Abstract

The infographic content published by the Immigration Technical Service Unit is considered to have not maximized regarding the use of design elements referring to Visual Communication Design Theory. This is due to the lack of the public relations staff’s knowledge of the theory and their educational background that are not related to communication design. The purposes of this research are to know the quality of government communication through infographic media and the importance of infographic media as a means to spread information, especially immigration information as well as this study has the impact of proposing standardization on the infographics published by each technical service unit under the Directorate General of Immigration. In this study, the authors used a qualitative approach with descriptive methods by collecting data through interviewing techniques for respondents and observations made in a comprehensive manner. in the network to get credible data. The results of this study are proven that the use of design elements in Visual Communication Design Theory has not been maximal in the place where the author conducted the research. Therefore the authors provide a recommendation for the existence of guidelines that contain standardization of infographic layout designs that will equalize all design elements for use by designers in each Immigration Technical Service Unit. In addition, to improve image and positive public perceptions of each Immigration Technical Service Unit as well as increase public confidence in in an information that published by each Immigration Technical Service Unit.

Abstract

The existence of the system used by humans over time will experience problems or problems and increase the system requirements needed by system users. One of the applications of SIMKIM at the Air Immigration Checkpoint (TPI) is the Immigration Crossing Application (APK) system. This APK is a transformation of the Border Control Management (BCM) system which has the function of capturing, verifying, matching, and recording data contained in electronic travel documents, namely passports and other travel documents such as visas, travel document readers, biographical & biometric identities, watch lists , automatic border control. If the airline passenger manifest has been integrated with the APK system, the immigration check can be more efficient in terms of how much input is made to produce maximum output, the application of which can be a comparison of the inputs carried out in the immigration inspection process using an integrated APK system to get maximum output in the form of fast immigration checks and accurate data because it is supported by the passenger manifest data.

Abstract

Presidential Regulation Number 20 of 2018 concerning the Use of Foreign Workers as a trimmer of bureaucracy so that Foreign Workers who will come to Indonesia have the licensing process not as complicated as before. However, the reality in the field still finds some systemic problems that occur in the ITAS extension process, including: Electronic ITAS notification sending that does not go to the sponsor's email and has to be resent and the network when taking Biometrics (taking photos and fingerprints) is slow and the Biometric Matching System (BMS) to the center used by all applications requiring biometric checks is also slow. This certainly hinders immigration officers from issuing ITAS. System problems that occur include: Electronic ITAS notification sending that does not go to the sponsor's email and has to be resent and the network when taking Biometrics (taking photos and fingerprints) is slow and Biometric Matching System (BMS) to the center used by all applications requires slow biometric checks too. This certainly hinders immigration officers from issuing ITAS.

Abstract

Indonesia as a developing country continued trying to create new innovations in all aspects, among which was introducing information technology to immigration field. Information technology in immigration was indeed a challenging study for its function to public services. An example of this public service thing was passport services, which quality performance is something demanded to be developed. Introducing passport service with information technology was also helping to increase work’s effectiveness and efficiency and made it took role in the digital era. An innovations made with information technology, which had been introduced throughout Indonesia was an Online Passport Queue Application (APAPO). The study was aimed to evaluate the use of APAPO and to provide appropriate recommendations to improve the system. The study employed a qualitative research methodology with a descriptive approach. The study observed the process of APAPO from the very start to the end. APAPO was introduced to its latest version, which was version 2.0. APAPO received both postive and negative responses from public users.

Abstract

The application of immigration information technology at the Immigration Checkpoint (TPI) is a very important matter to always be considered and developed in the very long term in the future, one of them is to focus on developing the autogate system. With some literacy regarding immigration information technology at TPI in several countries, it can result in several comparisons between the immigration information technology system in Indonesia with the immigration information technology system in several foreign countries. This can be used as study or learning material in seeing some of the shortcomings or gaps that the immigration technology information system in Indonesia has. The results of the study carried out with this qualitative research method have explained that the immigration information technology system in TPI Indonesia still has several gaps or shortcomings when compared to the existing systems in several other countries. So, it is very necessary to make several further studies or research related to the development of an immigration information technology system at TPI Indonesia that can adapt several existing systems in several countries.

