Abstract

South Korea is a country that active to conducting public diplomacy. Incarrying out its public diplomacy, the South Korean government uses the KoreanWave as an icon in its diplomacy with other countries. With the Korean Wave, SouthKorea received full attention globally, many international people were interested andwanted to know more about South Korean culture. The Korean Wave are verypopular all over the world starting from its kpop music, dramas, films, food, beautyproducts, language and so on. In 2017, South Korea issued the New Southern Policyduring the reign of Moon Jae In, deciding to establish cooperation with countries inASEAN and India. This policy focuses on the three 3Ps, namely People, Prosperityand Peace. In these 3 cases, the South Korean government sees that this policy hasbeen quite successful in helping to build the country's image and increasing theinterest of the international community to visit and cooperate with South Koreabecause it will be mutually beneficial.Keywords: Korean Wave, New Southern Policy, South Korea, ASEAN

Abstract

The Covid-19 pandemic has caused economic uncertainty for world countries, especially Indonesia and Singapore.The two countries experienced a decline in Gross Domestic Product (GDP) income, causing a deficit in the StateRevenue and Expenditure Budget (APBN). This has hampered the performance of Singapore's FDI in Indonesia. Inovercoming the impact of the pandemic, the two countries made an effort to restore the economy by strengtheninginvestment cooperation through the Bilateral Investment Treaty (BIT). This cooperation is carried out to exchangebenefits for the sake of the economic recovery process and mutual support in economic activities.This study aims tofind out how Indonesia and Singapore are trying to increase Foreign Direct Investment (FDI) cooperation throughthe Bilateral Investment Treaty (BIT) during the Covid-19 pandemic. To explain this issue, researchers use the conceptof bilateral cooperation as a basis for implementing the agreement and the Harrod-Damor Foreign Direct Investmentconcept which is an investment strategy in Indonesia. The research results show that the presence of a BIT agreementbetween Indonesia and Singapore can increase the intensity of FDI cooperation. This is because the BIT provides aclear and strong regulatory framework for investors from both countries so that it becomes a special attraction. Apartfrom that, to increase investment attractiveness, Indonesia and Singapore have a forum, namely the IndonesiaSingapore Business Council (ISBC). This forum is a forum for promoting domestic business to be better known byinvestors from Indonesia and other partners affected by the investment made by Singapore. Investment activities canincrease the rate of economic growth and generate long-term benefits for the two countries.

Abstract

This research is present to analyze through the concept of the international community implemented in the case study. The concept of the international community is used to analyze the role played in the process of enforcing international law. The killing of journalists in armed conflict areas always ends with impunity for the perpetrators. To overcome this, Al Jazeera performs its role as an international community through its three functions: propaganda function, social control function and advocacy function. In carrying out its propaganda and social control functions, Al Jazeera continues to voice the implementation of investigations through news about the Shireen Abu Akleh shooting case, causing many solidarity actions and campaigns in response to this and the investigation as a response from the government and related institutions. Then in carrying out its advocacy function, Al Jazeera submitted the Shireen Abu Akleh shooting case to the International Criminal Court (ICC) after the collection of evidence obtained from investigations conducted by many parties. The research method used is descriptive qualitative method. The results of this study, that Al Jazeera as an international community has succeeded in carrying out its role in international law enforcement efforts carried out through three functions it has as an international media organization.

Abstract

This study aims to analyze the war crimes that occurred in the Russia-Ukraine conflict in2022. The conflict that began with a military operation carried out by Russia in early 2022was Russia's attempt to stop Ukraine from joining NATO and to protect its country from theinfluence of NATO and the European Union. If Ukraine joins NATO, the direct barrierbetween Russia and the West will disappear. Russia also has the potential to lose severalborder areas that can affect the country's geopolitics. In that conflict, some acts wereconsidered war crimes and violations of the laws of war. This study uses qualitative researchmethods with descriptive data. The results of this study indicate that a series of violationsconstituting war crimes have occurred in the conflict between Russia and Ukraine. The formsof crimes that occurred were attacks on infrastructure buildings such as hospitals, theatres,schools, train stations, and power plants, as well as torture, murder, and sexual violenceagainst civilians. The attacks launched and the many victims in the conflict show that therehave been violations of article 50 of the Geneva Convention I, articles 3 and 27 of the GenevaConvention 4, article 51 of the Additional Protocol, and article 8 of the Rome Statute. Amongthe series of violations that occurred in the conflict, many were committed by the Russianarmy, but some were committed by the Ukrainian army. In some of the attacks that have hitcivilians, Russia and Ukraine have blamed each other for the attacks.

