Abstract

This research aims to analyze the influence of variable on migration, education and the minimum wage of open unemployment in regency/cities East Java province in 2009-2012 either simultaneously or partial. This research uses panel data (2009-2012) expectedly for migration, education, minimum wage and open unemployment variable. The sample ranges round 38 regency/cities in East Java. The model is choice use approach to analyze this problem is Fixed Effect Model (FEM). From the results of estimation is obtain that the migration variable entry and minimum wage significantly affect open unemployment. While the level of education variables have no effect on the open unemployment.

Abstract

Job rotaion in public service agencies is a common practice. Job rotations are implemented in order for employees to gain new experience, learn new things that can ultimately improve the skills, competencies and performance that are beneficial for the organization. The Directorate General of Customs and Excise (DJBC) of Republic of Indonesia applies the homebase (within the city of residence) and non-homebase (far from the city of residence) job rotation models in an effort to improve employee experience, skills, competencies and performance and meet the organization’s specific goals. This study aimed to identify the degree of engagement and performance of DJBC East Java I Regional Office employees who have experienced both homebase and non-homebase job rotation models. The study used qualitative methods with a number of informants selected purposively based on their age range and homebase and non-homebase job rotation experience. The results showed that non-homebase job rotation that was originally intended to provide employees with experience, knowledge, skills and improvement is not accompanied with strong employee engagement nor a high degree of work performance. Personal and family problems, unexpected financial expenditure and the process of adaptation in the new workplace have prevented the non-homebase employees from developing optimum engagement and job performance

Abstract

This research was conducted to analyze the effectiveness and efficiency of the investigation oversight process carried out by Criminal Investigation Bureau’s Head and the efforts that made by the National Police leadership in order to increase the effectiveness of criminal Investigation. This type of research in writing this thesis is analytical descriptive research in which the primary data collection method is through interviews. The results showed that the effectiveness and efficiency of the criminal investigation investigation process carried out by Criminal Investigation Bureau’s Head Gresik Polresik, which is still not optimal, because in the supervision process found deficiencies, namely at the examination stage of the administrative investigation investigation and the submits SP2HP which is not all cases are given Notification of Progress of Investigation.

Abstract

This research is motivated by the problem of resource management during the Police Operation by the Special Pioneer Company in handling terrorism in Poso, Central Sulawesi. This resource management covers human resources, facilities and infrastructure as well as the budget given to prepare and carry out the operations of the 2015 Seagull Police Operations. This is so that the implementation of the tasks of members is ready and reduces the risks and obstacles that occur. In human resources, the goal to be achieved is how to prepare qualified and healthy personnel, while the facilities and infrastructure as a tool to support how the implementation of tasks can run well because of the support of equipment and equipment that can facilitate members in achieving organizational goals. While the budget is a fund that is used to meet the needs in economic aspects as well as to provide goods by buying the goods needed. This study uses a qualitative method because according to the author this method is most appropriate for finding the facts in the field and for exploring more about the results obtained from the facts in the field. The subjects of this study were all members of Pamen, Pama, Bintara and Tamtama who were members of the 2015 Seagull Operation in Poso, Central Sulawesi. Data collection techniques used by the author include interviews, document completions and documentation in the process before, during and after carrying out the task. The results of research in human resources there are still personnel who do not comply with the guidelines or criteria needed by members so that there are still constraints in human resources, in facilities and infrastructure there are obstacles regarding accommodation, equipment and equipment that are not available up to the facilities and infrastructure that are needed it is not in accordance with its function, whereas in the budget the lack of or slow budget given and the source of the budget that is not appropriate is ineffective in the sub-section of the budget in the 2015 Seagull Operations by the Special Pioneer Group III Pioneer Company. Therefore, it is expected that in other future Police Operations it must be more focused and ready in the management of task resources so that what becomes an obstacle can be better addressed by maximizing the management of resources for successful and effective organizational goals.

Abstract

Unversitas merupakan “habitat” dari “spesies” yang unik dengan kualifikasi terpelajar. Kampus tampil sebagai institusionalitas manajemen universitas. Ruas-ruas administratif diciptakan dengan wadah birokratik. Kampus mustinya mampu menguraiartikan dan mengartikulasikan “suara kampung” secara keilmuan. Kekuatan penalaran dan moral adalah identitas tunggal. Otokam harus diancangkan untuk mencapai “pendidikan kritis yang membebaskan.” Semua instrumen kelembagaan “ide universitas” ditambatkan pada titik yang sama: “Pelayanan dan pemberkatan atas lahirnya bayi-bayi unggul.” Dinamika perceraian sain dan filsafat, lengsernya rezim Newton, serta inovasi paradigmatik yang dewasa ini menghiasi belantara ilmu, adalah momentum tepat untuk merekonstruksi otokam. “Hukum bukanlah kosmos kaidah yang otonom”. Hukum ada dalam lilitan kompleksitas “warna”. Ia bukanlah “pelangi” yang atraktif. Hukum adalah suara norma dan realita, gemilang aturan dan fakta. Hukum itu normatif, sekaligus empiris. Penglihatan ini akan mampu mengkonstalasi dan mengkonstatir hukum tidak sekedar “adonan firman normatif”, tetapi juga manifestasi “totalitas fenomena empiris” yang eksis dalam entitas sosial. Pencampakan hukum dari salah satu “nuansa” (normatif saja atau empiris saja) adalah tonggak datangya malapetakan hukum. Pandangan arogan-segmental tentang hukum jelas “mendegradasi hukum” dan menjadikan hukum mengalami derita “beban sejarah” dalam lorong sains global. Kita tidak hendak mau mendendangkan “lonceng kematian hukum” atawa bergaya “kacamata kuda” bukan? Mari mempelajari hukum dalam “khazanah dan mozaik” norma dan fakta. Kalau otokam tidak “berwisata” ke sana, mari kita gelar sendiri kenduri kolosal otonomi berkarya di kantin sebelah.
