Abstract

The Pekayon-Jakasetia eviction conflict has been going on since 2016 which occurred due to a feud between the owner or residents affected by the eviction of Pekayon-Jakasetia and the Bekasi City Government, which is carrying out a program of the Ministry of Public Works and Housing which is intended to build pedestrians, parks and roads. This eviction conflict is related to agrarian conflict which is a dispute or conflict with land issues, either in the form of control or land ownership. The Pekayon-Jakasetia eviction conflict has resulted in opposition from the local community for evictions without dialogue and only with a warning letter five times in five weeks without dialogue with the people affected by the evictions, even though the land is free state land and has been inhabited in good faith for decades. In fact, the government also compensates the people affected by the evictions as a form of compensation. Thus, people who feel aggrieved and do not receive protection, as well as responsibility for the forced evictions. This paper aims to map the sequence of events for the evictions using qualitative methods through literature study. Sources of data are obtained from books, journals and internet sites.

Abstract

Tujuan penelitian yaitu untuk mendeskripsikan dan menganalisis implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian dan Desa Kapuak Kecamatan Muruk Rian Kabupaten Tana Tidung, mendeskripsikan dan menganalisis faktor pendukung dan faktor penghambat implementasi kebijakan pengelolaan administrasi umum pemerintahan Desa di Desa Rian dan Desa Kapuak Kecamatan Muruk Rian Kabupaten Tana Tidung. Teori yang digunakan dalam penelitian yaitu teori Charles O. Jones implementasi kebijakan mencakup Aktivitas Organisasi, Interprestasi, dan Aplikasi/Penerapan.                Jenis penelitian yaitu kualitatif. Informan yaitu Camat Muruk Rian, Kepala Desa dan staf desa Rian dan Desa Kapuak. Teknik pengumpulan data yaitu wawancara, Observasi, dan dokumentasi/Catatan Lapangan. Teknik analisis data yaitu pengumpulan data, reduksi data (penyederhanaan data), penyajian data, dan penarikan kesimpulan.Hasil penelitian yaitu implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian Dan Desa Kapuak dari aspek aktivitas organisasi belum berjalan dengan maksimal disebabkan pembagian tugas tidak merata dan tidak disertai dengan petnjuk teknis yang jelas pada staf desa Rian dan Desa Kapuak.  Dari aspek aktivitas interprestasi yaitu pemahaman staf desa mengelola administasi umum masih kurang, kepatuhan staf desa belum berjalan dengan baik, kesadaran staf desa mengurus administrasi umum sudah baik, tanggung jawab dan loyalitas belum maksimal. Dari aspek Aplikasi/Penerapan, desa Rian dan Desa Kapuak sudah memiliki SOP. Sedangkan ketelitian dan ketertiban kerjasama belum berjalan dengan baik. Faktor Pendukung dan faktor penghambat implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian Dan Desa Kapuak yaitu (1) faktor pendukung: (a) adanya pelatihan dari kecamatan, (b) peran kepala desa sebagai motivator, (c adanya dana desa, (d) adanya sarana dan prasarana. (2) Faktor penghambat yaitu (a) Kemampuan aparatur desa masih terbatas, (b) jumlah aparatur desa yang masih kurang, (c) tanggung jawab aparatur desa kurang. Rekomendasi yaitu perlu peningkatan SDM secara kualitas dan kuantitas, pembinaan berkala dan perlu penerapan displiner.

