Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

The number of famine and hunger in Africa has increased sharply since 1990s. The problem is not only brought about by the lack of food, but also poverty as the embedded cause. Global partnership and cooperation are needed, instead of national government efforts in eradicating hunger. This article has some explanations. Firstly, it tries to pursue issue of global hunger as a humanitarian threat to the African; second it describes involvement of UN World Food Programme (WFP) in handling this crisis; and the last discussing the role of that organization, due to the function of WFP as a food aid agency. Arguments are built to criticize the role of WFP, too. The explanations refer to the case of food crisis in Niger August 2004 - July 2005.

Abstract

APEC has been established since 1989 with 21 member countries. The crucial questions are what are major works of APEC from 1994 to present time? What are APEC's current challenges? And, how APEC manages its hopes and responds to the challenges in order to reach its goals? This article argues that APEC is on the right track to attain the Bogor goals by pursuing trade liberalization in its member countries. There are several works which have been achieved by APEC, for example: its achievements for trade liberalization in goods and its support for facilitating foreign investment in the Asia-Pacific region. However, there are several challenges for APEC, such as the complexity of regional cooperation in South-East and East Asia and the social implications for vulnerable groups in developing countries within APEC as negative impacts of trade liberalization. Consequently, APEC should manage its hopes and responds challenges in order to meet its goals. APEC must adjust its hopes to be matched with the latest political and economic developments in the Asia-Pacific region. At the same time, South-East and East Asia become more integrated economic regions and apply an open regionalism for other countries from outside of these regions to engage with the developments in these regions. Overall, APEC must respond to crucial challenges (e.g. geo-politics and geo-economics) in the Asia-Pacific region which have changed overtime.

Abstract

The article argues that global energy issue tends to be taken seriously and addressed only in the context of crises. The context should however be understood as a periodic transitional cycle of global energy system in which one energy source shifts to an alternative one in a cyclical and periodic energy system transition. Dynamic interaction among global energy actors will in turn affect and determine how the global energy system shifted and made its transitional mechanism. Their power relations are viewed here as reflecting their political economic relations in a global energy supply and demand interface. Four major factors affecting those dynamic interactions are recognized. First, the existence and role of any particular energy cartel such as OPEC (Organization of Petroleum Exporting Countries) in the case of petroleum-driven global energy system which is still continuing and nearly reaching its final phase. Second, the role of oil and the United States as dominant player in the existing global energy system. The two determine how the petroleum final phase as major energy source will be endured and eventually ended. Third, the roles of other key players in global energy with their diverse characters and growing numbers. Finally, the role and characteristics of global energy policies which cover issues such as technological, location and management dimensions. Careful observation on these four factors helps us describe how the new transitional period in global energy system will be initiated, developed and finally switched. This is a periodic cycle which in turn determines the existence and roles of global energy players. This is also a transitional cycle which affects how those players develop their interaction patterns. Finally, this is a cycle which determines the dynamics, orientation, characters, patterns and scenarios of future power struggle among nations and other key players in global energy issues.

Abstract

This paper traces the debate over sustainable development between North countries and the Southern ones. Each side has its own interest regarding the issue of development, therefore conflicts are common among them. The Northern, along with its past achivement in development, is considered the lucky side. The idea of development is derived from their centuries-long experience. Thus, development is a bias term used to adopt the way of the Northern thinking regarding progress. The Southern is at the unfortunate side to follow the path considered righteous but at the same time forced to deal with dualist attitude of the North when it comes with the later's exclusively domestic interest. In the face of sustainable development, the Nortern countries can be a very pressing actor for the Southern to obey with its principles. Their centuries-late way of production is the target of environmentalist argument from the North related to the waste it creates. But these lucky countries can swing fast when their national industries are challenged by environmentalist argument from the South.

Abstract

This paper discusses the mechanism underwhich Indonesian foreign debt is to be converted. It first traces the history of the idea of debt conversion, and the practice of it, mainly related to the underdeveloped countries' incapabilities to pay their debts, or countries-in-crises incapable of fulfilling its obligation. The history of Indonesian foreign debt is also traced arriving at its present condition with the proposition of debt conversion, mainly to environmental program. This paper also gives the insight on how the debt conversion scheme can be either a helping hand or a disaster to the country's economic condition. A helping hand, for it usually asks for lower value of debt's fulfillment and a program that helps the needy country restoring its environmental condition. A disaster, for its role as an instrument of the creditor's country to intervene in national matters of the debtors. Other scheme for decreasing Indonesian foreign debt is also considered in this paper

Abstract

Despite persecution of refugees being in the spotlight around the world, academics and practitioners continue to debate how to address the issue. Using a feminist lens in International Relations, this paper attempts to unpack the seemingly neutral character of forced migration governance. Supported by examples from the Asia Pacific region, this paper finds that the nature offorced migration governance is highly gendered. This can be seen from how states portray andtake actions towards refugees within ASEAN and the Bali Process, as these are the two maininstitutions governing forced migration in the region. This governance is gendered through: (1) the feminization of refugee portrayal by states’ security-focused approach, and (2) the reinforcement of states’ perceptions as the masculinist protectors translated into the securitization of migration. While this understanding seems to add more complexity to the issue, it further suggests that this state- and security-centric paradigm can be reconstructed by a rapprochement between feminist and International Relations scholars.

Abstract

This research is aimed mainly to overlook the phenomenon of drug-trafficking as one of the non-conventional security issues. It also tries to present how this issue is seen through various aspects, with the case study of Southeast Asia in general; and Indonesia in particular. The purpose of this research is to describe the problem through perspective of the threat to state as both the producer and consumer (of the drugs). This perspective is further elaborated through a number of assessments, namely political, military, economic, and social. To explain how this issue develops, the research will be conducted through library research, using supporting and relevant literature. Hopefully, the results of the research are able to give better understanding that the phenomenon of drug-trafficking is mare than just social and health issue. Thus, as the consequence, the policies regarding the issue, whether conducted by the state or through regional mechanisms, have to take more serious forms
