Abstract

Human Resources (HR) with important quality are optimized to support the implementation of accelerated development. This research was conducted at the Yahukimo District Health Office, with a focus on the implementation of policies on the development of the quality of Human Resources and the supporting and inhibiting factors for HR development. This research paradigm is qualitative with descriptive research type. The technique of determining informants uses the technique snowball. Research informants. Primary data collection is done by interview (interview), observation non participant. Secondary data were obtained from manuals, reports, newspaper clippings, and literature relating to research problems, such as books and journals. Methods of data analysis through stages of reduction, data presentation and taking conclusions. The results showed that the implementation of the human resources development policy of the Yahukimo Health Office with Edward III mode showed that the communication and policy guidelines for the HR development of the Yahukimo District Health Office had gone well. The relationship is built from the line hierarchy of the department head to the related fields. The head of the department entrusts the head of the Technical SDK to carry out their duties and functions according to the guidelines and instructions. The Department of Health's resources are severely short on the number of health workers in the field. The number of Puskesmas in Yahukimo Regency with a total of 33 does not match the composition of the existing health personnel. The disposition or tendency of employees at the Health Office in implementing HR development policies is carried out with regular coordination between the head of the department and subordinates. This cross-coordination can be carried out not only on a top-down but also bottom-up basis according to the hierarchical structural coordination line. The bureaucratic structure for implementing HR development policies has SOPs that include an Integrated Recording and Reporting System, Integrated Technical Guidance SOPs and Civil Servant Performance Target SOPs. Support for Policy Implementation is the absorption of the Special Autonomy Fund of two billion Rupiah which is specifically allocated for employee education. Meanwhile, the obstacles cover three things, namely the lack of technical guidance and training, minimal budgetary resources, and inadequate access to transportation.

Abstract

This article aims to analyze the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency. And then analyze the factors that hinder the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency. And then analyze the efforts made in implementing priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency The research method: is a qualitative descriptive with 12 informants, observation collection techniques, interviews and literature study. The analysis techniques are data display, reduction, grouping and conclusions. The results of the study: first, the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency is quite good. such as in communication, outreach has been made to the Village Government in District meetings. To provide explanations related to priority work programs in village administration specifically in population administration. The resources are sufficient, then the disposition in each village has been arranged to be able to support the implementation of the program even though it is not optimal. Then the bureaucratic structure has been implemented quite well. Second, the factors that hinder the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency, namely the problem of human resources that is still lacking, besides that communication problems that cannot be understood by village officials make the implementation of priority programs not running optimally. Apart from that, the bureaucracy structure is less efficient and less dynamic. Third, Efforts made in implementing priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency by conducting training, guidance as well as formal and informal education for village officials to increase the knowledge of village officials. In terms of bureaucratic structure, there are efforts to improve the existing structure in coordination with the District Government of Mulia, Puncak Jaya Regency.

Abstract

This study aims to describe and analyze in depth the implementation of the Village Fund Allocation policy in Adoki Village, Yendidori District, Biak Numfor Regency, Papua. And look at the factors that support and inhibit it. The research method used is descriptive qualitative. Data collection techniques in the form of interviews and observations. Data analysis includes data reduction, data exposure, and drawing conclusions. The results showed 3 priority programs, namely the field of village administration, development implementation, community development, and for urgent needs. However, during the Covid-19 pandemic, the use of the budget was diverted to the BLT (Direct Cash Assistance) program to support the resilience of the village community to face the pandemic. In the implementation of the Village Fund Allocation policy, in the communication aspect, the distribution pattern is carried out in a structured manner with coordination between institutions at the village level and billboards are also installed as a medium for implementing activities and transparency of budget use at the village hall. In the aspect of resources, all relevant stakeholders at the village level, namely village officials, assistants and the community in the management and implementation of the program, have been limited to supporting facilities. In the Disposition Aspect, the leader proactively socializes with his staff to do a good job in order to maintain public trust. Apsek Bureaucratic Structure used Standard Operating Procedures from the Ministry of Villages for budget management and use and used as a reference in the division of tasks. Supporting factors include the involvement of all relevant stakeholders in the institutional aspect, then village leaders are more proactive in socializing the Village Fund Allocation Program. And the inhibiting factors are the lack of facilities in the management aspect, and the limited facilities and infrastructure that support the implementation of activities.

