Abstract

Law No. 23/2007 on Railways is opening the option for private sector or Local Government to be involved in railways. This study investigated experiences from other countries in railway restructuring especially their measures and model of restructuration. The countries investigated are Germany, Japan, Britain, and Sweden. After investigating restructuration experiences from other countries and looking on Indonesian railway condition, the study developed two approach of restructuration.The first approach of restructuration was using vertical separation model. The approach has advantages of: eliminating potential discrimination from the current holding company, increase the transparency in railway fund management, and more competitive market. The disadvantages were the high transaction costs, a need for monitoring of the other’s performance, the difficulty in creating complex performance schedules. The second approach was using the integration model. It has advantages of lower transaction cost, easy to manage path allocation, and efficient scheduled design. The disadvantages were the misuse railway fund allocation, also potential discrimination to the new entrants.The study found that the separation model is still the best approach for restructuring Indonesian railway but if looking at the Indonesian railway current condition with its problem of backlog assets it would be better that the separation approach is used in the development of railway in other islands.Keywords: Restructuration, separation, funds, operator.

Abstract

The loss due to collapsing structure includes not only materials but also lives. In the case of a change in structure function that may cause increasing loads, it is required to put efforts in strengthening the structure elements in order to increase the capacity and hence to avoid the possibility of collapsing. The objective of this research is to find out the behavior of T-sectional reinforced concrete beam strengthened in the negative moment region with wire rope and mortar composite. The test was carried out on three T-sectional beams: without wire rope reinforcement (BK), with 2 wire rope reinforcements (BP1), and with 4 wire rope (BP2) reinforcements. The type of wire rope was Independent Wire rope Core (IWRC) with a 10 mm diameter. The testing method used was two points static loading with flens positions below (the flens part experienced tensile stress). Results showed that the maximum load carrying capacity of BP1 and BP2 specimens increased by ratios of 1.59 and 2.03 to the BK specimen, respectively. However, the increase was achieved after the development and propagation of high cracking. Ductility of BP1 and BP2 specimens decreased with a ratio of 0.62 to 0.36 to the BK specimen, respectively. The initial stiffness of BP1 and BP2 increased with a ratio of 1.09 to 1.08 to the BK specimen, respectively. The effective stiffness of BP1 and BP2 specimens decreased with a ratio of 0.88 to 0.92 to the BK specimen, respectively. Stress occurred in the wire rope based on the analysis results of Response-2000 and the layer method did not reach 50% of the ultimate stress resulting from the preliminary test. In general, unless improvement was made to the stiffness characteristics of the wire rope, its contribution would not become optimum. Keyword: Wire rope, mortar, flexural behaviour.

Abstract

River bed control structure what so called groundsill or bottom sill is built for controlling a river bed to remain stable against degradation. Unlike other river obstacles, the presence of groundsill might cause sediment retention upstream of the structure; hence it reduces the supply of sediment to the downstream part of the river. At some extent, the above situation might create unexpected negative impact, not only cease the sediment migration but also disable fish migration, as well as the utilization of river for navigation. This paper presents the hydraulic investigation on various models of groundsill, i.e. groundsill without the opening and groundsill with a certain type of the opening. Series of laboratory experiments were conducted on an open channel flow of 0.75m width and longitudinal slope of 0.05%. There were two types of groundsill, i.e. groundsill without the opening with 0.75m width and 0.05m height, and groundsill with the opening of 0.39m width and 0.005m height of crest at the opening and 0.05m at the wings. Various flow rates were then introduced, necessary data were taken, and the hydraulic phenomena were studied. The results showed that groundsill without the opening produced non-dimensional (relative to the channel width) scour depth of 0.036, and scour length of 0.253. Groundsill with the opening produced scour depth of 0.013 and 0.024 near the downstream end of the wing section and the opening respectively. The scour length of the groundsill with the opening is 0.080 and 0.293 near the downstream end of the wing section and the opening section respectively. Moreover, it can be noted that the presence of the scour depth and scour length of the groundsill with the opening was generally much smaller rather than that of groundsill without the opening. The above results give the evidence that groundsill with the opening is much friendlier and also more suitable for the environment needs.Keywords: control structure, environmentally sound, groundsill, hydraulic phenomenon

