Abstract

Decentralization is aimed to cut off the bureaucratic chains of public services while at the same time seeking for an independency aspect. One of its policies through regional expansion includes Banten Province. Unfortunately, the expansion of regions is actually synonymous with negative things, especially related to regional financial performance. For this reason, this research is conducted to get an overview of financial performance of Banten Province 2011-2015. This research is important to associate with Banten Province position as a buffer of the state capital in megapolitan development concept, while limiting only from Local Budget performance analysis. Using the ratio of regional financial independence, the conclusion is Banten Province has regional financial independency as well as very high on the the degree of fiscal decentralization. Only in Lebak District, Pandeglang District and Serang Municipal are still at very low level of independency. For the effectiveness of local own resources as well as local taxes, effectiveness in all regions is above 100%. This means that the effectiveness is very high and become one of the best in national level. This condition should be the best opportunity for the Banten provincial government as a form of local wisdom as an alternative formation of social capital for regional development. This enormous social capital should be able to process and use as regional development capital in the future combined with an integrated development planning pattern. Abstract

The great number of the population in Indonesia could create several negative impacts such as: health, poverty, unemployment, and crime problems. Family Planning program (FP) has implication in decreasing natality rate in order to enhance social wealth. In 2012, FP participation rate of pre-prosperous family in South Sumatera Province (24%) is greater than that of the prosperous I, II, III, and III+ family. Thus, the purpose of this research is analyzing which factors determining FP participation rate of pre-prosperous family in South Sumatera Province. The research is a quantitative analysis using secondary data from Demographic and Health Survey (DHS) of Indonesia 2012, analysed by logistic regression. The result shows that two variables significantly affecting FP participation rate are the number of children and age of the husband. The number of children is a positive coefficient meaning that number of children (> 2 children), the higher probability of a wife to participate in family planning. Age of husband is a negative coefficient meaning that the younger the husband’s age, the higher probability of a wife to participate in family planning. In contrast, other variables, namely: age of wife, education of wife, wife’s participation in work, residence, size of the ideal family, communication between wife and husband, and number of visits of FP officer do not significantly affect the FP participation rate of wife. Government should socialize FP program for early stage of marriage, so that the pre-prosperous family would participate in the FP program before they have many children. In addition, further research is needed on the effectiveness of the most used contraception (pill and contraceptive injection) on the pre-prosperous family. Abstract

World Bank in 2014 reported only 36% of Indonesians have access to formal financial institutions. This number shows the level of financial inclusion in Indonesia. There is still some task to do since Indonesian government has the goals 70% level of financial inclusion in 2019. The BPS survey, Susenas 2015, has new information on household saving profiles. This information is not available in the previous Susenas survey. This study is the first to examine influencing factors for heads of households accessing formal financial services, particularly savings, based on Susenas 2015. The results of this study provide household profiles and influencing factors for heads of households to access formal financial institutions, especially savings. Using the logit model, the probability for households to have savings in formal institutions is positively influenced by demographic characteristics such as age, number of family members, dependents of family head parents, male family heads, formal employment of heads of households, and credit ownership head of family. While the number of dependents of children, the field of work of the head of the family in the agricultural sector, and location of head of household in rural area negatively affect the ownership of savings accounts. The findings of this research are crucial in providing policy recommendations to improve the level of inclusive finance in Indonesia. Keywords: financial inclusion, household saving, Susenas 2015