Abstract

Implementation of the Smart City in Kutai Kartanegara is not easy. This is due to the vast geographical conditions with minimal access to transportation and there are still isolated areas. Until 2021, there are still 13 village blank spots. From the institutional view, the biggest challenge arises from the low understanding and ability of the State Apparatus in utilizing the digitization of information technology-based services. Based on the above conditions, this study aims to examine more deeply the role of the Dinas Komunikasi dan Informatika in Kutai Kartanegara Regency in supporting the implementation of Smart City policies. The method used in this research is descriptive qualitative with an analytical framework based on Edward III's theory which consists of aspects of communication, resources, disposition, and organizational structure. The results of this study indicate that as a supporting Regional Apparatus Organization, the role of Diskominfo Kutai Kartanegara in the implementation and socialization of Smart City has not been optimal. This can be seen from the aspect of resources, it was found that most of the Civil Apparatus at Diskominfo do not have knowledge in the field of information technology. Meanwhile, from the aspect of disposition, policy makers have formed a Regent Regulation as the institutes for Smart City. In the aspect of bureaucratic structure, the role of the supervisory and control function of Diskominfo in each field is still not running. Strategic steps are needed so that the Smart City policy is included in the Diskominfo budget planning document.

Abstract

Artikel ini menjelaskan kerjasama pemerintah swasta dan pemuda dalam pengembangan batik melayu kutai di Kecamatan Tenggarong Kabupaten Kutai Kartanegara serta mencari faktor pendukung dan penghambatnya. Menggunakan metode pendekatan kualitatif deskriptif dengan pengumpulan data melalui observasi, dokumentasi, wawancara dan analisis data model interaktif. Hasil temuan penelitian dalam kerjasama pemerintah swasta dan pemuda dalam pengembangan batik melayu kutai di Kecamatan Tenggarong Kabupaten Kutai Kartanegara memberi hasil yang cukup positif, secara keseluruhan realisasi kerjasama yang dilakukan ialah saling mendukung dan membantu antar stakeholders yakni dalam hal kegiatan promosi yang mengacu kepada upaya memperkenalkan, mempublikasikan, menciptakan loyalitas merek, event-event serta menjalankan tugas dan tanggungjawab. Faktor pendukung masyarakatnya, kelompok sadar wisata, apresiasi pemerintah, komunikasi serta rasa saling percaya. Kemudian faktor penghambat bahan yang harus di supply dari luar kota membuat harga jual batik lebih mahal, sehingga peminatnya masih sedikit, belum adanya kebijakan khusus tentang pemakian batik melayu kutai, serta pelopor batik yang masih terbatas.

Abstract

Abstract:  This study aimed to analyze the implementation of the Samarinda City Flood Anticipation and Handling Policy based on the 2021-2026 RPJMD. And to identify what are the inhibiting and supporting factors. This research is a descriptive qualitative approach that aims to describe the implementation of flood control policies in Samarinda City. This research will obtain information about how the program’s performance is carried out through this research.The results showed that the Samarinda City Flood Anticipation and Handling Policy in the communication aspect had been carried out well and understood by all components and increased public awareness in participating in the policy. The policy has been implemented optimally in the sort of resources but is stilartnstrained by financial resources. In Respect of dis, that by the leadthatactor’s en carried out well and has become capital. There is support from all stakeholders/actor policies for anticipating and handling floods in Samarinda City. In the organizational structure formed based on their respective roles, SOPs in response have also been made. When disaster strikes. Strengthening the roles and responsibilities of OPD has also been attached to their units in the event of a disaster. Meanwhile, the inhibiting factors, namely the existence of territorial barriers, limited land in some areas to build retention ponds—inadequate funding/financial factors in accelerating flood prevention. Then the supporting element is the support from the community, the Provincial Government, and the Central Government in implementing the policy. Keywords: Policy Implementation, Flood, Samarinda.

Abstract

This study aims to determine the implementation of the policy of the Government of Samarinda City in the prevention and control of COVID-19 in Samarinda City Based on the results of the study, that the Samarinda City Government's policies in preventing and controlling COVID-19 have been implemented properly, which can be seen from the environmental conditions that are very supportive of the Samarinda City government's policies in preventing and controlling COVID-19. Relations between organizations have been well established and synergize in communication and coordination between related organizations. Authority, staff, infrastructure, and information are elements of well-implemented resources. Clarity and consistency in implementing policies is carried out with the existence of health protocol patrols. The officers have extraordinary commitment in carrying out the implementation of policies based on the instructions of the Mayor of Samarinda. Keyword : Policy Implementation, COVID-19
