Abstract

ABSTRACT EFFORTS TO INCREASE PATROLS BY SATSAMAPTA TO PREVENT MOTOR VEHICLE THEFT CRIMES IN THE JURISDICTION OF SEMARANG POLICE Dandika Sena Alhaqiqi, 18.193, senadandika@gmail.com The number of criminal cases of motor vehicle theft in the city of Semarang has increased from 2019 to 2021. This is due to the Covid-19 situation and condition, which actually cannot be said to be better than the conditions before Covid-19 because people's mobility is limited. This research focuses on the implementation of patrols and efforts to increase patrols by the Semarang Police Headquarters in preventing the crime of theft. The method used in this research is descriptive qualitative, which is reviewed with the concept of improvement efforts, the concept of patrol, the concept of Samapta, and the concept of the crime of theft. The theories used in this research are management theory (POAC and 6M), SWOT theory, and routine activity theory. Patrol implementation was analyzed using P-O-A-C management theory (Planning, Organizing, Actuating, and Controlling) and efforts to increase patrol were analyzed using The 6 M (Man, Money, Material, Methods, Machine and Market) management theory. The results obtained show that a number of obstacles are still found in patrol activities ranging from planning, organizing, implementing, and supervising patrols that are less than optimal and not in accordance with Perkabaharkam No. 1 of 2017. Factors that affect the implementation of patrols are analyzed using SWOT theory where there is a balance between strengths and the weakness of the Semarang Police Satsamapta in carrying out patrols. It can be concluded that the implementation of the Semarang Police Samapta Unit patrols in preventing theft has not been maximized due to the less optimal management process of patrol activities. The patrols carried out are still focused on the Covid-19 protocol so that the prevention of theft has not been maximally carried out by the Semarang Polrestabes Satsamapta. It is recommended for the Semarang Polrestabes Samapta Unit to improve and maximize the implementation of patrols by utilizing and maximizing human resources, budgets, materials, methods, machines, and patrol targets through new ideas and innovations, especially through the development of existing technology.

Abstract

The background of writing this final project is the large number of traffic violations in the Temanggung Regency area. By using a descriptive method, the Temanggung Police Traffic Unit makes efforts to prevent traffic violations through the Traffic Community Education program so it can create a secure, safe, and dicipline community. The purpose of this paper is to determine the efforts and application in preventing traffic violations through the Traffic Community Education program by Temanggung Police Traffic Unit. As a basic analysis, the author uses several concepts and theories, which is: the concept of traffic, the concept of violation, the concept of traffic violations, the concept of Traffic Community Education Program, communication theory, and management theory. With the research area in the Police Station Temanggung Regency area. This research was conducted with an qualitative approach, using the type of field research, as well as data collection techniques in the form of interviews, observations, and document studies. The location of the research conducted by the author is in Temanggung Regency area. It was found that there were several obstacles in the results of the education application through the Traffic Community Education program, which is planning, organizing, actuating and controlling stages. Several obstacles were also found in efforts and application in preventing traffic violations through the Traffic Community Education program by the Satlantas Police Temanggung, such as the limited quantity and quality of members numbers, as well as activity plans that were not in accordance with the stated objectives.

ABSTRACT OPTIMIZATION OF ROLE SATUAN RESERSE KRIMINAL IN IMPLEMENTING KRING RESERSE ACTIVITIES TO PREVENT THE CRIME OF CURANMOR IN THE JURISDICTION OF THE TEGAL CITY POLICE TO CREATE HARKAMTIBMAS Aditya veda, 18.041, Adtyavda@yahoo.co.id The National Police is a state institution whose function is to maintain internal security. With the many phenomena in society, coupled with the COVID-19 pandemic, which adds to the number of public order disturbances that occur, including gambling problems. To overcome this, there needs to be a preemptive effort from the Police, namely through Satuan Reserse Kriminal with various kinds of activities such as Kring Reserse. In this final project, the problem includes how the role of Satuan Reserse Kriminal Tegal city Police through Kring Reserse to prevent vehicle theft in the context of Harkamtibmas and what are the efforts of Satuan Reserse Kriminal Tegal city Police through Kring Reserse to prevent vehicle theft in the context of Harkamtibmas. As an analytical knife, the author uses management theory,performance theory and the concepts of Satuan Reserse Kriminal, Kring Reserse, Kamtibmas, and vehicle theft. This thesis uses a qualitative approach. The type of research is field research, while the data collection technique is through interviews, observations, and document studies. For the data analysis technique, the writer uses data reduction, data presentation, and drawing conclusions. Keywords: Role, Satuan Reserse Kriminal, Kring Reserse, Curanmor.

