Abstract

Institut Pemerintahan Dalam Negeri (IPDN) is the university educating the candidates of leaders in local government institutions. Performance of its alumnus will be an important factor for the success of implementation of government tasks. This study aims to measure the performance of IPDN’s alumnus and the satisfaction of the stakeholders to the aforementioned performance. Data were collected through survey in thirteen provinces, and were analyzed through techniques of statistical descriptive and gap analysis. Among the eight selected dimensions of performance, namely communication skills, organizational skills, leadership, logic, effort, group skills, ethics, and other, it is found that the biggest gaps exist in the dimension of organizational skills and ethics. These findings indicate that IPDN needs to focus to development of the two dimension in itseducational process. Abstract

State border management is an important aspect in maintaining the integrity and sovereignty of a country. The start of the Asean Economic Community (AEC) program in 2015 among Southeast Asian countries in order to improve the economy, the border region became a strategic place that was the gateway to various cooperation activities between countries. To improve crossborder services between countries, the Government issued INPRES No. 6 of 2016 concerning the Development of 7 Cross-border State Posts. One of the construction of the State Border Crossing Post is located in North Insana District, North Central Timor Regency, East Nusa TenggaraProvince. This study aims to determine the performance of Integrated Wini Cross-border Post (PLBN) in cross-border service activities in the RI-RDTL Border Region of North Central Timor Regency, East Nusa Tenggara Province. This research uses a qualitative research design with a descriptive approach. Informants in the study were determined by purposive sampling and incidental sampling techniques. Data collected by interview, observation and documentation techniques. And in analyzing data using miles and huberman models, namely data reduction, data displays and drawing / verification conclusions. The results showed that the performanceof Pos Lintas Batas Negara Terpini wini in cross-border service activities was not optimal. This is influenced by the inhibiting factors, among others, limited personel resources, limited facilities and infrastructure, weak coordination between elements of CIQ, difficulties in licensing trade documents, and lack of understanding of the community. Based on the results of the analysis, the authors suggest that PLBN Managers improve coordination between elements of CIQ, provide socialization to the community, improve service facilities and infrastructure, facilitate licensing of trade documents to increase recruitment of CIQ employees. Abstract

This research raises about lurah leadership in improving public services aimed at find out how the leadership of the Lurah in improving public services, the inhibiting factors, and the efforts made by the Lurah in overcoming the inhibiting factors of public services. The research method used is descriptive method with an inductive approach, with data collection techniques by means of interviews, observation, and documentation.The results of this study show that public services have not gone well, because there are still many people who do not know about public services. In his leadership, the Lurah uses several techniques, namely the technique of maturation / preparation of followers, Human Relation Technique, Technique of being an Example, Communication SystemUsage Techniques, the Technique of Providing Facilities. In the implementation there are still found to be inhibiting factors, To overcome these obstacles, the Lurah made several efforts including improving the quality of RT / RW institutions, adding facilities and infrastructure, increasing community participation, and increasing the number of employees. Abstract

This article based on research aims to determine the process of public ordering street vendors conducted by the Civil Service Police Unit of the City of Sibolga. The root of the problem of the disorder of street vendors and the right solution to overcome the root of the problem. Data collection in this study uses a descriptive method with an inductive approach. The source of the author’s data is the Civil Service Police Unit of Sibolga City, street vendors, and the community of Sibolga City. The instruments used are interviews, observation, and documentation. The data analysis technique used is the problem tree analysis technique. The results showed that the process of public ordering street vendors in the protocol road area by the Sibolga City Civil Service Police Unit had not been carried out optimally. This is due to the lack of personel in the Sibolga City Civil Service Police Unit compared to the large number of points of violation by street vendors in Sibolga City, as well as the lack of agricultural products in Sibolga City which includes the coastal areas of North Sumatera. Abstract

This study aims to analyze the policy context of Local Regulation 16/2012. Data are collected through interviews, observation and documentary study. In term of context of policy, the political will of the government cannot be implemented due to strong patron-client relation among the actors who channelize their economic interest. Good governance and public consultation is not well institutionalized. Many deviances are committed by the program implementers. Responsiveness of bureaucracy and local parliament is still low, thus not sufficiently contribute to the policy implementation. Keywords: Policy Implementation, Public Transportation Arrangement
