ABSTRAK OPTIMALISASI KINERJA SATUAN INTELKAM POLRES PATI DALAM PELAYANAN Surat Keterangan Catatan Kepolisian (SKCK) ONLINE GUNA MENINGKATKAN PELAYANAN PUBLIK Christian Wahyu Pratama, 18.148, christianmarantika@gmail.com Satuan Intelkam merupakan salah satu fungsi yang bertugas memberikan pelayanan kepada masyarakat. Salah satu bentuk pelayanannya adalah pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online ini merupakan sebuah inovasi dari Satuan Intelkam Polres Pati dalam pelayanan pembuatan Surat Keterangan Catatan Kepolisian (SKCK) yang bertujuan untuk memudahkan masyarakat khususnya di masa pandemi covid-19 ini dengan memanfaatkan teknologi di era revolusi industri 4.0. Lokasi penelitian pada tugas akhir ini adalah Polres Pati. Terdapat beberapa permasalahan yang dirumuskan antara lain bagaimana kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online dan bagaimana upaya mengoptialkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Adapun penulis memiliki tujuan untuk mengidentifikasi kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online dan mengidentifikasi upaya untuk mengoptimalkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Guna membahas rumusan permasalahan tersebut, penulis menggunakan pisau analisis berupa beberapa teori dan konsep, antara lain teori manajemen, teori analisis SWOT dan teori peningkatan kualitas pelayanan publik. Hasil penelitian menunjukkan bahwa kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online masih belum optimal. Hal ini disebabkan oleh beberapa faktor, antara lain kurangnya sumber daya manusia pada Satuan Intelkam Polres Pati khususnya dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK), belum adanya dikjur maupun dikbangspes, dan kurang aktifnya Satuan Intelkam Polres Pati dalam melakukan sosialisasi kepada masyarakat terkait pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Maka dari itu, perlu adanya suatu pemecahan masalah atau solusi dalam mengoptimalkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online guna meningkatkan pelayanan publik. One form of service is the Police Certificate Online. Police Certificate Online Service is an innovation from the Pati Police Intelligence and Security Unit in the service of making Police Certificate which aims to make it easier for the community, especially during this Covid-19 by utilizing technology in the era of the industry rovolution 4.0. The research location in this final project is the Pati Police. There are several problems that were formulated, including how the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services and how to optimize the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services. The authors aim to identify the performance of the Pati Police Intelligence and Security Unit in Surat Keterangan Catatan Kepolisian (SKCK) Online order to improve public services and identify efforts to optimize the performance of the Pati Police Intelligence and Security Unit in Police Certificate Service Online order to improve public services. The research approach in this final project is qualitative research using field research or research in the field. In order to discuss the formulation of the problem, the author uses an analytical knife in the form of several theories and concepts, including management theory, SWOT analysis theory and theory of improving the quality of public services. The results showed that the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Services to improve public services was still not optimal. This is due to several factors, including the lack of human resources at the Pati Police Intelligence and Security Unit, especially in Police Certificate services, the absence of a vocational education or specialization development education, and the inactivity of the Pati Police Intelligence and Security Unit in conducting outreach to the public regarding Police Certificate Online Service. Therefore, it is necessary to have a problem solving or solution in optimizing the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services. Abstract

Penelitian ini dilatarbelakangi oleh tingginya kasus tindak pidana pencurian dengan pemberatan di wilayah hukum Polres Pemalang. Melalui pendekatan pemolisian prediktif, Polres Pemalang mengutamakan pencegahan dalam mengatasi tindak pidana pencurian dengan pemberatan melalui penyelidikan intelijen oleh Satuan Intelkam, yang sekaligus menjadi objek penelitian. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif analisis, serta teknik pengumpulan data melalui wawancara, observasi dan studi dokumen. Hasil penelitian menunjukkan bahwa kinerja Satuan Intelkam Polres Pemalang mengalami kendala yang disebabkan oleh beberapa faktor, antara lain faktor internal Satuan Intelkam, kondisi pandemi covid-19, rendahnya kesadaran masyarakat tentang hukum, dan kegiatan Polres yang melibatkan semua fungsi dalam percepatan vaksinasi, serta rencana kegiatan penyelidikan yang hanya menyasar tindak pidana transnasional seperti terorisme dan radikalisme. Kondisi ideal yang diharapkan penulis adalah terjadinya manajemen yang tepat dalam perencanaan hingga pelaksanaan kegiata dan adanya dukungan yang dapat meningkatkan kinerja Satuan Intelkam. Berdasarkan kondisi faktual yang ada, maka terdapat langkah-langkah pemecahan masalah untuk mencapai kondisi ideal yang diharapkan, antara lain dengan melibatkan satgas covid pada tingkat desa dan kecamatan pada pelaksanaan vaksinasi sehingga tidak perlu melibatkan anggota Satuan Intelkam, meningkatkan kemampuan dan keterampilan anggota, meningkatkandan menyusun ulang prioritas dukungan anggaran, memperluas jaringan intelijen baik terbuka maupun tertutup, dan menyusun rencana kegiatan dengan menjadikan potensi kejahatan konvensional sebagai sasaran penyelidikan, serta memperbarui kualitas sarana dan prasana pendukung kegiatan.

