Abstract

The background of this research is based on the high crime of motor vehicle theft (curanmor) that occurred in Tegal City. As the holder of the prevention function, the Samapta unit is one of the Police Technical Functions that is responsible for reducing the problem of theft through patrols. Patrols are carried out to prevent the emergence of someone's intention to commit the crime of theft. So, the purpose of this paper is to optimize the implementation of patrols so that the crime of theft will not occur in Tegal City. The analytical knife used by the author uses several theories and concepts including: management theory, SWOT theory, Samapta concept, curanmor concept, patrol implementation management concept and patrol concept as an analytical knife. The approach used is a qualitative approach and the method used is a field research method. The sources of data/information that the author uses are primary data, namely the results of interviews and secondary data, namely in the form of document studies in the Samapta Polres Tegal City Unit. Data analysis techniques used are data reduction, data presentation, and drawing conclusions. From the results of the study, the implementation of patrols at the Tegal City Police has been carried out through several preparation stages, organizing stages, implementation stages and termination stages, but there are still obstacles encountered in the implementation of patrols, namely at these stages they were not carried out according to the SOP and did not get the implementation objectives. maximum patrol. Thus, the author provides problem solving as a suggestion in improving and improving the quality of the implementation of the patrols of the Samapta Police Unit of the Tegal City Police, it is necessary to hold patrol training or by asking the Head of Samapta for learning modules from Pusdik Samapta to be taught to its members so that the knowledge of its members can increase, as well as provide direction and also an understanding of what actions must be taken during the patrol.

ABSTRACT EFFORTS FOR EARLY DETECTION OF BHABINKAMTIBMAS TO PREVENT RADICALISM IN THE JURISDICTION OF POLRES TEGAL CITY Mochammad Nurfauzan Muttaqien, 18,028, mnurfauzanm@gmail.com Bhabinkamtibmas is the spearhead of the National Police, because it is a member of the National Police who is directly in the community. Bhabinkamtibmas itself aims to carry out the development of security and public order, one of which is also to prevent the spread of radicalism that can cause disturbances to the security and social order, so that Bhabinkamtibmas is given additional duties in Perkap No. 7 of 2021 to carry out early detection of kamtibmas disturbances. The research location in this final project is the Tegal City Police Station. The problem taken is how the competence of Bhabinkamtibmas is and how to implement early detection efforts to prevent radicalism in the jurisdiction of the Tegal City Police. This final project is a qualitative research, using the field research method. This study uses several concepts and theories such as management theory, competency theory, and the concept of radicalism, as well as the concept of Bhabinkamtibmas. The results of the study indicate that the implementation of the activities is not in accordance with what it should be, and there are still constraints in the competencies possessed by Bhabinkamtibmas such as not being given a training session. Therefore, there is a need to solve this problem.

ABSTRAK UPAYA BHABINKAMTIBMAS MELALUI BIMLUH GUNA MENCEGAH TINDAK PIDANA CURAT DI WILAYAH HUKUM POLRES BATANG MUH BASIL DWITAMA MAURITZ, NO.AK 18.185, basilmauritz15@gmail.com Dengan banyaknya fenomena kriminalitas di masyarakat ditambah dengan pandemic covid-19 yang membuat bertambah banyaknya gangguan kamtibmas yang terjadi, termasuk masalah pencurian dengan pemberatan. Untuk mengatasi hal tersebut perlu adanya upaya preemtif dari Polri yakni melalui Bhabinkamtibmas dengan berbagai macam kegiatannya seperti Bimluh. Dalam Tugas Akhir ini permasalahannya meliputi bagaimana peran dari Bhabinkamtibmas Satbinmas Polres Batang melalui Bimluh guna mencegah tindak pidana Curat dalam rangka Harkamtibmas serta apa saja upaya Bhabinkamtibmas Satbinmas Polres Batang melalui Bimluh guna mencegah terjadinya tindak pidana Curat dalam rangka Harkamtibmas. Penelitian ini menggunakan pendekatan kualitatif. Jenis penelitiannya adalah field research sedangkan teknik pengumpulan datanya melalui wawancara, observasi, dan studi dokumen. Untuk Teknik analisis data penulis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Sebagai pisau analisis penulis menggunakan teori manajemen, dan konsep Bhabinkamtibmas, Bimluh Kamtibmas, serta Pencurian dengan pemberatan. Dalam tulisan ini disimpulkan bahwa pelaksanaan kegiatan Bimluh oleh Bhabinkamtibmas masih belum maksimal dikarenakan adanya faktor penghambat baik dalam segi internal maupun eksternal.dan beberapa upaya dari Bhabinkamtibmas masih terkendala terkait alat bantu pelaksanaan bimluh serta faktor sarana dan prasarana. Kata Kunci : Bhabinkamtibmas , Bimluh, Curat. To overcome this, there needs to be a preemptive effort from the Police, namely through Bhabinkamtibmas with various activities such as Bimluh. In this Final Project, the problem includes how the role of Bhabinkamtibmas Satbinmas Polres Batang through Bimluh to prevent Curat criminal acts in the framework of Harkamtibmas and what are the efforts of Bhabinkamtibmas Satbinmas Polres Batang through Bimluh to prevent curat criminal acts in the framework of Harkamtibmas. This research uses a qualitative approach. The type of research is field research while the technique of data collection through interviews, observations, and document studies. For data analysis techniques the author uses data reduction, data presentation, and conclusion draw. As a knife of analysis the author uses management theory, and the concepts of Bhabinkamtibmas, Bimluh Kamtibmas, as well as Theft by ballast. In this paper it was concluded that the implementation of Bimluh activities by Bhabinkamtibmas is still not optimal due to the presence of inhibitory factors both in internal and external aspects, and some efforts from Bhabinkamtibmas are still constrained related to bimluh implementation aids and facilities and infrastructure factors. Abstract

