Abstract

Bandar Udara Hang Nadim Batam merupakan Bandar Udara Kelas Utama yang terletak di Pulau Batam, Provinsi Kepulauan Riau. Pergerakan pesawat udara di Bandar Udara Hang Nadim pada tahun 2012 tercatat telah mencapai 31.541 kali pergerakan, naik sebesar 10,92% dari tahun 2011 yang sebanyak 28.436 kali pergerakan. Untuk menunjang peningkatan jumlah pergerakan pesawat udara tersebut, maka dibutuhkan kesiapan operasional fasilitas Bandar udara yang memenuhi persyaratan keselamatan dan keamanan penerbangan. Berdasarkan KP 420 tahun 2011, setiap Bandar udara wajib menyediakan dan memberikan pelayanan pertolongan kecelakaan pesawat dan pemadam kebakaran (PKP-PK) sesuai dengan kategori Bandar udara untuk PKP-PK yang dipersyaratkan. Metode yang digunaka adalah analisis deskriptif. Hasil observasi SOP pemeliharaan fasilitas kendaraan dan peralatan operasional yang dimiliki oleh Unit PKPPK Bandar Udara Hang Nadim-Batam pada dasarnya telah dilaksanakan sesuai dengan ketentuan yang berlaku dalam KP 420 tahun 2011. Kendala yang dihadapi Unit PKP-PK Bandar Udara Hang Nadim-Batam adalah umur kendaraan dan peralatan operasional PKP-PK yang rata-rata melebihi 20 tahun dan lamanya proses pengajuan pengadaan kendaraan dan peralatan operasional yang baru. Untuk mengatasi hal itu pemeliharaan preventif telah rutin dilakukan guna menjaga agar kendaraan tetap dapat diandalkan dalam operasional PKP-PK. [Maintenance of Fire Fighting Vehicle in Hang Nadim Airport Batam] The Hang Nadim Airport is one of airport hub that located in Batam Island of Riau Islands Province. The aircraft movement in this airport was recorded for 10.92% growth from 28,436 movements in 2011 to 31.541 movements in 2012. In order to support the aircraft movement growth, the readiness of airport operational facilities that comply to safety and security requirements is needed. With regard to KP 420 Year 2011, each airport have the obligation to provide rescue and fire fighting service in accordance to the category of the airport. In addition, the rescue and fire fighting service must fulfill the operational and technical requirements. Descriptive qualitative analysis method is used to determine the conformity of rescue and fire fighting operational vehicle of Hand Nadim Airport to the assigned regulation. The results indicate that the regulation are applied accordingly. However, the rescue and fire fighting unit in this airport facing certain hindrance where the average age of vehicle and equipment is more than 20 years and the procurement of new vehicle and equipment can not be processed quickly. In order to minimize the occurrence of any problems related to the aging vehicle and equipment, preventive measures have been taken to regularly maintain the realibility of those rescue and fire fighting vehicle and equipment.

Abstract

Biaya pengiriman kargo dan pos udara di Indonesia paling mahal diantara negara-negara ASEAN lainnya. Hal ini dipengaruhi oleh rendahnya efektifitas dan efisiensi dalam pengiriman logistik/kargo yang berdampak membengkaknya biaya dengan proses yang lebih lama dibandingkan di luar negeri. Dari hal tersebut diatas maka perlu dilakukan penelitian efektifitas dan efisiensi logistik angkutan udara di Bandar udara Internasional Soekarno-Hatta. Untuk melihat efisiensi penanganan kargo udara maka dalam penelitian ini dilakukan analisa perhitungan tarif biaya logistic kedatangan logistik/kargo dan alur atau proses penanganan logistik/kargo sampai dengan dinyatakan lengkap dan keluar dari terminal kargo. Dari hasil penelitian disimpulkan bahwa kedatangan logistik/kargo dinyatakan efisien apabila barang tersebut mempunyai dokumen yang lengkap dan segera diambil sehingga tidak perlu mengeluarkan tambahan biaya sewa gudang.[Effectiveness and Efficiency of Air Transport Logistic in Soekarno-Hatta International Airport] The cost of airmail and cargo shipment in Indonesia is the most expensive among the other countries in ASEAN. High cost and longer processing time are affected by below average logistic handling/delivery effectivity and efficiency. Therefore, study for air logistic effectivity and efficiency in Soekarno-Hatta International Airport need to be done. In order to determine the efficiency of air logistic, analysis of logistic cost calculation and logistic handling flow/process is applied. The results of this study conclude that logistic delivery can be stated as efficient when the cargo documents are complete and the cargo picked immediately so that the extra expense for warehouse can be neglected.

