Abstract

The role of the Regional Leadership Coordination Forum (Forkopimda), so far has been more of a coordination forum that discussed problems in the region. The discussion was carried out in a form of meetings that were usually held in the local government office. The problems discussed are usually around the development of the last situation that occurred in the region. Other discussions usually depend on the theme or material of the discussion delivered by the Regional Head, which is then asked for advice from other Forkopinda members. In its development, it turned out that in addition to forums that were coordinating and discussing, it turned out that there were several activities in the field involving Forkopinda elements other than the Regional Head, in the form of handling social problems and natural disasters that were handled directly by TNI agencies and Polri agencies, even other institutions. who may not belong to Forkopinda.In addition to that role, Forkopinda, often also plays a role in the issue of public order, handling social conflicts, drug problems, population problems and family planning and foreign supervision problems.All of these problems require cross-sectoral coordination or coordination between vertical agencies in the region.

Abstract

Following the result of the United Nations Framework Convention on Climate Change in 2007, Indonesia implemented reducing emissions from deforestation and forest degradation, conserving and enhancing forest carbon stocks and sustainably managing forests (REDD+). One of the collaborative REDD+ projects in Indonesia is the Berbak landscape REDD+ Program, initiated by the Zoological Society of London (ZSL). The project is divided into two phases of implementation, as of 2018, has gone through both phases. However, the project has only fulfilled 20% of its targeted program despite being in the final year of implementation. Addressing this issue, this study attempts to look at the governance in the project to understand what constitutes the governance of Berbak landscape REDD+ program and how governance determines its implementation landscape. The study employs a qualitative approach. In addition, it follows four governance indicators developed by Ostrom (1990): coordination, reporting, bureaucracy, and monitoring. Based on the data analysis, it is found that the project has diverse stakeholders with different connections and authority and good governance plays a big role in determining the successful implementation of the project. Thus, it is important to develop good governance to find a better solution for the challenges faced by the project. Keywords: REDD+, Berbak landscape, Governance

Abstract

The purpose of the research is to analyze the bureaucratic reform process at the Badan Pusat Statistik (BPS-Statistics Indonesia). The research used  organizational approach as an open system. This approach is carried out to provide an overview of how BPS strategic environment, as a source of information to review the background, processes and achievements of bureaucratic reform. As the basis for formulating policies, especially improving human resources and public services. This study uses descriptive methods to examine each stage of the bureaucratic reform process. the results of this study shows that the BPS bureaucratic reform is a process of adaptation to environmental changes to reach a higher level.

Abstract

The application of smart city (especially in the aspect of smart government) in the city of Bandung is still focused on technology development, and seems to ignore the human and institutional dimensions. This study aims to describe and analyze the implementation of smart government policies in order to realize a smart city in the city of Bandung. The researcher used the theory presented by Grindle as a guide related to policy implementation. The researcher used a qualitative method with a descriptive approach. In collecting data, researchers conducted interviews with 37 informants, made observations with the participant as observer method, and collected documents about the implementation of smart government policies in order to realize smart cities. The results showed that (1) implementation of smart government policies in order to realize smart cities in the city of Bandung in general has a positive impact on target groups (target groups). Context of implementation (context of implementation) shows a condition that is not good while Content of policy shows good conditions. In this study the content of policy factor has more influence on outcomes / outcomes than factors of context of implementation. Because the implementation of the smart government policy in the city of Bandung is more influenced by content of policy than context of implementation, the researchers suggested to the Bandung City Government to maximize various conditions in the Content of Policy in order to improve the outcomes of implementing smart government policies that have been implemented.Keywords: Policy Implementation, Smart Government, Smart City

Abstract

Pelayanan perizinan khususnya Izin Mendirikan Bangunan (IMB), pemerintah berusaha menciptakan suatu sistem pelayanan yang optimal. Untuk mewujudkan tertib penyelenggaraan bangunan, menjamin keandalan teknis bangunan serta terwujudnya kepastian hukum dalam penyelenggaraan bangunan, maka setiap pendirian bangunan harus berdasarkan Izin Mendirikan Bangunan (IMB).Penelitian ini dilatarbelakangi oleh Seringnya masyarakat mengajukan permohonan IMB dengan keadaan sudah terbangun terlebih dahulu. Hal ini sangat bertentangan dengan ketentuan yang ada karena pada dasarnya IMB diberikan untuk bangunan yang belum berdiri atau hendak mendirikan bangunan. Tidak teraturnya pembangunan Jarak dari jalan ke bangunan, luas ruang terbuka, dan lain-lain. Tanpa pengaturan, bangunan-bangunan akan semakin semrawut dan tidak memperhatikan kaidah-kaidah yang berlaku, dengan tidak melapor IMB dapat juga menyebabkan Pembangunan yang tidak terkendalikan bisa muncul dimana-mana seperti jamur tanpa memperhatikan peraturan yang berlaku. Lahan yang dimaksudkan menjadi taman bisa saja diubah menjadi rumah tanpa pengendalian. Selain itu laju pembangunan perlu diperhatikan. Pembangunan yang begitu pesat juga bisa membawa dampak buruk bagi lingkungan.
