Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

This research based on the increasing number of curanmor cases in Indonesia. In Sidoarjo Police, although it is not as high as the number of curanmor in other Polresta jurisdictions, the opportunity for curanmor action in this jurisdiction is quite high. The aim of this research is to see how the role of the Sabhara unit dialogic patrol is to prevent curanmor actions in the legal area of the Sidoarjo Police and what are the factors that affect the role of the Sabhara unit dialogic patrol in preventing criminal acts of curanmor cases in the Sidoarjo Police jurisdiction. Researchers use routine activity theory to see an overview of curanmor actions in this jurisdiction. The researcher used role theory, POAC management theory and the Police Perkap in describing the role of dialogical patrols in the jurisdiction of the Sidoarjo Police. Finally, the researcher uses The Six M management theory to identify the factors that influence the role of dialogical patrols in this jurisdiction. This study uses a qualitative approach with a descriptive analysis method. The sources of information were obtained from primary data, namely interviews with KBO, Wakasat Sabhara, Kanit Sabhara, and communities in the jurisdiction of the Sidoarjo Police, while secondary data was obtained from internal documents of the Sidoarjo Police. The result of this research is that the Dialogical Patrol which is carried out routinely by the Sabhara Unit of the Sidoarjo Police has a role in preventing curanmor actions. This is of course based on several factors that support this role so that this patrol activity can run according to the provisions in order to achieve its goals. However, there are some of the most important obstacles that come from the human factor itself. Both in terms of the police and the community. Researchers suggest that the police can improve the quality of its members so as not to become an obstacle in carrying out patrols in the future.

Abstract

This research is motivated by the rise of drug trafficking cases in the West Pasaman Regency in recent years. In disclosing the crime of drug trafficking, the role of an informant is needed to find information related to drug trafficking and networks. The existence of this condition affects the disclosure of cases to realize public security and order. The problem in this thesis is the efforts of the drug detective unit in increasing the effectiveness of informants, their use in investigations, and influencing factors. The results of the study which were analyzed using Management Theory, Effectiveness Theory and Cooperation Theory with the concept of Investigation, Informant Concept, and Drug Concept, showed a conclusion that recruiting informants from drug offenders, prisoners, and former drug convicts and former drug addicts by providing rewards with an approach. Supporting factors are the desire for revenge from the informant, personnel capabilities, and planning. The inhibiting factors are the limited budget and lack of community support. Efforts to improve the effectiveness of the informant's performance are increasing supervision and giving rewards and ensuring the confidentiality of the informant's identity. Based on the results of the study, the authors provide suggestions to the Pasaman Barat Police Drug Investigation Unit for investigators to explore the case to find a larger network and ask for backup from the upper unit in terms of personnel limitations, increase the eliciting ability of members to save budget expenditures for informant development, as well as the need for socialization to the public about the protection of identity security for those who provide information related to drug abuse and trafficking, besides that, rewards will also be given in the form of rewards.

Abstract

This research is based on the because of the criminal act of domestic violence in the jurisdiction of the Kolaka Police. which resulted in several fatalities caused by the violence, especially wives and children as well as further impacts such as divorce. This study aims to determine the role of Bhabinkamtibmas in preventing the occurrence of domestic violence and the factors that affect Bhabinkamtibmas Kolaka Police and the steps of Bhabinkamtibmas in improving its performance capabilities. The concept of Bhabinkamtibmas, the concept of Polmas and the concept of the prohibition of domestic violence are used, while the implementation uses the Theory of Competence and Management. Research Methods Using a qualitative approach whose results are strengthened by the findings, observations, document studies, with the results of interviews with sources of information. Data analysis techniques include data reduction and formulating working hypotheses by formulating a proportional question. The result of this research is the role of Bhabinkamtibmas Polres Kolaka in Preventing Domestic Violence which refers to Perkap No. 3 of 2015 in terms of community development has been going well. In terms of Early Detection, it has not gone well, and in terms of Mediation/Negotiations it has gone well, meaning that people who complain about domestic violence problems can be resolved through mediation/negotiation rather than through legal channels. Internal and external factors as well as Bhabinkamtibmas' steps in improving abilities, namely increasing knowledge, skills and behavior.

Abstract

Peningkatan kasus pencurian kendaraan bermotor (curanmor) yang meresahkan masyarakat menyebabkan gangguan kamtibmas juga semakin meningkat. Polresta Yogyakarta, khususnya Satuan Sabhara sebagai upaya preventif berusaha untuk memelihara kamtibmas melalui patroli Unit Reaksi Cepat (URC). Patroli memegang peranan penting dalam mencegah curanmor. Penelitian ini memiliki tujuan untuk mendeskripsikan pelaksanaan patroli URC Satuan Sabhara, menemukan faktor-faktor yang mempengaruhi patroli URC Satuan Sabhara dan mendeskripsikan upaya meningkatkan peran patroli URC Satuan Sabhara dalam mencegah curanmor di wilayah hukum Polresta Yogyakarta. Teori dan konsep yang digunakan dalam penelitian ini yakni URC Satuan Sabhara Polresta Yogyakarta, Patroli, Manajemen Patroli serta faktor-faktor yang mempengaruhi patroli berdasarkan Teori Manajemen, curanmor, dan pencegahan kejahatan berdasarkan Teori Aktivitas Rutin. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian lapangan berperan-serta. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen, serta validitas data menggunakan triangulasi data. Hasil penelitian menemukan bahwa kasus curanmor adalah kasus yang menonjol di Polresta Yogyakarta. Peran patroli URC oleh Satuan Sabhara dalam mencegah curanmor belum optimal karena masih adanya kekurangan dalam setiap tahapan manajemen patroli berdasarkan Perkabaharkam No. 1 Tahun 2017 dan Teori Manajemen. Seluruh tahapan dipengaruhi akibat kekurangan personel yang dialami serta masih adanya tahapan yang seperti formalitas saja. Melalui enam faktor utama manajemen terdapat unsur pendukung dan penghambat dalam realisasi peran patroli yang dilaksanakan. Upaya peningkatan diperlukan guna memenuhi peran patroli URC Satuan Sabhara Polresta Yogyakarta. Melalui penelitian ini dapat dinyatakan bahwa perlunya peningkatan birokrasi di Satuan Sabhara, pemerataan jumlah personel sesuai DSP, pelatihan pengembangan mengenai patroli, revisi SOP Polres tentang patroli URC dan pemetaan untuk menentukan titik rawan curanmor.
