Abstract

This research is motivated by the crime of motor vehicle theft (curanmor) in Kebumen Regency which is relatively high. Repressive efforts against theft cases do not solve the problem, so the most effective efforts are preventive and preemptive efforts. Therefore, a study was conducted that aims to determine the general description of theft, the role of Bhabinkamtibmas and the factors that influence the role of bhabinkamtibmas in preventing theft in Kebumen Regency. The literature review used by the author is the research literature from the 2017 Akpol alumni thesis Dwi Dea Anggraini and Bagus Aji Setiawan and the conceptual literature in the form of the bhabinkamtibmas concept, the concept of prevention, the concept of motor vehicle theft, management theory and role theory. This type of research is descriptive with a qualitative approach that focuses on the role of bhabinkamtibmas in preventing theft. The research location is in the jurisdiction of the Kebumen Police, using primary and secondary data sources as well as data collection techniques by interviewing, observing, and documenting studies. The data analysis technique uses data reduction, data presentation and conclusions, while the data validity uses triagulation techniques. This study produces data in the form of a general description of theft in Kebumen Regency including place, time and vulnerable areas, the modus operandi that is often used, the brand of the vehicle and the age of the perpetrator of the theft. The role of bhabinkamtibmas is carried out through bintibmas, binkamsa, binpolmas and binpotmas activities, while the influencing factors come from human factors (bhabinkamtibmas), facilities and infrastructure, methods, budgets and community responses. The conclusion of this study is that theft in Kebumen Regency occurred in residential areas in Buluspesantren District at around 03.00-06.00 WIB with the modus operandi using the "T" key, the age of the perpetrators ranged from 18-30 years and the vehicle brand was Honda Beat. The role of bhabinkamtibmas is carried out through bintibmas, binkamsa, binpolmas and binpotmas activities. The influencing factors are the number of bhabinkamtibmas that are lacking and concurrent positions, inadequate facilities and infrastructure, inappropriate methods, poor public response and adequate budget. While the suggestions given by the author are in the form of good communication between the Binmas unit and the Criminal Investigation Unit, optimizing the role of Bhabinkamtibmas, cooperation between Babinkamtibmas with the community and government as well as providing rewards and punishments for high achieving bhabinkamtbmas and reprimands.

Abstract

In order to prevent this, the Binmas Unit takes preventive and remedial steps to prevent the occurrence of this theft from increasing, the Jayapura Police prioritizes the role of the Binmas Unit which directs Bhabinkamtibmas in the ranks of the Polsek in its implementation. In this research, the author aims to find out about what efforts have been carried out by the Jayapura Police Binmas Unit in counseling to prevent the case of theft, then what factors affect the task of the Jayapura Police Binmas Unit in preventing the crime of motor vehicle theft in Indonesia. the jurisdiction of the Jayapura Police. Implementation of this research the author uses a qualitative approach and field research methods. Where in the process of collecting data the author carried out several activities, namely by means of observation, interviews, and reviewing documents. The data was processed using descriptive analysis. As an analytical tool for all existing data, the author uses several theories and concepts, namely management theory, role theory, Binmas Unit Concept and Extension Concept. Based on the results of research that has been carried out by the community who appreciates the performance of the Binmas Unit from the Jayapura Police in carrying out their responsibilities, this appreciation from the community is given to the Binmas Unit because the officers have carried out their duties in accordance with the applicable regulations, namely Perkap Number 21 of 2007 concerning Binluh , in which the Perkap discusses the tasks carried out by the Binmas Unit. In its daily implementation, there are factors that support and hinder the role of the Binmas Unit. The supporting factor is the role of the National Police who help each other between the government and the city community and for the inhibiting factor is the inadequate facilities and infrastructure and the lack of concern from the community for the members of this Binmas Unit, especially in several sub-districts that are far from the city. As a suggestion for the leadership of the Jayapura Police, namely to provide various facilities and infrastructure and provide interesting innovations so that the community is more comfortable, which is also needed by members of the Binmas Unit.

