kelurahan Taas ini sangat heterogen namun pada saat proses pemilu berlangsung sangat minim terjadi konflik horizontal. Kata Kunci: Perilaku Pemilih; Pilpres; Kelurahan Taas. ABSTRACTThe behavior of public voters is an important aspect that supports the success of an election. Voter behavior in this paper is how the community's role in the implementation of the campaign, party and also the process of voting or voting. The involvement of the Taas Kelurahan community in the General Election of the President and Vice President on April 17, 2019 is a form of community participation in electing the country's leaders for five years. In Taas Kelurahan the number of voters registered in the Permanent Voter List (DPT) was 4,737 people. At the time of the Election process the community participation in this village was very active.
