Abstract

This study would like to give you an idea or describe and analyze the real situation of the implementation of employment policy in the company to report on the Department of Labor Jayapura Papua province as a social phenomenon, then this type of research is descriptive qualitative research. The data analysis using inductive analysis, performed analysis step is data triangulation. The results showed that : (1) The process of communication required to report employment policies of the leadership to subordinates still experiencing barriers caused parentheses implementor in understanding and field level staff in understanding and understand the contents of the charge required to report employment policies . (2) The implementation of employment policy in the company to report on the Department of Labor has not optimally touch all the companies located in the city of Jayapura. (3) The attitude of the implementers need to be improved in supporting policy implementation report obligatory especially regarding the commitment to implement the contents of the policy implementers must report employment through enhanced calling efforts through official letter, socialization, and increased field monitoring activities of all employers. (4) the Department of Labor Jayapura yet have a standard SOP procedures and reporting procedures to report that became the basis of the implementation of employment policy. (5) Implementation of policies required to report employment in Jayapura in 3 (three) years is still not implemented to the fullest, it proved the performance of listed companies under the number 100 company from the number of companies registered with the Department of Labor as many as 367 companies. (6) support and attention of the Mayor is not optimal.

Abstract

The Smart Indonesia Program through the Smart Indonesia Card Program is a priority program of the President of the Republic of Indonesia, Ir. Joko Widodo is specifically designed to help children from poor or disadvantaged families to continue to get education services until they have finished secondary education or equivalent. The purpose of this study is to be able to analyze the implementation of the KIP program and identify things / factors that influence the implementation of the program, seen from George Edwards III aspects of communication, resources, disposition, and bureaucratic structure. This research uses a qualitative descriptive approach with data collection techniques through in-depth interviews (in-depth interviews), observation, and documentation studies. The results of the study showed that the implementation of KIP in Tanjung Ria SDN Inpres Kota Jayapura seen from the aspect of communication had not been effective. This can be seen from the lack of level of understanding of information from the recipient to the executor which contains clarity, among others: The absence of a Technical Guide, and the absence of Standard Operating Procedures for the implementation of the policy in the school. Viewed from the aspect of resources (human and financial), it is not effective. This can be seen from the lack of professional management human resources, and the process of channeling funds that are not yet on target. Viewed from the aspect of disposition (attitude of the implementer) shows the executor's responsibility to the recipient. This can be seen from the fact that the recipient is not yet satisfied. And from the aspect of bureaucratic structure the results showed that the management team that had been formed had not run well within the Tanjung Ria SDN Inpres Jayapura City. Abstract

This article aims to explain and analyze the efforts of the Papua Province government in facilitating the settlement of the boundaries of the Jayapura City Government with the Jayapura Regency Government, then to find out and analyze the factors that support and hinder the efforts of the Papua Province government in facilitating the settlement of the boundaries between the Jayapura City Government and the Regency Government. Jayapura and third, to find out and analyze the social impacts that occur in the scope of border communities and the solutions provided by the Papua Provincial Government in facilitating the settlement of the boundaries of the Jayapura City Government with the Jayapura Regency Government. This study uses a qualitative research method approach (qualitative research) that seeks to construct reality and understand its meaning, so it is very concerned about the process, events and authenticity. The data analysis technique used in this study is interactive analysis. This model has four components of analysis, namely: data collection, data reduction, data presentation, and drawing conclusions. The results showed that the Strategy for claim settlement turned out to have been carried out several times mediated, facilitated by the Government of the Governor of Papua, of all the mediations carried out did not also get a bright spot regarding the problem of resolving border claims. Because, the two disputed local governments still survive based on the legal basis that they guide each of them. Factors supporting the implementation of the policy to handle regional boundary claims between Jayapura City and Jayapura Regency related to the laws and regulations regarding the handling of regional boundary claims have been implemented to the maximum extent at all levels. While the inhibiting factor is the uncertainty of one of the parties to the dispute regarding the exercise of authority carried out by the Papua Province government. In the exercise of its authority, the Papua Province government is less socialized to the bureaucratic ranks of both parties to the dispute, the limited budget and the shortage of personnel in the settlement of the poultices. the limit in the field. Social Impacts That Occur on Border Society Scope and Solutions Provided by the Government of the Papua Province in Facilitating the Settlement of Jayapura City Government Boundaries With the Jayapura Regency Government include infrastructure development, health development, education development and economic development.

Abstract

This article aims to knowing and analyzing the effectiveness of population document service policies in the Making of Family Cards and E-KTP in Jayapura City Population and Civil Registration Service, Knowing and analyzing factors that support and hinder the effectiveness of population document service policies in making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service, and Knowing and analyzing efforts to improve the effectiveness of population document service policies in making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service. This study uses a qualitative research method approach that seeks to construct reality and understand its meaning, so it is very concerned about processes, events and authenticity. The emphasis of qualitative research is intended to examine the condition of the subject, by finding and finding information through limited but in-depth case studies with a holistic description. The results of the study showed that the effectiveness of the Population Document Service Policy in the Making of Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service had been carried out in accordance with applicable procedures and regulations. The Jayapura City Population and Civil Registry Service pays attention to the five aspects mentioned above, namely tangible, reliability, responsiveness, assurance and empathy. Supporting Factors for the Effectiveness of Service Policies for Population Documents in Making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service include: transparency of services provided and adequate infrastructure, while inhibiting factors consist of: apparatus resources possessed, community awareness in do services, facilities and infrastructure that exist and the distance between Districts and Sub-Districts to Jayapura City. Efforts to Overcome Problems of Service Effectiveness of Population Documents in Making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service include: conducting programs, providing services that are not burdensome and difficult for the community, proposing procurement of service support facilities, and accelerating development street access to the capital city.

Abstract

This article aims to analyze the Strengthening Factors in Implementing Non-Smoking Area Policy in Jayapura City Government Agencies. This type of research is a qualitative descriptive study with the focus of research analyzing the Strengthening Factors in the Implementation of the No Smoking Area Policy in Jayapura City Government Agencies, which consists of organizational appeals, internal supervision and application of sanctions. Data was collected through interviews with key informants as well as the Law Enforcement Team for Non-Smoking Regional Regulations (KTR Regional Regulations). Data analysis consists of the stages of Data Condensation, Data Display and Conclusion Drawing / Verifications. The results showed that based on the reinforcing factor, the Agency that violated the KTR Regional Regulation only received SP1 or SP2, no sanctions had yet been applied in the form of imprisonment for a maximum of three months or administrative fines as stated in the Jayapura City Regulation No. 7 of 2009 concerning No Smoking Area
