<![CDATA[Abstract Development in an effort to humanize human beings by nature is also a business that has the meaning of ethics, law, and the values of religious teachings in both the objectives to be achieved in the way of business execution and achieve national development objectives. development in the Village Dulohupa that until now there are still many obstacles in the implementation of its development. The purpose of this study was to obtain information the extent of the role of the Village Consultative Body in supporting rural development in the Village Dulohupa Boliyohuto District of Gorontalo district. This study uses qualitative research with descriptive methods. Data collection techniques articles used were interviews, observation, and documentation. In this study informants ad 9 block, in an interview. The results showed that the role of the Village Consultative Bdan very important for the growth masyarakatn welfare and rural development. In accommodating issues and development in the village, BPD also plays quite well, although sometimes seen lonely office in the village BPD Dulohupa resulting difficulties in gathering to share their aspirations and ideas as well as ideas. Abstrak Pembangunan sebagai usaha memanusiakan manusia pada hakikatnya juga merupakan usaha yang mempunyai makna etik, hokum, serta nilai ajaran agama baik dalam tujuan yang ingin dicapai maupun dalam cara pelaksanaan usaha mencapai tujuan pembangunan nasional. pembangunan di Desa Dulohupa yang sampai saat ini masih terdapat banyak hambatan dalam pelaksanaan pembangunannya. Tujuan dari penelitian ini adalah untuk memperoleh informasi sejauh mana Peran Badan Permusyawaratan Desa dalam menunjang pembangunan desa di Desa Dulohupa Kecamatan Boliyohuto Kabupaten Gorontalo. Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif. Tehnik pengumpulan data yang digunakn adalah wawancara, observasi, dan dokumentasi. Dalam penelitian ini ad 9 orang informan yand di wawancara. Hasil penelitian menunjukan bahwa Peran Bdan Permusyawaratan Desa sangat penting bagi pertumbuhan kesejahteraan masyarakatn dan pembangunan desa. Dalam mengakomodasi permasalahan dan pembangunan di desa, BPD juga sudah berperan cukup baik, meskipun kadang kala terlihat sepinya kantor BPD di Desa Dulohupa yang mengakibatkan susahnya masyarakat untuk menyalurkan aspirasi, ide serta gagasan.]]>

<![CDATA[The Purpose of this study were : 1. To know how to dicipline employess work in improving the performance of employees at office agency unity of banda and political in Bone Bolango regency, 2. To determine the dicipline of work in improving the performance of employees at the office agency unity of Banda and Political in Bone Bolango regency. With this type is a qualitative study with a descrittive aproach. Based on the research that : 1. The division of duties for civil servants in the ofice agency unity of banda and political in Bone Bolango regency already based on local regulation nomber 10 of 2010 on the organizational structure of the office agency unity of banda and political in Bone Bolango regency, entrusted the organizational structure it self consists of head of the body, secretariat and functional groups. 2. The dicipline of employees working on the office agency unity of Banda and political in Bone Bolango regency not go according to existing rules, there are many employees, especially in service to the community, and 3. The quality of the performance of employees in the office agency unity of banda and polical in Bone Bolango regency has been running very well, while the quantity of employee performance can not be said to be good because it has not been realized as a whole. Tujuan penelitian ini adalah : 1) Untuk mengetahui bagaimana disiplin kerja pegawai dalam meningkatkan kinerja pegawai pada kantor Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango, 2) Untuk mengetahui disiplin kerja dalam meningkatkan kinerja pegawai pada kantor Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango. Dengan jenis penelitian adalah penelitian kualitatif dengan pendekatan deskriptif.Berdasarkan hasil penelitian bahwa : 1) Pembagian tugas bagi pegawai negeri sipil pada Badan Kesatuan bangsa dan Politik Kabupaten Bone Bolango sudah berdasarkan pada Peraturan Daerah nomor 10 tahun 2010 tentang struktur organisasi Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango, yang struktur organisasi itu sendiri terdiri dari kepala badan, sekretariat dan kelompok jabatan fungsional, 2) Disiplin kerja pegawai pada Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango belum berjalan sesuai aturan yang ada, masih banyak pegawai yang tidak menjalankan disiplin tersebut sehingga sangat berpengaruh terhadap kinerja pegawai khususnya pada pelayanan kepada masyarakat, dan 3) Kualitas kinerja pegawai pada Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango sudah berjalan dengan sangat baik sedangkan kuantitas kinerja pegawai belum bisa dikatakan baik karena belum terealisasi secara keseluruhan.]]>