Abstract

Potential evapotranspiration (PET) is an importance process in water balance studies controlled by a number of meteorological factors such as temperature, wind speed, atmospheric pressure, solar radiation, vapor pressure gradient, relative humidity and biological factors such as vegetation type, canopy height and plant density that varied in time-scale and in spatial scale. Of all those variables, determining the most controlling factors of evapotranspiration in humid and arid area is of interest of this paper. Two sites representing humid and arid area i.e. Fermi Prairie site in Illinois and Audubon Research Ranch in Arizona respectively were investigated in this study.  The flux data employed in this study was acquired from Ameriflux Netwotk. Penmann-Monteith formula is employed in to estimate evapotranspiration rate in both sites. The result shows that the PET is in dependence on the considered meteorological factor such as shortwave radiation, vapor pressure, air temperature, wind speed, net radiation and vapor pressure deficit. It is also can be inferred from the analysis that PET is also strongly controlled by vegetation factors represented as stomatal resistance. Abstract

One of disasters caused by volcanic activity of Mount Merapi is secondary disaster. The disaster usually occurs after eruption and this volcanic activity produces volcanic and pyroclastic material deposit around the top of the mountain as a result of previous eruption. This material might collapse downward in the form of debris flow as it is affected by natural event such as high intensity rainfall. Therefore, a research is needed to analyze whether existing forecasting and early warning system are capable to provide information for the people living in hazardous area before the debris flood occur. This research was carried out using field survey, observation and interview method. Data analysis used qualitative descriptive method by making description of actual condition of the researched location general condition and qualitative analysis of telemetry system installed on Mount Merapi. The qualitative analysis of telemetry system covers network, hardware, software, power supply, security system, operation and maintenance, also human resources. Research analysis used primary and secondary data. Research results revealed that mean rainfall intensity above of 60 mm/hour might trigger debris flood. Early warning should be given at the rainfall intensity level of 50-55 mm/hour, and debris flood time travel from the upstream to the observed location in Pulowatu Village is 45 minute. Based on the analysis of the present forecasting and early warning system, it is known that some of the equipment is not well functioned, so that debris flow cannot be predicted and detected. This is caused by the lack of human resource quality of the officers in operating and maintaining the equipment. Concerning that matter, it is necessary to conduct some improvement to achieve better forecasting and early warning system in order to give information regarding occurrence of debris flow.

Abstract

Road investment appraisal requires joint consideration of multiple criteria which are related to engineering, economic, social and environmental impacts. The investment consideration could be based on the economic analysis but however for some factors, such as environmental, social, and political, are difficult to quantify in monetary term. The multi-criteria analysis is the alternative tool which caters the requirements of the issues above. The research, which is based on 102 class D and class E paved road sections in Kenya, is about to optimize road network investment under budget constraints by applying a multi-criteria analysis (MCA) method and compare it with the conventional economic analysis. The MCA is developed from hierarchy structure which is considered as the analytical framework. The framework is based on selected criteria and weights which are assigned from Kenya road policy. The HDM-4 software is applied as decision-making tool to obtain the best investment alternatives and road work programs from both MCA and economic analysis. The road work programs will be the results from the analysis using both MCA and economic analysis within HDM-4 software to see the difference and compare the results between both programs. The results from MCA show 51 road sections need periodic work, which is overlay or resealing. Meanwhile, 51 others need rehabilitation or reconstruction. The five years road work program which based on economic analysis result shows that it costs almost Kenyan Shilling (KES) 130 billion to maintain the class D and E paved road in Kenya. Meanwhile, the MCA only requires KES 59.5 billion for 5 years program. These results show huge margin between two analyses and somehow MCA result provides more efficient work program compared to economic analysis.

Abstract

Indonesia located in tropic area consists of wet season and dry season. However, in last few years, in river discharge in dry season is very little, but in contrary, in wet season, frequency of flood increases with sharp peak and increasingly great water elevation. The increased flood discharge may occur due to change in land use or change in rainfall characteristic. Both matters should get clarity. Therefore, a research should be done to analyze rainfall characteristic, land use and flood discharge in some watershed area (DAS) quantitatively from time series data.The research was conducted in DAS Gintung in Parakankidang, DAS Gung in Danawarih, DAS Rambut in Cipero, DAS Kemiri in Sidapurna and DAS Comal in Nambo, located in Tegal Regency and Pemalang Regency in Central Java Province. This research activity consisted of three main steps: input, DAS system and output. Input is DAS determination and selection and searching secondary data. DAS system is early secondary data processing consisting of rainfall analysis, HSS GAMA I parameter, land type analysis and DAS land use. Output is final processing step that consisting of calculation of Tadashi Tanimoto, USSCS effective rainfall, flood discharge, ARIMA analysis, result analysis and conclusion. Analytical calculation of ARIMA Box-Jenkins time series used software Number Cruncher Statistical Systems and Power Analysis Sample Size (NCSS-PASS) version 2000, which result in time series characteristic in form of time series pattern, mean square errors (MSE), root mean square ( RMS), autocorrelation of residual and trend.Result of this research indicates that composite CN and flood discharge is proportional that means when composite CN trend increase then flood discharge trend also increase and vice versa. Meanwhile, decrease of rainfall trend is not always followed with decrease in flood discharge trend. The main cause of flood discharge characteristic is DAS management characteristic, not change in rainfall characteristic.Keywords: rainfall, land use, flood discharge, time series, main cause

