Abstract

Penelitian ini bertujuan untuk menemukan dan menganalisis optimalisasi SP2HP Online dalam pelayanan publik dan upaya-upaya optimalisasi SP2HP Online dalam pelayanan publik pada penyidikan tindak pidana di Polres Demak. Penelitian ini menggunakan tiga teori dan empat konsep yaitu, teori pelayanan publik, teori manajemen organisasi, teori penegak hukum, konsep optimalisasi, konsep tindak pidana dan konsep SP2HP Online. Penelitian ini juga menggunakan penelitian empiris atau penelitian lapangan (field study research) yang berlokasi di wilayah hukum Polres Demak khususnya dalam Unit Satuan Tugas Reskrim Polres Demak. Analisis data menggunakan metode kualitatif dengan menguraikan hasil penelitian secara sistematis sehingga diperoleh gambaran yang jelas dan pada akhirnya dapat ditarik kesimpulan secara induktif sebagai jawaban singkat dari permasalahan yang diteliti. Hasil penelitian menunjukkan bahwa (1) Pelayanan publik pada penyidikan tindak pidana di Polres Demak dengan menerapkan sistem penerbitan SP2HP Online belum berjalan dengan optimal yang disebabkan oleh beberapa hal yaitu dengan sosialisasi SP2HP Online yang belum maksimal, mekanisme atau alur SP2HP Online yang belum jelas dan transparan, adanya pengaruh dari kualitas dan kuantitas SDM Polres Demak (Dalam hal ini berkaitan dengan kebutuhan personel Polri dan adanya peningkatan kompetensi dan juga modernisasi pelayanan publik) dan (2) Upaya-Upaya optimalisasi SP2HP Online dalam pelayanan publik pada penyidikan tindak pidana di Polres Demak yaitu dengan melakukan perbaikan atau pengembangan sistem dan melakukan pelatihan rutin secara sistematis.

Abstract

Bulglar (PENCURIAN DENGAN PEMBERATAN) often dominates in the records of social security disturbances cases in the territory of Polres Grobogan jurisdiction. Thus, the Polres Grobogan, through the Samapta Units, has a role in controlling and crime preventing by taking preventive measures in the form of the dialogical patrol. The implementation of dialogical patrol is quite efficient but not yet fully optimal. This can be seen from the thief index in this territory still fluctuating in its monthly period. This situation encourages researcher to deepen research with the topic of optimizing the Dialogical Patrol to prevent crimes with weighting in the teritory of Polres Grobogan jurisdiction. This research was conducted by applied a qualitative approach to the case study type also supported by interviews, observations, and documentation studies as data collection techniques. The data that has been obtained are then validated through a triangulation process and analyzed through a step of reduction measures, presented and maked conclusions. After that, the data were analyzed with management theory, achievement motivation theory and SWOT analysis theory. The final results of this study found a series of symptoms in the form of achieving consistency of dialogical patrol, marked by the fulfillment of the standardization of patrol activities as measured by the Regulation of the Head of the National Police Security Guard Agency of the Republic of Indonesia Number 1 of 2017 concerning Patrols. This patrol is good enough effective if looked by the process, but have not shown optimal results on a larger scale. This is influenced by internal factors which is strengths and opportunities and external factors which is weaknesses and threats, so that several efforts are needed to optimize the dialogical patrol to achieve the planned results.

Abstract

In the final project entitled Optimizing 4-wheeled vehicle patrols at the Sragen Police to prevent the crime of motor vehicle theft in order to support the Indonesian National Police make a predictive, responsibility, and transparency justice (Presisi), it discusses issues related to the implementation of 4-wheeled vehicle patrols at the Sragen Police and the optimization of 4-wheeled vehicle patrols by the Sat Samapta Polres Sragen. The background of writing this final project is that there is still a criminal act of motor vehicle theft in Sragen Regency so it needs to be prevented through police action, including patrol activities. However, it turns out that the patrol activities of 4-wheeled motorized vehicles by Sat Samapta are still not optimal because there are several problems in aspects of personnel, budget, facilities, machines and society. The purpose of this final project is to find out the efforts carried out for optimizing the 4-wheeled patrol of the Sat Samapta Polres Sragen in order to prevent the crime of motor vehicle theft in order to support the Precise Police. The research method used in this final project is a qualitative research method with data analysis techniques using an interactive model, namely: collecting data, reducing data, presenting data, and drawing conclusions. While the theoretical basis used in this final project is the management theory and the management theory of the police. The results obtained from the research that has been carried out, it is known that in order to optimize the patrol of Sat Samapta 4-wheeled motorized vehicles, Sat Samapta Polres Sragen in order to prevent theft of motorized vehicles in order to support the Precise Police, namely by making improvements to aspects of patrol personnel, making effective use of the available budget. , caring for and maintaining supporting facilities and machines, especially cars and increasing cooperation with various parties such as the community and other agencies, namely Sragen Regency Government and Kodim 0725 Sragen. Abstract