<![CDATA[In the Indonesian constitutional Autonomous Region is an elaboration of territorial decentralization. Realization in the form of the rights, powers and obligations of the region to regulate and manage its own internal affairs are based on the aspirations of the people in accordance with the legislation in force. One of the objectives scrolling regional autonomy policy in Indonesia is Democratization, empowerment and public participation. To achieve this, then the government has a policy of decentralization in stages, namely the provinces given limited autonomy, greater autonomy to the district / city and country are given genuine autonomy. Community participation is a process activities performed by individuals or in groups or communities. To unify their interest or relevance to the organization or people who join in order to achieve the objectives of society itself. This study uses descriptive qualitative research methods From the results of this study, researchers found that community participation in Jatimulya village influenced by the leadership, communication and education. The result showed that the head of the village has been carrying out its role as the leader of a well, the village government communication with the public is well established and low education affects people’s participation in development planning in the Jatimulya Villa. Dalam ketatanegaraan Indonesia Otonomi Daerah merupakan penjabaran dari desentralisasi teritorial. Realisasinya dalam bentuk hak, wewenang dan kewajiban daerah untuk mengatur dan mengurus urusan rumah tangga sendiri yang berdasarkan atas aspirasi masyarakat sesuai dengan peraturan perundang-undangan yang berlaku. Salah satu tujuan pengguliran kebijakan Otonomi Daerah di Indonesia adalah Demokratisasi, Pemberdayaan dan Partisipasi publik. Untuk mencapai hal tersebut maka pemerintah menggulirkan kebijakan desentralisasi secara bertingkat, yakni kepada provinsi diberikan otonomi terbatas, otonomi luas kepada daerah kabupaten/kota dan Desa diberikan otonomi asli. Partisipasi masyarakat merupakan suatu proses kegiatan yang dilakukan oleh perorangan maupun secara berkelompok atau masyarakat. Untuk menyatukan kepentingan atau keterkaitan mereka terhadap organisasi atau masyarakat yang bergabung dalam rangka pencapaian tujuan masyarakat itu sendiri. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Dari hasil penelitian di dapatkan bahwa partisipasi masyarakat di Desa Jatimulya di pengaruhi oleh kepemimpinan, komunikasi dan pendidikan. Dari hasil penelitian diperoleh bahwa kepala Desa telah melaksanakan perannya sebagai pemimpin dengan baik, komunikasi pemerintah Desa dengan masyarakat terjalin dengan baik dan rendahnya pendidikan masyarakat mempengaruhi partisipasi dalam perencanaan pembangunan di Desa Jatimulya]]>

<![CDATA[Abstract This study aims to determine the mechanism of operational vehicle use at the Office of the Regional Secretariat of Gorontalo City and Identify what efforts are made Regional Secretariat Office of Gorontalo. The research approach used is quantitative and supported by primary data and secondary data. The result of research shows that: 1) Mechanism of utilization of operational vehicle in Regional Secretariat Office of Gorontalo reaches 78,33%. 2) The operational vehicle lending mechanism within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results. 3) Referring to the average achievement of 68.06%, it can be interpreted that the operational vehicle financing mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as effective and as efficient as expected. 4) Reviewing the average acquisition percentage of alternative answers obtained reached 77.78, this result assumes that the operational vehicle security mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as expected. 5) The system of operational vehicle responsibility within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results, this is supported by the percentage of alternative choice of normative answers only reaches 65.28%. Abstrak Penelitian ini bertujuan untuk mengetahui mekanisme penggunaan kendaraan operasional pada Kantor Sekretariat Daerah Kota Gorontalo serta Mengidentifikasikan usaha-usaha apa yang dilakukan Kantor Sekretariat Daerah Kota Gorontalo. Pendekatan penelitian yang digunakan adalah kuantitatif dan didukung dengan data primer dan data sekunder. Hasil penelitian menunjukan bahwa : 1) Mekanisme pemanfaatan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo mencapai 78,33 %. 2) Mekanisme peminjaman kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum menampilkan hasil yang memuaskan.3) Merujuk pada capaian rata-rata sebesar 68,06 %, maka dapat diinterpretasikan bahwa mekanisme pembiayaan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum seefektif dan seefisien seperti yang diharapkan. 4) Meninjau perolehan rata-rata persentase alternatif jawaban yang diperoleh mencapai 77,78, hasil ini mengasumsikan bahwa mekanisme pengamanan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum sesuai harapan yang diinginkan. 5) Sistem pertanggungjawaban kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum menampilkan hasil yang memuaskan, hal ini didukung oleh angka persentase alternatif pilihan jawaban yang normatif hanya mencapai 65,28 %.]]>

