<![CDATA[Pemilihan umum atau dalam istilah lain disebut Pemilu merupakan syarat yang mutlak untuk melaksanakan kedaulatan rakyat bagi negara demokrasi dan untuk mengokohkan dirinya sebagai negara demokratis. Sebuah Pemilu dikatakan demokratis atau tidak tergantung dari adanya badan atau lembaga penyelenggara Pemilu. Dalam rangka mewujudkan pemilu yang berkualitas dan berkapasitas, maka dibutuhkan lembaga penyelenggara pemilu yang profesional. Namun, hal tersebut akan sulit diwujudkan apabila antar lembaga pemilu itu sendiri yaitu antara “Komisi Pemilihan Umum (KPU), Badan Pengawas Pemilu (Bawaslu) dan Dewan Kehormatan Penyelenggara Pemilu (DKPP)” terus terjadi perbedan pendapat. Perbedaan pendapat ini terjadi karena adanya ketidakjelasan pengaturan penyelesaian masalah hukum pemilu yang tidak konsisten dan tidak pasti, terutama terkait mekanisme penyelenggaraan pemilu dalam lembaga penyelenggara pemilu sehingga pengaturannya harus diperbaiki dan secara tegas diperjelas tentang wewenang dan tanggungjawab masing-masing lembaga penyelenggara pemilu. Dalam penelitian ini penulis menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan. Tujuan diadakannya penelitian ini sebagai kritik agar antara KPU, Bawaslu dan DKPP menjalankan kewenangannya dengan memperjelas mekanisme penyelenggara pemilu. Dengan penjelasan diatas, penulis menyimpulkan bahwa antara KPU, Bawaslu, dan DKPP harus memperjelas wewenangnya dan tanggungjawab masing-masing agar tidak menimbulkan perbedaan pendapat yang mana akan menghasilkan pemilu yang tidak demokratis.]]>

<![CDATA[Community empowerment is part of economic development in Indonesia. As one of strategy to empower the community is by establishing the rulal allocation fund by government as mentioned on “Undang-Undang Nomor 6 Tahun 2014” about rural. Therefore, the “Undang-Undang Nomor 6 Tahun 2014” came along with rural allocation fund hopefully might be able to increase the participation of rural community to developing economic condition in order to establish community prosperity. This research used the qualitative method, obesrvation, interview, also documentation. This research aim to analyze the effectiveness of rural fund allocation toward society empowerment, particularly in economic aspect based on community participation in Bangunjiwo Village. Therefore, this research shows that first, the utilization rural fund allocation is most effective for development of economic potential. Second, Bangujiwo Village provider the training for community’s activity ini order to increasing the economic potential. The last, the mainly economic potential in Bangujiwo Village is called “Kajigelem”.]]>

<![CDATA[This study examines the existence of female commissioners to increase gender equality in the General Election Commission in West Sumatra. The existence of female commissioners as election organizers is not only a matter of equality with men, but also will play a major role in efforts to encourage female political participation by maximizing female participation in elections both as voters, election participants, and as election organizers. The main act women can take as election organizers at each stage is to ensure that female needs are considered and incorporated into programs or policies that are properly designed and implemented. The research method used in this research is qualitative emphasizing the gender aspect more precisely feminist research (feminism research). The results of the number of female commissioners as election organizers are still minimal quantitatively. And if you look at the composition of the current membership structure, this female commissioners is still very minimal due to the 30 percent quota has not been fulfilled so there is still discrimination and many obstacles and challenges are found to increase gender equality and female opportunities are limited in performing the tasks of elections. Most of these commissioners also feel there is still gender inequality. Challenges and obstacles such as social barriers in the form of Patriarchal Culture that still exist in Minangkabau society are still felt even though it is not as thick as in past times. In addition, stereotypes, marginalization, subordination, and the double burden also greatly affect the existence of female commissioners to increase gender equality.]]>

<![CDATA[This study describes the identity politics strategy of legislative candidates in the local political constellation. The focus of this study is about the victory of Ade Kartika in the electoral area II with the composition of the Districts of Kertajati, Jatitujuh, Ligung and Jatiwangi. This study aims to find out more closely related to the political strategy of candidates for legislative members by using the issue of gender identity as the main capital in the legislative political constellation in 2019. The concept of identity politics is used as an analytical tool to reveal how the identity politics strategy works in winning candidates. This study used descriptive method with a qualitative approach. Data analysis was performed using interview methods and relevant literature studies. As a result, this research shows that women's political strategy is based on aspects of group identity and gender ties.]]>

<![CDATA[This writing going to talk about analysis the implementation of application qlue in region North Jakarta. Reason the study is done to see how the implementation of application qlue that is part of the program smart city in jakarta especially in tanjung priok. Research methodology used is the method the qualitative study descriptive to technique data collection of interview. The research results show that the implementation of the application of qlue have not been effective. It was because, the community tanjung priok many cannot discern between qlue application, is that supposed to mean lack of socialization for the public regarding the application of qlue. In addition, obliging heads of the neighborhood report three times a day also is not effective. Of the aspect of the achievement of the policy implications of the (output), application qlue policy it is implemented still not 100 percent, based on the data populi center of the community can only 35.8 % of being contented with the implementation of the application of qlue. This indicates that the target not maximum. Thus, the implementation of application qlue in North Jakarta rudimentary and consequently need to there had been improvements forward to create good governance.]]>

<![CDATA[The literary is a type of original work by the author, as an impression of the life combined under the power of imagination and the creativity supported by the experience and life observation. The authors who live amidst society appreciate the intricate details in the secular society presence. This research discusses the method to analyze local wisdom contains in the novel series and their relationship with the author’s society. The sample novel series used in this study entitled Padang Bulan (PB) and Cinta Dalam Gelas (CDG) by Andrea Hirata, one of Indonesia’s novelist. The analysis combines the analytic-descriptive techniques, the content analysis, and the hermeneutics. The local wisdom and their contradiction can be traced and uncovered in light of the author's idea, which represents his society. It concludes that this method is easy to apply to other similar stories. It can help the readers understand the purpose of the story more accessible. The conflicting interest and the local wisdom can be compelling to be studied, while we can take the real lessons and the knowledge of another culture and their perspective to solve the issues of their life. Many of the analysis traces the explanation only and forget the true wisdom contains in every stories and matter]]>

<![CDATA[The cotruction of society that Gandhi is trying to build is a manifestation of his religious or religious faith. Where each individual jointly runs his life activity in the life of society as a holy dharma of religion. As dharma then every individual must be able to defeat any potential greed in developing autonomization of individuality to realize mutual interests. The idealization of society that Gandhi aspires to is inseparable from the idealization of the perfection of human beings as the main core of society. The idealization of society for Gandhi is what the Indian community calls the ashram. Ashram has in common with ashrama terminology. Ashram is the ideal conception of community building as a model community. Such community prototypes contain a set of cultural roots that make up the ideological constructions of society. The cultural roots are established as living principles that must be obeyed by the ashram citizens. The estuary of all is the enforcement of the principle of brotherhood of mankind. The value of humanity that is the culmination and the key word for every form of devotion by upholding that all human beings are equal and brothers, should not be exaggerated or feel more than others. This principle of 'all brothers' is the moral principle in Gandhi idealized society. The implications of Gandhi's thought increasingly find a point of relevance to forming civil society in Indonesia.]]>