Abstract

The main purpose of this study is to determine the factors that affect the effectiveness of rural apparatus. The type of research method is research development, namely research aimed at developing research findings or previous theories, both for the purposes of pure science and applied science and so forth. The data used in this study are primary data covering the effectiveness of apparatus, governance, benefits of village funds, silpa and strategy. Secondary data is obtained through the village ministry, the development of underdeveloped areas and transmigration and community empowerment and aceh gampong. The results showed that 1). The results of governance variables in the western and eastern regions are insignificant and have a positive and negative influence on the effectiveness of the village apparatus, while central governance is significant and has a positive effect on the effectiveness of rural apparatus, 2). The results of the rural fund benefit variables in the eastern and central regions are insignificant and have a positive and negative influence on the effectiveness of the village apparatus, while the village fund benefits in the central region are significant and have a positive effect on the effectiveness of the village apparatus, 3). The results of the Silpa variables and strategies in the west, east and central regions are insignificant and have a negative and positive influence on the effectiveness of rural apparatus. Abstract

Lake Toba is one area that belongs to the National Tourism Strategic Area (KSPN) as Government Regulation Number 50 Year 2011 on Master Plan of Tourism Development Year 2010-2025. Samosir regency is one of seven districts in the area of Lake Toba. In the effort to develop Lake Toba as a tourist area there are six issues and problems, namely: conservation of water resources, fisheries and environment, agriculture and plantation, culture, tourism, and infrastructure. This study aims to analyze the types of innovation, technology, and infrastructure needed by Samosir Regency in supporting tourism development. Data collection using interview method with questionnaires distribution in sample population. The study sample consisted of: tourists, local people, business actors, local government and related stakeholders. From the research results obtained for Samosir District needed social innovation, innovation and water treatment technology of Lake Toba, innovation and technology of WWTP, policy innovation and governance, innovation infrastructure (homestay), culinary innovation, ulos weaving product innovation, , beans and onions, water transport innovations, price innovations, cultural heritage management innovations, collaborative coordination innovations, infrastructure innovations, buffalo meat processing innovations and technologies, and innovation of international standard toilets. Abstract

Abstract Indonesian independence has reached the age of 72 years (1945-2017), but the national goal of the intellectual life of the nation and realize the welfare of the people can not be realized, so the social gap is still quite high. The objectives of research are; (1). To analyze how the principles of regional autonomy policy in PMKS Social Welfare Implementation. (2). To analyze the concept of the Government to realize the State of Welfare (welfare state) in Indonesia. (3). To analyze local legal policy in implementing Social Welfare in East Kalimantan. Research Methods are normative legal research, which focuses on the object of research on the Regulation of Laws. Research result; The principles of regional autonomy policy in support of social welfare regulation for PMKS, has been regulated in Law no. 11 Year 2009 on Social Welfare jo. PP. No. 39 of 2012 on the Implementation of Social Welfare. But the implementation does not run in accordance with the provisions of the regulations governing it. This is because it is not supported by the legal culture of the community, as well as the empowerment of PMKS that runs slowly, and the number of PMKS is increasing. In order to conduct better social welfare of PMKS, it should be established in East Kalimantan a more specific regulation on PMKS, namely three categories; Poverty, the practice of prostitution and drug abuse. The regulation should focus more on empowerment and protection of PMKS, so that the handling of PMKS can run simultaneously in order to address Social Welfare for all Indonesian people. Abstract

This study aims to explore and analyze the local wisdom of Batak Toba community that is useful and can support the tourism sector in Samosir regency. As a beautiful island occupied by generally ethnic Batak Toba, Samosir not only has beautiful natural scenery, but also has a culture and local wisdom that can attract tourists to learn it. However, Samosir has not become a comfortable tourist destination for tourists, especially for those who were initially interested in the Toba Batak culture. This research is a qualitative research which describes descriptively local wisdom of Toba Batak society that can be rebuilt to attract tourists to visit Samosir Island. Data collection is done through observation, interview, and trace of documents and previous research results. The analysis is done descriptively. The result of research is that Batak Toba local wisdom becomes an important potential in shaping the character of Batak people who can socialize with tourists. So that the tourists can be comfortable in the midst of indigenous peoples. So local wisdom needs to be revived and re-empowered, in addition to welcoming tourists, as well as to preserve the local wisdom that the ancestors have taught to be guided by the next generations. This can be done through education and socialization to schools and community groups around the tourist attraction. Recommendations that can be given are the need for coordination between government and traditional leaders in inventoring, revitalizing and developing local wisdom for students in schools and communities around tourism objects that can support the tourism sector. Abstract

