Abstract

This research is motivated by the number of criminal acts of drug abuse in Tulang Bawang district which is still high and does not show a decrease at all. Various prevention efforts have been carried out by the Binmas Unit of the Tulang Bawang Police in suppressing drug abuse, but there are still shortcomings, therefore researchers conducted a study to determine the efforts of coaching and counseling the Binmas Unit in reducing the number of drug abuse. The approach used in this research is a qualitative approach and this type of research is descriptive analytic. The focus of the research is on optimizing the Binmas Unit in suppressing drug abuse with the jurisdiction of the Tulang Bawang Police. Sources of information from the Head of Binmas and the Binmas Unit of the Tulang Bawang Police, especially those who play a role in the field of guidance and counseling as well as the local community. Data collection techniques by interview, observation, and document review. Test the validity of the data by data triangulation. Test by providing a detailed, clear and systematic description. Analysis with data reduction. The results of the study indicate that the efforts of coaching and counseling the Binmas Unit in suppressing drug abuse by looking at the readiness, implementation and inhibiting factors of coaching and counseling on drug prevention. And the efforts that must be made are increasing the quantity and quality of the members, the mindset of the members, improving the facilities and infrastructure, the budget, and the methods that need to be improved in the delivery of material on drug abuse and collaboration with related agencies, bringing in direct examples of drug abusers to the public. the public, using WhatsApp social media in delivering messages to prevent drugs so that it is more attractive and has a wider scope.

Abstract

This research is motivated by the increase in unemployment in Indonesia due to the prolonged Covid-19 pandemic, which has led to an increase in narcotics abuse cases among teenagers in the Denpasar Polresta area. The existence of the Covid-19 health protocol causes the Denpasar Police Narcotics Unit to be unable to take preemptive steps in the form of narcotics guidance and counseling in 2020. This study aims to identify and analyze what efforts can be made by the Denpasar Police Narcotics Unit to optimize narcotics guidance and counseling activities as well as identify and analyze factors that influence the guidance and counseling of narcotics. This study uses a qualitative approach with the method of field and file research. This study uses primary and secondary data sources, and takes place in Denpasar City. Data analysis was carried out by data reduction, data presentation, and drawing conclusions. Data collection techniques used interview, observation, and document studies. The concepts used in this study are the concepts of Optimization, Guidance and Counseling, Prevention, Narcotics, Narcotics Abuse, and Adolescents, while the theories used are Crime Prevention Theory, The Six "M" in Management, and Media Dependency Theory. The results showed that 1) the Denpasar Police Narcotics Unit had not yet found a solution or alternative to optimize narcotics guidance and counseling activities due to the Covid-19 pandemic; 2) The factors that influence the guidance and counseling on narcotics are influenced by 8 factors consisting of internal and external factors, and 5 of the 8 factors that have a negative effect. Based on the Media Dependency theory, the use of online application media and social media can be a solution to the non-implementation of narcotics guidance and counseling.

Abstract

This research is motivated by the case of motor vehicle theft in the city of Bekasi which never decreases from year to year and even increases every year. This study aims to determine the implementation of patrols by the Patriot team in preventing motor vehicle theft, the factors that influence the implementation of patrols by the patriot team, and efforts to optimize patrols by the patriot team of Polres Metro Bekasi City. This research was conducted using a qualitative approach, using conceptual literature and using field research methods, namely field research, as well as data collection by interviews, observations, and document studies. Of course, from this research, it can be seen clearly the description of the patrols carried out by the Patriot team to prevent the crime of motor vehicle theft in the jurisdiction of the Bekasi City Police Metro. The results of the study found that the implementation of patrol activities by the patriot team was still not optimal because the crime of motor vehicle theft was still increasing from year to year. This is influenced by internal and external factors, including patrol personnel who do not meet the standards, there are damaged facilities and infrastructure, there is no special budget for the patriot team provided by the Polres, while external factors are very wide within the jurisdiction of the Bekasi Metro Police. Based on the results of the study, the researchers suggest to improve the quality of the Patriot team personnel, immediately establish a patriot team organizational structure, provide a special budget for the patriot team by the Bekasi City Police, there must be officers attached to the patriot team specifically, not just pickets.