Abstract

This study aims to describe and analyze policies to improve the quality of Human Resources, work discipline, and career development at the Nabire Regency Transportation Service, as well as examine the factors that support and hinder their implementation. This research is a qualitative descriptive study. The location of the research is the Department of Transportation of Nabire Regency with the consideration of the accessibility of the researcher. The data collection techniques used are interviews and observation. Informants were selected purposively. The research instrument used was an interview guide and a recording device. Data analysis includes data preparation, data processing, data coding, data description, and data interpretation. The results showed that the policy of improving the quality of human resources was carried out by increasing soft skills (skills) by including Education and Training & Bimtek and hard skills (knowledge) by encouraging continuing higher education; implementing an online attendance system to monitor the punctuality of work, as well as the implementation of cutting performance allowances for employees who are often undisciplined; implementation of promotion and selection of open positions for personnel career development with indicators of employee performance appraisal and education level. The supporting factors are the institution's commitment to facilitating personnel to increase knowledge and skills, work discipline supported by a monitoring and evaluation system of employee work discipline, and career development with institutional commitment that fairly provides opportunities for all personnel to develop careers. The inhibiting factors are the willingness of employees to move forward to develop their quality, lack of socialization regarding Education and Training and Technical Guidance, lack of budget and quotas in training implementation, lack of personnel awareness regarding work discipline, and lack of existing personnel initiatives to develop their careers.

Abstract

The purpose of this study was to determine the performance of public services carried out by officials in the Yobeh Village, Sentani District, Jayapura Regency, and to find out the effect of the training carried out on the officers in the Yobeh village, Sentani district, Jayapua Regency. The research method used is descriptive qualitative to describe and analyze the evaluation of the implementation of the apparatus development policy of Yobeh village, Senani District, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results showed that first, the managerial approach and policy were the most dominant factors in the implementation of government apparatus development policies. Second, the village head is implementing the village apparatus development policy. Support in the form of policy facilities and infrastructure is tailored to the concept of the need for deliberations and meetings related to the implementation of the village program. The lack of guidance from other institutions such as the district and local governments has resulted in a lack of capacity of village officials in carrying out their duties and functions. Third, cultural factors are the most dominant factor in delivering quality public services.

Abstract

in terms of the recruitment of the Police Brigadier at the Papua Police. Then to describe and analyze the factors that support and hinder the implementation of the Papua Special Autonomy Policy in terms of the recruitment of the Police Brigadier at the Papua Police. This study uses a qualitative descriptive research approach by relying on data from interviews with informants, observation and research documentation. The results showed that the implementation of the special autonomy policy in the recruitment of Police Brigadiers at Polda Papua which includes the content of the policy (contens of policy) and the implementation environment (context of policy), has gone well and in accordance with what was targeted. The benefits of this are very much felt, especially Papuans who can compete and be accepted as a Police Brigadier through the Papua Special Autonomy Policy. The supporting factors are internal factors that exist within the National Police itself, namely the principles of cleanness, transparency, accountability and a humanist side and the concept of Local Boy for Local Job in implementing the implementation of the Papua Special Autonomy Policy in terms of the recruitment of Police Brigadiers at the Papua Police. Meanwhile, the inhibiting factor is the lack of consistency between the implementation instructions (Julkak) and the technical guidelines (Juknis) and the implementation in the field.

Abstract

The Smart Indonesia Program through the Smart Indonesia Card Program is a priority program of the President of the Republic of Indonesia, Ir. Joko Widodo is specifically designed to help children from poor or disadvantaged families to continue to get education services until they have finished secondary education or equivalent. The purpose of this study is to be able to analyze the implementation of the KIP program and identify things / factors that influence the implementation of the program, seen from George Edwards III aspects of communication, resources, disposition, and bureaucratic structure. This research uses a qualitative descriptive approach with data collection techniques through in-depth interviews (in-depth interviews), observation, and documentation studies. The results of the study showed that the implementation of KIP in Tanjung Ria SDN Inpres Kota Jayapura seen from the aspect of communication had not been effective. This can be seen from the lack of level of understanding of information from the recipient to the executor which contains clarity, among others: The absence of a Technical Guide, and the absence of Standard Operating Procedures for the implementation of the policy in the school. Viewed from the aspect of resources (human and financial), it is not effective. This can be seen from the lack of professional management human resources, and the process of channeling funds that are not yet on target. Viewed from the aspect of disposition (attitude of the implementer) shows the executor's responsibility to the recipient. This can be seen from the fact that the recipient is not yet satisfied. And from the aspect of bureaucratic structure the results showed that the management team that had been formed had not run well within the Tanjung Ria SDN Inpres Jayapura City. Abstract

