Abstract

This study aims to get answers about why the implementation of the policy of implementing the Population Document Service System using the Es Ma Ma (Community Service Expedition) application has not given the expected results. This research took place at the Office of Population and Civil Registration of Bitung City. This research design uses a qualitative descriptive approach. The types of data used in this study are primary data and secondary data. What is meant by primary data is data obtained in the field through a deep interview process to informants, both key informants and other supporting informants. The secondary data consists of processed data or data that has been officially published obtained from mass media news, documentation and archives of related institutions. The number of informants in this study amounted to 6 informants consisting of the Head of the Population and Civil Registration Office of Bitung City, 2 operators of the ES MAMA Program Manager and involving 3 community members who were managing population document files. The results of the study indicate that the non-achievement of policy targets is caused by firstly the infrastructure of the implementing organization that is not specifically designed to handle this program, secondly the understanding of the implementers that this program service is part of the "ordinary" service, and thirdly the weak intensity of delivery to the community.

Abstract

The purpose of this study is to describe and analyze the implementation of the policy for the development of the Lembeh Strait tourism object, South Lembeh District, Bitung City. as well as to determine the factors supporting and inhibiting the implementation of the policy. The research method used in this study is a qualitative descriptive. Data collection techniques used are interviews, observations and documents The theory used is the Van Meter and Van Horn implementation model, the model consisting. The research informants were 15 people. The results showed that the implementation of the Lembeh Strait tourism object development policy, South Lembeh District, Bitung City has not been carried out properly due to the difficulty of establishing communication with the surrounding community in terms of cooperation in maintaining and supporting development facilities and the implementation of planned activities. In implementing this policy, human resources are still experiencing obstacles. Inadequate and ineffective coordination with other agencies is caused by the agency's own department, and the agency assumes itself that this development task is only the task of the related institutions.T

Abstract

The purpose of this study was to determine the cause of the weak performance of the Garbage Motorbike Driver in Paal Dua District. The method used in this research is descriptive with a qualitative approach. This research was conducted in Paal Dua District, Manado City using research instruments through observation and in-depth interviews to 30 respondents. From the results of the study it was found that the problem in this aspect of timeliness then had an impact on the aspects of quantity and effectiveness.In the aspects of quality, independence and work commitment it was found that there were no fundamental problems that affected the performance of garbage motorbike drivers, on aspects of quality, independence and commitment concluded that in general the drivers of garbage motorbikes in Paal Dua sub-district have strong integrity towards their work. To strengthen the performance of garbage motorbike drivers in Paal Dua sub-district, it must be strengthened or added to the aspect of good infrastructure support, in this case at the TPA, it is necessary to add heavy equipment, the availability of fuel and operators as needed

Abstract

The purpose of this research is to know directly the optimization of the performance of labor inspectors after the formation of the UPTD Balai Pengawas at the Department of Manpower and Transmigration of North Sulawesi Province. The research design used in this study used a descriptive method with a qualitative approach. The research focus is based on aspects of work quality, quantity of work, use of time and employee cooperation. There were 10 informants who were taken using purposive sampling technique with data collection techniques using interviews, observation and documentation which were analyzed by reducing data, displaying data and verification. The results showed that the optimization of employee performance is the focus of all government agencies and organizations in carrying out their duties. Satisfactory performance will be an asset and selling power of agencies and organizations where employees are valuable human resources who can help achieve goals. The conclusions of the research results indicate that the performance of supervisory employees in the Manpower and Transmigration Office of North Sulawesi Province needs to be optimized, where the performance needs to be directly supervised by the head of the supervisory office himself. It aims to improve performance so that the results achieved are as desired as a form of achievement as expected effectively and efficiently.

Abstract

This study aims to determine whether attitudes, knowledge and motivation as competencies have an influence on the performance of State Civil Servants in the environment, in this case the labor inspection organizers at the Supervision Office of the Department of Manpower and Transmigration, North Sulawesi Province. This research uses quantitative methods with a descriptive approach carried out at the Supervisory Office of the Department of Manpower and Transmigration of North Sulawesi Province with a sample size of 50 respondents with a questionnaire instrument using a Likert scale analyzed by F test, t test and multiple regression.  The results showed that the residual values were normally distributed. Where the attitude variable affects the performance of the labor inspectorate, as well as the knowledge variable and the motivation variable which also have an effect.

Abstract

This study aims to determine how camat leadership is in improving the discipline of government officials in Tumpaan District, Minahasa Regency. The research method used is descriptive qualitative by using the interview guide technique, observation, and documentation. The results showed that the leadership of the subdistrict head on improving the discipline of work of government officials in the Tumpaan District has not been carried out optimally, where there are still has a fault or disciplinary violations committed by officials regarding working hours as a form of regulation and there are delays in completing tasks. Actions given by the leadership to subordinates who do not comply with the applicable regulations that actions taken by superiors who violate discipline are given based on the level of fault committed.

Abstract

This study aims to figure out about work productivity after the reduction of employees at PT. Sinar Pratama Cemerlang. This research used descriptive and qualitative approach that aims to overview a phenomenon that occurs in this case the phenomenon of the impact of an increase in the city minimum wage on workers productivity in Manado City. Data collection techniques used in this research are observation, interview, and documentation methods. The results of this study shows that work productivity after a reduction in employees when there is an increase in the minimum wage at PT. Sinar Pratama Cemerlang as a whole is classified as good in terms of quantity of work, quality of work, and punctuality.

Abstract

The purpose of this research is to analyze what causes the implementation of the correctional database system policy at Manado Class IIA Correctional Institution is not optimal. The method used in this research is qualitative with a descriptive case study approach. This research instruments are document study, observation and interviews. The research found that the process of integration rights services for prisoners through the correctional database system is not in accordance with the standard operating procedures set because there are still delays in the process of integration of prisoners. Meanwhile, the correctional database system is not optimal due to the lack of resources for operators, a verification mechanism and approval of the integration program, and synergy between institutions. For this reason, it is necessary to increase the number of operators, the verification and approval mechanisms, it is necessary to share the authority with the regional offices, the availability of adequate budget and facilities.

Abstract

This study aims to determine and analyze why the role of the state civil apparatus as the Head of Neighbourhood in Ranomuut Village in providing services to the community has not been as expected. Sources of data used are primary data and secondary data collected by researchers to support the first data. Interviews were conducted on 14 informants. The data analysis technique used includes transcripts of interview results, data reduction, analysis, data interpretation and triangulation and the method used is descriptive research method. The results showed that the performance in services to the community carried out by the State Civil Apparatus, in this case the head of the neighbourhood was not optimal and only one indicator that was carried out by the head of the environment was good, namely the relationship with the organization, where it was found that the head of the environment had a good relationship with the existing organization. this is proven by the cooperation between the head of neighbourhood and the employees with the service of the community properly and the employees can help the head of the neighbourhood in terms of explaining the management of population administration.