Abstract

Pesawat dengan kategori Short Take-Off Landing pada umumnya adalah pesawat ringan yang mempunyai berat take-off antara 20.000 lb (9.072 kg) hingga 50.000 lb (22.680 kg) dengan kemampuan melewat irintangan setinggi 50 ft (15 m) untuk jarak take-off dan landing sejauh 1.500 ft (450 m). Pengembangan pesawat dengan kategori tersebut perlu memperhatikan tiga persyaratan umum yaitu kemampuan aerodinamika yang tinggi, tenaga mesin yang besar, dan teknik pilot yang baik yang disertai dengan kekuatan struktur yang mampu menahan beban berat. Pada studi kasus ini, penulis menggunakan data prestasi terbang Short Field Landing pesawat CN235-100 (serial N-16) dengan menggunakan flap 230 pada saat pengujian performance trade-off di PT Dirgantara Indonesia pada tahun 1996. Pengujian tersebut juga termasuk uji rejected take-off atau accelerate stop distance dengan menggunakan flap 100 pada tenaga penuh dimana kemudian salah satu mesin dimatikan untuk mencapai kondisi kritis dan pilot mengurangi daya propulsi mesin lainnya untuk dapat berhenti di ujung landasan. Beberapa rekomendasi pilot diberikan pada bagian kesimpulan. [The Short Takeoff Landing Method (CN235 Turbo Prop Field Performance Test Case Study)] The aircraft category of Short Take-Off Landing, in general, including lightweight aircrafts with take-off weight between 20.000 lb (9.072 kg) and 50.000 lb (22.680 kg) and capable in exceeding 50 ft (15 m) obstacle height with only 1.500 ft (450 m) of take-off and landing distance. Thera are, at least, three general requirements that have to be considered in order to develop this category of aircraft; high aerodynamic performance, powerful engine, qualified skill of pilot, and also the strength of aircraft structure that can sustain heavy load.As for the study case, the author used the flight performance data of CN235-100 (serial N-16) Short Field Landing with 230 flap that was tested in Indonesian Aerospace Industry in 1996 for its trade-off performance. There was also rejected take-off or accelerate stop distance test with 100 flap and full throttle where one of the engine, then suddenly, shut down in order to achieve critical condition and later the power of the another engine being reduced by the pilot so that the aircraft can stop at the end of the runway. Several pilot recommendations are given in the conclusion chapter.

Abstract

Pengukuran kualitas pelayanan di bandara dapat memberikan banyak masukan penting bagi manajemen bandara terutama dalam menentukan strategi pengelolaan bandara yang baik. Penelitian ini bertujuan untuk mengkaji hubungan kausal faktor-faktor yang diasumsikan dapat mempengaruhi proses pelayanan di terminal kargo. Model hubungan kausal dibangun berdasarkan persepsi kepuasan pengguna jasa terhadap kinerja fasilitas, kinerja Sumber Daya Manusia (SDM), dan kinerja pelayanan di terminal kargo bandara. Pengembangan model hubungan kausal menggunakan metode jaringan probabilistik. Hasil analisis pada kasus terminal kargo Bandara Juanda - Surabaya menunjukkan bahwa peningkatan kinerja fasilitas dan kinerja SDM dapat meningkatkan kinerja pelayanan di terminal kargo. Adapun faktor-faktor penting yang mempengaruhi peningkatan kinerja PELAYANAN adalah fasilitas penyimpanan barang, kelengkapan atau ketersediaan peralatan penanganan barang di apron, dan keterampilan kerja dan pengetahuan petugas terminal kargo. [Quality Analysis of Cargo Terminal Services Using Probabilistic Networks] Service quality measurement at the airport can give a lot of essential input for the airport management, especially in determining the appropriate airport management strategy. This study aims to assess the causal relationship of several factors that are assumed may affect the service process at the cargo terminal. The causal relationship model is built on the perception of the service user satisfaction on the performance of the facilities, the performance of Human Resources (HR), and the performance of services at the airport cargo terminal. Thedevelopment of causal relationship model using probabilistic networks. The analysis results on the case of cargo terminal of Juanda Airport in Surabaya show that the performance improvement of facilities and HR can improve the performance of services in the cargo terminal. Furthermore, the important factors that affect the performance improvement of SERVICES arethe storage facilities, the availability of handling equipment in apron, and the skill and knowledge of the officer in the cargo terminal.

Abstract

Bandar Udara H.AS. Hanandjoeddin – Tanjung Pandan sebagai pintu gerbang kedatangan wisatawan di Kepulauan Belitung diharapkan mampu untuk memberikan pelayanan yang terbaik kepada pengguna jasa angkutan udara. Tujuan pengkajian adalah menganalisis harapan dan kepentinganyang dirasakan oleh pengguna jasa angkutan udara (penumpang) terhadap pelayanan yang telah diberikan oleh pihak penyelenggara Bandar Udara H.AS Hanandjoeddin – Tanjung Pandan Belitung. Analisis yang digunakan adalah kuantitatif dan kualitatif. Responden adalah pengguna jasa angkutan udara (penumpang). Hasil dari analisis yang menjadi prioritas utama perbaikan adalah pelayanan kebersihan fasilitas umumseperti toilet, kios, mushola dan lain-lain, penataan terminal penumpang khususnya untuk antrian dan sirkulasi bagi penyandang cacat, fasilitas dan peralatan yang membantu penumpang dalam membawa barang bawaannya, tersedianya layanan sarana transportasi umum, dan kemampuan petugas untuk cepat tanggap menyelesaikan keluhan/masalah. Kendala dan permasalahan yang terjadi adalah terbatasnya dana pemeliharaan yang tersedia, terbatasnya SDM untuk pemeliharaan sarana dan prasarana.[Air Transport Passenger Expectations and Interest of Airport Services in H.A.S Hanandjoeddin Airport – Tanjung Pandan] H. AS. Hanandjoeddin Airport of TanjungPandan, as the tourism gateway in Belitung Islands, is expected to provide its best service performance to the air transport user.The purpose of this study is to analyze the expectation and the importance of service that is provided by H. AS. Hanandjoeddin Airport that perceived by the user. Furthermore, quantitative and qualitative analysis was applied and air transport passengers are subjected as the respondent. The results indicate certain attributes that should be the main priority in improving the airport service, namely public facilities; toilet, kiosk, praying room, etc., queue arrangement for handicap, supporting facilities for carrying luggage, public transport for accessing the airport, and officer competence in solving the problems related to the passenger service. However, the limitation of maintenance budget and human resource has become the hindrance for service improvemnt.