Abstract

This study discusses the immigration policies implemented by Japan’s governmentto overcome labor problems. This study aims to analyze Japan's demographicconditions through the concept of human capital, as well as analyze the SpecifiedSkilled Workers (SSW) policy implemented by the Japanese government as an effortto deal with demographic problems in the country through the concept of foreignpolicy. There are 4 variables in the concept of foreign policy, namely: the reasons forforming the policy (Input), the strategy for implementing the policy (Process), theinterests to be achieved in the policy (Output), and the impact of implementing thepolicy (Outcome). Using a qualitative method with an exploratory approach, this studyshows that Japan is facing a labor crisis, so the Japanese government makes policiesrelated to the acceptance of foreign workers to fill the workforce vacancies in sectorsthat require skilled and expert workers. Japan cooperates with 14 to bring in foreignworkers based on their skills and expertise.

Abstract

Türkiye and Israel as actors in international relations have had a long-standing relationship of ups and downs. At the beginning of his leadership, Erdogan also established cooperation with Israel. However, the Three Weeks Attacks on Palestine and the Mavi Marmara Tragedy have brought relations between the two countries to their lowest point. Finally, Erdogan normalized relations with several conditions that must be met by Israel in 2016. The author intends to find out Erdogan's construct of Islamism in this normalization and the extent of the relationship between the two. This study used descriptive qualitative methods with secondary sources as references. With Constructivism Theory and the Concept of Al-Wala wa Al-Bara from Sayyid Qutb's perspective, this study finds the construct of Islamism in the policy: First, this normalization does not exclude Erdogan from Al-Wala's aqeedah with the limitations of Al-Bara from Sayyid Qutb's perspective; Second, the relationship between Türkiye and Israel does not enter into the realm of aqeedah, but is a matter of akhlaq where Türkiye does not sacrifice its devotion and loyalty because the cooperation between the two countries is in the economic field. In addition, this normalization focuses on Islamic interests in Palestine, especially the struggle towards Baitul Maqdis and humanitarian interests for the people of Gaza; Third, in the normalization policy, Türkiye has a strategy to identify the Islamic community with Strategic Depth and overcome Western hegemony in the region around Türkiye and; Fourth, the implementation of the Al-Wala wa Al-Bara Concept in Turkish foreign policy does not contradict Sayyid Qutb's views on contemporary doctrines such as Nationalism, Patriotism, Humanity, and Secularism. The author then finds that there is a symbiotic relationship between religion and the state as well as the presence of mas'uliyyah in leadership on earth which provides benchmarks or limits for normalization: First, this normalization is limited by Erdogan's Islamic aqeedah with his defense of Palestine and; Second, cooperation between the two countries is established as long as there is a fulfillment of the needs of the Turkish people.

Abstract

China is the largest country in carbon gas emissions in the world, which is because China isthe country that consumes the largest coal in the world as an energy source for power plants.Too large carbon gas emissions will have an impact on global warming and will result inenvironmental damage. China is cooperating with Russia in the construction of a NuclearPower Plant (PLTN) which aims to overcome the problem of global warming in China. Theauthor's aim in the research is to analyze the effectiveness of China's cooperation with Russiathrough the construction of NPP as alternative energy and solutions in overcoming the globalwarming problem that occurs in China. This research uses a qualitative research method thatwill explain the problem and analyze it by looking at scientific studies related to the research.The result of this research is that nuclear power plants are able to effectively overcomeenvironmental problems or global warming that occurs in China. This can be seen from Chinawhich began to experience a slowdown in the amount of carbon gas emissions from 2011 to2021 and China has also experienced a decrease in air pollution since 2013, which originallyPM2.5 in China was 85 micrograms per metercubic and continued to decline until in 2022PM2.5 in China was 30 micrograms per metercubic. This is because China is reducing coalenergy consumption and increasing nuclear energy in power plants.
