Abstract

Drug abuse and trafficking are kinds of crime and criminal act that can threaten national interests and security. The Intelligence and Security Unit of Wonosobo District Police, as the executor of early detection task must play a role in preventing drug crimes among the area. Background of this study was The Intelligence and Security Unit only conducted certain operation tasks in preventing drug crime, but did not play a role in preventing it in daily task implementation. This study aimed to describe the implementation of intelligence investigations and the role of the intelligence and security unit of Wonosobo District Police in context of preventing drug crimes. The unit 4 of the intelligence and security unit in the field of state security actually should carry out the early detection tasks, such as intelligence investigations on drug crimes because the State Intelligence played a role in carrying out early detection efforts to prevent any threats might be arised and also threaten national interests and security. Problem description in this study used a qualitative approach with descriptive analysis method. The theories and concepts used in this study include management and role theory, also the concept of intelligence investigation as the analytical tools to describe the implementation of intelligence investigations and the role of its unit in preventing drug crimes at the Wonosobo District Police. The intelligence and security unit of Wonosobo District Police played a role and took part in drug-free operation around the temples by conducting early detection activities for drug crime regard to its prevention. Through the operation, The Intelligence and Security Unit used the main and special intelligence tools as aids in performing intelligence investigations against drug crimes. However, the unit had not played a role yet in preventing drug crimes, except in that operation. The unit should maximize the use of special intelligence tools and be a benefit to drug crimes prevention in Wonosobo District Police area by conducting intelligence investigations and developing networks for drug criminal cases.

Abstract

Polisi sebagai pengayom masyarakat berusaha untuk memelihara kamtibmas melalui patroli dialogis kendaraan roda empat. Peran patroli ini sangat penting dalam mencegah curanmor. Penulisan ini bertujuan untuk mendeskripsikan gambaran curnamor serta pelaksanaan patroli dialogis satuan samapta Polres Pati serta upaya dari patroli dialogis roda empat satuan samapta Polres Pati dalam mendukung pencegahan kasus curanmor di wilayah hukum Polres Pati. Penelitian ini dilakukan menggunakan pendekatan kualitatif dengan metode penelitian lapangan. Data dikumpulkan melalui wawancara, observasi dan telaah dokumen. Serta validitas data menggunakan triangulasi data. Penulisan ini menggunakan perbandingan milik skripsi Gerry Agnar Timur, Anthonio Effan, Rheza Kurnia Fajar. Teori yang digunakan dalam penulisan ini adalah Teori Manajemen, Teori Aktivitas Rutin, Teori Pencegahan Kejahatan, Teori Komunikasi. Sedangkan Konsep yang digunakan adalah konsep upaya, konsep patroli, konsep curanmor, konsep harkamtibmas. Terdapat beberapa faktor yang mempengaruhi kondisi awal seperti tahap perencanaan, pengorganisasian, pelaksanaan, pengendalian. Pada kondisi faktual ditemukan bahwa rendahnya masyarakat mengenai kepemilikan barang masih kurang, selain itu sedikitnya petugas yang memiliki pendidikan kejuruan, tidak sessuainya materi yang disampaikan, dan kurangnya respon masyarakat. Selain itu juga wilayah pati yang luas dan adanya pelaku yang mengulangi kejahatannya. Pemecahan masalah yang perlu dilakukan yaitu pebentukan grup Whatsapp untuk mengingatkan masyarakat, pencanangan kegiatan pendidikan kejuruan, pengadaan lembar checklist, menjalin kedekatan dengan masyarakat. Selain itu juga perlunya kerja sama dengan fungsi lain, dan pemetaan wilayah mantan pelaku kejahatan. Petugas perlu memperhatikan pola pelaku untuk melakukan pencegahan lebih dini serta manajemen yang baik untuk tercapainya tujuan patroli. Selain itu perlu inovasi melalui pemanfaatan teknologi yang ada dan penyesuaian agar kegiatan patroli dapat sesuai dengan peraturan yang berlaku.

