<![CDATA[Tujuan artikel ini adalah mendeskripsikan: 1) jaminan aksesibilitas Penyandang Disabilitas dalam peraturan perundang-undangan terkait Pemilu di Indonesia; 2) Pelaksanaan jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia; dan 3) Faktor penghambat pelaksanaan jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia. Metode yang digunakan adalah kajian pustaka dengan analisis model induktif. Jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia antara lain termuat di dalam Undang-Undang Dasar 1945 Pasal 28H ayat (2) dan Pasal 28I ayat (2), Undang-Undang Nomor 8 tahun 2016 tentang Penyandang Disabilitas, Undang-Undang Nomor 10 Tahun 2008 tentang Pemilihan Umum Anggota DPR, DPD, dan DPRD, Undang-Undang Nomor 42 Tahun 2008 tentang Pemilihan Umum Presiden dan Wakil Presiden, dan peraturan pelaksana lain. Peraturan perundang-undangan tersebut mengatur agar penyandang disabilitas diikutsertakan dan difailitasi kemudahan akses baik dalam tahap pendataan, kampanye hingga tahap pelaksanaan Pemilu. Pada kenyataannya pelaksanaan Pemilu di Indonesia belum sepenuhnya terakses oleh Penyandang Disabilitas. Hal ini disebabkan oleh beberapa faktor seperti: 1) Peran keluarga yang belum maksimal; 2) sikap apatis dari Penyandang Disabilitas; 3) Ketidaktanggapan petugas penyelenggara Pemilu.; 4) wilayah Indonesia yang begitu luas sehingga sulit terakomodir dengan baik terutama daerah terpencil; 5) regulasi yang sering berubah yang sering membingungkan rakyat; 6) Penduduk Indonesia yang terlalu banyak menjadikan proses sosialisasi tidak optimal; 7) Media yang tidak terakses bagi Penyandang Disabilitas. Melihat belum tercipta sinergi yang maksimal antara harapan, aturan dan kenyataan menjadikan pemerintah Indonesia perlu segera memperbaiki sistem pelaksanaan Pemilu yang lebih mudah, murah, terjangkau dan tentu saja aksesibel bagi Penyandang Disabilitas. Dengan demikian diharapkan kedepannya akan tercipta suatu demokrasi dalam negara Indonesia yang penuh dengan persamaan dan keadilan bagi seluruh rakyaat Indonesia.]]>

<![CDATA[This study discusses the Disdukcapil Performance of Meranti Islands District in Improving the Quality of Public Services. The type of research used in this study is qualitative descriptive. In this study, the subjects studied were Disdukcapil's performance in improving the quality of public services. The location of the study is the Population and Civil Registration Service of the Meranti Islands Regency. In this study using data collection techniques of observation, interviews, and documentation. Data analysis techniques used are interpretative data analysis. From the research conducted, the results of the research are based on several indicators, namely as follows: In terms of ethical ethics, employees still show an inappropriate attitude and have not fully fulfilled their attitude in excellent service. In terms of time there are still delays in the settlement. Another weakness is the lack of understanding of the quality management of services for employees in charge of serving. In terms of responsiveness it can be said that there are still deficiencies. In an effort to improve the quality of public services, the Merdukcapil District of Meranti Regency has not yet been fully realized.]]>

<![CDATA[This study examines the electoral governance of disabled voters in the 2015 unlimited elections. This can be seen in the election of Governor and Vice Governor of West Sumatera Province in 2015 in Padang Pariaman Regency. The findings in this study are still not maximal electoral governance against the fulfillment of the rights of disability voters in Padang Pariaman regency in the election of Governor and Vice Governor of West Sumatra Province in 2015. Electoral governance consists of 3 levels of rule making, rule aplication and rule adjudication. Rule aplication is a level that is often ignored by the Electoral Management Body (EMB). This is evident from the socialization stage not implemented by the Padang Pariaman Regency Election Commission to the voters with disabilities. This has an impact on the low number of voters' participation in the 2015 election. The existing regulations are not in line with the technical implementation in the field. As the Electoral Management Body (EMB), the KPU must seriously manage and accommodate so as to ensure the political rights of every citizen who has the right to vote without exception including to the voters who have physical or mental limitations.]]>

<![CDATA[This article of the result of this study aims to describe the level of the effectiveness of the enforcement of local regulation Number 2nd Year 2014 about the eradication of prostitution and immoral actions in Jambi Municipality by using achievement indicator of goal, productivity, and efficiency. In this study the writer found that local regulation is effective when measured from short and medium term goal achievement indicator, but that regulation needs to be reinforced to reach long term goal in order to create Jambi Municipality which is free from prostitution and immoral actions. It is also effective when measured from productivity indicator; it is proved that the local regulation can be legal force which is possible to mobilize all components of society and resources owned by Jambi Municipality in doing eradication of prostitution so that the enforcement of the regulation has reached the maximal output. Besides that, the reinforcement of this regulation is also effective when measured from efficiency indicator in which local regulation Number 12 Year 2014 has had a significant impact on prostitution eradication in Jambi Municipality. It can be seen from the output obtained in reaching the goal of the enforcement of the local regulation.]]>

<![CDATA[Political parties are the most important consensus in a country that applies a democratic system. The presence of political parties is considered as the main access link between the government and the community which is also a tool to provide life expectancy to the community. But with the competition between political parties and parts in order to have further existence, the presence of political parties must have a strong and rooted institutionalization of organizations. This article explains the process of building the institutionalization of the Persatuan Indonesia Party in the context of new political parties. A finding in this study is that the institutionalization of the Persatuan Indonesia Party is still weak.]]>

