Abstract

Direct local leader elections (Pilkada) had replaced indirect local elections. It based on the spirit of people empowerment to participate choosing local leaders more democratic. Responsiveness is an important element besides participation which represent local democracy. These two variables will decide the local elections that can enhance the quality of local democracy. This paper uses qualitative methodology to analyze the data of participation and responsiveness of Pilkada as an important variables in local democracy. People participation in Pilkada is not as high as the participation in New Order elections. Their participation are more substantive because accompanied assessment of the level of responsiveness of a local leader. Incumbent successful running of local responsiveness will get continued success as the next local elections victory. In contrast, incumbent who failed in the implementation of responsiveness will obtain defeat. Victory and defeat incumbent in the election can be stated that the relevance of participation and responsiveness become very important in the local democratic process as a whole.

Abstract

This article would like to write about the effects of the simultaneous election policy on the quality of democracy at the local level. In 2015, the election policy applied simultaneously. In practice, the elections simultaneously chosen to emphasize the effectiveness and efficiency of the budget and not for the instruments to the process of deepening democracy. In effect, femonena bagongan happened in the elections Purbalingga. Bagongan has become a form of resistance of the people against the elite political parties and form of movement is unwilling to political parties.

Abstract

This study was carried out to evaluate the enforcement of the first direct district heads election in 2015, in order to promote the quality of democracy. This study applied qualitative method. There were several findings on this study; (1) direct district heads election has not been efficient yet; (2) direct district heads election has not been able to promote political participation; (3) direct district heads election has not been able to shut off money politic; (4) recruitment the election of district head candidates has not been transparant; (5) financing of direct election was not charged (appropriate) to Regional Government Budget; (6) Constitutional Court refused to adjudicate the dispute of election results if the margin of ballot more than 2%, it broke sense of justice; (7) the phenomenon of the emergence of a single candidate for district heads due to regulations, the must withdraw from candidacy for they were civil servants, military/police, House of Representatives, Regional Representative Board and Regional House of Representatives.

Abstract

This research is motivated by the election of Neneng Hasanah Yasin-Rohim Mintareja who defeated incumbent regional head and deputy head of the Bekasi area in the elections of 2012. The local elections showed a dynamic voter behavior of society. Clientelism practices allegedly occurred in the victory Neneng Hasanah Yasin. The focus of this study is to analyse voting behavior of people in the District Sukatani which has characteristics as agricultural area. Sukatani sub-district is one of the districts that form the basis for Neneng Hasanah Yasin victory. As an analytical tool, the used theory is clientelism. The method used is a quantitative study with a questionnaire as a data collector. Data analysis technique uses cross tabulation. The number of samples in this study is 100 people with a 95% confidence level and a margin of error of 10%. The results of this study indicates that for some indicators clientelism has no difference in voting behavior Sukatani society, such as indicators of the popularity the parents candidates, formal official invitation, informal official invitation, and professional groups invitation. Even for indicators of indebtedness does not exist at all. While indicators have differences on the invitation team is successful candidate.

Abstract

This study examines the correlation between Islamic doctrine of the concept of state and government system with the ambition of some Muslims to revive sharia values in a country. Literature research methodology is employed to explore ideas of Islamic political thinkers, ranging from classical and medieval, era such as al-Farabi, al-Mawardi, Ibn Taymiyyah, to the modern era and contemporary scholars, such as al-Attas, Fazlur Rahman, and Arkoun. The validity of the democratic system and the form of an ideal state for Muslims are debatable among Muslim scholars. The concept of civil society that becomes a manifestation of civil society is believed to have been practiced in the historical period of Islamic government.

Abstract

Unison in the succeeding organized the elections after December 9, 2015 as part of efforts to strengthen electoral democracy, Indonesia faced with the challenges of building a democratic substance. One that deserves to be evaluated is a system of direct election by the people. Although it has been conducted simultaneously, direct election is still too extravagant, yet produces the ideal leader, even a lot of them were involved in corruption cases, and most important their actions are not in line with the Indonesian democracy typical. Pancasila mandates that Indonesia's democracy is a democracy that is led by the inner wisdom of deliberations-representation. This is called modern democracy. Through Parliament elections simultaneously is the solution to realize the Indonesian democratic elections typical.

Abstract

Pemilihan kepala daerah di Indonesiamerupakan tuntutan demokrasi yang memangtidak mungkin dielakkan lagi dalam erareformasi. Abstract

The simultaneous local election is the new step of democratization in Indonesia. Viewing an implementation about the local election in each district which have many of potential conflict and unrest, conflict managements required to anticipate a potential conflict. This paper will suggest to describe about conflict management of the local election in Blitar City using an rational choice institutionalism approach, assuming that institutions has a capacity to solve a problem of conflict management in the local election. Blitar city been selected because it has a particular aspect that the two candidates, namely by incumbent and independent, but the contestation is pseudo-contestation. This paper is the result of exploratory qualitative research. The techniques to explore data is use focus group discussion that involved an institutions related with Blitar local election. Belong this research, the institutions that related in the local elections understand a potential conflict, but the selected conflict management is avoiding method.
