Abstract

The leader is a person who has the ability to influence individuals and groups to be able to work together toachieve predetermined goals. Leadership has an important role in the life of organizations and groups,namely to be able to move, empower, and direct resources effectively and efficiently towards the achievementof goals. The purpose of this study is to produce a picture of the magnitude of the influence of leadershipstyle on improving the economic development of rural communities in Koreng Village, Tareran District,South Minahasa Regency and to find out how the leadership style of village leaders can influence theincrease in economic development of rural communities in Koreng Village, Tareran District, SouthMinahasa Regency. The benefit of this research is that it can contribute useful knowledge and ideas andenrich knowledge and can be used as input for village governments to improve community economicdevelopment and evaluate knowledge. The results of this study indicate that the leadership style of the villagehead significantly influences the economic development of the community. And the village head in KorengVillage, Tareran Subdistrict, South Minahasa Regency, is more of a laisses faire leadership style In thistype of leadership the lessez faire the leader practically does not lead. He let his group and everyone do theirown way. In the sense that leaders who have the type of Leissez Faire only depend on their subordinateswithout joint decision making. Thus, to improve the economic development of the Koreng Village, TareranSubdistrict, South Minahasa Regency, it takes a leader who is able to serve and influence his community toinfluence, inspire, listen to community complaints and be able to provide motivation and set an example forhis community.Keywords: Leadership Style, Village Head, Increased Economic Development

Abstract

ABSTRACT :This study aims to identify and observe the performance of Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi province, in UPTD Weigh Pineleng in carrying out its duties and responsibilities. Based on Government Regulation No. 35 Year 2000 regarding Government Authority and Authority of the Provincial Government as Autonomous Region, the provincial government has the authority in the field of licensing and control overloading and orderly use of roads in the province, setting a maximum limit load, and to determine the location and management of Weigh Bridges. But in practice as well as the fact that there are showing problems - problems that arise, such as oversight of the leadership that is still not good, causing a lot going on extortion, then the problem of infrastructure to support the performance such as CCTV, computer administration, a printer, a patrol vehicle, then the problem of coordination and disciplinary problems.The research method used in this study is a qualitative method, the technique of primary and secondary data collection is done by library studies and field studies (interviews, documentary studies and observations). As for the informants of this study is the first person UPTD Head Weigh, 1 Head of Operations Section Weigh Wangurer and Pineleng, 4 service users (motorists), 6 Employees / Officers Operations Weigh Pineleng.The results showed that the performance Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi Province, in UPTD Weigh Pineleng measured from the concept by Gibson (1989) with the indicator, namely productivity, efficiency, Keadaptasian, Satisfaction and Development , In view of the aspect of Satisfaction, and Productivity Keadaptasian can say is not maximized. This occurs because the view-level results of work done UPTD program Weigh Pineleng still complaints from service users or motorists at Weigh Stations. Then, from the aspect of development and efficiency is still lack of training, supervision, and coordination and discipline as well as the infrastructure that still support.Referring to the discussion and conclusions above, it is suggested Leaders Weigh UPTD more firmly in control, coordination, and as well as disciplinary sanctions against employees in performing their duties and functions. Besides the need for provision of facilities and infrastructure to support the increase in UPTD Weigh administration Pineleng such as computers, printers, CCTV, patrol vehicles, and loading and unloading equipment.Keywords: Performance, UPTD Weigh

Abstract

Abstrack Leadership is a thing that should be owned by every leader of the organization. Aleader must be able to respond to changes that occur and lead their organizations. Women's leadershiphas always been a matter of interest to interest, especially with so many theories that clarify about theleadership of women. This is certainly not in spite of the complexity of the problems relating to womenthemselves. An overview of women's Leadership can be seen in the village of Tareran Sub-district WiauLapi South Minahasa Regency. Research methods used in this research is descriptive qualitativeresearch methods. The results of this research show that the woman had already been given the freedomto lead, but in some ways still felt lacking and could be a big problem, as the communication should stillbe increased because of the still existing of taste confidence from the community or Councilor to conveyan idea also input, further establishing communication with the opposite sex. In motivating this is morevisible to the village to the community are valued less. For referrals work, felt good already but stillneeds to be improved especially when communicating with the opposite sex. In innovation is still veryless because of big changes have not provided for the village. Then raise the degree in women wherestill has not appeared in the village see still lack women to want to appear although weaker with the oldlaw now is women can represent. In the old law still troubleshooting using the feelings so that anyproblems can be resolved only with deliberation. Based on the results of the above conclusions, theresearchers advise that women should maintain leadership values that either one of them buildcommunication without limits, more motivating ourselves, referral work is always based on rules,multiply the innovation that can build the village and help the community, provide training andsocialization are more specific and unequivocal stance regarding women and fair very expected that insolving and decision-making is done in a balanced way.Keywords: Leadership, Women, Participative, Democratis.

