Jurnal Litbang Provinsi Jawa Tengah merupakan media diseminasi hasil-hasil penelitian yang terkait dengan pembangunan daerah dan penyelenggaraan pemerintahan dan otonomi daerah secara luas. Fokus jurnal ini adalah hasil penelitian yang memberikan kontribusi pada percepatan pembangunan daerah di berbagai sektor serta peningkatan penyelenggaraan pemerintahan dan otonomi daerah. Abstract

Probiotics are feed supplements that contain live microbial good bacteria, fungi and yeasts that can be beneficial to the host by improving the microbial balance in the digestive tract. Probiotics have a role in increasing the productivity of poultry through mechanisms: embedded / attached to and colonizes the digestive tract, compete with microbial pathogens by producing an anti microbial pathogens and enhance the host's immune system. This paper will discuss the role of probiotics in improving the productivity of poultry.

Abstract

This study aims to (a) study the role of social capital in poor fishing activities, (b) studying Social Network Community fishermen, (c) institutional study - institutions that are built primarily a fishing community empowerment and economic institutions (d) to formulate and develop a model description institutional development for the empowerment of the poor fishermen on the south coast and the northern coast of Central Java.The results showed that (a) natural capital (natural capital) in eleven villages of coastal and marine samples, the majority of formal education did not complete elementary school and low income. (c) a smooth interaction between authorities and unions supported the social relations based on ties of neighborhood, kinship, and religious (c) The villages that have the most powerful social capital is the village of Tasikagung, followed by the Village Klidang Lor, Celong Kedawung, Pasir and Karangduwur. In the rural communities that have a relatively strong social capital is likely to be high levels of public welfare and socio-economic transformation processes take place more quickly. (d) Implementation of the program have not been able to reach the poor, the more helpless; power transfer does not occur, because the program is more utilized by the community group that is more capable and influential; power transfer occurs only at the level of local institutions that are dominated by close circles of power, and relatively non-social learning occurs, because the program is more nuanced economic activity (f) the empowerment program in poverty reduction is influenced by the strength of social capital is raised by a number of values ​​(composite) that form a network of mutual trust, mutual respect and mutual benefit. The recommendations can be given: (a) strengthening of social capital shame / self-esteem, empathy, honesty, trust, altruism, visionary and rational to be an important note: while the mover of material progress is hard work and diligent, frugal, devoted to innovation , appreciate the work performance, visionary, and rational. The second joint values, namely for the strengthening of social capital on the one hand and to drive advances or capital reinforcement material on the other hand, together (synergistically) dibutuhan in the management of PEM, P3EMDN Rural sustainable. (b) the empowerment of rural people especially the poor fishermen through the strengthening of social capital needs to be placed within the framework of the transformation or the development of sustainable rural communities (c) the development of coastal areas must pay attention to social relations in the fishing community, so as not to lead to social polarization. (c) factor of the village leadership, and extension workers to be important for the sustainability of an empowerment program in providing guidance for economically productive fishing communities in the form of technical development and business management. (d) to "coaching" post-program by the competent agency; (e) the need to empower the poor through increased coordination among agencies to reduce poverty.

Abstract

Tabacco industry has important role for Indonesia income and absorp a lot of labor force. However, based on some researchs, tobacco product such cigarettes tend to cause many dangerous desease. On the other hand, many restriction efforts to limit negative effect of tobacco have much protest especially in Kabupaten Temanggung. The aim of the research is to analize farmer readiness based on their knowledge and attitude to draft the law of controlling of tabacco product effect to health. The research is conducted at Kabupaten Temanggung by select district that most produce tobacco. The number of sample is 210 respondents used rapid survey method and Csurvey system. Quantitative data is analyzed as descriptif with frequency distribu tion tables. Qualitative data is analyzed by data categorization, matriks, and summary from each respondent, contextualitation and naratif analisys. The result showed that generally tobacco farmer is not ready to draft the law of controlling of tabacco product effect to health yet. The farmer unreadiness bases on their wrong knowledge with the content of draft the law and their negative attitude

Abstract

Changes in precipitation patterns, increase in frequency of extreme climate events, and rise in temperatures and sea level were serious impacts of climate change faced by Indonesia. Agriculture is the most vulnerable sector influenced by of the climate change. In the current condition, optimizinyon natural resource utilization is one of ways to recover economic condition of farmers. The use of reservoir on dry land aimed to conservation water resource and restrain erosion rate is the best cheap and efficient solution. Then, water retained can be used for agriculture in dry season. This rain water harvesting is suitable for rainfed ecosystem which has uncertain intensity and distribution of rainfall. This study aimed to identify the production of onion cultivated in dry area around reservoirs, to give alternative farming around reservoir in order to increase income for farmer. The study was conducted in Getas village of Kradenan district, and Randublatung village of Randublatung district in Blora regency. The Result of this study indicated that the average onion production in Getas village and Randublatung village was 10.33 t/ha and 11.63 t/ha with R/C ratio of 1.45 and 1.59, respectively. The farmers very strong motivation could support the successful implementation of new plant cultivation although their level of knowledge and experience also influenced the successful farming . Abstract

