Abstract

Non-Cash Food Assistance (BPNT) is distributed in non-cash through electronic money in combo cards given to each Beneficiary Family (KPM). This assistance is determined based on the Regulation of the metamorphosis of rice assistance for the poor/prosperous rice. This study aims to see Peraturan Presiden Republik Indonesia Nomor 63 Tahun 2017, the how public policies are implemented in the field. The research was conducted in Sungai Kakap Village, Sungai Kakap District, Kubu Raya, West Kalimantan. The researcher used a qualitative approach with a descriptive type of research. Data were collected through observation, interviews and documentation. The results showed that the BPNT process in Sungai Kakap Village, Kubu Raya was not carried out optimally. Based on Mazmania and Sabatier in Tahjana (2006), three character problems can be found in the field, namely: 1) The characteristics of the problem to be solved by implementing this assistance are included in the category of problems that are difficult to handle. In addition, the poverty data used by the central government is not updated, causing new problems, the beneficiaries are not suitable; 2) The characteristics of the top down BPNT policy are formulated directly by the elite to solve a problem, even though there is a discrepancy with public conditions. 3) Non-government variables that are less coordinated because the implementor does not understand the general guidelines well. These problems have implications for the implementation of this public policy in the local community.

Abstract

This paper aims to explain the indication of the rise of the Maoists in controlling the region in Nepal. Maoists are an armed group that is carrying out movements in Nepal. The movement is considered part of the terrorism movement because it has created instability in the country of Nepal and caused a number of losses to the people of Nepal. In 2005, the Maoists turned into an opposition party through an MoU that had been ratified with the hope that the Maoists would turn into groups that did not carry out armed movements as they had before. However, the movements carried out by the Maoists did not change completely, indicating that the old Maoists had revived. In the following years, there were events that indicated that the Maoists revived with a new identity from the old Maoist fragments. In this study using the Theory of Constructivism to explain the issues raised. Constructivism Theory outlines can explain how social construction can influence the development of Maoist groups in Nepal. This research uses a descriptive method with a qualitative approach. The data collection technique used is the study of literature from books, journals, including data from websites that support the explanation of the phenomena raised.

Abstract

Pancasila is the state ideology of the Republic of Indonesia. As an ideology, Pancasila is the basis of all aspects of the life of the Indonesian people themselves. Pancasila is also used as a tool to achieve the ideals of the nation as stated in the 1945 Constitution of the Republic of Indonesia. The values of Pancasila should be applied by the Indonesian people where at this time, the behavior of the Indonesian people is very far from the values of Pancasila. alone. The values of Divinity, Justice, Unity, Democracy, and Justice must be applied by the people of Indonesia. Pancasila should be a guideline for the Indonesian people, so that the values of Pancasila can help Indonesia in realizing its ideals.

Abstract

This paper is aims to analyze counter terrorism efforts carried out by the Nigerian government internally and externally in dealing with the actions of the Boko Haram terrorist group which caused losses, fear and anxiety for the citizens of Nigeria and the government of Nigeria. The Boko Haram terrorist group can thrive to this day in Nigeria due to several factors including an unstable government, ideological differences, social and economic inequalities. In this case, the author uses the theory of counter terrorism which explains that the handling of acts of terrorism in a country can be carried out in three ways, namely prevention, protection and response through Nigeria's internal and external efforts. The research method used a descriptive research method with a qualitative approach. In collecting data, the author used literature study to find and browse information from literature books, research journals and from news websites related to the research problems discussed. The finding of this study indicates that the efforts made by the Nigerian government internally and externally through counter terrorism in dealing with the Boko Haram terrorist group to date have their respective strengths and weaknesses. And these two efforts must be carried out in a balanced way in order to effectively eradicate the terrorist acts of Boko Haram. Keywords: Counter Terrorism; Nigerian Goverment; Boko Haram.

Abstract

This study aims to describe the diversity of the Madurese tribe in West Kalimantan, which is the pride and uniqueness of the Madurese tribe as well as the customs, traditions, and habits of the community based on the noble values of References and Guidelines. In this study, the authors adopted a library research method, namely, taking material related to the topic presented. The Madurese are a tribe who migrate a lot to areas far from their place of origin, and this aims to find a place to live or a livelihood that can better support their economic life. One of the areas where the Madurese migrate is the island of Kalimantan, in particular. West Kalimantan. The results of this study show how the diversity of the Madurese tribe in West Kalimantan starts from the arrival of the Madurese ethnic group in 1942-1950 who migrated from Bangkalan Madura, East Java, which brought salty things that are typical of Madura starting from the Madurese livelihood system, kinship system, traditional rituals start from eating red and white porridge (Tachin Mira Pote), molotan, bajemuk, and ashura porridge.