Abstract

Pandemi Covid-19 yang dinyatakan oleh pemerintah sebagai bencana non-alam menjadi masalah nasional berdimensi baru yang masih perlu diwaspadai dan perlu ditangani bersama, mengigat dampaknya begitu luar biasa pada semua aspek kehidupan manusia di Indonesia termasuk terhadap aspek Keamanan dan Ketertiban Masyarakat (Kamtibmas). Situasi dan kondisi tersebut menjadi tantangan Polri sebagai institusi negara yang memiliki peran melindungi, melayani dan mengayomi masyrakat serta menegakan hukum dan memelihara kamtibmas. Institusi Polri khususnya Polres Grobogan sesuai wewenangnya memegang peranan penting dan strategis dalam mendukung program pemerintah dalam Upaya Penanggulangan Pandemi Covid-19, untuk mengurangi berbagai gangguan Kamtibmas dampak dari Pandemi Covid-19, yang penyebaranya masih fluktuatif. Dalam hal ini Polres Grobogan melalui Sat Samapta nya menggelar Patroli Dialogis untuk menjalin komunikasi yang baik dengan masyrakat sehingga dapat menciptkaan hubungan yang harmonis guna menciptakan situasi kamtibmas yang kondusif di Masa Pandemi. Agar patroli dialogis ini berjalan optimal maka Giat Patroli Dialogis ini diselenggarakan melalui pengelolaan atau manajerial operasi dengan memberdayakan berbagai Sumber Daya Organisasi (SDO) yang ada.

ABSTRAK OPTIMALISASI PENYIDIKAN TINDAK PIDANA CURANMOR GUNA MENDUKUNG PENYELESAIAN PERKARA UNTUK MENINGKATAN KINERJA PENEGAKAN HUKUM DI POLRES GROBOGAN Muhammad Alif Fadillah, No.Ak.18.111, aliffadillah0@gmail.com Penelitian ini mendeskripsikan dan mengkaji mengenai beberapa permasalahan, pertama mengenai bagaimana pelaksanaan penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor di Wilayah Hukum Polres Grobogan. Kedua, mengenai optimalisasi dalam penyelidikan dan penyidikan pada pengungkapan tindak pidana pencurian kendaraan bermotor di Polres Grobogan. Teknik penelitian dan pengumpulan data yang digunakan adalah melalui studi lapangan (field research) dan kepustakaan atau dengan nama (Library Research), instrumen penelitian berupa Perkap, KUHP, KUHAP, dan Perpol. Teknis analisis data yang digunakan adalah metode deduktif. Hasil penelitian menunjukkan bahwa pelaksanaan penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor berpedoman pada Perkap No.6 Tahun 2019 tentang Penyidikan Tindak Pidana, mulai dari tahap persiapan sampai dengan pengawasan. Untuk optimalisasi difokuskan pada sumber daya manusia, anggaran, logistik, dan metode pada penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor di Polres Grobogan Oleh karena itu, dalam pengungkapan tindak pidana pencurian kendaraan bermotor di Polres Grobogan harus mampu mengoptimalkan keterbatasan sumber daya, anggaran, logistik, serta keterbatasan metode yang digunakan melalui penyelidikan dan penyidikan guna mendukung penyelesaian perkara dalam rangka meningkatan kinerja penegakan hukum di Polres Grobogan.
