This journal, with ISSN 2088-1290, was firstly published on June 1, 2011, in the context to commemorate the Birthday of Pancasila's Name in Indonesia. Since issue of June 2012 to December 2014, the ATIKAN journal was organized by the Lecturers of FKIP UNSUR (Faculty of Education and Teacher Training, Suryakancana University) in Cianjur; and, since issue of December 2014 to June 2015, by the Lecturers of FPOK UPI (Faculty of Sport and Health Education, Indonesia University of Education) in Bandung; and published by Minda Masagi Press as a publisher owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. The articles published in ATIKAN journal are able to be written in English as well as in Indonesian and Malay languages. This journal is published twice a year i.e. every June and December. The ATIKAN journal is devoted, but not limited to, primary education, secondary education, higher education, teacher education, special education, adult education, non-formal education, and any new development and advancement in the field of education. The scope of our journal includes: (1) Language and literature education; (2) Social science education; (3) Sports and health education; (4) Economy and business education; (5) Math and natural science education; (6) Vocational and engineering education; and (7) Visual arts, dance, music, and design education.

Abstract

IKHTISAR: Pentaksiran pendidikan di Malaysia bertujuan mendapatkan maklumat  tentang prestasi murid bagi memperkembangkan sepenuhnya potensi setiap individu sebagai modal insan yang harmonis dan seimbang, selaras dengan hasrat Falsafah Pendidikan Kebangsaan. Lebih dari itu, ia diharap mampu melahirkan murid yang lebih cemerlang dalam semua aspek, kerana pentaksirannya dilakukan daripada peringkat awal dan bukan sahaja terhad kepada bidang akademik, tetapi juga merangkumi sahsiah, sukan, dan ko-kurikulum. Dengan PBS (Petaksiran Berasaskan Sekolah), murid-murid dinilai secara adil dan saksama sebagai individu dalam masyarakat berdasarkan keupayaan, kebolehan, bakat, kemahiran, dan potensi diri tanpa dibandingkan dengan orang lain. Pihak sekolah mampu mendapatkan maklum balas yang lengkap dalam bentuk data kualitatif dan kuantitatif yang merangkumi segala aspek tentang diri seseorang murid itu bagi membolehkan pihak yang bertanggung jawab mengenali, memahami, menghargai, mengiktiraf, dan memuliakan anak didik sebagai insan yang berguna, penting, dan mempunyai potensi untuk menyumbang kepada pembangunan negara dan bangsa mengikut keupayaan dan kebolehan masing-masing. Pentaksiran yang berkualiti akan menghasilkan maklumat yang tepat dan menunjukkan keadaan sebenar tentang tahap pembelajaran murid. KATA KUNCI: Pentaksiran berasaskan sekolah, prestasi murid, transformasi pendidikan, pembangunan modal insan, proses pengajaran dan pembelajaran, serta penilaian holistik.ABSTRACT: “School-Based Assessment: A Transformation of Education in Human Capital Development in Malaysia”. Assessment of education in Malaysia is to gather information about student achievement to develop the full potential of every individual as a human capital that is harmonious and balanced, in line with the National Education Philosophy. More than that, it is hoped to produce students who excel in all aspects, because its assessment is carried out from an early stage and is not limited to academia, but also include personality, sports, and co-curricular activities. With SBA (School-Based Assessment), pupils are assessed fairly and equitably as individuals in a society based on abilities, talents, skills, and potentials without comparing his/her-self with others. The school was able to get a complete response in the form of qualitative and quantitative data that encompasses all aspects of a students self to enable the party responsible to recognize, understand, appreciate, recognize, and honor students as individuals useful, important, and have potential to contribute to national development and nation-state according to their capabilities and their abilities. Abstract

