Abstract

This study aims to examine the factors that influence the development of human resource capacity in regional financial management through the Clinic Center by the Technical Implementation Unit of the East Java Regional Financial Management Laboratory. This research is motivated by the many problems that arise in regional financial management due to the low capacity of human resources in financial management. To overcome these problems, the East Java Provincial Government through BPKAD created an Innovation Regional Financial Management Laboratory which was later shortened to "Ini Lo Pakde" which became the first institution in Indonesia engaged in Capacity Building for regional financial management.Penelitian ini bertujuan meneliti faktor-faktor yang memengaruhi pengembangan kapasitas sumber daya manusia dalam pengelolaan keuangan daerah melalui Clinic Center oleh Unit Pelaksana Teknis Laboratorium Pengelolaan Keuangan Daerah Jatim. Penelitian ini dilatarbelakangi oleh masih banyaknya permasalahan-permasalahan yang muncul dalam pengelolaan keuangan daerah akibat rendahnya kapasitas sumber daya manusia dalam pengelolaan keuangan. Untuk mengatasi permasalahan tersebut, Pemerintah Provinsi Jatim melalui BPKAD membuat suatu Inovasi Laboratorium Pengelolaan Keuangan Daerah yang kemudian disingkat menjadi “Ini Lo Pakde” yang menjadi lembaga pertama di Indonesia yang bergerak dibidang Capacity Building pengelolaan keuangan daerah.

Abstract

Micro, small and medium enterprises (MSMEs) play an important role in economic development because of their considerable contribution to job creation and improving people's welfare. Problems that often arise in MSMEs include limited capital, lack of innovation, conventional marketing, inefficient financial management, weak branding, lack of innovation, not maximizing online marketing due to technological stuttering. This research focuses on empowering MSMEs for branding strategies in competitive batik products in order to win the market based on the concept of blue ocean strategy. This study used qualitative research methods. The research location is Kampoeng Batik Jetis, Sidoarjo Regency. Data were collected through in-depth interviews, documentation studies, and observations. The unit of research analysis is the individual level of MSME actors. This research is a descriptive qualitative research. The data analysis of this study used qualitative data analysis techniques following Miles and Huberman. Conclusion Branding strategy on batik product competition in order to be able to win the market based on the concept of blue ocean strategy by: (a) added value (b) creating and (c) enhancing features and benefits.  Usaha mikro, kecil, dan menengah (UMKM) memainkan peran penting pembangunan ekonomi karena kontribusinya yang cukup besar terhadap penciptaan lapangan kerja dan meningkatkan kesejahteraan masyarakat. Persoalan yang kerap muncul pada UMKM diantaranya adalah terbatas modal, kurang inovasi, pemasaran konvensional, pengelolaan keuangan tidak efisien, branding yang lemah, kurangnya inovasi, belum memaksimalkan pemasaran online karena gagap teknologi. Penelitian ini memfokuskan pada pemberdayaan UMKM untuk strategi branding pada persaingan produk batik agar memenangkan pasar berdasarkan konsep blue ocean strategy. Penelitian ini menggunakan metode penelitian kualitatif. Lokasi penelitian di Kampoeng Batik Jetis Kabupaten Sidoarjo. Data dikumpulkan melalui wawancara mendalam, studi dokumentasi, dan observasi. Unit analisis penelitian adalah tingkatan individu pelaku UMKM. Penelitian ini adalah penelitian kualitatif deskriptif. Analisis data penelitian ini menggunakan teknik analisis data kualitatif mengikuti Miles dan Huberman. Kesimpulan Strategi branding pada persaingan produk batik agar mampu memenangkan pasar berdasarkan konsep blue ocean strategy dengan: (a) nilai tambah (b) menciptakan dan (c) peningkatan fitur dan manfaat.

Abstract

AbstractTobacco is an agricultural commodity in the plantation sector which has a high selling value. It is known that the largest customs and excise tax contributor taken by the Directorate General of Customs and Excise (DJBC) comes from Tobacco Products Excise (CHT). Behind the large number of revenue from this excise, the government states that smoking deaths take into account the dimensions of public health. Every year the government issues a policy of excise tariffs on tobacco products and exits the retail sale price (HJE), but this policy does not have a significant impact on the public. This study aims to see and describe the government's strategy in maximizing the policy of increasing the tobacco excise tariff (CHT) in the context of smoking prohibition in Indonesia. The research method used is library research (library research) using a contect analysis approach or content study. The results show that the government's strategy in maximizing the tobacco product excise tariff increase policy in order to sacrifice Indonesian cigarettes is still not optimal. increase in tariffs for the purpose of reducing Indonesia's cigarette consumptionAbstrakTembakau merupakan komoditi tani dalam sektor perkebunan yang memiliki nilai jual cukup tinggi. Diketahui penyumbang Pajak Bea dan Cukai terbesar yang di teken oleh Direktorat Jenderal Bea dan Cukai (DJBC) berasal dari Cukai Hasil Tembakau (CHT). Dibalik besarnya angka penerimaan dari cukai ini, pemerintah berusaha menekan angka konsumsi rokok utamanya dengan mempertimbangkan dimensi kesehatan masyarakat. Pada setiap tahunnya pemerintah mengeluarkan kebijakan kenaikan tarif cukai hasil tembakau dan penyesuaian Harga Jual Eceran (HJE),  namun  kebijakan  ini  tidak  memberikan  dampak  yang  cukup  signifikan  dikalangan masyarakat. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan strategi pemerintah dalam memaksimalkan kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok di Indonesia. Metode penelitian yang digunakan adalah penelitian kepustakaan (library research) dengan menggunakan pendekatan contect analysis atau kajian isi. Hasil  penelitian  menunjukkan  bahwa  strategi  pemerintah  dalam  memaksimalkan  kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok Indonesia masih belum optimal, hal ini dapat dilihat dari faktor pendukung dan faktor penghambat pemerintah dalam memaksimalkan kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok Indonesia.