Abstract

The rise of illegal racing actions that occurred resulted in Kamtibmas in Batam City being not conducive. The increase in the intensity of the illegal racing action that occurs is very disturbing for the residents of Batam City in carrying out their daily activities. Teenagers are the dominant group as perpetrators of illegal racing. Thus forcing the Barelang Police, namely the Sabhara unit, to work hard in preventing illegal racing actions that are troubling the people of Batam City. The purpose of the research in this thesis is to describe the description of the patrols of the Barelang Police Sabhara Unit and the description of illegal racing in Batam City, to describe the role of patrols in preventing illegal racing in the Barelang Police jurisdiction, to find the factors that influence the implementation of patrols in preventing illegal racing. This study uses qualitative methods, while the theories and concepts used to analyze this problem are Role Theory, Management Theory, Crime Prevention Theory, Patrol Concepts, Crime Prevention Concepts, Illegal Racing Violation Concepts.Data collection techniques that can be used are interviews, observation, and document studies. The results obtained in this study are the role of the Sabhara Polresta Barelang patrol unit is to maintain security and public order is good, but the role of enforcing the law, and the role of providing protection, shelter and service to the community is not good. In the implementation of patrols, there are several factors, including supporting and inhibiting factors. Suggestions for the Sabhara Polresta Barelang unit to improve the ability of patrol members by participating in Sabhara function ability training, the need for additional 2-wheel patrols at night regularly, giving awards to patrol officers who carry out their duties and responsibilities well, providing a forum for teenagers to can channel their interests and talents to do wild racing, and it is necessary to have a varied time for the implementation of patrols.

Abstract

Penelitian ini dilatarbelakangi oleh tindak pidana pencurian kendaraan bermotor di wilayah hukum Tanjung Karang Timur tergolong cukup tinggi dan mengalami kenaikan yang terus meningkat. Pelaksanaan penyidikan yang dilakukan oleh Unit Reskrim dirasa masih belum optimal. Oleh karena itu maka dilakukanlah penelitian dengan tujuan mendeskripsikan dan menggambarkan tindak pidana pencurian kendaraan bermotor di wilayah hukum Polsek Tanjung Karang Timur dan Menggambarkan faktor-faktor apa saja yang mempengaruhi proses penyidikan pencurian kendaraan bermotor. Penelitian ini menggunakan konsep optimalisasi, teori manajemen, teori penegakan hukum untuk menganalisa permasalahan yang ada. Fokus penelitian adalah faktor-faktor apa saja yang mempengaruhi proses penyidikan dan gambaran yang terjadi tentang kasus tindak pidana pencurian kendaraan bermotor di wilayah hukum Polsek Tanjung Karang Timur. Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan reduksi data, sajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian, ditemukan bahwa penyidikan tindak pidana pencurian kendaraan bermotor tidak optimal. Hal ini disebabkan karena adanya beberapa faktor penghambat dalam pelaksanaan penyidikan tindak pidana pencurian kendaraan bermotor faktor faktor tersebut adalah personel yang kurang berkompeten, baik ilmu maupun pengalaman di bidang penyidikan sarana dan prasarana yang tidak maksimal, selain itu terdapat faktor lain yang pada pelaku. Merujuk dari hasil penelitian diatas penulis menyarankan agar pimpinan berkoordinasi dengan biro sumber daya manusia Polda untuk mengadakan pelatihan tentang penyidikan dan penggunaan teknologi untuk penyidikan, serta bekerja sama dengan unit Binmas agar melaksanakan penyuluhan agar masyarakat ikut serta dalam membantu penyidikan dalam bentuk menjadi saksi dalam penydidikan.