IKHTISAR: Peranan pemimpin hari ini mentakrifkan satu era baru akauntabiliti dan keperluan untuk memenuhi kepelbagaian kepentingan daripada kakitangan. Kepimpinan pengetua dalam pembelajaran juga merupakan tindakan yang membawa kepada terciptanya kepuasan kerja  dan mampu mendorong terjadinya peningkatan pengurusan dalaman sekolah, sehingga membolehkan terselenggaranya proses pengajaran yang optimum. Makalah ini bertujuan untuk mengenal pasti pengaruh kepimpinan transformasional pengetua terhadap prestasi pengajaran guru sekolah menengah di Wajo, Sulawesi Selatan, Indonesia. Kajian ini menggunakan kaedah tinjauan kuantitatif. Seramai 550 orang guru Sekolah Menengah Pertama (SMP) telah dipilih untuk memberikan maklum-balas mereka melalui soal selidik. Keputusan kajian mendapati bahawa kepimpinan transformasional pengetua dan prestasi pengajaran guru sekolah menengah di Wajo berada pada tahap sederhana. Selain itu, kepimpinan transformasional pengetua berpengaruh positif dan signifikan terhadap prestasi pengajaran guru sekolah menengah di Wajo, Sulawesi Selatan, Indonesia. Justeru itu, kajian ini menyumbangkan gagasan dan arah tuju kepada pengetua dan pelbagai fihak bahawa bagi meningkatkan prestasi pengajaran guru sekolah menengah, pengetua mesti mengamalkan gaya kepimpinan transformasional.KATA KUNCI: Kepimpinan transformasional pengetua, prestasi pengajaran, guru sekolah menengah, akauntabiliti, dan proses pengajaran yang optimum. ABSTRACT: “The Role of Principal’s Transformational Leadership in Improving the Teachers’ Teaching Performance at Secondary School in Wajo, South Sulawesi, Indonesia”. The role of leaders today defines a new era of accountability and the need to meet the diverse interests of employees. The leadership of principals in learning is also an action that led to the creation of job satisfaction and could encourage an increase in the internal management of the school to enable the implementation of the teaching process optimization. This paper aims to identify the impact of transformational leadership of principals with teaching performance of Secondary School teachers in Wajo, South Sulawesi, Indonesia. This study uses quantitative survey approach. Five hundred and fifty of Secondary School teachers were selected to provide their feed-back through questionnaires. The findings indicate that transformational leadership of principals and teaching performance of Secondary School teachers in Wajo at a moderate level. In addition, transformational leadership of principals provide positive and significant impact on teaching performance of Secondary School teachers in Wajo, South Sulawesi, Indonesia. Abstract

ABSTRACT: Considering the consequential roles Open and Distance Learning (ODL) is currently playing in ensuring educational delivery at doorsteps of those who desire it, it becomes highly imperative that its administration needs to be effective so that the goals for which it was introduced are achieved. This paper considers planning and policy as synergy to effective Open and Distance Learning administration in Nigeria. Four modes of operation in ODL, namely single, dual, mixed, and consortia, were equally highlighted. The author also discussed some of the critical areas like communication system, learners’ support, staff personnel appraisal, as well as nature and quantity of resources that require effective planning. Furthermore, some policy implications which bother on issues such as quality assurance, the use of technology, inclusiveness, and staff supports were brought to the fore. It was concluded that ODL has truly become an accepted and essential part of the main-stream of educational systems in both developed and developing countries. Finally, the paper recommends inter alia the need for ODL curriculum designers to ensure flexibility so as to accommodate the needs and experiences of a range of diverse people, provision of effective supports for the learners and the participating staff, the ODL environment to be more accommodating, stimulating, and motivating for the distance learners.KEY WORD: Administration, open and distance learning, planning, policy, synergy effective, communication system, and staff and learners’ supports.IKHTISAR: “Perencanaan dan Kebijakan: Sinergi untuk Mengefektifkan Pengurusan Belajar Jarak Jauh dan Terbuka di Nigeria”. Mengingat peran yang konsekwen dari