One of the remaining elephants habitat is Gunung Leuser National Park (GLNP) area, especially in the Besitang region. This study was aimed to identify the social-economic characteristics, land tenure, mapping and mitigation human-elephant conflict in Resort Besitang,GNLP. Data collection methods were carried out by distributing questionnaires, interviews and Focus Group Discussion. Data analysis use frequency tables and descriptive analysis. The results showed that the potential area human-elephant conflicts at Besitang resort was identified in Halaban, Aras Senapal, Sekundur, Bukit Selamat as well as Bukit Mas Villages with low to high conflict intensity. The main cause of human-elephant conflict is fragmentation of forest area, uncertainty of land status in buffer zone, high population growth and rising migrants in Besitang region, encroachment and ilegal logging, lack of public awareness and role village institutions to participate on the elephants conservation. Policy recommendations for mitigation human-elephants conflict are 1) improving in elephants habitat fragmented at the GNLP area, 2) increase the role of Conservation Response Unit team, 3) establish rapid reaction units to handle human-elephant conflict by involving the stakeholders, 4) planting the plant species are not liked and shunned by the elephant, 5) reducing the communities agricultural systems does not require a large area, 6) to develop programs for help increase crop yields as well as 7) counseling to improve understanding that elephants are part of an ecosystem that must be protected. Abstract

Major business in the Special Economic Zone (SEZ) Sei Mangkei is a palm oil and rubber processing industry, with supporting businesses such as logistics, energy, electronics, production support industries, various industries, and tourism. The products produced are: fatty acid, fatty alcohol, surfactant, biodiesel, and biogas (National Council of KEK, 2015). Operational activities in the industrial area provide benefits from economic aspects, but on the other hand generate waste, so it can be said that the environment and operational activities have a relationship. Therefore, important environmental considerations as an effort to reduce environmental damage to minimize the risk of environmental damage and still gain a profit. This study aims to determine the understanding of managers and tenants on the assessment of environmental performance, especially from environmental aspects, and analyzing SEZ Sei Mangkei's readiness in conducting environmental performance assessment from environmental aspect. The research was conducted by survey method with data collection technique through interview and questionnaire. Data analysis is done quantitatively descriptive and qualitative. Based on the result of the research, it is concluded that the managers and tenants of KEK Sei Mangkei have good understanding on the concept of environmental performance assessment based on ISO 14031.on the concept of environmental performance assessment based on ISO 14031. Abstract

Agency for Research and Development (BPP) Ministry of Home Affairs carries out the mandate of PP NO.38 Year 2017 on regional innovation to reward innovative regions through the IGA. In the implementation, BPP Kemendagri did not have the technical guidelines to conduct an IGA assessment. Therefore, the problem of this study is (1) the lack of explanation of governance indicators, public services and other innovations, (2) unclear selection mechanism of participants and (3) no explanation of the winner determination pattern relevant to PP NO.38 year 2017 (1) make indicators of governance innovation assessment, public service and other innovations, (2) develop participant selection mechanisms, and (3) establish winning patterns. The study method is desk study through qualitative approach. Based on interviews, Focuss Group Discussion (FGD), and the results of the study in the Year 2016 on local innovation strategies presented descriptively. The results of this study are Firstly, the indicators of public service, governance and other local innovations seen from the utilization, authority, novelty, replication, charging the cost and quantity of innovation area. Second, the selection mechanism through administrative selection, profile and presentation verification. The three determinations of winners are based on factual validation. The suggestion is that this instrument can be tested by the instrument on the prepared indicators and need an intensive monev to the nominees. Based on that, then this guidance as a handle to implement a better IGA in the future. Keywords: regional innovation, local government, assesment, IGA