Kecelakaan di perlintasan kereta api dari tahun 2018 sampai dengan tahun 2021 di Kabupaten Grobogan mengalami peningkatan korban meninggal dunia. Kepolisian Negara Republik Indonesia khususnya Unit Keamanan dan Keselamatan dalam hal ini bertugas untuk menganalisis dampak lalu lintas, membangun kerja sama lintas sektoral, menyelenggarakan pendidikan masyarakat, mengoperasionalkan rekayasa lalu lintas, dan melaksanakan inspeksi di bidang lalu lintas. Penelitian ini bertujuan untuk mendeskripsikan bagaimana kinerja dan upaya Unit Keamanan dan Keselamatan Kepolisan Resor Grobogan melalui penerangan lalu lintas guna mencegah kecelakaan di perlintasan kereta api. Pendekatan penelitian yaitu kualitatif dengan teknik pengumpulan data seperti wawancara, observasi, dan studi dokumen. Lokasi penelitian yaitu Kabupaten Grobogan khususnya di daerah yang terdapat perlintasan kereta api. Teknik validasi yang digunakan yaitu dengan triangulasi data. Teori yang digunakan dalam penelitian ini yaitu Teori Manajemen, Teori Analisis SWOT, dan Teori Komunikasi. Sedangkan Konsep yang digunakan yaitu Konsep Perlintasan sebidang, Konsep Manajemen Kegiatan Kepolisian, dan Konsep Penerangan Lalu Lintas. Berdasarkan teori dan konsep tersebut diperoleh temuan terkait kinerja dan upaya Unit Keamanan dan Keselamatan Kepolisan Resor Grobogan melalui penerangan lalu lintas guna mencegah kecelakaan di perlintasan kereta api yang menyebabkan pelaksanaannya menjadi tidak efektif. Hasil penelitian ini yaitu ditemukannya cara untuk menjadikan pelaksanaan penerangan lalu lintas menjadi lebih efektif dengan memanfaatkan teknologi. Kebaruan dalam penelitian ini yaitu menjelaskan terkait peran kepolisian dalam mencegah terjadinya kecelakaan di perlintasan kereta api dalam rangka mewujudkan keamanan, ketertiban, dan kelancaran dalam berlalu lintas.

Abstract

Writer’s final assignment bringing up an issue about “How are efforts to improve the performance of Police Intelligence as a detection base in supporting Harkamtibmas in the Batang Police Departement”. This Final Project aims to describe the implementation of Sector Police Intelligence as a basis for detection and describe efforts to increase the intelligence capabilities of the Sector Police as a detection base in supporting Harkamtibmas in the jurisdiction of the Batang Police Departement. This study uses a qualitative approach with the type of field research research by conducting limited observations, interviewing resource persons and document studies. In addition, the data used is also obtained from various references such as articles, journal books and relevant online media news. This study uses management theory and the concepts contained in the laws and regulations governing the procedures for implementing Sector Police as the base for detection. In its implementation through the role of the current Police personnel performance is still not optimal due to several factors that are dominant in the human factor and the method applied factor, besides that there are external factors in the form of natural situations so that research is carried out with the aim of being able to identify sector Police performance as a detection base in supporting Harkamtibmas in the jurisdiction of the Batang Police Departement. Efforts to improve the performance of the Polsek Unit as the basis for detection from the Batang Police Departement InteIkam Unit really need to be done to improve performance capabilities through increasing the ability and motivation of personnel, so as to maximize when identifying problems that arise in the context of early detection and early warning. The author advises that the police personnel be given opportunities in the form of regular function training, seek tiered supervision, and provide rewards and punishments to personnel, so that the success of Policce Sector as a detection base can be realized.
