Abstract

The purpose of this study was determine and analyze: 1) the effectiveness of the implementation of the reading stall program in increasing children’s interest in reading in the Cakung Barat sub-district, 2) the obstacles encountered in the effectiveness of the reading stall program implementation, and 3) the efforts given in overcoming the obstacles faced in the implementation of the reading stall program. This research use descriptive qualitative method. The subjects of this research were the organizers, managers, and residents of the Cakung Barat sub-district. Data was collected through observation, interviews, and documentation. Data analysis techniques used included data display, data reduction, and conclusion drawing. The results of the study show that 1) the implementation of the reading stall program has been running well and effectively, which can be seen from the enthuasism of visitors who come to borrow books or take partin monthly activities in order to increase children’s reading interest in the Cakung Barat sub-district; 2) the sense of responsibility among visitors who borrow books is still low, so that the number of books available decreases; and 3) this program provides education about a sense of responsibility to children as well as punishments such as cleaning the reading stall area for those who are late in returning books and fines for those who lose books

Abstract

In a public organization, each employee is expected to play a role according to job descriptions, superior decisions, and applicable regulations. However, sometimes employees behave voluntarily to do work outside the call of duty. This action is called Organizational Citizenship Behavior (OCB). The purpose of this paper is to define OCB and explain how to improve performance and well-being of organization. The effect of self interest and other orientation in motivating OCB in an organization will also be presented. The motivational strength of employees varies in terms of self-interest and other orientation. People who have a high other orientation tend to be involved in OCB; but people who have high self-interest are also willing to participate in OCB. This paper shows that OCB plays a very important role in the continuity and success of public services.

Abstract

Decree of the Minister for Empowerment of State Apparatus and Bureaucratic Reform (KEPMENPAN and RB) Number 10 of 2019 concerning the Establishment of Public Service Provider Units in Ministries and Institutions as Locations for Evaluation of Public Services. Cilegon Police is one of the agencies that have launched the development of an Integrity Zone Towards a Corruption Free Area (WBK) and a Clean and Serving Bureaucratic Area (WBBK), especially in the Public Service sector. This study aims to describe what has been carried out by the Cilegon Police in supporting the success of the Integrity Zone in building a Precise Police. This research was motivated by the Cilegon Police as a pilot Police for the development of an integrity zone towards a Corruption Free Area (WBK) and a Clean Serving Bureaucratic Area (WBBM) from the Banten Police. This study uses qualitative research methods, data sources in the form of primary data and secondary data. Primary data obtained from interviews and observations while secondary data obtained from documentation. This research shows that the Cilegon Police has succeeded in carrying out Bureaucratic Reform in the field of Public Services, this is evidenced by the achievement of the title from Kepmenpan RB as a Corruption-Free Area in 2021. The results of this study are expected to provide insight into the Cilegon Police Service Strategy as a work unit with the predicate of Free Area. Corruption and Clean Serving Bureaucratic Areas so that they can have a positive impact on the community in Cilegon City

Abstract

The government has a duty to provide optimal public services for the community. As part of the government, the Magelang City Police is tasked with realizing internal security which includes the maintenance of public security and order, order and law enforcement, the implementation of protection, protection, and service to the community, as well as the establishment of public peace by upholding human rights. This study aims to analyze the existing public services at Polres Magelang City. The approach used in this research is a qualitative approach with data collection techniques, namely in-depth interviews, participant observation and documentation studies. The results obtained are that the Magelang City Police has carried out its role as a public servant by continuing to make improvements and improve the quality of service. This can be seen from the service quality indicators, namely reliability, responsiveness, assurance, empathy and tangibles. Although there are several things that must be addressed, such as in terms of infrastructure and the provision of public services that are not the same.

Abstract

The Covid-19 pandemic has affected various sectors and spread widely to various countries, including Indonesia. The fluctuating development of Covid-19 in Bekasi City has caused the Bekasi City Government to implement various policies and efforts to handle Covid-19 in Bekasi City so that it does not have a bad impact. Not only that, the synergy of various parties and stakeholders has formed a collaboration in handling Covid-19 in Bekasi City. In this study, researchers analyzed Agile Governance in Handling Covid-19 in Bekasi City in 2021 using agile governance theory. According to Alexandre J. H. de O. Luna, Philippe Kruchten, Marcello L. G. do E. Pedrosa, Humberto R. de Almeida Neto, and Hermano P. de Moura, there are 6 (six) principles of agile governance, namely good enough governance, business driven, human focused, based on quick wins, systematic and adaptive approach and simple design and continuous refinement. The research method used is qualitative research. Data collection techniques used in this study, namely observation, interviews, and documentation. Based on the results of this study, it shows that the application of agile governance in handling Covid- 19 in Bekasi City in 2021, when viewed from the agile governance principles, has achieved very good results. The Bekasi City Government has been alert, fast, and responsive in responding to the Covid-19 pandemic in the Bekasi City area. The Bekasi City Government is also adaptive in implementing various policies in response to unexpected changes.

