Abstract

ABSTRACT: The policy compensation in POLRI enviroment the valid right now be hoped could motivated work of police agency. But in reality could seenmotivated work not maximal in police agency. The reality foundation then this research performed to answer the question how to implement the influence of policy compensation motivated work police agency in POLRESTA Manado.The method is using quantitative method. The researching data source are 50 peoples agency POLRESTA Manado taked way random from 1.138 agency there is all rach class. Collecting data is using cuesioner and aided with interview technic. The analyzed technic is using regretion linier analyzed and corelation moment product.Based on the analyzed data showed : (1) Regretion coefisien from variabel i policy to work motivation agency is not enough positive (2) The corelation of coefficient and determination of variabel coefficient policy implementation. Compensation to motivated agency occupation is good enought but seen of agency performance has not appropriated with obtained compensation.Based on the result that data analyzed has conclud the compensation in POLRI enviroment not enought positive influential and has capacity for determining motivated agency occupation.

Abstract

DPRD is institution that represents the society to implement the government plan. DPRD as the governmentinstitution has role to carry legislative function, budgeting function, and monitoring function. Legislativefunction is to make policy with Governor. Budgeting function is to organize and set the APBD which iscontains of budget for functional, task and job description for DPRD Provinsi. Abstract

ABSTRAK: Acording to the intruction law no.40 years 2009, sector regulations north celebes province no.3 years 2008 and government north celebes regulations no.48 years 2008, then youth and sportdepartement north celebes province to determine various prioritation program in younger service sector but in the implementation stril find various problems and constrain. This research direction will know how implementation program younger services youth and sport departement of north celebes province.This research is using qualitative method. The program of implementation younger service focused to four elements/program is the same manner as to proposed in implementation model from Edward III is comunication, capacity source disposition, and bereaucracy stucture. Data source (informant) that has interview 13 people consist or 8 people official / employee youth and sport departement north celebes province and 5 peoples leadership / manejer from miles and huberman.The research showed; 1. Program youger service has not communicated / commitment with good; 2. Capacity source for implementation availeble with incomplete especially human of capacity source / employee; 3. disposition (socialization and consistent employee / execute high enough ; and 4. Bureucracy structure (mechanics and procedur is simple enough, and task deviding and cleary responsibility)Based on the output research attractived conclusions that all programs youngerservice the detemined youth and sport departement north celebes province can implementated not maximal, especially in comunication sector.Based on conclusions research output suggested : (1) All of the importantaspect in policy implementation draft / younger services program efective method (communication, capacity source, disposition and structure), still need increased; (2) communication between programmer and program receiver must be fixed and estimation alocation for younger services programneed increased so that younger service programs can reach out all youth organization exist in north celebes province.Berdasarkan hasil penelitian tersebut ditarik kesimpulan bahwa semua program pelayanan kepemudaan yang ditetapkan Dinas Pemuda dan Olahraga Propinsi Sulawesi Utara dapat diimplementasi dengan cukup baik dan berhasil.keywords : policy implementation/programs, younger services.

Abstract

Abstract: Poverty in Indonesia is an evidence and also as a valuable lesson that top-down policies is not good absolutely for the Indonesia people . Everything which is not open forcreativities will influence in high dependency , creating weakness and, blunting creativity .National Program for Community Empowerment comes as a solution from thegovernment to empower communities by maximizing and optimizing capital - social capital in the community such as mutual cooperation , togetherness , solidarity , and cooperation as the cornerstone of any poverty alleviation program that will be implemented .In this case , the PNPM believes that a more effective approach to realize the process of behavioral change is through a community empowerment approach and strengthening the role of local government in appreciating and supporting the independence of its people . Empowerment process is done by constantly striving to develop a critical awareness of the community towards universal human values , social principles and the principles of sustainable development as a solid foundation to build an independent and prosperous society . The learning process takes place at the community level during the program and post- program by the community itself by building and institutionalizing District LearningCommunity (DLC).Keyword : poverty , PNPM Mandiri , process .

Abstract

ABSTRACT: The organization of public services by officer alweys complainted by the society especially about faster services, the accuracy time for finishing services, mistake services product and any others. The phenomena caused of the sweet officer profesionalism that self bureavcracy, connection with the problems the this research to intend know how profesionalism officer in organizatoin public services in subdistrict Malalayang office manado town.This research is using qualitative method. Informant data sourc in research is officers / PNS in subdistrict Malalayang office taked in style purposive from 28 peoples of PNS. In the office. Gathering data is using interview technic. Whereas data analyzed is using analysis technic qualitative interactive modal from Miles and Hubernan.Besed on research attractived condusions : (1) profesionalism officer of subdistrict Malalayang goverment in organization public services the common was good enough looked from ability aspect / knowleage competence (floor formal education and the relevants with task sector public services). (2) The profesionalism officer of subdistrick Malalayang’s goverment in organization public services the common was feeble looked from ability / expert competence and creativity (education and exercise and the relevantion with task sector public services). (3) Profesionalism officer subdistrict malalayang’s goverment in organization public services the common was good enough looked from aspeck attitude competence in exercise public services.Based on conclusion research output suggested : (1) The officer must gived education and exercise relevant technic / functional. (2) A placing officer at task sector public service sector the heved must attentioned too increase draft profesionalism officer in organization public services.Keywords : the profesionalism officer, public services.

Abstract

Manado as the capital city of North Sulawesi is growing rapidly, therefore it requires cooperation from many parties, not only from government but also from the various elements of community to develop Manado to become better. In practice there are still many issues that need to be addressed, for instance, in obtaining permits still have problems on bureaucracy system where the licenses are still convoluted by several agencies.Manado City Government in this regard as policy maker have a clear commitment to the communities which also included in service where it has been stated in the Manado City Regional Regulation Number 05 Year 2008 Regarding with Organization and Work Integrated Licensing Service Agency and the Manado Major Regulation Number 40 Year 2008 Regarding detail Duties and Functions Integrated Licensing Service Agency Manado.However, in this thesis researcher found Manado City Government policy in terms of obtaining permits as one stop service –‘One Roof One Door’- has not been well implemented that there are still constraints, among others, human resources professionals and policy in the issuance of permits (SOP), by improving this issue then hopefully the future of public service -in this case obtaining the permits by employers and society- will be better and will eventually lead to the prosperity of Manado City Government and Society.

Based onBackground Issues The purpose of knowing the factors that influence administrative reform on the quality ofpublic servicesThis research is a survey research and data technique that is descriptive statistical analysis. For informants inthis study is a community of users of purposive services (deliberately) as many as 55 people. Technique ofwriting data through Questionnaire, Interview and Observation.The results of research that is accelerating development in Kawangkoan sub-District Office has not. Itillustrates the attention to the implementation of the Administrative Reformation should be improved. Theresults of the analysis are important.