<![CDATA[Abstract This study aims to determine how the effectiveness of the management of library office area at Bone Bolango regency. The method used in the implementation of the research is descriptive quantitative methods, data collection technic used are observation, questionaire and documentation. The data analysis technic using injection analysis and described descriptively. With a sample size of 30 people were taken from the entire population of 30 people. The result showed that; 1. The effective implementation of the management plant of library office area at the Bone Bolango regency category quite effective. 2. The effectiveness of the implementation of the organization management plant of library at Bone Bolango regency category quite effective. 3. The effectiveness of the implementation of the management plan of library at Bone Bolango regency success and target priority program categories is quite effective. 4. Monitoring and evaluation the management of library office area at Bone Bolango regency category effective because according to the results of the study support system has been imposed only madequate facilities. Abstrak Penelitian ini bertujuan untuk mengetahui seberapa efektivitas pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango.Metode yang digunakan pada pelaksanaan penelitian adalah metode kuantitatif deskriptif, teknik pengumpulan data yang digunakan adalah observasi, angket dan dokumentasi. Sedangkan teknik analisis data mengunakan analisis injek dan diurakan secara deskriptif. Dengan jumlah sampel 30 orang yang di ambil dari seluruh populasi yang berjumlah 30 orang. Hasil penelitian menunjukkan bahwa; 1)tingkat efektivitas pelaksanaan perencanaan pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango kategori cukup efektif, 2)Tingkat efektivitas pelaksanaan pengorganisasian pengelolaaan Perpustakaan Daerah Kabupaten Bone Bolango kategori cukup efektif; 3)Tingkat efektivitas pelaksanaan pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango mengutamakan keberhasilan dan sasaran program kategori cukup efektif. 4)Monitoring dan evaluasi Pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango ketegori efektif karena menurut hasil penelitian system yang diberlakukan sudah menunjang hanya saja fasilitas yang kurang.]]>

<![CDATA[Some disadvantages show that the implementation of participation, transparency (transparency), responsiveness, and accountability principles in Bone Bolango County Government Office have not fulfilled the public expectation. Whereas the implementation or application of the principles of good governance is an important aspect in supporting the achievement of the objectives of the Regional Government. The purpose of this research is to know the application of Good Governance principles in Bone Bolango Regency Government. The research method used is qualitative approach with descriptive research type. The results of this study indicate that the implementation of the principle of Good Goveranance on Regional Government of Bone Bolango Regency has been running well but not yet maximal. There are still weaknesses in the implementation of good governance namely the transparency principle of weaknesses of government management transparency information has not been well developed. Beberapa kelemahan menunjukkan bahwa penerapan prinsip partisipasi (participation), transparansi (transparancy), daya tanggap (responsiveness), dan akuntabilitas (accountability) di Kantor Pemerintahan Kabupaten Bone Bolango belum memenuhi harapan masyarakat. Padahal implementasi atau penerapan prinsip-prinsip good governance merupakan aspek penting dalam mendukung pencapaian tujuan Pemerintah Daerah. Tujuan Penelitian ini ialah untuk mengetahui penerapan prinsip-prinsip Good Governance di Pemerintah Kabupaten Bone Bolango. Metode penelitian yang digunakan ialah pendekatan kualitatif dengan jenis peelitian deskriptif. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan prinsip Good Goveranance pada Pemerintahan Daerah Kabupaten Bone Bolango sudah berjalan dengan baik tetapi belum maksimal. Masih terdapat kelemahan dalam implementasi good governance yakni prinsip transparansi kelemahan informasi manajemen transparansi pemerintahan belum berkembang dengan baik.]]>

