Abstract

ABSTRACT THE EFFORTS OF SAMAPTA UNIT PATROL IN PREVENTING CRIME OF STEALING TO CREATE KAMTIBMAS IN THE JURISDICTION OF THE PATI POLICE Multahadi Adam, 18.030, multahadiadam1@gmail.com This research is based by the high number of cases of theft with weights that have been special attention and become one of the highest crimes that occur in the jurisdiction of the Pati Police. The Police need to take preventive action, one of them is patrol to prevent the meeting of intentions and opportunities from criminals, especially in theft by weight. Therefore, the purpose of this study is to describe the efforts of the Samapta unit and what factors affect the implementation of patrols and efforts to maintain security and social order in patrols that carried out by the Pati Police Satsamapta. This type of research uses field research and a qualitative approach. Sources of data include primary data and secondary data with data collection techniques used are interviews, observations, document studies, and focus group discussions. Data analysis techniques that used were include data reduction, data presentation and drawing conclusions. The analytical knife in conducting the discussion includes POAC management theory and Routine Activity theory, as well as to look for influencing factors using SWOT theory. The results of the study found that the crime of stealing is still a special attention at the Pati Police. The activities carried out by the Pati Police Samapta Unit were not carried out according to the SOP, namely the termination stage which was not carried out optimally. Judging from several factors, there are internal and external factors. The most influential internal factor is the lack of vocational education carried out by patrol members and externally, namely the high number of cases of the spread of the Covid-19 virus, which causes the focus of the patrol to be divided. Efforts have been made to establish the Pasopati Timsus to optimize the implementation of the Pati Police Satsamapta patrol. However, the implementation found obstacles, namely the unclear division of tasks, causing the focus to be fragmented. Based on the results of the study, the authors suggest that when making patrol routes always pay attention to the budget and the latest crime-prone areas. In order to establish cooperation with the Polsek, the community and other Pam Swakarsa, such as kamling posts and security posts. As well as to add CCTV and street lighting in areas prone to criminal acts of stealing.

Abstract

This research is motivated by the high number of criminal cases of stealing in the Boyolali Regency. In the last few years, the total number of criminal cases of stealing is high and has increased. Early detection efforts have been made, but criminal acts are still frequent. Therefore, a study was conducted that aims to describe and analyze the optimization of the implementation of detection activities by the Boyolali Police Intelkam Unit and what efforts are made in the implementation of early detection activities by the Boyolali Police Intelkam Unit. This research was conducted with a qualitative approach and using the field research method. Data was collected through interviews, observations, and document studies. The theory used is Management theory, SWOT theory, and Competency theory and the concept of early detection based on Perkabik No. 1 of 2013, and the concept of Sat Intelkam based on the Regulation of the National Police Chief Number 2 of 2021 concerning Organizational Structure and Work Procedures at the Resort Police and Sector Police. The results of the study found that the implementation of early detection had not run as expected. This is due to several obstacles in its implementation, including the condition of the Intelkam Unit which still lacks in terms of quality and quantity. Investigation of early detection that is not following Perkabik No. 1 of 2013, as well as external factors such as people who do not care about security and social order and lack of legal awareness by the community itself. The conclusion is that the implementation and efforts made in early detection activities to prevent the crime of stealing have not been optimal, the authors formulate several solutions to the problems faced by means and innovations that are formulated to optimize the implementation of early detection to prevent the crime of stealing.

