Abstract

 This article states the urgency of Poverty Alleviation or Poverty Eradication Law (UU-PPK). The law should contain Indonesian past experiences in poverty eradication programs. The programs are expected to combine the past sectoral, regional, and special programs. The poverty eradication program is intended to reinforce the poor's socio-economic institution so there is a need for brotherhood spirit, community self-help, self-reliance, participation, and decentralization. Active participation is obliged for defining, forming, and assisting the poor. UU-PPK has to state the national commitment to poverty eradication, which will have to be implemented in concrete actions. The programs have to be implemented by the people in every region to develop a prosperous community based on Indonesian socio-culture-religion values, that is Pancasila. In the last part of the article, there is a report on Karangawen, a poor village in Gunungkidul, which is a prototype of a successful IDT program. The conclusion is that poverty eradication program in regional autonomy not only depend on central government's initiatives but more on the regional government and the people themselves.

Abstract

Initially, private foreign debt is an ordinary case happening in various countries. Private institutions try to find foreign debt because of the lack of the internal fund. Both debtors and creditors would get huge economic benefits, as the relation between them can be meant as mutualistic relation. The problem would arise when one or more of three aspects appear; default, rescheduling, or repudiation. The suggested solutions are adjustmentprogram under the IMFsupport, searching for the new debt sources (at moderate rate), finding other financial aid rather than debt.

Abstract

Foreign debt, for quite long time has been considered as one of financial sources for the process of development in various developing countries, including Islamic countries. Some of Islamic countries stand on big outstanding debts that significantly burden them, whereas other countries, conversely, possess huge financial sources. This article tries to analyze the foreign debt from the Islamic perspective, also tries to look at the factual data on the foreign debt among Islamic countries. The article also suggests the solutions needed to overcome the problem pertaining with foreign debt. There is a complex combination between internal arid external factors beyond this problem. The improvement of the economic performance of the country and also the collaboration among Islamic countries are the basic element to solve the problem.

Abstract

Incapability of the Indonesian government to provide sufficient fund for the development process of the country, forces it to get financial support from foreign debts. Statistical figures indicate that formany decades, the amount of the foreign debts raises dramatically. As a result, the-country then is trapped in the very deep foreign debts in which the country is very difficult to escape.

Abstract

For the first of long term development, Indonesia has achieved successfully the high rate of economic growth. It was caused by the government's effective economic policy. In this period the government applied a deficit fiscal, In which total expenditure is over domestic Income. In fact, the value of deficit tends to be higher each year. A high of deficit fiscal was Indicated by strongly increase In both routine expenditure and public Investment. Uncontrolled deficit fiscal policy and Increasing of government expenditure has negative effects, there were a low efficiency of fiscal management, the higher expenditure leaked, the high cost economy and the huge of foreign debt. To overcome these problems the government must create the new sources of revenue and enlarges tax reform.

Abstract

Money laundering is regarded as one of the very serious white-collar crimes in this country is. A lot of people are involved in the debate on this topic, and nowadays people in this country are in the big spirit to always criticize every single aspect of the law enforcement in this case. This because, as has been commonly understood, money laundering happens is huge number of money. To be sure, the ratification of U.N. Convention Against Illicit Trafficking in Narcotic Drugs arid Psychotropic Substances 1988 gives promise to diminish this kind of crime.

Abstract

The dramatic economic crisis, which brought to the fall of Soeharto, can be considered as the turning point for the relation between Indonesia and several donor countries as well as international financial and monetary institutions. The eagerness of the country to release it self from the debt has led them to unconditionally follow the instruction of the mentioned financial and monetary institutions. Unfortunately, like in other various poor countries, their instruction does not promise the welfare of the people in the country. Therefore, the suggested solution is that Indonesian government has to maximize in eradicating corruption in all government bodies. Besides, it also has to optimize the performance of BPPN in, for example, selling assets, instead of persuading donor institutions for other bigger foreign debt.
