Abstract

AbstractKTSP (Kurikulum Tingkat Satuan Pendidikan) is a national policy which has been socialized into madrasahs. Development of KTSP is carried out by adopting a Content Tandard issued by Department of National Education (Departemen Pendidikan Nasional/Depdiknas), so that it needs a creaivity, integrity, and profesionalism of theachers and the managenent of madrasahs to construct the curriculum. The implementation of KTSP development at madrasahs is assumed will be experiencing some problems, many others, for example: (1) principals of madrasahs should motivate teachers to develop the classroom curriculum, while he himself is not experienced with dong so; (2) profesionalism of the teachers of madrasahs; (3) the facilities and infrastructures of madrasahs which are limited; and (4) teachers of madrasahs still have not been familiar with the learning models that encourage the activities of students in classrooms. Various parties, especially those are responsible for increasing educational quality of the madrasah, need to deal with thw abovementioned issues in a serious manner.

Abstract

AbstractThe implementation of National Educational System Law (Undang Undang Sistem Pendidikan Nasional/UU Sisdiknas) needs a standardized educational quality, including the costing. Cost Independence Indicators for Madrasahs refer to Government Regulation (Peraturan Pemerintah/PP) No. 19 Year 2005, namely: (1) investment cost that consist of the provision of facilities and infrastructures, human resource development, and fixed working capital; (2) operating costs that include salary of the teachers and educational affairs staff, benefits, educational equipments, and also indirect educational operating costs as transportation, meal, etc; and (3) personal cost that comprise registration, tuition (SPP), books, stationary, etc. key indicators for evaluating cost independence of madrasahs can be seen from the ratio of government contribution to parent/ community contribution to the educational costing. The contribution of government to Islamic Elementary School (Madrasah Ibtidaiyah/MI), Islamic Junior High School (Madrasah Tsanawiyah/MTs) and Islamic Senior High School (Madrasah Aliyah/ MA) was 38%, 37% and 31% respectively; while contribution of the parent/community was 62%, 63% and 69% respectively. It means there was a disparity between the both ways of financing madrasahs with the role of community. In the future, it is recommended for government to keep the principle of equality and equivalency in giving their subsidy to madrasah

Abstract

AbstractA fundamental problem faced by madrasahs in the era of global economy is with the position of madrasah in the governmental structure. Structurally, madrasash is a vertical agency without being autonomous-structured but operationally madrasah is within the office of local government (city/regency). Such a condition has implications to the policy of local government that unlikely to favor madrasah. The policies of local government concerning empowering madrasahs can be clasified into four attitudes: 1) in favor of madrasah that meant local goverment has proportionally paid attention to and cared for the madrasah; 2) lack of supporting madradah taht meant though local government has paid attention to the madrasah, such an sttention was discriminative in character among the madrasahs and schools; 3) doubt in character that meant local government has had a willingness to pay their attention to the madrasah, but they were afraid of violating rules; and 4) not in favor of madrasah that meant were no any attentions and treatments at all given by local government to madrasah wheter in form of finance, staff, facility and infrastructure of curriculum.

Abstract

AbstractThough it is controversial, implementing UN as a graduation standard for any students has continued so far. Juridical bases are UU No. 20/2003 regarding National Educational System and Government Regulation (PP) No. 19/2005 regarding National Education Standard. The fact is that UN encourages students to leaarn more actively, teachers to teach better, principals to improve school quality, and parents to focus more on making their children study more enthusiastically. However, still there are parties nit agreeing with the government act. The rejection of UN is based on different interpretations on the existence of Law No. 19/2005, educational decentralization principle, different paradigm in understanding of national education objective, social reality in community, and the educational function. On the other hand, the government should fulfill minimal service standard before they implement educational nationalization.