Abstract

The focus of this thesis research is motivated by the phenomenon of the increase in motor vehicle theft committed by children in the jurisdiction of the Riau Police. Therefore, a study was conducted which aims to describe the general description motor vehicle theft by minors in the Riau Regional Police, to describe the role of Reskrim in handling criminal acts of criminal charges by minors in the Legal Territory of Polda Riau, as well as to find out the following factors: factors that can affect the role of Criminal Investigation Unit in dealing with motor vehicle theft by minors in the Legal Area of the Riau Police. The theory and concepts used by the writer in answering the problem are theft, prevention of crime, general overview of child protection, the concept of restorative justice, and management theory. This research was conducted with a qualitative approach and used a descriptive analysis type of research. The findings of this study are the factors causing the occurrence of curarmor crimes by minors, including economic aspects, socio-cultural aspects, and environmental factors. Parental poverty is the basis for triggering the crime of motor vehicle theft in the Riau Province Regional Police. The efforts of the Riau Police to minimize motor vehicle theft include preventive and oppressive measures. Factors that can affect the role of Reskrim in dealing with criminal offenses by minors in the Legal Area of the Riau Police include, the number of investigators and assistant investigators is still insufficient, the lack of good support for the operation of the equipment used for the survey becomes ineffective because it is not can be run. Based on the results of the research, the authors suggest that the need to pay attention to and handle all government agencies, especially the police which are more serious, comprehensive, planned and comprehensive in juvenile cases, especially cases involving minors, The role of the police (in this case this investigator) as a community partner must always be strengthened through direct access to the community plan in the handling and disclosure as well as the prevention and eradication of motor vehicle theft committed by minors, and there is a need to increase the vigilance and safety of every motorized vehicle owner or user.

Abstract

The research was demand on an increase of theft cases in the Sabang City area due to low prevention action with patrol activities of Police Unit of Sabang city. The activities carried out by officers have been not optimally. This is due to the existence of culture on member patrols. to minimize the development of this old culture, a maximum leader supervision is required by the leadership of the performance on its members while in order to achieve optimal results with using application of Alfred Camera. Therefore, this research aims to identify how the Alfred camera application is implemented as a monitoring control for patrol activities and to find the affecting factors. This research use a theories and concepts as a analytical in research process. which is theory technology information, crime prevention theory, and management theory. While the concepts is Supervision consept, the Concept of Patrol and the Concept of the Alfred Camera. The type of method is a qualitative research with using techniques data, which is observation, interviews, and study document. Based on the result of research, the maximum supervision in implementation of patrol activities can improve the performance of members patrol and improve a optimal results when compared to the absence of supervision carried out. However, in the implementation of Alfred camera on patrol activities there are still inhibiting factors that affecting on members patrol such as the budget fund management and the condition of inventory items which will later support the smooth running of patrol activities more optimally.

Abstract

Nowadays, motorized vehicles are an important human need. However, the pandemic situation resulted in the layoff of many people. Thus, the welfare of the community is getting lower, resulting in higher thefts occur. The Sabhara unit is tasked to preventing crime. The problems of this study are: 1. What is the general description of the implementation of patrol units of Depok Police region and the crime rate of motorcycle criminal acts in Depok? 2. How does the role of Sabhara patrol unit in reducing the amount of motorcycle criminal acts in Depok during covid-19 pandemic? 3. What are the factors that influence the implementation of Sabhara patrol units of Depok police to overcome the motorcycle criminal acts in Depok? This study uses qualitative approach. The focus of the study is the role of the patroli unit of the sabhara Depok Police in reducing motorcycle criminal actions in Depok city during Covid-19 pandemic. This study uses primary and secondary data with data collection techniques in the form of interviews, observation, and document review. Triangulation of data is used to validating the data. The patrol activities carried out by the sabhara units are an effort to prevent motorcycle criminal acts. There are two forms of patrol which are four wheels patrol and two wheels patrol. Both patrols are carried out regularly everyday with two schedules and three teams. There are several factors that influence the implementation of patrol which can be linked to the 6M elements of management theory. Suggestions for optimizing patrol activities which are, increasing the human resources, intensify the patrols schedule, renewing the facilities, and socialization to the community.