The purpose of this study is to determine and analyze the implementation of the policy of Law Number 7 of 2017 concerning the General Election of the Regional People's Representative Council (DPRD) in Central Mamberamo Regency. This study uses a qualitative method. Data collection techniques using interviews and observation. From the results and discussion of this research, that the results of the legislative elections there are those who feel dissatisfied with the performance of the General Election Commission of Central Mamberamo Regency, after the implementation of the stages but with some requirements for improvement still must be improved in the performance of the General Election Commission. Furthermore, the service as a member of the General Election Commission also participates in hearing input or instructions by the regional head which is the work target of the General Election Commission of Central Mamberamo Regency. In the previous year and until the 2019 legislative general election, the performance of the general election commission was unprofessional in the attention of the people of Central Mamberamo Regency, with the results of the work or policies and decisions of the General Election Commission resulting in conflicts in the region.

Abstract

The issue of village development has become a priority for realizing development from the lowest level of government. Particularly in poverty alleviation priorities of rural communities. One of the activities aimed at building and prospering the village community is contained in Law No. 6 of 2014 on the Village, which is the activities of BUMDes. This research is conducted to know the implementation of the policy of BUMDes in Sugapa District Intan Jaya Regency. The correct management and implementation and in accordance with the policies made are expected to realize the ideals of BUMDes establishment. This research uses qualitative descriptive writing method. The data source used is primary data and secondary data. The study used the data obtained through interview, bservation and documentation. The theoretical basis used is the theory of policy implementation of Van Meter and Van Horn explains that policy implementation is an action to transform policy into action that is operational by government or private that directed to reach the purpose which have been determined. There are 6 variables of policy implementation according to Van Meter and Van Horn are Policy Objectives, Resources, Inter-Organizational Relations, Characteristics of implementing agencies/ organizations, Political, social and economic environment, Disposition/ response or attitude of the implementers. The process of policy Implementation BUMDes Sejahtera Sugapa District can run smoothly. The achievement of BUMDes welfare mission-mission can be realized. The resources of the marine can be well explored. The relationship between supervisors, administrators and members of BUMDes is conducive. The political, social and economic sectors can thrive. It is based on the level of understanding of the very high actors of economic development and poverty alleviation in Sugapa District. Neither the Village Government nor the managers of BUMDes Sejahtera.

Abstract

The purpose of this study is to describe and analyze Integrated administrative services performed by government officials in Nimboran District, Jayapura Regency and to analyze the factors that support and hinder the implementation of Integrated administrative services in Nimboran District, Jayapura Regency. The type of research that will be used in this research is qualitative research. Data collection techniques used in this study were in-depth interviews, active observation, and FGD (Focus Guide Discussion). The results of research on the effectiveness of the PATEN Policy; The implementation of PATEN in the sub-district cannot be separated from the role of the organizers. Communication regarding the PATEN policy is also aimed at the public as the service recipients. Resource; The resources of the PATEN policy in Nimboran District, Jayapura Regency indicate that the PATEN policy has been carried out well with the availability of human resources or implementers at the district office. Bureaucratic Structure; So far, the implementation of PATEN services has been carried out according to the procedures in the service SOP. The implementers at the district level put forward the SOP instructions to apply the principles of transparency and friendliness. Meanwhile, the Supporting and Inhibiting factors of PATEN Policy in Nimboran District, Jayapura Regency, show that there is uniformity in the attitude of the implementers at the district level and obstacles that become obstacles in the implementation of PATEN services in Nimboran District, Jayapura Regency. These obstacles include the lack of implementing human resources, dependence on district heads, the online PATEN application system, geographic location of the area, and public awareness that has not increased regarding the PATEN policy.