Belajar Jarak Jauh dan Terbuka (BJJT) saat ini adalah untuk memastikan ketersediaan pendidikan dari rumah ke rumah bagi orang-orang yang menginginkannya, menjadi sangat penting bahwa pengurusannya harus efektif sehingga tujuan yang diperkenalkan tercapai. Makalah ini menimbang perencanaan dan kebijakan yang sinergis untuk mengefektifkan pengurusan Belajar Jarak Jauh dan Terbuka di Nigeria. Empat gaya pelaksanaan dalam BJJT, yaitu tunggal, ganda, campuran, dan konsorsium, sama-sama akan dikaji. Penulis juga membahas beberapa bidang penting seperti sistem komunikasi, dukungan peserta didik, staf tenaga penilaian, serta sifat dan kuantitas sumber daya yang membutuhkan perencanaan yang efektif. Selain itu, beberapa implikasi kebijakan yang mengganggu pada isu-isu seperti jaminan kualitas, penggunaan teknologi, sikap inklusif, dan dukungan staf, juga didahulukan. Disimpulkan bahwa BJJT telah benar-benar menjadi bagian yang diterima dan penting dalam arus utama sistem pendidikan, baik di negara maju maupun berkembang. Abstract

ABSTRACT: The Philippine higher education sector is not immune to the fiscal pressure plaguing the entire public sector as a whole. So, finding other sources of funding is imperative for the survival of the State Universities and Colleges (SUCs) and for ensuring the delivery of quality education. The study sought to gather relevant data and other information that policy-makers and the management of PNU (Philippine Normal University) can utilize in examining the efficiency and sustainability of the existing tuition policy of the university. The study focused on the three important determinants of tuition fee rates: (1) the cost of degree programs being offered by PNU; (2) the ability to pay of its students; and (3) the effect of the inflation rate on the real value of the tuition fee rate of the university. Also, a comparative analysis of the tuition fee rates of other Higher Education Institutions (HEIs) in offering teacher education was done to compliment more insights to policy-makers and the management of the university. The findings are pointing to a need for the university to revisit its views and policy on the tuition fee and start the dialogue among its stakeholders addressing the issue.KEY WORD: Philippine higher education, socio-economic profile, cost estimation, tuition fee policy, cost-sharing, and dialogue with the stakeholders.IKHTISAR: “Analisis Profil Sosial-Ekonomi Mahasiswa Terpilih dan Biaya Program Sarjana di Universitas Pendidikan Filipina: Dasar untuk Kajiulang Kebijakan Biaya Kuliah”. Sektor pendidikan tinggi Filipina tidak kebal terhadap tekanan fiskal yang mengganggu seluruh sektor publik secara keseluruhan. Jadi, mencari sumber pendanaan lain sangat penting bagi kelangsungan hidup Perguruan Tinggi Negeri dan Sekolah Tinggi (PTN-ST) dan untuk memastikan pelayanan pendidikan yang berkualitas. Penelitian ini berusaha untuk mengumpulkan data yang relevan dan informasi lainnya, dimana para pembuat kebijakan dan pengelola PNU (Universitas Pendidikan Filipina) dapat memanfaatkan dalam memeriksa efisiensi dan keberlanjutan kebijakan pendidikan yang ada di universitas. Penelitian difokuskan pada tiga faktor penentu penting dalam tingkatan biaya kuliah: (1) biaya program sarjana yang ditawarkan oleh PNU; (2) kemampuan untuk membayar dari para mahasiswa; dan (3) pengaruh tingkat inflasi pada nilai riil dari tingkat biaya kuliah universitas. Juga, analisis komparatif tingkat biaya kuliah dari Perguruan Tinggi (PT) lainnya yang menawarkan pendidikan guru dilakukan untuk melengkapi wawasan yang lebih baik bagi pembuat kebijakan dan pengelola universitas. Abstract

