Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

Regime change in Indonesia s new order into the order of the reform has given rise to policy changes, including in employment policy through the implementation of law No. 13 of 2003 on Manpower, in which set about outsourcing policy, that is still controversial among workers and employers. This occurs because of a difference of interests as well as the understanding between workers and employers. This paper aims to examine the issue of outsourcing as seen from the perspective of employers and workers on the basis of the results of the study of literature. In the implementation of the system, the working relationship has encountered various outsorcing violations. These offences are concerned, among others, the types of jobs that are outsourced, length of contract, the rights of workers who are not covered by employers as well as excluded labor outsourcing in the national social security system. Therefore it takes concrete steps· to complete outsourcing agreement involving different stakeholders, especially the aspirations of workers and employers.Keywords: industrial relations, outsourcing, labour inspection

Abstract

Although there were many researchers have studied about the contributions of influx of foreign workers toward the economic growth, job opportunities, and the wage rate in certain country, there were still some debatable results on these topics. In one hand, some researchers suggested that the influx of foreign workers had improved the increasing of output growth, job opportunities and wage rate. While on the other hand some researchers stated that the influx of foreign workers could cause the slowdown of these aspects. Some reasons to the last arguments were the foreign workers could bring the opposite impacts which were prevented the increasing of the economic growth, eliminated job opportunities and the level of wage fqr the local workers since the foreign workers had lower education and skills than local workers. In these cases, the researchers had arguments that the foreign workers were seen as substitute in production process On the other cases, if the foreign workers had better education and skills than lokal workers, they were seen as complementary in production process.Keywords: foreign worker, economic growth, employment and weges

Abstract

Preparation of human resources through education institutions have an important meaning, but the process would be tarnished if the educational institutions to be the arena of power domination. In this context, resistance has the same meaning as important, if the goal is to eliminate the practice of the domination of power that affectthe performance of stakeholders in school. The focus of this study are push factor the rise of resistance to the dominant of the subordinate, the process and intensity of resistance from stakeholders and the implications of the practice of domination for the school image. The focus of this study include triggers the rise of resistance to the dominant of the subordinate party, the process and intensity of resistance from stakeholders and the implications for the practice of dominance on the performance of education providers. This paper is based on the results of studies using qualitative approaches. Data collection methods, especially participant observation for 3 years. School boards unwillingness to accommodate the democratization, transparency and accountability in the school, and they even justify the structural and direct violence that triggered the practice of resistance led by the committee. Resistance not only from the committee, but also from the teachers and some school officials who have resigned. Resistance is a long process that starts from the emergence of collective consciousness the subordinate until to claim a vote of no confidence. Implications of long resistance is large enough, ie, declining student and imaging, the presence of structural violence or directly and it not conducive to learning process. Although in post-resistance the management of education is not fully accountability and transparency, but the relationships among stakeholders more conducive and imaging was started to improve at this school. In the future monitoring and management of education that is democratic and transparent is more important to aplicate the vision developed enterprise education charity.Keyword: domination, resistance, democratization, human resources.

Abstract

The aim of this article is to analyze the patterns of labour utilization in Temanggung Regency rural areas. The study shows that there are significant differences oflabour utilization between two typological villages in the rural areas ofTemanggung Regency. The labour force which can be categorized adequately utilized in the lowland area was higher than in the highlands area (70% and 50%). Generally the unemployment rate in the lowland area was lower than in the highlands area. The labour force which categorized as underutilization by hours was lower in the lowland area than in the highlands area. The similar pattern was also found among underutilization of labour force by hours and income. Generally, it can be concluded that the utilization of labour force in the low land villages were higher than in the highlands villages. The main source of information for this study came from Disguised Unemployment in Temanggung Regency Rural Areas, in 2008.

Abstract

Based on GDP data in every region in East Java Province, the economic potential difference can be detected, as well as potential sectors to be developed Thus the development of investment in the region may consider efficiency both in terms of finance, economic growth, as well as its impact on employment. This paper will describe the analysis of the economic sectors of potential in the region of East Java Province and its effect on the absorption of labor in the sector tersebut. Untuk determine the potential in each district/city used method of location quotient (lq) and the method and the shift-share analysis of regional specialization. The data used are secondary data time series of 2004 s.d. 2008, obtained from the Central and East Java Province, statistical district/city and other literature sources. Data analysis in this study include: Descriptive analysis, typology Klassen, Gravity Model, location quotients (/q), shiftshare analysis, and analysis of regional specialisation. Based on the analysis in terms of potential, economic growth and employment is the principal findings of this study was as follows: 1) sector growing potential in the region are agriculture, mining and quarrying sector and the finance, leasing and corporate services, 2) the value of the sector linkages potential is high (value 1) between the six districts with Probo/inggo are agriculture, while other potential sector linkages kabupaten/city low value (less than one); 3) the largest contributor to GDP changes in the value of East Java Province in 2004-2008 was Jember; Banyuwangi and Probo/inggo. 4) The absorption of labor in the district is the largest agricultural sector, while in urban areas are the sectors of commerce and services. Sectors that have a major impact on employment differ across regions. Largest proportion of employment in the district are agriculture (over 70%) is in the district of Sam pang, Pacitan, and Pamekasan. While the proportion of energy absorption is greatest in urban areas by trade, restaurants and hotels mainly in the city of Madison, Surabaya and Blitar, and for the services sector is the City of Madiun, Blitar and Malang. Region with the highest proportion of employment in the industrial sector is Sidoharjo, Pasuruan and Gresik Regency. Based on the above-mentioned main findings, local goven1ments in East Java can find the potential sectors in the region, so that economic development can be done as efficiently as possible through a concrete program for the short, medium and long term, so as to reduce economic disparities between regions and increase the chance work in their respective areasKeyword: PDRB, potential sector, economic growth, labor absorption in East Java