<![CDATA[Climate change is considered a global threat by the international community. Scientists represent by UN IPCC agree that climate change very significant cause is from the high rate of deforestation and forest degradation that occurs in forested countries. The notion of avoiding deforestation as a climate change mitigation strategy. causing REDD Programme emerged as a new mechanism for carbon sequestration and avoided emissions of developing countries. REDD + is based on the idea that countries in the developing countries would be paid to increase carbon stocks by way of new measures on forest governance according to some references in the level of international policy. As one of the potential forest owners and also has ratified the Kyoto protocol before, Indonesia once again participate in this program, one of the provinces that serve as a pilot project is Jambi. Jambi province is considered to have the potential for enormous opportunities for reducing emissions that can contribute to the success rate of carbon emission reduction nationwide. The involvement of multiple agencies or epistemic community experts in support of this program so that the program applied, showed recognition of the strategic position of this province as a forest owner who could contribute to the achievement of national emissions reduction figures also globally. This study used a qualitative method with case studies, and collecting data from informants selected purposively. The concepts used in this study is the International Regime and epistemic communities. The findings of this study was showed the influence of the International Regime environment with its epistemic community provides a very important role for the implementation and sustainability of REDD + Program in the province.]]>

<![CDATA[This article is based on the abberations of the local government implementation. The factors that cause the abberations are the weakness of Parliament Oversight in the discussion and implementations of the Regional Budget Regulation. By using qualitative research methods with the intention of finding out about the factors that cause the abberations and the oversight model that used in the process. Data were collected through library research and documentation, observation and in-depth interviews with a number of informants consisting of local governmen, the Local House of Representatives, Press, and Civil Society that related to the duties and functions of each. These results suggest that the Local House of Representatives has been carrying out Oversight in accordance with its function, but the conduct of such Oversight only in the normative level and a mere formality, without the use of proper oversight models that affect weakness of Parliament Oversight, and make an impacts that cause the abberations in the implementation of the regional budget Regulations. The findings of the research are expected to contribute in the development of scientific study of the concept of governance on legislative oversight toward implementation of Regional Budget Regulation, harmonious and balanced relationship between local government and the Local House of Represetative also be supported by proper model for oversight, and has a rule that can be guiding parliament in carrying out its functions.]]>

<![CDATA[This paper describes how a successful district head is selected to continue the governance of the next five years. The focus of the study lies not on how successfully defend, seize or replace (officials) the old, but how efforts should be made after obtaining the political legitimacy of the people in order to accelerate development in order to realize the welfare of society. Succession is not just a process of change of power or election routine. This must be realized by an elite to show what commitment will be done when holding the power that has been mandated to him. Finally, it is wrapped with morals and ethics sourced from religious values that will illuminate the behavior of the elite towards civil society.]]>

<![CDATA[Direct election of regional heads (Pilkada) conducted simultaneously on December 9, 2015 has become a new model of local political elite circulation in the area of democratic system implementation. Pilkada directly provides an opportunity for the community to elect its future leaders with qualified lead candidates requires a transparent and democratic recruitment process. A qualified recruitment process will produce regional heads with integrity. The regulation has stipulated that a political party or a coalition of political parties is an institution that has the function of selecting or recruiting prospective leaders to be offered to the public, so it must be a concern for political parties to always carry out the process accountably and democratically.The purpose of this study is to know; System and selection of recruitment of political parties in determining pairs of candidates for head of region and Know how the circulation of political elites that occurred in Pilkada Serentak 2015 in Jambi. This research uses descriptive qualitative approach with party chairman, candidate of head of region or team of winner from both political party, and commissioner of KPUD as informans. The results is the 2015 electoral contest consisted of one governor election and four bupati elections and one mayor namely Bungo Regency, Batang Hari Regency, East Tanjung Jabung Regency, Tanjung Jabung Barat Regency and Sungai Penuh City the process of recruitment of candidates for heads of regions all political parties rely on survey services so that only candidates with high popularity and elektabilitas course which became the benchmark party in determining the candidate pair. The loss of dynastic political rules in regulation also adds to the exclusivity of the circulation of local political elites.]]>

<![CDATA[Until now Indonesian citizen who live in the border area between Indonesia and the Philippines especially in the southern Philippines are in social inequality and economic marginalization. The marginalization is come from the different attitude of the public and even the Philippine government against Indonesian citizen in Southern Mindanao, Philippines. This study is aimed at analyzing on how Diaspora Indonesia Southern Philippines role in the economic empowerment of the Indonesian citizen in Southern Mindanao, Philippines. The study was conducted by using a qualitative approach and the deep investigation towards government programs through a case study analysis and using structuralism as a theoretical guidance. Data from this study consisted of secondary data through literature study and analysis of documents and primary data obtained from resource person who are relevant and reliable as well as through field research. The results of this study indicate that the Diaspora Indonesia Southern Philippines program in efforts towards economic empowerment in Southern Mindanao, Philippines. In this case the increase in skills in order to increase productivity Indonesian citizen in Southern Mindanao, Philippines. Field findings indicate that the program Diaspora Indonesia Southern Philippines, Public and Private Partnership encourages Indonesian citizen to be separated from social inequality and economic marginalization that exist. In this case the increase in skills in order to increase productivity Indonesian citizen in Southern Mindanao, Philippines.]]>