IKHTISAR: Mayoritas mahasiswa menganggap bahwa matakuliah Analisis Real sulit difahami. Oleh karena itu perlu suatu kajian tentang penyebab kurang fahamnya mahasiswa. Kemampuan prasyarat, yang ada pada mahasiswa, dianalisis dan dikaji seberapa besar pengaruhnya terhadap kemampuan penalaran matematis mahasiswa dalam matakuliah Analisis Real. Metode penelitian menggunakan metode kuantitatif. Pada penelitian ini, populasinya adalah mahasiswa Program Studi Pendidikan Matematika UNSUR (Universitas Suryakancana) di Cianjur, tingkat 3 semester 6, sebanyak 49 orang. Teknik pengumpulan data dilakukan dengan menggunakan instrumen tes (tes uraian kemampuan penalaran matematis dalam matakuliah Analisis Real) dan non-tes (daftar nilai matakuliah Pengantar Dasar Matematika dan Kalkulus I). Penelitian menghasilkan bahwa: (1) Terdapat hubungan positif dan signifikan antara kemampuan prasyarat dengan kemampuan penalaran matematis mahasiswa dalam matakuliah Analisis Real; dan (2) Terdapat pengaruh signifikan kemampuan prasyarat terhadap kemampuan penalaran matematis mahasiswa dalam matakuliah Analisis Real. Diharapkan setelah adanya analisis dan kajian tentang masalah ini akan ada solusinya, baik berupa perbaikan kurikulum maupun bahan ajar.KATA KUNCI: Matakuliah Analisis Real, kemampuan prasyarat, kemampuan penalaran matematis, hubungan positif dan signifikan, serta  perbaikan kurikulum dan bahan ajar.ABSTRACT: “The Effect of Prerequisites Ability towards Mathematical Reasoning Ability of Students in the Real Analysis Course”. The majority of students think that the Real Analysis courses are elusive. Hence, the need for a study of the causes less understanding of the students. Prerequisite capabilities, that exist in students, were analysed and researched how big influence on mathematical reasoning abilities of students in the course of Real Analysis. Research methods was using the quantitative methods. In this study, the population is students of Mathematics Education Program Study at UNSUR (Suryakancana University) in Cianjur, at 3 semesters 6 levels, were 49 people. The data was collected using a test instrument (test description of mathematical reasoning abilities in the course of Real Analysis ) and non-test (grade list from the courses of Introduction to Basic Mathematics and Calculus I). In this study resulted that: (1) There is a positive and significant relationship between the ability of the prerequisite and mathematical reasoning abilities of students in the course of Real Analysis; and (2) There is a significant effect the capability requirements towards the mathematical reasoning ability of the students in the course of Real Analysis. It is expected that after the analysis and study of this problem will have a solution, either in the form of improving the curriculum and teaching materials.KEY WORD: Real Analysis courses, prerequisite capability, mathematical reasoning ability, positive and significant relationship, and improving the curriculum and teaching materials. Abstract

ABSTRACT: In Japan, the Ministry of Education, Culture, Sports, Science, and Technology has announced the teaching of EFL (English as a Foreign Language) as a compulsory subject for lower age in 2008. To investigate the flexibility for schools and teachers to design their own curriculum in the teaching of EFL in Japan, this study aimed at identifying: (1) the provision of support, resources, training, and time allocation; and (2) the instructional practices employed to the Elementary Schools students in Nagoya, Japan. Instruments in this study are semi-structured interview, classroom observations, and document analysis. Findings were based on cross-sectional survey targeted at exploring the effectiveness of EFL towards teachers, second and fifth graders of students in the Elementary Schools. Results indicated that the resources provided needs improvement on the book utilised to teach. The provision of training is inadequate and requires enhancement. The time allocated needs to be revised from one contact hour in a week to a maximum of two or three contact hours. The instructional practices employed in the classroom were discussed under several categories of systematic instructional practices, diplomatic teaching, the audio-lingual method, and the communicative method of social and information type in the teaching of EFL.KEY WORD: English as a foreign language, Nagoya Elementary Schools, support, resources, training, time allocation, and instructional practices.IKHTISAR: “Satu Tinjauan Mengenai Pengajaran Bahasa Inggeris di Sekolah-sekolah Rendah di Nagoya, Jepun”. Di Jepun, Kementerian Pendidikan, Kebudayaan, Sukan, Sains, dan Teknologi telah mengumumkan pengajaran BIBA (Bahasa Inggeris sebagai Bahasa Asing) sebagai mata pelajaran