Abstract

This study aims to analyze the innovation of population and civil registration services through the Bekasi City e-Open application in Kelurahan Bintarajaya Village. The research was conducted using a qualitative descriptive analysis method to describe and explain in detail the existing phenomena using interview techniques as a supporting instrument. In this study, innovation in population and civil registration services through the Bekasi City e-Open application in Kelurahan Bintarajaya was measured by 3 (three) performance indicators, namely: responsiveness, responsibility, and accountability. The results of the study conclude that the innovation of population and civil registration services through the Bekasi City e-Open application in Kelurahan Bintarajaya has been running well although there are still shortcomings and obstacles in its implementation. Obstacles to innovation in population and civil registration services through the Bekasi City e-Open application in Kelurahan Bintarajaya include disruption of the serve network system and data overload, which has an impact on the quality of services that is supposed to be fast.

Abstract

There is a high demand from the community for the government's performance in implementing the procurement of goods/services in an efficient, effective, transparent and accountable manner. Therefore, the implementation of government procurement of goods/services is required to avoid nepotism and corruption. The PBJ process within government agencies is a strategic activity in an effort to provide services to the community or business actors to increase the use of domestic production.Auctions for the procurement of goods/services are carried out by the government and private parties. Where the government PBJ auction is financed by the APBN, Provincial APBD, and Regency/City APBD, either by self-management or electronic auction, and the Auction for the Procurement of Goods/Services is carried out by the government, all of which are regulated in Presidential Regulation number 54 of 2010.In realizing an organizational goal, good management is needed, the management of management functions, one of which is the supervisory function, by top management is very decisive in achieving the planned organizational goals. Supervision is one of the efforts to strengthen control, including those carried out by the Central Government and Regional Governments, to avoid irregularities, irregularities, and leakages that will greatly harm local governments in carrying out their functions.

Abstract

The aim of this study is to analyze the effect of work culture towards the quality of service, the effect of work division towards quality of service, and the effect of work culture and work division collectively towards the quality of service. The study used quantitative approach method; the population of this study is all people who use the service in Sumur District from October to December 2020 with total 134 people. The sample of this study is 134 people (saturated sample).Based on the result of the study, it can be concluded as follows: (1) there is positive and significant effect of work culture towards the quality of service in Sumur District, Pandeglang Regency for 29,9%. (2) there is positive and significant effect of work culture towards the quality of service in Sumur District, Pandeglang Regency for 30,7%. (3) there is positive and significant effect of work culture and work division collectively towards the quality of service in Sumur District, Pandeglang Regency for 59,9% and the rest is 40,1% that effected by other factors that are not studied.

Abstract

The phenomenon in this study is the devastation of the covid-19 pandemic that has hit the whole world, including Indonesia, which has made a decline in the economic activity and productivity of business actors. Therefore the government was trying to provide stimulation fromthe tax sector in the form of providing incentives for Income Tax Article 21 borne by the government, the aim was to ease the tax burden so that business actors, especially employees, can maintain purchasing power during the difficult times of the covid-19 pandemic. The purpose of this study was to analyze the effectiveness of providing income tax article 21 incentives borne by the government. This study used a qualitative approach with a descriptive method. data collection techniques used the method of observation, interviews, and documentation. The results of this study showed the effectiveness in terms of taxpayers who take advantage of the Article 21 Income Tax incentives borne by the government in 2020 by 94% and in 2021 by 99%. As for the indicators of effectiveness, i.e.: 1) aspects of achieving goals are on target and running according to goals, 2) aspects of integration in terms of socialization are still not optimal because there are taxpayers who make mistakes in submitting reports on the realization, this is of course, because of lack of socialization in how to do it correctly, in terms of procedures, it is effective because it can be submitted online, 3) aspects of adaptation in terms of procurement of facilities & infrastructure do not use a special room because it is done online, in terms of human resources it is quite good because the employees are very knowledgable and informative.

Abstract

This study aims to explore the implementation of organizational culture at the Office of the Municipal Police Unit in Pohuwato Regency.  This study was conducted at the Office of the Municipal Police Unit in Pohuwato Regency. It was employed a qualitative descriptive study. The results shows that organizational culture in the Municipal Police Unit of Pohuwato regencies based on seven characteristics of organizational culture has shown differences in each characteristic. The strength of organizational culture is seen in four characteristics, namely innovation and risk-taking, attention to detail, results orientation, and individual orientation. Three characteristics, namely team orientation, aggressiveness, and stability, are still not implemented properly. It is also found that work activities are organized into teams rather than individuals, but conflicts are still found in the formed work teams. On the characteristics of aggressiveness, the culture developed has encouraged employees to act aggressively in order to achieve optimal work results, but there are still members of the organization who do not understand the goals, vision, and mission of the aforementioned office. In terms of stability characteristics, technological developments in addition to having an impact on the development of the office, also often bring instability in the office environment.
