This research aimed to know the role of the head of village in improving the performance of officials Mopuya village in sub district of Bulawa, Bone Bolango regency, to know the factors that impede improvement performance of officials Mopuya village in sub district of Bulawa, Bone Bolango regency. While the benefits of research for academics, are expected to be the brainstorming of knowledge and information that can be used as a reference or grounding in any steps strategy of head village, the practical benefit, that is to increase the knowledge and training to think systematically and bringing insight into the role of head of village in improving the performance of officials village. The research approach used in this research is the phenomenological approach implies that an approach where the researchers trying to understand the meaning of the events of research and its relation to officers who investigated the ordinary people in a particular situation, or the type of research is used descriptive qualitative research.The result of research showed that is the role of the head of village in improving the performance of officials Mopuya village than do the good role with through 4 roles that already been implemented by the head of village. While the factors that impede improvement performance of officials Mopuya village that is the terms of attendance is not on time, lack of knowledge about computers, lack of communication and lack of self-awareness of the officials that not active.

PEMODELAN KEBIJAKAN KEUANGAN DENGAN PENDEKATAN SISTEM DINAMIK DI PROVINSI GORONTALO Irfan Ibrahim

The research intend to obtain get the illustration of structure and behavior of monetary model at Gorontalo Province, and to get result of simulation which relative effective rather than several policy alternative to be taken by Government of Gorontalo Province in order to decreased the dependence to Central Government. The approaching that used to analyse this problem that is “system dynamics” approach, with simulation experiment that illustration the monetary local ability of Gorontalo Province. Simulation result showed that if available of general allocation fund unlimited, therefore Local Government always pursue growth goals, but will happened which running wide between fiscal capacities with fiscal requirement. It means the growth which happened really support by counter balance fund. Plant tax scenario equal to 20 % by the year and scenario income of BUMD equal to 20 % and 30 % by the year in fact unable to do much in lessening fiscal differences. When scenario growth of retribution and tax improved to become 30 % and conducted fusion scenario, in the reality can lessen fiscal difference and on a long term can improve monetary ability of Gorontalo Province. Beside that growth of economics that happened quiet better than the growth in other scenario.

The research method used descriptive method, that can be interpreted as a problem solving process were investigated by describing the state of subject and object of research at the present time based on the facts that appear or how (Hadari Nawawi, 1990). The interesting conclusion research, that employee affair Board Education And Training in Bone Bolango regency do the continue development of the employees quality through the education and training, it is done in order to build the capacity of staff based on the demands of the national and global challenges to achieve good governance . On implementation of the development program of the most dominant factor that can determine what or not the development is done comes from the motivation of the participants as well as the development of science and technology. Motivation of participants to determine what or not the current development is done, while the development of technology that encourages each agency or organization to continue to make efforts to develop the quality of its employees. Suggested to the employee affair Board Education and Training in Bone Bolango regency, in determining the development of the participants should have held a more stringent selection, in order to get the participants were really ready to follow in order to improve the development of human resources.

PERSEPSI MASYARAKAT TERHADAP CLEAN GOVERNANCE DI PROVINSI GORONTALO Fitroy Ishak

Realizing good governance is not only a public expectations but also the demands of contemporary governance. This study aims to determine the public perception of "clean governance" in the province of Gorontalo. This study uses a qualitative method. Making informant is purposive and snowball. Data were collected through observation, interview, and review documents. Data analysis using data reduction, data presentation, and conclusion and verification. The results showed that the overall governance in Gorontalo province is not in accordance with the paradigm of “clean governance". Specifically, the citizens consider matters related to information, public services, social assistance, and recruitment is still decorated with the practice of "bad governance" that leads to corruption, collusion and nepotism

This research aims to find out how the role of government officials in giving the effective of administrative services in sub-district of Kabila Bone Bolango regency. The method of this research is descriptive qualitative. This research is is a qualitative descriptive research that conducted on independent variables, that is without making comparisons or connect with other variables. The research shows still low capacity of government officials in both of sub-district Kabila in giving the excellent service to the society and to the achievement of an effective and efficient work. The society awareness work together is potentially a very noble and honorable, so there has a willingness of the society to develop their regions. Suggested to local governments, need greater attention to the good service for society. To remember low awareness of government officials in sub-district of Kabila, it is expected that the attention of the regency government in this case government of Bone Bolango, to give education and training, to give training for government officers that spread throughout the all regency, that will produce the quality of resources to face the application of the principles of Good Governance.