Abstract

OPTIMIZATION OF SAT INTELKAM POLRES PATIS’S SKCK KELILING SERVICE TO IMPROVE PUBLIC SERVICE RESPONSIBILITY Rulli Jeremy Andika Halomoan Siregar Akademi Kepolisian Semarang Semarang, Jawa Tengah, Indonesia, 50232 Email: jeremysiregar7500@gmail.com ABSTRACT In 2021, Indonesia also has not finished handling the Covid-19 pandemic since 2020 which has caused limited space for people to move due to the PPKM program. Polres Pati continue to strive to improve services to the community. Sat Intelkam Polres Pati provides a humane service innovation to the community in the form of a SKCK Keliling Service. However, in its implementation is still not optimal. From the report on the total number of SKCKs printed by the Polres Pati in October 2021, there were 1156 sheets, only 15 of which went through the SKCK Keliling service. Therefore, the objectives of this study were: 1) to determine the initial conditions of the Polres Pati’s SKCK Keliling service; and 2) explaining the efforts to optimize the Polres Pati’s SKCK Keliling service. This research is a qualitative research which refers to the development of an activity (developmental research). Data collection methods were carried out through observation, interviews and document studies. Primary data sources were obtained from interviews consisting of Kapolres Pati, Kasat Intelkam Polres Pati, KBO Satuan Intelkam Polres Pati, Kauryanmin Sat Intelkam Polres Pati and the SKCK applicant community. The validity of the data was tested by triangulation of sources and methods. Then, data analysis begins with data reduction, data presentation and drawing conclusions. The results of this study indicate that in planning the SKCK Keliling activities should be included in the activity plan (Rencana Kegiatan) of the Sat Intelkam Polres Pati, on a monthly, weekly and daily scale. Organizing needs to be clear about the division of work and duties of each member involved. The implementation of the SKCK Keliling service is expected not only at the Joyo Kusumo Stadium but to move to other places such as to the other district in Pati Regency. The administrative and inherent form of supervision is carried out by making a Report on the Implementation Results and the presence of a Controlling Officer. From the 6M management element, there are still deficiencies in the implementation of SKCK Mobile activities, namely in terms of infrastructure (finger print machine) and activity budget (program budget). Abstract

ABSTRACT Optimization of the Bhabinkamtibmas Sambang in the Prevention of Motor Vehicle Theft to Realize Harkamtibmas at the Tegal City Police Firmansyah Alvian Ramadhan, 18.159, alvianfirmansyah99@gmail.com This writing is motivated by the high number of motor vehicle theft crimes in the jurisdiction of the Tegal City Police. The Bhayangkara Supervisor of Public Order and Security (Bhabinkamtibmas) is the spearhead of the National Police in preventing crime. Bhabinkamtibmas has carried out daily visits, but the implementation has not been optimal because Bhabinkamtibmas only focuses on handling Covid-19. This writing aims to describe the implementation of sambang by Bhabinkamtibmas and find optimization of the implementation of sambang by Bhabinkamtibmas in preventing motor vehicle theft in order to realize Harkamtibmas at Polres Tegal City. The theory that is used as an analytical in this writing is management theory. While the concepts used are the concept of Bhabinkamtibmas, sambang, optimization, crime prevention, motor vehicle theft, and maintenance of public security and order (Harkamtibmas). This study uses a qualitative approach and data collection through interviews, observations, and document studies. The research was carried out in the jurisdiction of the Tegal City Police. The results of the study found that the implementation of the Bhabinkamtibmas sambang in order to prevent burglary was not optimal because obstacles were found such as the absence of clear targets for the implementation of the sambang, Bhabinkamtibmas was still included in the picket function, the implementation was still not in accordance with the National Police Chief Regulation Number 7 of 2021 concerning Bhabinkamtibmas, and for monitoring the implementation of the sambang. Bhabinkamtibmas only reports WhatsApp for the results of the implementation of activities. Analysis of the optimization of the Bhabinkamtibmas chat in preventing theft according to the theory of elements of management found that most of the Bhabinkamtibmas have not implemented Dikjur, the material presented is still focused on handling Covid-19, the target of the visit is only the community, and facilities and infrastructure are still lacking for Bhabinkamtibmas. Based on the results of the research, the writer's problem solving includes making a pocket book on the implementation of the Bhabinkamtibmas visit and making a brochure for the prevention of theft of crime to be used as a guide for Bhabinkamtibmas when carrying out the visit.

Abstract

According to data from the last three years in Boyolali Police, the theft rate is relatively high and tends to increase. Additionally, crime clearance and crime total are not balanced, despite total crime being significantly higher than crime clearance. This condition motivated the author to investigate the performance of the Satreskrim Polres Boyolali. This research used qualitative research methods. The focus of the research was the the performance of the Satreskrim Polres Boyolali conducted the investigations criminal acts of theft. The researcher used data collection techniques with interviews, document studies, and observations. Engineering triangulation and source triangulation were used to validate the data. The results showed that there are still many Satreskrim investigators who have not engaged in in education and the development of specialties of reserse and criminal functions. There was also the funding, which was not in sync with the DIPA assimilation financing. Furthermore, buildings and infrastructure that do not support operations have been uncovered as a result of destruction and a lack of managerial to members of the leadership. The performance of Satreskrim has not improved much. According to Perkap No. 1 of 2019, a police operation plan is considered successful if it has a 60% success rate. However, according to field survey, Satreskrim Polres Boyolali's effectiveness rate was only 31%. Besides that, factors that affect both internally and externally, such as member ability, funding discrepancy with the distribution, lack of managerial to members, and people who still do not understand the importance of maintaining crime scene conditions, were also the cause of the non-optimal performance of Satreskirm