In local government, budgeting is an important activity that indicates the level of decentralization. It shows a real commitment of local governments to achieve the purpose of improving people's welfare and public services. The purpose of this study is to analyze the structure of budgetary expenditure and revenue (APBD) to determine the priority of regional policy in Central Java for its functions. The method of this study was descriptive qualitative. This study concluded that the local government budget is still heavily dependent on central government, and budget structure to better reflect priorities compliance accounting system and rigid management of public finances, more elite-oriented than the increase in social welfare and public services

Abstract

Independent Food Village program is a strategic activity to achieve food security of rural region. “Food Village program” activities in Batang were implemented in the Tulis District, Siberuk Village, and in 2008 on the stage of development as well as yet unknown effect on household food security in implementing the program. The Purpose of this study was to analyze the influence of independent village food action programs and the factors affecting food security of the household. Research was conducted with quantitative methods, based on the questionnaire to guide the interview. This study involved 20 respondents, consisting of three affinity groups: productive economic groups, the means of production, and husbandry. The effect of “Food Village program”was analyzed descriptivel;, household food availability is calculated referring to the level of adequacy of food availability for 2200 calories /capita/day, measured in purchasing power of household purchasing power of food sourced from revenue activities “Food Village program” over the last month. Consumption of food was analyzed by looking at the size of food quality; Food distribution was analyzed by knowing the availability of food in quantity by quality, time and quality are right, The degree of household food security was measured two indicators of food security, namely purchasing power and adequacy of energy consumption. Food security action program contributes revenue to the group the means of production of 16.61%, with high purchasing power so that the availability of food in high numbers, quality and safe for consumption so that household food stand in conditions guaranteed. Productive economic groups contributed 13.22% of income, with low food availability and purchasing power in a timely manner as well as safe to eat, so that households have less food. Husbandry groups contributed revenues of 4.28% with low food availability and low purchasing power so that difficulties in obtaining food and causes of household food insecurity conditions.

Abstract

Agricultural innovation less useful if not disseminated and applied to the development of agribusiness by the perpetrators. Today has been a lot of agricultural innovations, especially those that are the result of research and development AARD is ready to be applied in order to develop agribusiness system. Chili farming has significant economic value because of the production, pricing and market opportunity is quite flutuatif. Blora District in particular regions is one of the District Jepon chili production centers, except for the location of assistance activities in the Village Jepon chilli farming peasants who still undeveloped, so that in efforts to increase business and technology skills necessary assistance. The objective is to develop an approach to the production of chili through Standard Operating Procedures (SOP). Assistance activities chili farming technology through the application of SOP approach in the dry season in dry land area of ​​1 hectare Blora District conducted in July-November 2009, by applying cultivation technology in order to optimize production and farmers' income. The results obtained in general the development of farm chili dry season (DS) in the Village Jepon average production is still below the potential yield. This is because of environmental stress the limited availability of water, resulting in inadequate crop farmers must use kocoran. However, these results still provide benefit financially supported due to higher prices. These conditions have motivated farmers around the site to develop in the rainy season of 2009-2010. Development of chilli farming in the next planting season (RS) of 1.2 acres held by 11 farmers covering an average of 0.1 hectares per person growers with good results.

Abstract

The institution for regional research and development and the regional research council are the institutions of science and technology at regional level. In practice, there is an ambiguity of duty and function between both of them. This fact is a factor that causes the weakness of Litbangda and DRD performance in promoting a regional government function. This research to describe the coordination pattern between both of S&T institutions in supporting the development of science and technology at regional level. This research uses a descriptive-qualitative approach. The source of data are the scientific journals, scientific article, books, and the other supporting documents. The data analysis technique uses the interactive data analysis that comprises four stages, 1) data collection, 2) data reduction, 3) data presentation, and 4) conclusion withdrawal. The research result shows that the litbangda duty is to conduct several research and development activities in regard to issues of S&T at regional level. While, its function is as a stimulator, motivator, and facilitator for the S&T development clime at regional level. Beside it, the DRD duty is to map out the needs of S&T and to evaluate the S&T policy at regional level. While, its function is as an adviser for a local leader in decision making at regional government level. The bridging strategy of the role of them is through creation a reciprocal coordination pattern. This coordination can promote litbangda and DRD to carry out their duties concurrently. In addition, a local leadership is highly required in promoting the coordination between both of institutions.

Abstract

Data citizen to be one of important instrument in every policy and program, because through the data can be discovered potentials, capacities and needs required in successful development. There are two primary problems in the data nationals in Indonesia, are technically and substantively. Substantially there are errors of understanding that the population data became a base for the rights and obligations of citizens. While technically there are two main problems: First is data available from different agencies, less valid and less reliable due to weak systems, human resources and the carrying capacity of the technology. Second, there is no interconnection data among government agencies resulting in inefficiency and ineffectiveness, caused by ego respective sectoral government agencies, the interests of each sector and the absence of a firm policy from the government. The various steps that need to be done to make improvements is to reform the national data systems into a centralized and integrated with a firm policy support, human resource enhancement, improved tools of support, and interconnection policy data among government agencies.
