Abstract

Hasil pemikiran ini mencoba menuangkan strategi dan konsep-konsep tentang pengembangan kualitas sumber daya manusia (SDM) melalui pendidikan yang dilaksanakan melalui peran serla masyarakat dan pemerintah daerah. Dengan bertambahnya SDM di muka bumi pada umumnya, bertambah komplekslah permasalahamrya. Era globalisasi di satu pihak dan era otonomi daerah di lain pihak penuh dengan persaingan dan tantangan, sehingga membutuhkan SDM yang berkualitas. Untuk mengantisipasi masalah ini, alternatifyang harus dipilih adalah terus mengembangkan pendidikan. Dengan demikian, kesempatan mengembangkan kualitas SDM akan merata di pelosok daerah sebagai negeri yang terus bersolek. Kata Kunci: Kualitas SDM, Kualitas Pendidikan, Manajemen Pendidikan, Era Globalisasi, Era Otonomi Daerah.

Abstract

The debate over how centralized or decentralized the management of education system should be is essential to the success of strategies far improving or reforming the system. One of the main aims of education reform and probabfy the best means of going about it is to involve the stakeholders in decision making.There are various aspects lo schools' autonomy. It applies first lo resource management it means that the school should be able to decide how lo use a substantial portion of its allotted resources. Marry reasons have been advanced to explain why this should be, but accordingly school based management is way for forcing individual school to take responsibiliry for what happens to children under their jurisdiction and attending their school.It should be so, because school as institution is the specific set essential function is serves in our society. So that, school based management should be understood as policy problem which needs problem stracturing, policy alternatives, hypothetical recommendation about policy output, policy actions, outcomes and consequencies.To know more about its function in accordance with education setting of Indonesia today. Abstract

English jor Islamic Studies (from now on, EIS) is a kind of English for Academic Purposes that should be taken by all the students, mostly with multilingual backgrounds, at the Islamic higher educational institutions either run by the government or by private education faundations in Indonesia. One of the main of objective of EIS is to help the students improve their reading skill so as to be able to handle a variety of English written texts on "Islamic related studies. To enable both lecturers and students to achieve this objective, therefore, an appropriate syllabus and material development should be searched, for and designed comprehensively.Key Words: Curriculum, Syllabus design, Material design.

Abstract

Sumber Belajar adalah segala sesuatu yang dapat digunakan untuk mendapatkan informasi dan kemudahan dalam belajar. Sumber belajar tersebut dapat berupa manusia (people), lingkungan (setting), teknik (technique), alat (device), dan pesan-pesan (messages). Guru adalah salah satu sumber belajar yang memiliki peran strategis dalam mendorong terjadinya kegiatan belajar pada peserta didik. Pusat Sumber Belajar adalah suatu bangunan dan lembaga yang terdiri kepala dan staf yang dirancang dan diatur secara khusus dengan tujuan untuk menyimpan, merawat, mengembangkan dan memanfaatkan koleksi sumber belajar dalam berbagai bentuknya secara individual maupun kelompok untuk memberikan layanan informasi dan pengetahuan kepada peserta didik.Kelengkapan berbagai layanan informasi dan pengetahuan (sumber belajar) kepada peserta didik dipastikan akan memberikan nilai positif terhadap peningkatan mutu pendidikan pada suatu lembaga pendidikan tertentu. Mutu merupakan suatu kumpulan pemikiran, tetapi tidak hanya pemikiran seseorang tetapi merupakan pemikiran yang kolektif. Artinya setiap orang yang terlibat, dilibatkan dalam menghasilkan sesuatu yang terbaik. Dan mutu sebagai kualitas, didefinisikan sebagai konsistensi dalam menghasilkan produk atau jasa. Dalam kaitannya dengan kondisi peserta didik, maka peserta didik pun berhak untuk mendapatkan pelayanan yang memadai dan sesuai dengan apa yang pernah ditawarkan oleh pihak sekolah.Dengan demikian, bahwa suatu lembaga pendidikan akan bermutu apabila ditunjang oleh sarana dan prasarana yang memadai. Sarana dan prasarana tersebut seperti gedung, staf, perlengkapan, media cetak dan non cetak. Jenis-jenis sarana tersebut dapat dikelola oleh satu lembaga yang disebut dengan Pusat Sumber Belajar. Peran pusat sumber belajar dalam memfasilitasi keberhasilan belajar sangat besar. Dan dengan perannya yang besar itu pulalah PSB diharapkan dapat meningkatkan mutu pendidikan.Kata Kunci: Sumber Belajar, Pusat Sumber Belajar, Mutu Pendidikan