Abstract

AbstractRealizing the Development of Indonesian Maritime Connectivity needs to be supported by excellent public services. Indonesia as a maritime country needs to improve to improve global shipping. This study aims to determine the responsiveness of the integrated Kalimas ship service center in realizing the development of Indonesian maritime connectivity. This study uses a descriptive qualitative approach. The research locus is at Pelindo III Tanjung Perak Surabaya branch. Collecting data by observation, interviews and literature study. Checking the validity of the data used data triangulation. Analysis of the data used qualitative analysis of the interactive model. The results of the research on the responsiveness of the integrated Kalimas ship service center, the service speed indicator is considered fast. For indicators of officer responsiveness to complaints and difficulties experienced by service users related to the services provided have also been assessed as good and responsive. Meanwhile, the responsiveness indicator in providing information to service users is also considered quite good.Abstrak Mewujudkan Pembangunan Konektivitas Maritim Indonesia perlu didukung pelayanan publik prima. Indonesia sebagai negara maritim perlu berbenah untuk meningkatkan pelayaran global. Penelitian ini bertujuan untuk mengetahui responsiveness pusat pelayanan kapal kalimas terpadu dalam mewujudkan pembangunan konektivitas maritim indonesia. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Lokus penelitian di Pelindo III cabang Tanjung Perak Surabaya. Pengumpulan data dengan observasi, wawancara dan studi pustaka. Pemeriksaan keabsahan data digunakan triangulasi data. Analisis data digunakan analisis kualitatif model interatif. Hasil penelitian responsiveness pusat pelayanan kapal kalimas terpadu indikator kecepatan pelayanan dinilai sudah cepat. Untuk indikator ketanggapan petugas terhadap keluhan dan kesulitan yang dialami oleh pengguna layanan terkait pelayanan yang diberikan juga sudah dinilai baik dan tanggap. Sedangkan untuk indikator ketanggapan dalam pemberian informasi kepada pengguna layanan juga dianggap sudah cukup baik

Abstract

Abstract The importance of transparency in local government is a concern in this study, especially the close relationship between local government and citizens. This study aims to determine the transparency of regional apparatus organizations in the implementation of public services in the era of regional autonomy with a case study at the Surabaya City Trade Office. This study uses a descriptive qualitative approach. The research locus at the Surabaya City Trade Office. The steps of collecting research data are through observation, in-depth interviews and literature study. Stages of checking the validity of the data using data triangulation. Analysis of research data using qualitative analysis of the interactive model. The conclusion of the research on the transparency of the Surabaya City Trade Office in the process of providing business license services is not yet fully open; related to the ease of regulations and service procedures not yet fully understood by the public in the process of applying for a business license; On the aspect of ease of obtaining information regarding various aspects of public service delivery, there are still people who have difficulty.AbstrakPentingnya transparansi dalam pemerintah lokal menjadi perhatian dalam penelitian ini, terutama hubungan  erat antara pemerintah daerah dan warga. Studi ini bertujuan mengetahui transparansi organisasi perangkat daerah dalam penyelenggaraan pelayanan publik pada era otonomi daerah dengan studi kasus pada Dinas Perdagangan Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Lokus penelitian di Dinas Perdagangan Kota Surabaya. Langkah pengumpulan data penelitian melalui observasi, wawancara mendalam dan studi pustaka. Tahapan pemeriksaan keabsahan data menggunakaan triangulasi data. Analisis data penelitian menggunakan analisis kualitatif model interatif. Kesimpulan penelitian transparansi Dinas Perdagangan Kota Surabaya pada proses penyelenggaraan pelayanan izin usaha belum sepenuhnya terbuka; terkait kemudahan peraturan dan prosedur pelayanan belum sepenuhnya dipahami oleh masyarakat pada proses mengajukan surat izin usaha; pada aspek kemudahan untuk memperoleh informasi mengenai berbagai aspek penyelenggaraan pelayanan publik masih ada masyarakat yang kesulitan.