<![CDATA[Abstract This research used a qualitative method through natulastic approach as the part of the government research, with the aim to determine the public services quality also obstacles in improving of public services effort quality in village of Potanga sub-district of Boliyohuto. Source of research data enable two data sources are sources of primary data and source secondary data. Based on the research result can be described; (1) Effort to improve public services in village of Potanga can be identified as follow; a) to improve the principle of public services; b) the principle of public services; and c) to improve public service standarts. (2) Efforts to improve the public services in village of Potanga can be caterogized as good and in accordance with the public service policies, laws, public service, and the role, duties and responsibilities of the village government to the public service. (3) Obstackle in improving of the public services effort quality in villafe of Potanga, that is internal resistance in the form of problem officer/staff both the term of quantity nor in term of the quality of human resources. (4) External obstacles sourced from the society reason of physical and phycological and environmental. Penelitian ini menggunakan metode kualitatif melalui pendekatan naturalistik sebagai bagaian dari penelitian pemerintahan, dengan tujuan untuk mengetahui kualitas pelayanan publik serta hambatan dalam upaya peningkatan kualitas pelayanan publik didesa Potanga Kecmatan Boliyohuto. Sumber data penelitian memfungsikan dua sumber data yaitu sumber data primer dan sumber data sekunder Berdasarkan hasil penelitian dapat diuraikan; (1) Upaya peningkatan pelayanan publik didesa Potanga dapat diidentifikasi sebagai berikut; a) peningkatan azas layanan publik; b) prinsip layanan publik; dan c) peningkatan standar layanan publik. (2) Upaya peningkatan pelayanan publik didesa Potanga dapat dikategorikan baik dan telah sesuai dengan kebijakan pelayanan publik, undang-undang pelayanan publik, serta peran, tugas dan tanggung jawab pemerintah desa terhadap pelayanan publik. <![CDATA[The purpose of this study is to find out how the performance of employees in performing administrative services in Boliyohuto District Office. The research method used is a quantitative approach with correlation method. The result of the writer's observation on the performance of the employees in the administrative service at Boliyohuto Sub-District Office still needs some improvement. Based on the results of research that influence the performance of employees to administrative services in District Boliyohuto Gorontalo Regency, according to the results of testing the hypothesis that the price t arithmetic> of the price register. The closeness of the influence of the performance of employees to the administrative service is shown through calculation of determination that is approximately 40% variation that occurs in the scores of administrative services explained through the variation of employee performance in the district office Boliyohuto Gorontalo District. Improvement of administrative services has a significant (significant) relationship with employee performance through the relationship pattern shown by regression equation = 15 + 0.95X which is very meaningful. In conclusion that every change of one unit on variable X is the employee performance followed by the average change of 0.81 units on variableYyaitu administrative services in the district office Boliyohuto Gorontalo District. Tujuan dalam penelitian ini ialah untuk mengetahui bagaimana kinerja pegawai dalam melakukan pelayanan administrasi di Kantor Kecamatan Boliyohuto. Metode penelitian yang digunakan ialah dengan pendekatan kuantitatif dengan metode korelasi. Hasil pengamatan penulis pada kinerja pegawai dalam pelayanan administrasi di Kantor Camat Boliyohuto masih memerlukan beberapa pembenahan. Berdasarkan hasil penelitian bahwa pengaruh kinerja pegawai terhadap pelayanan administrasi di Kecamatan Boliyohuto Kabupaten Gorontalo, sesuai hasil pengujian hipotesis yaitu harga t hitung> dari harga tdaftar. Keeratan pengaruh kinerja pegawai terhadap pelayanan administrasi ditunjukkan melalui perhitungan determinasi yaitu kurang lebih 40% variasi yang terjadi pada skor pelayanan administrasi terjelaskan melalui variasi kinerja pegawai di kantor Kecamatan Boliyohuto Kabupaten Gorontalo. Peningkatan pelayanan administrasi memiliki hubungan yang signifikan (berarti) dengan kinerja pegawai dengan melalui pola hubungan yang ditunjukkan oleh persamaan regresi = 15+ 0,95X yang sangat berarti. Kesimpulannya bahwa setiap terjadi perubahan satu unit pada variabel X yaitu kinerja pegawai diikuti oleh perubahan rata – rata sebesar 0,81 unit pada variabelYyaitu pelayanan administrasi di di kantor Kecamatan Boliyohuto Kabupaten Gorontalo.]]>