wajib untuk umur yang lebih rendah pada tahun 2008. Bagi menyiasat fleksibiliti sekolah dan guru-guru supaya merekabentuk kurikulum sendiri dalam pengajaran BIBA di Jepun, kajian ini bertujuan untuk mengenal pasti: (1) peruntukan sokongan, sumber, latihan, dan agihan masa; serta (2) amalan pengajaran yang digunakan oleh murid-murid Sekolah Rendah di Nagoya, Jepun. Instrumen dalam kajian ini ialah temubual separa berstruktur, pemerhatian bilik darjah, dan analisis dokumen. Dapatan kajian yang berasaskan tinjauan keratan rentas disasarkan untuk meneroka keberkesanan BIBA terhadap guru, murid darjah dua dan darjah lima di Sekolah Rendah. Keputusan kajian menunjukkan bahawa sumber-sumber sedia ada perlu dipertingkatkan pada buku yang digunakan untuk mengajar. Penyediaan latihan tidaklah mencukupi dan memerlukan penambahbaikan. Peruntukkan waktu perlu disemak semula daripada satu jam pertemuan dalam seminggu kepada maksimum dua atau tiga jam pertemuan. Abstract

ABSTRACT: This research is on career formation for teaching personnel at private schools. A questionnaire survey of full-time teachers at five middle schools or high schools was conducted in the Greater Tokyo Area, Japan. Different results based on age (difference between teachers 40 and above, and those under 40) were obtained as a result of this analysis. In the case of teachers under 40, the school where they worked, the quality level of their students, and efforts made by the school did not have a significant effect on their teacher professional identity. The teacher professional identities of those 40 and above, however, were significantly influenced by such factors as student quality levels, school management policies, including positive efforts to activate schools, and teacher enthusiasm for good relationships with students. In other words, it appears that a fixed career as a teacher is necessary in the formation of a teacher’s professional identity. However, teacher identity can be reconstructed as professional teaching experience is accumulated, as a result of school development policies, and as a result of teachers’ own forward-looking efforts to develop their careers. Penelitian ini adalah tentang pembentukan karier bagi tenaga pengajar di sekolah-sekolah swasta. Sebuah survei kuesioner guru penuh waktu di lima sekolah menengah atau sekolah atas dilakukan di Kota Tokyo Raya, Jepang. Hasil yang berbeda berdasarkan usia (perbedaan antara guru 40 tahun dan di atasnya, dan mereka yang di bawah 40 tahun) diperoleh sebagai hasil dari analisis ini. Dalam kasus guru di bawah 40 tahun, sekolah dimana mereka bekerja, tingkat kualitas siswanya, dan upaya yang dilakukan oleh sekolah tidak memiliki pengaruh yang signifikan terhadap identitas profesional guru. Identitas profesional guru yang berusia 40 tahun dan di atasnya, bagaimanapun, secara signifikan dipengaruhi oleh faktor-faktor seperti tingkat kualitas siswa, kebijakan manajemen sekolah, termasuk upaya-upaya positif untuk mengaktifkan sekolah, dan antusiasme guru untuk menjalin hubungan baik dengan siswa. Dengan kata lain, tampak bahwa karier yang pasti sebagai guru diperlukan dalam pembentukan identitas profesional guru. Abstract

IKHTISAR: Perguruan Tinggi, sebagai salah satu mediator dan fasilitator terdepan dalam membangun generasi muda bangsa, mempunyai kewajiban dalam mengajarkan, mendidik, melatih, dan memotivasi mahasiswanya, sehingga muncul generasi cerdas yang mandiri, kreatif, inovatif, dan mampu menciptakan berbagai peluang pekerjaan. Untuk itu sebuah keharusan bagi setiap Perguruan Tinggi dengan cara mengubah arah kebijakannya dari “Learning and Research University” (Universitas Penelitian dan Pendidikan) menjadi “Entrepreneurial University” (Universitas Wirausaha), atau menyeimbangkan kedua arah kebijakan tersebut sehingga keduanya tercapai. Dengan perubahan paradigma tersebut pada akhirnya akan melahirkan wirausaha muda yang sukses dan mampu membangkitkan bangsa ini dari berbagai keterpurukan. Usaha-usaha untuk menanamkan jiwa dan semangat kewirausahaan di Perguruan Tinggi dapat dilakukan dengan berbagai metode dan strategi yang membuat mahasiswa tertarik untuk berwirausaha. Sedikitnya ada enam cara dalam meningkatkan