The purpose of the preparation from this article is to give describing of the impact of ballast water on the coastal environment and try to give a solution how the administrative management should be done to the sustainability of coastal society. The method used in writing of this article that is library research from a variety of sources and based on field observations in some areas with the activity of high boat traffic. Ballast water is sucked by the pump into the tank ship ballasts are used to maintain the stability of the ship during the cruise, generally consists of water mixed with various types of marine microorganisms, sediments and rocks. Marine microorganisms are carried on and switched via ship ballasts tanks will be able to survive in new waters, but life will change and tend to be predatory. This can cause damage to the food chain and the environment in new waters. Impact caused by Aquatic Invasive Species (AIS ) on ballast water, Hull and others form part of the ship of the ecological impact, economic and human health is a common concern this moment especially scientists, therefore need for appropriate methods in management. Some approaches a comprehensive strategy in the operational procedures ship, port, ship monitoring inspection, certification, training and education as well as the roles and responsibilities are clear of the implementing the regulation is an integral part in the effort to reduce the alien species.

OPTIMALISASI PELAYANAN KESEHATAN TERHADAP MASYARAKAT MISKIN DI PROVINSI GORONTALO Harson Gasim

The main problems of the current health services among others are still high disparity between the health status of the population had a high socioeconomic level of the population has a low socioeconomic level or poor. Low health status of the poor is closely related to limited access to health care, either because of geographical constraints or cost constraints (cost barrier). In other words, that the biggest obstacle facing the poor people to obtain health care facilities is the lack of cost, distance to health care facilities are too far away, as well as barriers to the means of transport or transport. To that end the Provincial Government through the Department of Health has Goorntalo optimizing health care for the poor with concrete actions such as (1) Equity in health services for the poor through the placement of doctors and paramedics, especially in health centers and hospitals in underdeveloped areas; increase the availability, equity, quality, and affordability of drugs and medical supplies, especially for the poor; and improving the quality of community pharmacy services and hospitals; (2) Improving the equity and affordability of health care; (3) Improve the quality of health services; (4) Improving hygienic behavior and healthy; (5) Improving the prevention and eradication of disease; (6) Improving the nutritional state of society; (7) Improving the handling of health problems in the affected areas.

IMPLEMENTASI KEBIJAKAN PEMERINTAH DAERAH DALAM PELESTARIAN KAWASAN HUTAN MANGROVE DI KABUPATEN POHUWATO Sudarmono Sompah

The aim of this research was to look at the implementation of government policies in the conservation of mangrove in Pohuwato regency. This research method using a case study explanative approach. Through the process of collecting data through observation, interviews and documentation, the data processed by reducing the data and then presented to provide an overview of policy implementation by local governments. Based on the results of the research, the percentage of the evaluation context (policy) found 95% categorized as very good, the evaluation of inputs (resources) found 96.4% categorized as very good, the evaluation process (implementation) found 90% categorized as very good, product evaluation (impact) found 75% categorized quite good. Then, from each of these results concluded that 93.3% considered excellent training program. In the implementation of the policy there are several factors that influence in the preservation of mangrove forest that is communication, bureaucratic structure, availability of resources that has to do with the funds, facilities and infrastructure advice and disposition factors as the attitude of the executive to implement the policy.

PENGEMBANGAN MODEL PEMBELAJARAN PROGRAM KURSUS WIRAUSAHA PEDESAAN BERBASIS POTENSI LOKAL UNTUK KEMANDIRIAN WARGA BELAJAR Thamrin A Kum

This research aimed to find out the learning model entrepreneurship rural course based on local potential program for independent residents of learn, using research and development method. Collection the data was conducted with interview, observation, documentation and the data analyzed with descriptive quantitative. The research found this data the PKBM administrators, the course administrators, the tutors, and the residents of learn were positively appreciated the experimented model. The andragogy approach, participative method, and individual guidance were successful in creating conducive learning atmosphere, giving opportunities for the residents of learn to actively participate and grow up the entrepreneurship motivation with exploiting the local potentials among the residents of learn. Based on the statistical test, this learning model influenced significantly towards the residents of learning results.