Abstract

The research in this thesis is motivated by the high crime of theft with weights in the Pemalang Police area, accompanied by increasing cases of theft with weights in the last 3 years. The National Police has the task of carrying out preventive actions through patrols as regulated in Perkabaharkam No.1 of 2017 concerning patrols. This study aims to determine the implementation of patrols carried out by the Pemalang Police Satsamapta and analyze the factors that influence it, as well as determine the efforts that must be made so that the patrols are carried out more optimally. In the conceptual literature the author uses the concept to analyze various problems. The concepts used include: the concept of patrol, the concept of effort and the concept of theft with weights. Meanwhile, the theoretical basis used are: Management Theory, and Crime Prevention Theory. This research was conducted with a qualitative approach, the type of case study research and data collection techniques with interviews, observations, and document studies. In this study also used Field Research Methods (Field Research) and used triangulation of data, sources, and theoretical to obtain data validity. From the results of the research, the initial conditions indicate that the implementation of patrols has not been maximized, especially with regard to implementation, member capabilities, procedures carried out, and organization. This is influenced by several factors, namely internal and external factors. Internally, the organization is constrained by every element, including personnel, budget, materials for carrying out patrols, methods, targets, facilities and infrastructure. Meanwhile externally, namely the Covid-19 pandemic, lack of legal awareness of the community, regional conditions, economic factors, and lack of awareness from the public. Based on the conditions that occurred, the authors compiled various problem solving and creative breakthroughs that could be made to improve the implementation of patrols, and could be used as an effort to increase the patrols of the Pemalang Police Satsamapta.

Abstract

ABSTRACT OPTIMIZATION OF THE SAMAPTA PATROL TO PREVENT THE CRIMINAL ACTION OF WEIGHTING THEFT(CURAT) AT SEMARANG POLRESTABES R. Ariel Andro Bramasta, 18.091, radenarielandrobramasta@gmail.com Theft by weight is rampant in the jurisdiction of Semarang Police. Many people suffer losses due to the frequent occurrence of these crimes such as physical disturbances, economic losses, and psychological disorders. The formulation of the problem is how to carry out motorized vehicle patrols by the Semarang Polrestabes Samapta Unit, the factors that influence the motorized vehicle patrols of the Semarang Police Samapta Unit in preventing stealing crimes, and how to optimize the Semarang Porestabes Samapta Unit patrols in preventing stealing crimes. The author uses conceptual literature including management theory, crime prevention theory, organizational resource theory, patrol concept, and the concept of stealing crime. The research was conducted in February 2022 in the jurisdiction of Polrestabes Semarang, using the Field Research research method with a qualitative approach. Sources of data obtained from primary and secondary sources, interview data collection techniques, observation, and document review. The data analysis technique is data reduction, data presentation and drawing conclusions. From the results of the research and discussion, it can be concluded that the motorized vehicle patrol of the Semarang Police Samapta Unit in preventing the crime of stealing has gone quite well. However, there are still inhibiting factors for motor vehicle patrol activities in preventing the crime of stealing, namely the lack of personnel, the ability of patrol officers, and the lack of patrol support equipment. Suggestions from the authors are to maximize the strength of existing personnel, increase the ability of dialogical patrol officers, add infrastructure for motorized vehicle dialogue patrols, and increase supervision and control by utilizing technological developments.

Abstract

The unit for regulation, guard, escort and patrol or the turjagwali unit is one of the Samapta units which has the task of regulating, guarding, escorting and patrolling as well as securing community and government activities , including the prosecution of minor crimes, securing demonstrations, controlling crowds, and securing vital objects as well as animal assistance. The research location in this final project is Polresta Surakarta. There are several problems formulated, including how to carry out the Sat Samapta patrol in preventing criminal acts of stealing and how the supervision and control is carried out so that the patrol can run optimally. The authors aim to explain the implementation of patrol activities and identify supervision and control of patrol activities. The research approach in this final project is qualitative research using field research or research in the field. In order to discuss the formulation of the problem, the author uses an analytical knife in the form of several theories, namely management theory, SWOT analysis theory, and the concept of patrol. The results showed that the implementation of patrol activities and the efforts made by the Turjawali Unit, especially in preventing the crime of theft by weighting in the jurisdiction of the Surakarta Police, were still not optimal. This is due to several factors, including the lack of coordination with other technical functions, the lack of public confidence in the police. Therefore, it is necessary to improve the performance of patrols to prevent criminal acts of theft by weight.