Traffic congestion is one of the problems in the field of traffic that still cannot be resolved in Indonesia. This study describes how traffic jams occur at the Semarang Police Station where the biggest congestion is at Simpang Bawen. The purpose of this study is how to describe the regulation, guard, escort, traffic patrol in preventing traffic jams at the Semarang Police Station. The Semarang Police Satlantas made efforts through turjagwali then traffic jams could be overcome. Turjagwali is an operational activity that is preventive in nature in preventing traffic jams. To discuss this research, the author uses George R Terry's Management theory, Albert Humley's SWOT Analysis theory, and the concept of Turjagwali’s Traffi. The approach used in this study is a qualitative approach. Data was collected by using interview, observation, and document review techniques. Meanwhile, data analysis was carried out by reducing data, presenting data, and drawing conclusions. The results show that the efforts that have been made by traffic police through turjagwali activities still need to be maximized, especially in human resources, administration, and implementation methods. This is influenced by internal and external factors. Internally, the mental discipline of members, the use of technology, the routine implementation of anev as supporting factors. Meanwhile, the guidelines for implementing the tasks are not yet complete and the quantity is not sufficient to become an inhibiting factor. Meanwhile, externally there is coordination with outside agencies and volunteers from the community as supporters, while the low awareness of the community for orderly traffic is an inhibiting factor. Based on the results of the study, the authors suggest to carry out cross-functional and sectoral coordination as well as the existence of both internal and external traffic functions. Also, the author suggests implementing a contra flow system, a one-way system, and an odd-even system.

Abstract

The writing of this final task is motivated by the large number of drug abuse cases in the Jepara region over the past four years. By prioritizing preventive methods, the Jepara Drug Squad performs a preventive role for the community in Jepara to prevent the emergence of intentions and opportunities in carrying out drug abuse so as to create public security and order, by taking preventive measures. The purpose of this paper is to find out how to implement the prevention of The Jepara Drug Satres and What are the efforts of the Jepara Drug Satres in prevention to reduce the number of cases of drug abuse. As an analysis knife, the author uses several theories and concepts, namely: management theory, effort concept, drug reserse unit concept, drug abuse concept, drug abuse prevention concept. With the research area at Jepara Police Station. This research is carried out with a qualitative approach, using field research types, as well as data collection techniques with observation, interviews, and document studies. The location of the research is in Jepara Regency. The results of the study found that there were several problems in the implementation of active prevention where problems were found at the planning, organizing, implementation and supervision stages. There were also several problems in prevention efforts to reduce the number of cases of drug abuse such as lack of support in the form of budgets and infrastructure and there has been no cooperation with the Community Development Unit. So continuing the results of the discovery of this problem, the author describes the steps for solving the problem. Referring to the stages of planning, organizing, implementing, and supervising the author describes any problems found. As well as solving problems of the factors that influence how the Jepara Drug Investigation Unit carries out its role in prevention.