Abstract

Mt. Merapi’s eruption which occurred on 26 October 2010 had disadvantageous impact for human life that live surrounds it. The primary disaster was pyroclastic cloud that destroyed villages surround it. In addition, the secondary disaster continuously became a threat for human life around the rivers that destroyed at Mount Merapi. One of the secondary disasters is Putih River’s volcanic material overflowing into Yogyakarta-Magelang Highway. The series of Sabo dam which had been built along the river could not handle that phenomenon. Sabo dam was built and expected to accommodate volcanic material or at least to resist the velocity of volcanic material (sediment controlling), so the damage caused by the flow became relatively small. However, this function could not work at that phenomenon. In order to know the function of sediment control of Sabo dam in Putih River, it is necessary to study the performance of Sabo dam. This research used Kanako software ver. 2.04 and reviewed Sabo dam PU-D1 Mranggen and PU-C8 Ngaglik. There were four simulated scenarios in this research: a scenario without Sabo dam; with Sabo dam PU-D1 Mranggen; with Sabo dam PU-C8 Ngaglik, and the last with two of Sabo dams. The simulation was based on 23 January 2011 event and simulated for 18.000 s. From this research, it can be concluded that Sabo dam PU-D1 Mranggen can reduce the total volume  passing through about 43,998.6 m3 or 1.53 % for 5 hours, and reduce the sediment volume that passing through about 28,482 m3 or 52.59 % for 5 hours. Sabo dam PU-C8 Ngaglik can reduce the total volume that passing through about 255.6 m3 or 0.01 % for 5 hours, and reduce the sediment volume that passing through about 124.8 m3 or 0.33 % for 5 hours, and Sabo dam PU-D1 Mranggen and PU-C8 Ngaglik in series can reduce the total volume that passing through about 2,340.6 m3 or 0.08 % for 5 hours, and reduce the sediment volume that passing through about 157.8 m3 or 0.41 % for 5 hours

Abstract

The eruption of Mount Merapi in 2010 leads to the lahar flow disaster in the region of the mountain slopes. Due to the impact caused by the lahar flow, it is important to develop warning criteria for lahar flow disaster with a simple method corresponding to the limitation of existing data and parameters. One of the methods is by analyzing rainfall data to predict the occurrence of lahar flow in Gendol River. It applies the setting of standard rainfall for warning and evacuation of sediment disasters based on Guidelines for the Development of Warning and Evacuation System against Sediment Disasters in Developing Countries, published by the Ministry of Land, Infrastructure, and Transport (MLIT) Infrastructure Development Institute - Japan, 2004. This study analyzed the critical line (CL) which can be used to predict the occurrence of lahar flow based on the rain characteristics namely working rainfall and rainfall intensity. Furthermore, it can be established by warning line (WL) and the evacuation line (EL) as a basis for determining the standard rainfall for warning (R1) and standard rainfall for evacuation (R2). The value of R1 obtained ± 6 mm and R2 ± 29 mm. The value of R1 and R2 are strongly influenced by the availability of rainfall data and occurrence of lahar flow. The results of this research were expected to be used as input for the warning criteria development of early warning system lahar flow disaster on the slopes of Mount Merapi, particularly in the area of Gendol River.

Abstract

It is believed that there is merit in researching how the management of track maintenance is organized in the United Kingdom, in particular by Network Rail, and then evaluating how this can be applied to the benefit of Indonesian Railways. The purpose of this research was expected to provide recommendations for management improvement of track maintenance by researching the track maintenance management system in Network Rail. This research study is based on secondary data. The analysis was conducted by using comparison method which compares the British Railways management and Indonesia railway management related to track maintenance management. The track maintenance management system was studied by using Network Rail. The results were compared with track maintenance management system in Indonesia. The comparison will provide the data differences that evaluated so the problem can be identified. The final result of this analysis was the identification of problems and improvisation that can be done for the development of track maintenance management in Indonesia. Several management issues have been mapped to several groups: finance management, structure organization, and asset management. From the problems that have been mapped, some improvements are recommended as monopolist authority restriction, maintenance system contract extension, re-structuring organization hierarchy, business plan consideration, track monitoring strategy arrangement, and condition based maintenance strategy adoption.