gema kewirausahaan bagi mahasiswa, yaitu: (1) Pendirian pusat kewirausahaan kampus; (2) Prioritas kewirausahaan; (3) Pengembangan program mahasiswa wirausaha; (4) Program wirausaha mandiri untuk mahasiswa; (5) Program peningkatan kompetensi tenaga kerja dan produktivitas bagi mahasiswa; serta (6) Program pemberian modal usaha untuk mahasiswa.KATA KUNCI: Strategi Perguruan Tinggi, membangun generasi muda bangsa, wiarausaha mahasiswa, realisasi kampus wirausaha, serta mediator dan fasilitator.ABSTRACT: “Higher Education Strategy in Creating the Entrepreneurial Campus”. Universities, as one of the leading mediator and facilitator in building the nations youth, have an obligation to teach, educate, train, and motivate students, so there is an intelligent generation of independent, creative, innovative, and able to create a variety of employment opportunities. Hence, it is a must for every College by changing the direction of its policy from "Learning and Research University" into "Entrepreneurial University", or balance the two directions of the policy so that both achieved. With the paradigm shift will eventually give birth to young entrepreneurs who are successful and able to raise this nation from a variety of adversity. Attempts to infuse the soul and spirit of entrepreneurship in higher education can be done by various methods and strategies that make students interested in entrepreneurship. There are at least six ways to improve the entrepreneurship echo for students, that is: (1) the establishment of campus entrepreneurship center; (2) entrepreneurship priority; (3) the development of student entrepreneurship program; (4) independent entrepreneurial programs for students; (5) the program increased competence and productivity of labor for students; and (6) the provision programs of venture capital for students.KEY WORD: College strategy, building the nations youth, student entrepreneurship, campus of entrepreneurship, realizing the entrepreneurial campus, and mediator and facilitator.About the Author: Prof. Dr. H. Abstract

ABSTRACT: In Indonesia, the Ministry of Education and Culture has been decided that English becomes one of the first foreign languages taught in various levels. It is taught at school as compulsory subject in both Junior High School level and Senior High School level. In order to make the teachers teach well, proper, and the students feel interested in learning the subject, he or she should apply teaching aids. This paper has related to the use of aids in teaching English in Junior High School, there are students of MTs SA (“Madrasah Tsanawiyah Sekolah Agama” or Junior High School for Islamic Religion) Al-Istiqomah in Ciheulang, Cianjur, West Java, Indonesia, at the 1st A grade, 1st B grade, and 2nd grade, female and male. The research method that the writer uses for this report are descriptive, comparative, questioners, and library research. The problem over this paper consists of the importance of using aids in teaching English. Based on the analysis, it shows that the use of aids in teaching English make the students interest to studying English and can lose their boredom. Di Indonesia, Kementerian Pendidikan dan Kebudayaan telah memutuskan bahwa bahasa Inggris menjadi salah satu bahasa asing pertama yang diajarkan di berbagai tingkatan. Ianya wajib diajarkan di sekolah, baik di tingkat SMP (Sekolah Menengah Pertama) maupun SMA (Sekolah Menengah Atas). Agar guru mampu mengajar dengan baik, tepat, dan siswa merasa tertarik untuk belajar, guru harus menggunakan alat-alat bantu. Makalah ini berkenaan dengan penggunaan alat bantu dalam mengajar bahasa Inggris di SMP, yakni para siswa MTs SA (Madrasah Tsanawiyah Sekolah Agama) Al-Istiqomah di Ciheulang, Cianjur, Jawa Barat, Indonesia, pada Kelas I-A, I-B, dan Kelas 2, perempuan dan laki-laki. Metode penelitian yang penulis gunakan adalah deskriptif, komparatif, kuesioner, dan studi pustaka. Masalah dalam makalah ini adalah pentingnya menggunakan alat bantu dalam mengajar bahasa Inggris. Berdasarkan hasil analisis menunjukkan bahwa penggunaan alat bantu dalam mengajar bahasa Inggris membuat para siswa tertarik untuk belajar bahasa Inggris dan bisa menghilangkan kebosanan mereka.
