Abstract

This research was motivated by the high circulation of alcohol in the Bandung District Police, especially the Majalaya and Baleendah Polsek despite the issuance of Bandung Regency Regional Regulation No. 9/2010 concerning the Prohibition of the Circulation and Use of Alcoholic Drinks. Drinking alcohol is one of the triggers for other crimes. Therefore, a study was conducted that aimed to describe the circulation of alcohol in the jurisdiction of the Bandung Police, the efforts of the Sabhara Unit to prevent problems with the circulation of alcohol in the jurisdiction of the Bandung Police and the factors that influence it. This study uses several theories and concepts, namely the Concept of Effort, the Concept of the Sabhara Unit, the Concept of Prevention, the Concept of Liquor, the Theory of Crime Prevention, The Theory of Management and The Theory of the Legal System. The research was conducted with a qualitative approach, using analytical descriptive research methods, as well as data collection techniques by interviewing, observing and reviewing documents. The results of the study found that: the circulation of alcohol in the jurisdiction of the Bandung Police is still widely carried out in private by traders, especially in the areas of the Baleendah and Majalaya Polsek, the efforts that have been made by the Sabhara Unit in preventing the circulation of alcohol in the jurisdiction of the Bandung Police, both at the Baleendah Police and in the Majalaya Police, namely by carrying out limited tipiring action. However, in its implementation, it is still not optimal, there are supporting factors, namely facilities and infrastructure, factors supporting other functions, factors of public attention and support, the existence of Perda No. 9/2010 concerning the Prohibition of the Circulation and Use of Alcoholic Drinks, while the inhibiting factors are structural factors. organization, human resource factors, budgetary factors, cross-agency cooperation factors and organizational policy factors. Based on the results of the research, the authors suggest that the Bandung Police Chief propose additional personnel and improve cross-agency cooperation. Apart from that, there was an increase in the implementation of tipiring action. As well as for the Kasat and Kanit Sabhara to carry out alcohol raids in accordance with the applicable rules and procedures.

Abstract

The high number of traffic violations in West Java, especially in the Sat Traffic Police of the Karawang Police. This is due to the lack of socialization about orderly traffic and the lack of knowledge about traffic in the community as a whole. The high number of violations can affect the high accident rate at the Karawang Police, so that the Traffic Unit at the Karawang Police must prioritize education to the community by Optimizing the Dikyasa Unit Then the Karawang Police through Dikmas Then to students in the hope of overcoming traffic problems in Karawang. The research objectives in this thesis are to determine the condition of the Dikyasa Unit personnel in carrying out Dikyasa's tasks, knowing the performance of the Dikyasa Unit, knowing the intensity of Dikmas Lantas activities, and the factors that affect the optimization of Dikmas then in the last 3 (three) years whether it has been successful or not. The research location is in the area of ​​the Karawang Police. This research uses qualitative methods, while the theories and concepts used to analyze this problem are Management Theory, Motivation theory, Competency theory, Optimization concept, Then Kamseltibcar concept, and Dikmas Lantas Concept from the National Police Chief Implementation Guidelines: Juklak / 5 / V / 2003 dated 29 May 2003 concerning Guidelines for Implementing Community Education in the Traffic Sector. Data collection techniques that can be used are interviews, observation, and document study. The results obtained in this study are that the implementation of Dikmas Lantas at the Karawang Police is still not optimal due to the budget and human resources that are still lacking, Kamseltibcar Lantas in Karawang is also still far away because there are still many violations. The Karawang Traffic Police recommends coordinating and collaborating with relevant agencies in covering the shortcomings that exist in the Karawang Traffic Police, providing additional new personnel and holding training / dikjur, there is a need for the latest innovations in the implementation of Dikmas Then so that it is easily conveyed to the whole community to become pioneers of passing safety cross.

Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

This research is based on the spread of radical terrorism in the jurisdiction of the Kudus Police. It is the duty of The Kudus Police Satbinmas through Bhabinkamtibmas as the spearhead in conducting prevention in the community, especially in the village. The purpose of this study was to find out the picture of the radical spread of Terrorism in the jurisdiction of the Holy Police, prevention of the spread of radical understanding of Terrorism through the role of Bhabinkamtibmas and what factors influence the role of Bhabinkamtibmas. This study uses qualitative approach with case studies. The location of the research in the jurisdiction of the Holy Police. Data collection methods include interviews, observations and document studies. Data validity techniques use source, method, and time triangulation. Data analysis techniques use data reduction, data serving and drawing conclusions and verification. The results of the study found that the spread of radical terrorism in the jurisdiction of the Holy Police is caused by ex-convicts of Terrorism. In addition, there are mosques, boarding schools, organizations and radical books that become a medium of dissemination of such understanding. Prevention of the spread of radical terrorism conducted by Bhabinkamtibmas using counter-radicalization strategies that are divided into two activities, namely promotive and preventive. The role of Bhabinkamtibmas is influenced by factors such as man (personnel Bhabinkamtibmas), money (budget), methods (methods and HTCK), material (material implementation of tasks), machine (infrastructure facilities bhabinkamtibmas), and markets (community conditions).

Abstract

This background arises because the case of brawls between residents is one of the prominent cases that occurred in the East Jakarta area. The study was conducted to determine the effectiveness of the implementation of patrols carried out by the Sabhara Unit whether or not it was effective or not in preventing brawls between residents and what factors hindered and supported the patrols carried out by the Sabhara Unit in preventing brawls. Theories and concepts used to analyze the research focus. The research concept includes the concept of brawl to identify the brawl that occurs, the concept of implementation carried out by the Sabhara Unit in carrying out patrols, and the concept of preventing as a way to minimize the occurrence of brawls between residents in East Jakarta. The research method systematically is a qualitative approach. This type of research is descriptive analytic. Primary, secondary, and tertiary data sources. Data collection techniques through observation, interviews, and document studies. The location of the research was carried out in the jurisdiction of the East Jakarta Metro Police. Data validity uses reduction, data presentation, and conclusion drawing. The results of the study found that the implementation of patrols carried out by the East Jakarta Metro Police Sabhara Unit was analyzed by law enforcement theory. Factors influencing the implementation of patrols carried out by the Sabhara Unit were analyzed using the concept of patrol, the concept of brawl, the concept of implementation, and the concept of preventing. Conclusion The implementation of the Sabhara Unit Patrol in the Context of Preventing Brawls among Residents in the Legal Area of ​​the East Jakarta Metro Police has not been effective. Constructive suggestions include suggestions for optimizing the implementation of patrols carried out by the Sabhara Unit.

Abstract

The spread of Covid-19 in the Indramayu Police area in 2020 is still high. This research was conducted to explain the role of the Traffic Dikyasa Unit by providing public education about health protocols by means of socialization, counseling and appeals to the public in increasing knowledge and awareness to comply with health protocols as a form of preventing the spread of Covid-19 in the Indramayu Police area and explaining the factors involved. factors that influence the implementation of Dikmas health protocols by the Dikyasa Traffic Unit of the Indramayu Police. Therefore, the author compiled a thesis entitled "The Role of Dikmas by the Traffic Education Unit in the Implementation of Health Protocols for the Maintenance of Kamtibmas in the Indramayu Police Region". To analyze the research results, Biddle and Thomas' role theory was used, Lawrence Green's theory of behavior change, George R. Terry's Elements of Management theory, Kamtibmas concept and Dikmas concept from the Indonesian National Police Chief's guidebook No. Pol. : Juklak/5/V/2003 dated May 29, 2003 regarding guidelines for the implementation of public education in the field of traffic (Dikmas Traffic). This research use descriptive qualitative approach. In this study, the primary informants are members of the Dikyasa Unit of the Indramayu Police Satlantas and secondary data sources are data and documents on the implementation of the tasks of the Indramayu Police Dikyasa Unit. Data collection techniques are by conducting interviews, observations, and document studies. The results obtained by the author in this study are to provide solutions to the problem of the spread of Covid-19 through the role of the Traffic Dikyasa Unit in implementing health protocols to reduce the spread of Covid-19 in the Indramayu Police area, applied with role theory, behavior change theory, the concept of the spread of Covid-19 and guidelines. National Police Chief No. Pol. : Juklak/5/V/2003 regarding the implementation of Social Education Education. The results of this study on the implementation of Dikmas carried out by the Traffic Dikyasa Unit have not met expectations because the number of Covid-19 spreads continues to increase every month due to limited personnel who carry out Dikmas, limited budget, facilities, and infrastructure and Dikmas regarding this health protocol have not been fully conveyed to the public. all levels of Indramayu society.