Abstract

ABSTRACT : The purpose of librarian’s ethic of conduct is to keep the prestige and moral well,and the librarian’s moral increases the service to society and profession quality.Therefore the librarian’s in doing their professional duty must pay attention and apply it asit must be based on aptitude and behaviour’s norm and politeness as a librarian’s ethic of condutct.This study is to know the relation betwewn ethic of conduct and librarian’s ethic ofproduct, documentation and archives of North Sulawesi.This study covers the 32 respondents. Those are all the librarians.The result of the studyshows that the relation between ethic of conduct of the librarians with their performance in libraryboard, archives and documentation of North Sulawesi province have strong relation or significant.This case is shown by “t test” which the mark of “T test” is 73 bigger then the mark of “Ttable” that is 2,042 and it is seen more cleary with the mark “r test” which is the same as 0,7 that isconsultated on the guillford table, it shows strong relation (significant).Furthermore, based on the result of co-efficient determination or determiner powerlibrarian’s ethic of conduct and their performance in library’s board, archives and documentation ofNorth Sulawesi is 0,49, so it can be concluded. The influence of librarian’s ethic of conduct towardlibrarian’s performance in library’s board, archives and documentation of North Sulawesi provinceis 49%. And the rest is 51% is influenced of variable which is not observed in this study.Keyword : librarian’s ethic of conduct

Abstract

The research objective was determine the implementation of advertisement tax policy in the taxand retribution management body in the Minahasa district. This study uses qualitative approach ofinformants in this study as many as 5 people, namely the head of the agency, the head of the datacollection field, an executor, and an advertisement taxpayer. Data collection uses interview andobservation guidelines; while the analytical technique used is an interactive analysis model from Milesand Hubernann. Based on the results of the data analysis, it was concluded that the implementation of theadvertisement tax policy in the tax and retribution management body in the Minahasa regency viewedfrom the dimensions of the idealized policy, the target groups dimensions, the implementing organizationdimension, and the dimensions of environmental factors, were not optimal. Based on the conclusions theresults of the study are recommended: (1) the dimensions of the “idealized policy” need to be improved bybuilding more effective communication with the subjects of advertisement tax, as well as increasingcoordination with relevant parties; (2) The dimensions of “target groups” needs to be increased by takingnore effective actions to increase the awareness of the subject of tax compliance with their tax obligations;(3) The dimensions of “Implementing organization” needs to be improved by optimizing theimplementation of the duties and fuctions of the unit/unit of the organization responsible for managingadvertisement tax; (4) the dimensions of “environmental factors” needs to be improved by seeking tocreate more conducive social and cultural conditions.Keywords : Policy Implementation, Advertisement Tax

In the methodof survey information collected fromrespondents using a questionnaire. Abstract

Abstrack : Regional retribution are levies other than taxes levied by local governments depending on the ability to provide services to the public. One of the retribution of local government retribution is traditional market retribution. Traditional market retribution constitute a payment for the provision of traditional / simple market facilities in the form of a court location or store that are provided or managed by the local government for the benefit and can be enjoyed by a particular community or entity.Ternate City government, North Maluku Province is currently focusing on the development of goods and services sector. One of the efforts of the Ternate City government to encourage the improvement of trade and services sector is to build traditional markets. One of these markets is bahari berkesan traditional hygienic market.The problem that arises is often a conflict between officers and traders. Many traders are allowed to sell not in accordance with the places that have been determined to make the market look neatly organized and create congestion. Slow settlement of infrastructure issues related to the comfort of the traders and the buyers.The research method used in this study is a qualitative research method that aims to get more in depth information about how Implementation of Bahari Berkesan Traditional Hygienic Market Retribution Policy in Ternate City. Informants in this study as many as 9 informants. The results showed that the factors that play an important role in Implementation of Bahari Berkesan Traditional Hygienic Market Retribution Policy in Ternate City is communication, resources, attitude, and bureaucratic structure.Kata Kunci : Implementation of the policy, retribution

