Abstract

Artikel ini bertujuan menjelaskan secara kritis persoalan representasi politik perempuan dalam kontestasi Pemilihan Umum Legislatif 2019. Melalui penelitian kualitatif dengan studi kepustakaan, tulisan ini berargumen bahwa secara umum peta pencalonan perempuan pada Pemilihan Umum Legislatif 2019 mencerminkan dua hal utama, yakni: Pertama, tren angka representasi perempuan pada daftar calon tetap anggota legislatif tampaknya tidak jauh berbeda dari Pemilihan Umum Legislatif sebelumnya, walaupun secara keseluruhan semua partai politik sudah berusaha menerapkan kebijakan afirmasi berupa pencalonan perempuan minimal 30 persen dalam daftar calon anggota legislatif. Kedua, partai politik belum menunjukkan keseriusan terhadap isu afirmasi perempuan, di mana jumlah perempuan tidak banyak yang ditempatkan di nomor urut satu, hanya sebanyak 235 orang atau 19 persen saja, sedangkan jumlah perempuan terbanyak ditempatkan di nomor urut tiga sebanyak 781 orang atau 67 persen dan di nomor urut enam sebanyak 572 orang atau 65 persen. Upaya peningkatan keterwakilan perempuan pada Pemilihan Umum Legislatif 2019, tampaknya bukan suatu jalan yang mudah, selain adanya fakta tentang komposisi daftar calon tetap tersebut, paling tidak terdapat sejumlah masalah dan tantangan yang dihadapi oleh caleg perempuan dalam kontestasi elektoral Pemilihan Umum Legislatif 2019. Pertama, kaderisasi yang dilakukan oleh partai politik cenderung instan sehingga tidak berkontribusi terhadap peningkatan kapabilitas dan kapasitas perempuan dalam berkontestasi. Kedua, mayoritas partai politik masih melakukan proses pencalonan secara tertutup. Hal ini, berakibat pada rendahnya keterwakilan perempuan. Ketiga, lemahnya dukungan finansial untuk perempuan. Persaingan terbuka antar caleg, termasuk persaingan untuk mengumpulkan dan memanfaatkan sumber daya uang di dalam kampanye, membuat ruang persaingan caleg perempuan dan caleg laki-laki menjadi tidak setara.

Abstract

Praktik politik dalam sebuah negara demokrasi adalah upaya perwujudan kepentingan atau kebutuhan politik dari setiap elemen dan individu. Kepentingan atau kebutuhan politik ini pada akhirnya terintegrasi dalam kelompok-kelompok sosial. Upaya perwujudan kepentingan politik selalu dimanifestasikan dalam kelompok identitas mayoritas yang ada di dalam masyarakat melalui upaya penyamaan kepentingan agar mendapatkan dukungan dari berbagai identitas mayoritas tersebut guna memperbesar peluang yang ada. Politik menjadi ajangidentity struggle yang tidak bisa dipungkiri dalam negara demokrasi manapun. Salah satu cara untuk mengkaji upaya perwujudan kepentingan politik berbasis identitas adalah dalam penyelenggaraan pemilu, termasuk pemilihan umum kepala daerah di Indonesia. Penelitian ini dilakukan dengan pendekatan kualitatif melalui teknik pengumpulan data studi kajian pustaka dan interview untuk mendeskripsikan politik identitas pada putaran kedua pemilihan umum kepala daerah Provinsi DKI Jakarta tahun 2017. Hasilnya bahwa pada pemilihan umum kepala daerah putaran kedua di Provinsi DKI Jakarta tahun 2017 terbentuk polarisasi identitas yang disebut sebagai identitas Legitimasi berupa identitas agama, etnis dan ekonomi. Identitas Resisten berupa Identitas perilaku pemilih rasional dan emosional, masyarakat Pancasila dan Anti Pancasila dan kesamaan nasib akan masalah sosial. Selanjutnya Identitas Proyek berupa julukan sarkasme terhadap pendukung kandidat tertentu yang berubah menjadi identitas pendukung, dan penggantian kata tertentu.

