Abstract

The increasing cases of burglary is causing public disturbance. Polres Brebes, in this case Samapta as a preventive act through routine police patrol is highly responsible to solve this problem. The objective of this review paper is to discuss solution methods that can be used to solve and identify the factors which affects the effectiveness of the patrol and describing the effort of increasing the role of Two Wheels Vehicle Patrol Unit in prevention of the burglary cases in Polres Brebes. The theory and concept which is conducted in this research are Samapta Patrol Unit, patrol, patrol management, also the factors that affects the patrol according to Management theory, burglary, and crime prevention. This research uses qualitative approach while using the participant observation field research method. The data is collected through interview, observation, and document studies, also the data validity using data triangulation. The research shows that burglary cases is still high in number based on Polres Brebes crime index. The role of Two Wheels Police Patrol by Samapta in the act of prevention towards burglary has not been optimal for it still has many deficiency in every stage of the patrol management based on Perkabaharkam Number 1 Year 2017 and Management theory, six main factor of management exists and also inhibitors in each reality of the patrol. Through this research we can conclude that evaluation and optimization is needed to solve main problems including the balancing of personnel through Daftar Satuan Personel (DSP), the need of patrol development training, the upgrading of existing police patrol, and the mapping of burglary crime hotspot.

Abstract

The National Police is a state institution whose function is to maintain internal security. With the many phenomena in society, coupled with the COVID-19 pandemic, which adds to the number of public order disturbances that occur, including gambling problems. To overcome this, there needs to be a preemptive effort from the Police, namely through Bhabinkamtibmas with various kinds of activities such as Bimluh. In this final project, the problem includes how the role of Bhabinkamtibmas Satbinmas Pemalang Police through Bimluh to prevent gambling in the context of Harkamtibmas and what are the efforts of Bhabinkamtibmas Satbinmas Pemalang Police through Bimluh to prevent gambling in the context of Harkamtibmas. As a Research Instrument, the author uses management theory, and the concepts of Bhabinkamtibmas, Bimluh Kamtibmas, and Gambling. This thesis uses a qualitative approach. The type of research is field research, while the data collection technique is through interviews, observations, and document studies. For the data analysis technique, the writer uses data reduction, data presentation, and drawing conclusions. In this paper it is concluded that the implementation of Bimluh activities by Bhabinkamtibmas is still not optimal, referring to the concepts and theories used, and several efforts from Bhabinkamtibmas such as Dai Kamtibmas and Pokdar Masyarakat.

ABSTRACT EFFORTS OF BINMAS UNITS THROUGH EMPOWERMENT OF SECURITIES TO MAINTAIN CONDUCTIVE COMMUNITY SECURITY AND ORDER Nava Nur Arrafah Dianti, 18.237, navadianti123@gmail.com The background of this problem arises because of the lack of conducive public security and order, especially in the Kudus Police Legal Area. The development of Pam Swakarsa, especially the Security Guard or Security Unit to carry out the duties of the National Police in their Work Environment. This study aims to describe how the Security Guards Empowerment is carried out by the Kudus Polres Binmas Unit and how the Binmas Unit's efforts are to increase the security guard empowerment, as well as what factors influence the implementation of security guard empowerment. The theories and concepts in this writing are POAC Management Theory and 6 M, and SWOT Analysis, while the concepts used are the Binkamsa concept, the concept of the Perpol Security Unit No. 4 of 2020, the Concept of Effort, the Concept of Maintaining community security and order, and the Conducive concept. This writing method is a Qualitative Approach and Field Research (Field Research). Primary and Secondary data sources. Data collection techniques with interviews, observations, and documents. The location is in the Kudus Police Legal Area. Validity by Triangulation. Data analysis with data reduction, data presentation, and conclusion drawing. With this research, it is hoped that it can be used as a reference for carrying out tasks, especially the Binmas Unit of the Kudus Police in improving the maintenance of a conducive community security and order. Abstract

This research is motivated by the Chief of Indonesian Police’s priority program, the first and the second PRESISI, namely predictive and responsibility. In respond to that program, the Sukoharjo Police Criminal Investigation Unit must be predictive and responsibility on the investigation process of the theft by weighting. However, since 2016 untill now the crime clearance of the theft by weighting hasn’t improved. Therefore, a study was conducted that aims to determine the investigation efforts of the Sukoharjo Police Criminal Investigation Unit in disclosing the crime of stealing, the factors that influence, and the cause of the decrease in the number of case settlements. The knife of analysis in this research is management theory and achievement motivation theory which is carried out using a qualitative approach with the type of research that is descriptive qualitative to explain phenomena that occur in the field. As well as data collection techniques by conducting interviews, observations, and document review. The results of the study found that efforts to investigate the crime of stealing were influenced by both internal and external factors. Investigation efforts carried out by the Sukoharjo Police criminal investigation unit still use the general method of investigation that is guided by Perkap number 6 of 2019 concerning investigation. The absence of the use of technology that is already owned by the National Police has resulted in no increase in case disclosure, as well as the accumulation of unresolved cases that have contributed to the decline in crime clearance at the Sukoharjo Police. Based on the results of the study, the authors suggest reforms in the criminal investigation process by utilizing the technology currently available by the National Police such as cell dump and direction finder and by establishing information networks in collaboration with informants, both the community and former perpetrators of theft by weight.

Abstract

ABSTRACT SATUAN SAMAPTA'S EFFORTS THROUGH FOUR-WHEELED PATROLS TO PREVENT THEFT IN THE JURISDICTION OF BOYOLALI POLICE Annisa, 18,229. annisaku73@gmail.com This final task is motivated by the increase in ordinary theft crimes in Boyolali Regency from year to year. Therefore, this study agreed to describe the extent of patrols at Boyolali Police Station in preventing ordinary theft and knowing what efforts have been made by patrol units. The theories and concepts used by the author in answering these problems are POAC management theory and its management elements (man, money, method, materials). Then for the concept used is the concept of theft, the concept of technical functions samapta and the concept of patrol. Furthermore, this research is carried out with a qualitative approach and uses the type of field research (field research). The findings of this study are in the implementation of patrols and efforts to prevent theft are usually carried out with the analysis of Perkabaharkam No. 1 of 2017 on patrols and Perpol No. 2 of 2021 concerning SOTK Polres and Polsek. The result of the research conducted by the author is that the completeness of administration before the implementation of patrols is still not good such as warrants issued after the implementation of patrols, lack of personnel from the Personnel Array List (DSP), while for budgets and infrastructure have been met but need maximum use. As well as the need to conduct specialization development education and training for patrol members. For the conclusion that can be taken that the implementation of patrols has not been carried out optimally in preventing ordinary theft, there are still some inhibitory factors that become obstacles in the implementation of patrols. Therefore, the author suggests that personnel proposals be carried out according to the Personnel Composition List (DSP) and maximize the use of existing facilities and infrastructure and maximize personnel performance to participate in specialization development education (dibangspes) and training. In addition, it increases cooperation between personnel and the community. Community peran is also no less important in the prevention of ordinary theft crimes.
