Abstract

The purpose of this research is to find out the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS) to public services in the Land Affairs Office of Badung Regency. The quality of the service given in the Land Affairs Office of Badung Regency has not yet maximum and there are still many complaints from the people. Based on the reality, the problem proposed are that how the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS), and how effective and efficient of the implementation affect to the land affairs service quality in the Land Affairs Office of Badung Regency. In order to answer these problems, the research was qualitative research method with descriptive research type. The data obtained through observation and comprehend interview processes, secondary data and also utilizing documentary results. Informant selection was carried out by purposive sampling. Data analysis process was performed by using the Donald Van Meter and Carl Van Horn theories, categorizing and combining data that was obtained, and also determining some relevance correlations with those data. Data validation was carried out with triangulation of data source so data served are valid data. Result of this research shows that there has been improvement of land affairs service quality in Land Affairs Office of Badung Regency after implementing the SIMTANAS policy, although not yet maximal and it need system information and management development so that the land affairs service quality that given will enjoyed by all of the society.

Abstract

This research was conducted to determine the effect of bimtek on legislative performance of DPRD of Bangli regency after bimtek. Bimtek which is one form of common perception for the entire DPRD members consisting of various backgrounds in order to carry out their duties and functions well, especially in terms of performance legislation. This research is conducted so that bimtek which is held by using APBD has an optimal impact on DPRD performance. This study uses the analysis tool PLS (Partial Least Square) with a sample of 30 people who are all members of the DPRD of Bangli Regency. The method used in this analysis is a quantitative method reinforced by qualitative analysis to determine the effect or also the relationship between two or more variables. Technique of collecting data using observation, questionnaire, interview, and also data field. The hypothesis of this research is the significant influence between bimtek and legislative performance of Bangli Regency DPRD. The results of this study indicate that bimtek significantly influence the performance of legislative DPRD Bangli regency.

Abstract

Employee performance is the key to progress and success of the organization. Performance that is owned by the Organization on the fact of the matter is a result of work requirements to be met by employees. The company's performance is highly determined by the qualified employees. This research aims to know the role of disciplined employee in mediated influence of organizational culture, work motivation on performance employee in the financial section of the regional secretariat of the Tabanan Regency. The research method used is descriptive quantitative. Data processing technique using the analysis of Partial Least Squares (PLS) multivariate statistical techniques. The sample of this research was the performance of employees in the financial section of the regional secretariat of the Tabanan Regency as much as 85 respondents. Results of the study prove that organizational culture positive and significant effect against the discipline of work.organizational culture positive effect against the discipline of employees. Motivation work a positive and significant against the discipline pf work. A positive and significant effect of motivation against the performance of employees. The positive effect of work discipline against the performance of the employees, but not significant. The discipline of work is not mediation variables between the culture of the Organization against the performance of employees. The discipline of work is not a variable mediation between motivation on performance employee. To the employees of the Regional Secretariat of the financial part of Tabanan Regency recommended to further investigate the factors that affect performance, and the issue of what happened, and how should they fix the issue, thus achieved an optimal employee performance.

Abstract

Leaders influence subordinates and subordinates can influence leaders and Climate organizations affect the practice of HR policies received by members of the organization. Human resources (HR) is one of the main factors in the competition in the global era, so must think how to create quality human resources and have skills and high competitive in competition. In the globalization of intraregional and international relations there will be competition between countries. Given the magnitude of the role of leaders as a driver of the institution in achieving its goals, then the leadership effort to encourage employees to work better. The purpose of this research is to know the influence of leadership variable to employee performance variable, influence from organizational climate variable, influence from work motivation variable to employee performance variable, simultaneous influence from leadership variable, organizational climate, and work motivation to employee performance variable at STIKes Wira Medika Bali. The type of data needed is primary data and secondary data from HR and document STIKes Wira Medika Bali. Research Results The results show that leadership has a very strong influence on performance. Leadership has a very strong influence (0,900) based on the results of correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0,468 at probability 0.000. The probability value is less than alpha (5%). Climate Organization has a strong influence (0.788) based on the correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0.261 on probability 0.001. The probability value is less than alpha (5%). Motivation has a moderate effect (0,572) based on correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0,106 at probability 0.004. The probability value is less than alpha (5%). Leadership, organizational climate and motivation simultaneously affect the performance of employees in STIKes Wira Medika Bali seen from the value of F arithmetic of 381.125 with probability value (sig value) 0.000.0 with coefficient of determination of 0.961 or 96.1%. This means that as much as 96.1% of performance is explained by leadership variables, organizational climate, and work motivation. While the remaining 3.9% is explained by other variables outside the variable leadership, organizational climate, and work motivation.

Abstract

The PPNI Bali organization established in 1975 should have enough time to implement the relevant organizational leadership model to be self-sufficient and have the legality of nursing care practices and professional recognition from the government. The purpose of this research is to understand the leadership model implemented in PPNI organization of Bali Province from 1975 - 2016 according to the period of leadership. This research was conducted in the working area of PPNI Bali organization with nine management of PPNI districts / cities in Bali with research object chairman, management and observer of PPNI Bali organization. The type of data used in this study are primary and secondary data, data obtained through observation, in-depth interview and documentation study. The results obtained that the leadership model of each periodization varies according to the concentration of conditions and situations that accompany during his leadership. Periodization 1975-2000 with directive leadership model, period of 2001-2005 leadership model participation and periodization 2006-2016 achievement-oriented leadership model. Each periodization with its leadership model describes the development and behavior of organizations that also vary.

Abstract

Frequencies are public property in accordance with the mandate of Act No. 32 of 2002 on broadcasting that it contains the principles of broadcasting is based on the diversity of content and diversity of ownership. Television broadcast network is a realization of the principle of the commitment of 10% local content and legal entities owned by the television network members. Empirical facts network broadcasting system failure with the dominance of the content of the center and centralization at the central network. The purpose of this study was to determine the factors that affect KPID Bali at the implementation of private television broadcasting network in Bali and find out how the implementation of policies of private television broadcasting network in Bali. The study used descriptive qualitative approach. Data collection through interviews with informants purposively, and observation. Processing and analysis of data using triangulation using the model of implementation of the public policy of George Edward III. The results of this study indicate that only reached 6-7% local content and the presence of a legal entity for a network not directly make network has full authority. Implementation of a networked private television broadcasting policy is ineffective because communication is by cases, budget constraints, lack of commitment to carry local broadcast in a networked broadcast system in Bali as well as the high costs required for setting up local broadcasts. Member of network does not have full authority although it has had its own legal entity because it is still dominated by the network in the center. Punishment has not been able to ensure a deterrent effect because the authority KPID Bali only limited administrative sanctions for those who violate the regulation. Anugrah KPID Award rewards in the form can not be implemented on a regular basis because of the SOP licensing and supervision of broadcast content in accordance with regulation KPID Bali. Fragmentation in the implementation of networks broadcasting in Bali involving the Communication and Information Ministry and the Provincial Government of Bali. Television programs run on economical reasons not usefulness to the public under the existing regulations.