Abstract

Judging from the number of crossings in the last three decades, the autogate system is still very far from being compared to manual counters. The public prefers manual counters as immigration checkpoints compared to the autogate facilities provided by the Directorate General of Immigration. In fact, if viewed from its implementation, autogate was built to speed up the immigration check process at the immigration checkpoint so that it can reduce frequent queues and improve the quality of public services. This autogate system should be the primary choice for the community to use it in the travel document inspection process. Therefore, the researcher wants to examine the implementation of the autogate system on the number of crossings of Indonesian citizens at TPI Soekarno-Hatta. The research method used in this research is descriptive qualitative. Collecting data using interviews, observation and documentation as well as supporting data for primary and secondary data. From this data, it can be processed to get a conclusion on the inhibiting factors of the number of autogate crossings for Indonesian citizens at Soekarno-Hatta Airport. The results of this research are academically beneficial to various parties while for immigration officials, it can be used as a reference in conducting further research for evaluation materials to improve all policies and maximizing the autogate system and also a reference for making other policies.

Abstract

The development of the globalization era which is quite significant at this time has resulted in several innovations that are very helpful for human performance in everyday life. This innovation also develops in the field of immigration services which is formed in the use of information technology which includes the concept of good and clean governance. All forms of information that will be provided to the public have been packaged properly in the form of a website. The page-based service includes all information and services in the field of immigration at an Immigration Office. This study aims to provide a result of a review of the suitability of the immigration service page at the Immigration Office referred to by the standardization of the page as stated in the Ministry of Law and Human Rights number M. HH-01.TI.01.05 of 2016 concerning Standardization of Pages within the Ministry of Law and Human Rights of the Republic of Indonesia.

Abstract

The development of information technology has entered into various aspects of public services in various fields. This also occurs in the scope of immigration with the concept of New Public Service (NPS). The NPS can be implemented with several innovations in the form of new products, services and technologies. In the current era of globalization, the public views that service development is a need that should exist. This research was conducted to confirm how or strategies to resolve applicant complaints regarding the passport queuing registration policy, and its benefits in being able to find out the constraints and shortcomings that are owned so that it can optimize the use of the queuing system and can and can also conclude how the implementation should be implemented in order to minimize passport applicant complaint.

Abstract

The events of September 11 in the United States changed the world's understanding of terrorism. Terrorism is now understood as a transnational event. Countries in the world are trying to ratify legal instruments on the prevention and suppression of terrorism. Indonesia as a country that requires income from international migration events requires immigration to play an active role in preventing terrorism. With the rapid development of technology, data mining techniques on social media can be utilized to carry out cyber intelligence. This study aims to determine data mining techniques on social media twitter to prevent terrorism. This research uses descriptive qualitative research methods with the help of the socio-psychological narcissistic theory, intelligence, and data mining. The analysis was performed using data reduction techniques. This study will explain how data mining techniques on social media can be used to create immigration intelligence reports. This research is expected to be applied to the making of daily intelligence reports at the Semarang Immigration Office.

Abstract

The government organizes public services in the immigration sector in terms of issuing passports through the Directorate General of Immigration which has the responsibility of carrying out immigration functions and determining service standards for each Technical Service Unit owned. In providing public services, the TPI Medan Special Class I Immigration Office is responsible for four districts and two cities covering Langkat Regency, Deli Serdang Regency, Serdang Bedagai Regency, Karo Regency, Medan City and Binjai City. With a large enough working area, it is necessary to establish an Office Work Unit or Passport Service Unit as an effective and efficient way to carry out immigration functions and to bring services closer to the public. The establishment of an Office Work Unit (UKK) and a Passport Service Unit (ULP) based on the workload of the Technical Implementing Unit is very broad so it is necessary to establish an Office Work Unit and Passport Service Unit to optimize immigration functions to the community. The aim is that every community can get the fulfillment of service needs in accordance with the laws and regulations governing the delivery of public services. In the framework of establishing an Office Work Unit (UKK) and Passport Service Unit (ULP), it is necessary to determine a strategic location and can be reached by the community so that it can achieve its maximum function. The Kualanamu Passport Service Unit is located in the Kualanamu Airport area, which is located in Beringin District. Therefore, this study aims to analyze strategic locations in determining the location of ULPs. In order to analyze the location and range of services, a spatial buffering analysis was carried out as well as theories that were considered relevant, such as the theory of Von Thunen, Weber and Christaller. From the spatial analysis process carried out, it can be seen that a strategic location in the formation of ULPs so that the range of services provided can meet the needs of the community.