Abstract

Mengapa negara makmur begitu banyak tapi tidak sedikit pula negeri yang masih melarat? Mengapa di era global, kesenjangan antarnegara masih menganga? Buku ini hadir mengulas problematika tersebut dengan menggunakan pendekatan institusional. Jawaban dari pertanyaan tersebut diuraikan oleh Acemoglu dan Robinson: karena institusi. Negara makmur karena mengadopsi institusi ekonomi dan politik inklusif, sedangkan negara miskin karena menerapkan institusi ekonomi dan politik ekstraktif. Intisui inklusif diartikan sebagai adanya kesetaraan setiap warga negara untuk memiliki hak dan kesempatan akan akses sumber-sumber ekonomi dan politik untuk kemakmuran bangsa. Sedangkan intitusi ekstraktif adalah penguasaan oleh segelintir elit kecil untuk menguasai segala sumber daya demi kepentingan kelompok mereka. Hal inilah yang diulas oleh dua ekonom terkemuka untuk menjelaskan kesenjangan yang terjadi selama ini.

Abstract

The competition to get students has made universities promote themselves intensively. One of the promotional media they use is the billboard, outdoor media placed at strategic locations. This paper discusses the discourse of education on the billboard advertisement of private universities in Yogyakarta using Gunther Kress and Theo van Leuween’s multimodal analysis. The result shows that the university is put forward as an institution that prepares students before entering working life as pictured through the visual and linguistic messages, e.g., the illustration of study success, explanation concerning job opportunities, institutional achievement, and inter-institutional collaboration as indicated through the images of physical and human resource development. In terms of promotion, the discourse of education appears through constructing reputation, prospect, and educational product variants.

Abstract

Trust is an aspect that is very vulnerable to changes in the element of social capital. The loss of trust impacts the networks and norms accumulated to maintain forms of social capital. During the Covid-19 pandemic, the government limiting individuals' distance through the jargon of "physical distancing" or "social distancing." On the other hand, as a supporting aspect of trust, honesty plays an essential role in tracking interactions between individuals exposed to Covid-19. In the context of the society in North Halmahera, strengthening social capital is supported by cultural aspects. However, during the Covid-19 pandemic, trust levels degraded, weakening the previously accumulated cultural-based social norms and networks. This study used a qualitative method with a case study approach in North Halmahera District to identify social capital vulnerability during the Covid-19 pandemic. Local communities, as farmers, fishers, and small traders, were involved as key informants. This study indicates a transformation of the social capital structure that substantially changes cultural-based social capital's fundamental values into information-based social capital values. The social capital structure transformation was stimulated by the Large-Scale Social Restrictions (PSBB) policy, which increased social media use intensity. In Addition, trust was an aspect of vulnerability in the social capital structure during the Covid-19 Pandemic.

Abstract

This article is a descriptive study of hate. The phenomenon of hatred has prompted many researchers to find out more about hatred, the effects of hatred, and hate management. This research revealed that hatred had become a separate field of study, called the Hate Study, initiated and organized by the Gonzaga University Institute for Hate Studies, in 1997. Hate Studies became an international interdisciplinary field that united scholars, academic researchers, practitioners, human rights activists, policy makers, NGO leaders, and others. This study collects research results from various academic fields, both in the fields of humanities, social sciences, education, politics, economics, and the like so as to produce scientific discussions and practical applications in the academic, legal and policy settings, and counter-hate practices in community organizations civil. The purpose of this study is to illustrate the urgency of multidisciplinary religious studies disciplinary participation in hate studies, to analyze the evolution of hatred, and to find ways in dealing with the spread of hatred and violence that is needed by the plural world today. Therefore, the academic approach to religious studies will provide theoretical guidance and practice that can enrich understanding of hatred as well as dealing with the effects of hatred.

Abstract

The article discusses the politics and accountability of regional budgets, which are used as an analysis in analyzing transparency, accountability and efficiency of regional finances. In this study, the authors used a qualitative approach with descriptive-critical methods with strength analysis and in the data processing using literature study. To discuss politics and accountability for local budgets, three conceptual frameworks are used. First, supervision to control and check the performance of regional governments in the implementation of regional autonomy and regional wealth management Strategies to improve local government performance. Second, the use of agencies as legal rules that are formulated indirectly by the government to carry out budget transparency by presenting data that will become one of the pillars in shaping public management. Illustrates that the legislature as an agent of government has the authority to take action by the executive. Third, a fiscal policy which aims to accelerate the country's economic activity, namely to increase economic growth. Where the fiscal policy executive to make a sustainable regional development plan. So that conclusion can be drawn that politics has an important role in creating transparency in regional financial budgets by involving the legislative and executive institutions. Where the legislative institution has a central role in discussing regional financial plans because it has the right to comb through budget items that are deemed less useful and give criticism to the executive if many of the proposed budget plans do not make sense or are prone to being a field of corruption.