Abstract

ABSTRACT: This research questioned the two main problems, namely: the extent to which successful implementation of disaster management policies, and Is successful implementation of disaster management policies in Southeast Minahasa district also determined or influenced by factors of communication, resources, implementing dispositions or attitudes and bureaucratic structures. Thereby, this study aims to: (1) to describe the successful implementation of disaster management in Southeast Minahasa district, (2) to determine whether the successful implementation of disaster management policies in Southeast Minahasa district also determined or influenced by factors of communication, resources, disposition or implementing attitude and bureaucratic structures.This research uses a quantitative approach to the application of descriptive and explanatory methods. The data and information collected through questionnaires distributed technique to 60 respondents, and is equipped with observation and documentation techniques, and then analyzed by applying a multiple linear regression analysis techniques.Based on the analysis of data, it is known that: (1). The success rate of implementation of disaster management in Southeast Minahasa district are in the category of "moderate/midle" or quite successful. This fact shows that the implementation of policies combating disaster in this area is not optimal . It is constrained by inadequate availability of resources, particularly the amount and quality of human resources involved in disaster management policy itself. (2). Together or simultaneous communication factors, resources, dispositions or attitudes and bureaucratic structures implementing disaster management policies significantly influence the success implemntasi disaster, but partial, there are two factors that low influence, namely: communication factors and bureaucratic structures, where the influence of both these factors were not significant.Thereby, it can be concluded that the factor of communication and bureaucratic structures should get priority attention for future improvements to optimize performance / success of the implementation of disaster management policies, particularly in Southeast Minahasa regency.Key words : policy implementation, disaster prevention

Abstract

This research is done for the purpose of explaining the effectiveness of village personnel in the village ofPakuure two Tenga district of South Minahasa Regency in the study of public administration. The studyuses qualitative approach methods. The subject of this study amounted to 10 of the one occupying theresearch site so researchers took the conclusion to give the Kuisoner to the 10 subjects. . Data collectionusing interviews, observations, behavioral studies (documentation), while the analytical techniques usedare qualitative data analysis interaction models Miles and Huberman and Sugiono. The results of thestudy showed (a) more productivity is realized in the implementation of non-physical development and lessattention to the empowerment and strengthening of economic potential of the village community. (b) Thecreativity of the village apparatus is formed in establishing a working relationship with the district anddistrict governments as well as in conjunction with religious leaders but lack creativity in presenting thegovernment program to Improving people's living standards. (c) The working intensity of the villageapparatus is manifested in the division of work and seeks to optimally serve the community. However, theintensity of work produced as a form of occupational effectiveness has not been followed by theinvolvement and support of the community.Keywords: effectiveness, work effectiveness, village apparatus

Abstract

Implementation of development in the district of Puncak Jaya regency Yamo stillfound the existence of some constraints affecting the effectiveness of work among employees.Constraints in question concerns the improvement of the quality of personnel resources thatare not optimal so that needs to be improved through education, training and staffing inorder to perceive the efforts made in the quality of personnel resources to achievedevelopment goals Yamo District of Puncak Jaya. Type of study used a descriptive studyusing informants determination by purposive sampling, and data collection techniques donein the form of interviews, and literature. Data analysis techniques used qualitatively to makethe transcript then arranged in a matrix form and then analyzed using content analysismethod of data reduction. The results showed that the quality of personnel resources on civilservants in the District Yamo Puncak Jaya regency is very low resulting in productivity didnot correspond with the expectations of society that need special attention from the localgovernment through the development of education, training, and placement of the rightemployees to improve the quality of the source human.Keywords: Resources Quality Apparatus, Interest pembagunan, Yamo District