ABSTRAK OPTIMALISASI KINERJA PENYIDIK SATRESKRIM DALAM PENYIDIKAN GUNA PENYELESAIAN TINDAK PIDANA PENCURIAN DI WILAYAH HUKUM POLRES SALATIGA Nathania Shinta Belinda Sigit, 18.255. nshintabsigit2000@gmail.com Pencurian merupakan salah satu bentuk kejahatan yang sangat sering terjadi di Indonesia. Salah satunya di Kota Salatiga. Penelitian ini menggambarkan bagaimana kinerja penyidik Satreskrim dalam penyidikan guna mengungkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Tujuan dari penelitian ini adalah mendeskripsikan bagaimana kinerja penyidik Satreskrim dalam penyidikan guna mengunkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Metode penelitian yang dilakukan adalah dengan metode penelitian kualitatif dan menggunakan teknik wawancara, survei serta analisa data. Penelitian yang dilakukan pada rumusan masalah pertama yaitu kinerja penyidik dianalisa dengan teori kompetensi yang memiliki 3 unsur yaitu knowledge, skill dan attitude. Sedangkan pada rumusan masalah kedua yaitu pelaksanaan penyidikan dianalisa dengan teori unsur-unsur manajemen yaitu man, money, materials, methods, dan machines. Faktor-faktor yang mempengaruhi fokus penelitian ini antara lain demografi, luas wilayah, sosial ekonomi, Covid-19 dan juga beban kerja yang diberikan kepada anggota. Hasil dari penelitian menunjukan bahwa adanya kekurangan pada tiap-tiap unsur yang dimaksud terutama pada permasalahan pertama yaitu kinerja penyidik dalam penyidikan guna mengungkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Ditemukan bahwa unsur knowledge belum sesuai dengan Peraturan Pemerintah Nomor 58 tahun 2010. Sedangkan pada permasalahan pelaksanaan penyidikan dianalisa dengan teori unsur manajemen menunjukan banyak kekurangan pada tiap unsurnya. Berdasarkan hasil penelitian, penulis menyarankan untuk melakukan latihan peningkatan kemampuan secara internal untuk meningkatkan pengetahuan penyidik. One of them is in Salatiga City. This study describes how the Satreskrim investigators perform in their investigations in order to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. The purpose of this study is to describe how the performance of Satreskrim investigators in investigations to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. The research method used is qualitative research methods and uses interview, survey and data analysis techniques. The research conducted on the formulation of the first problem, namely the performance of investigators was analyzed with the theory of competence which has 3 elements, namely knowledge, skills and attitude. Meanwhile, in the second formulation of the problem, namely the implementation of the investigation, it was analyzed using the theory of management elements, namely man, money, materials, methods, and machines. The factors that influence the focus of this research include demographics, area, socioeconomic, Covid-19 and also the workload given to members. The results of the study indicate that there are deficiencies in each of the elements referred to, especially in the first problem, namely the performance of investigators in investigations to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. It was found that the knowledge element was not in accordance with Government Regulation No. 58 of 2010. Meanwhile, the problem of carrying out the investigation was analyzed with the theory of management elements showing many shortcomings in each element. Based on the results of the study, the authors suggest to carry out internal capacity building exercises to increase the knowledge of investigators. Abstract

This research was motivated by the rise of motor vehicle theft cases in the jurisdiction of the Demak Police. Police need to carry out patrol actions to prevent the meeting of the intentions and opportunities of criminals, especially in curanmor. Knife analysis in conducting discussions includes management theory and SWOT theory The results of the study found that curanmor crimes had fluctuated over the past 3 years, patrol activities carried out by the Samapta Unit of the Demak Police were carried out according to the SOP, divided into 3 stages, namely preparation, implementation stage and termination stage. Judging from several aspects, it is considered less than optimal for patrol implementation in samapta influenced by several factors. The most influential internal factors are inadequate and external facilities and infrastructure are the jurisdiction of the Demak Police which is quite wide and the intentions of criminals are difficult to predict. The improvement efforts carried out by the Patrol Unit samapta Demak Police are through the Jaga Wali patrol launched by the Police Chief demak AKBP Budi Adhy Buono, S.I.K., M.H. namely by carrying out patrols carried out by all technical functions of the police in demak police. Based on the results of the study, the author suggests that in the creation of patrol routes always pay attention to the development of the last Kamtibmas situation in Kabupaten Demak, implementing a special budget for patrol units. Often establish cooperation with the community, such as Hansip post, Kamra post, Security Guard post, and Kamling post selectively to facilitate monitoring locations prone to theft of motor vehicles and patrols through residential areas of the community.

Abstract

The rise of vehicle theft (Curanmor) that is troubling the community causes disruption of public-order and security. Police as protectors of the community are trying to maintain public-order and security through the dialogical patrol. The role of these patrols is very important in preventing vehicle theft. This research aims to describe the vehicle thefts, to describe the role of the Uniform-Police Unit dialogical patrol and to identify the factors that affect the dialogical patrol in preventing vehicle thefts in Brebes City Police. The theories used in this study are SWOT and management theories. Furthermore, the concept used is patrol, dialogical patrol, vehicle theft, Samapta unit, and regulation of head of the maintenance agency. This research was conducted using qualitative approach with field research. Data were collected through interviews, observations, and document studies. The results of the study showed that the cases of vehicle thefts are the most prominent ones in Brebes Police. The role of the dialogical patrols by Uniform-Police Unit in preventing vehicle theft is not optimal yet because deficiencies still exist at every stage. The factors are human resources, patrol targets and involvement in Yustisi Operation. The supporting factor is with the assistance provided by other function. To improve the role of the dialogical patrol of the Uniform-Police Unit, special training is needed for the officer.
