Abstract

Penulisan artikel ini bertujuan dalam rangka melihat sejauh mana publik memberikan suatu repson terhadap upaya percepatan penanganan Corona Virus Desease 2019 (Covid-19) sebagai implementasi sistem kesehatan pertahanan negara. Dalam sistem pertahanan Negara harus memperhatikan Global Health Security Agenda (GHSA) yang merupakan tantangan global saat ini yang menjadi perhatian utama dunia. GHSA menjadi pendulum tarik ulur problematika keamanan kesehatan dunia, yang merambah area dimensi nasional dan regional masing-masing Negara. Penelitian ini menggunakan metode kualitatif dengan big data analysis berupa Drone Emprit Academic (DNA). Hasil penelitian menunjukkan bahwasannya satuan gugus tugas penangangan covid-29 telah memperhatikan aspek tersebut. Hal ini terlihat dari telah terpenuhinya unsur-unsur pendukung dalam pelaksanaannya. Respon publikpun memiliki tren positif dalam menilai kinerja gugus tugas.

Abstract

The existence of refugees in Indonesia has existed for a long time. Some of the reasons for foreign nationals (WNA) fleeing to Indonesia are because in their home country there are conflicts, wars, and poverty. It was recorded that there were 13,459 children, adults, and the elderly who took refuge in Indonesia, the majority of whom came from Afghanistan, Somalia, and Iraq. To manage and serve existing refugees, Indonesia cooperates with several international organizations such as the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM). The two international organizations have their respective roles in dealing with refugees in Indonesia. UNHCR itself has a role as an agency that provides status for refugees, while IOM has a role in providing facilities for refugees in Indonesia and assisting immigration in dealing with migration problems. Immigration itself has a role to monitor refugees in Indonesia. The Directorate General of Immigration under the Ministry of Law and Human Rights has been working closely with the United Nations High Commissioner for Refugees (UNHCR), starting in 1979

Abstract

The government through the Directtorate General of Imigration, Ministry of Law and Human Rights of the Republic of Indonesia, has carried out one of its duties and functions, namely the supervision of foreigner residing in the teritory of Republic Indonesia. In accordance with Law Number 6 of 2011 concerning Immigration. The implementation of such supervision is carried out with the aim of law enforcement, especially on immigration law. The Immigration Office, which is the technical implementation unit of immigration in the regions, has carried out the duties and functions of supervising foreigners who are in its working area since the enactment of Law Number 6 of 2011 concerning Imigration until now. The results of the study found that the implementation of supervision of foreigners at the Immigration Office in Indonesia had been carried out properly based on Law No. 6 of 2011 concerning Imigration and Regulations of the Ministers of Law and Humans Right No. 4 of 2017 concerning Procedures for Immigration Supervision. faced in the form of shortages in the number of supervisory personnel, the wide range of work areas and a limited budget.

Abstract

The increase in people traveling internationally has an impact on the complexity of socio-cultural, economic, sovereignty, and state security issues. This study evaluates the policy of the immigration clearance process at Halim Perdanakusuma Airport. The main problems in this research are the unavailability of infrastructure facilities by TPI standardization, the absence of an immigration area, immigration check counters are not placed in the departure and arrival lanes, and the layout design of TPI which is not essential affects the immigration check process cannot be carried out by the guidelines laid down. apply. The purpose of this study is to determine the standardization of facilities and infrastructure for immigration checks that have not been fulfilled and the policy of immigration inspection procedures at TPI Halim Perdanakusuma. Qualitative research methods within the scope of public administration with an approach to implementation and evaluation of policies related to immigration checks in the object of research. Data analysis uses logical techniques, namely identifying the core elements of the problem which include challenges, inputs, outputs, and outcomes related to the relationship to the challenges associated and the impacts that occur for agencies and the state. The results of the study show that the immigration inspection process at Halim TPI is different from other TPIs because of the unsupported facilities, infrastructure, and layout design to do the immigration clearance according to the applicable procedures

Abstract

Kantor Imigrasi Kelas II Non TPI Ponorogo merupakan salah satu unit pelaksana teknis keimigrasian di bawah naungan Kantor Wilayah Kementerian Hukum dan HAM pada unit Divisi Keimigrasian Jawa Timur. Kantor Imigrasi Kelas II Non TPI Ponorogo yang membawahi 3 wilayah kerja kabupaten, yaitu Kabupaten Ponorogo, Kabupaten Pacitan dan Kabupaten Trenggalek ini merupakan Kantor Imigrasi yang berintensitas pelayanan keimigrasian cukup tinggi dalam rangka memenuhi kebutuhan pelayanan tersebut, kini Kantor Imigrasi Ponorogo yang sudah didukung oleh adanya teknologi ysng mumpuni serta sumber daya manusia yang cakap dalam menjalankan teknologi tersebut. Sumber daya manusia yang cakap terdapat peran pemimpin dalam mengelola berbagai sumber daya dalam organisasi tersebut. Maka peran pemimpin melalui gaya kepemimpinannya dalam meningkatkan kinerja pegawai tentu mengambil peran yang signifikan. Disisi lain, Kantor Imigrasi sebagai organisasi pemerintah yang bergerak dibidang pelayanan publik secara berkala akan terus berganti dan bermutasi pimpinannya, dari satu pemimpin ke pemimpin lainnya dengan karakter yang berbeda. Maka peran gaya kepemimpinan dalam diri seorang pemimpin disini sangat berpengaruh dalam proses peningkatan kinerja pegawai dalam bekerja. Untuk itu, permasalahan yang akan dibahas dalam penelitian ini ialah pembuktian pengaruh gaya kepemimpinan terhadap kinerja pegawai di Kantor Imigrasi Kelas II Non TPI Ponorogo dan bagaimana gaya kepemimpinan yang ada di Kantor Imigrasi Ponorogo dalam proses mempengaruhi kinerja anggotanya. Untuk menjawab permasalahan tersebut maka penelitian ini menggunakan metode kuantitatif di tahap pertama lalu dilakukan penelitian kualitatif pada tahap selanjutnya. Teknik yang digunakan yaitu metode kuantitatif melalui pendekatan yang mengumpulkan serta menganalisis data kuantitatif dari penyebaran angket kepada pegawai di Kantor Imigrasi Ponorogo dengan aplikasi SPSS (Statistical Package for the Social Sciences), lalu dilakukan analisis data kualitatif melalui wawancara berdasarkan hasil penelitian kuantitatif pada tahap pertama. Hasil yang didapat pada penelitian ini ialah adanya pengaruh yang positif antara gaya kepemimpinan terhadap peningkatan kinerja pegawai dibuktikan dari hasil uji regresi linier sederhana pada nilai koefisien sebesar 0,598 dengan gaya kepemimpinan yang partisipatif di kantor imigrasi ponorogo sehingga bisa meningkatkan kinerja pegawai di Kantor Imigrasi Kelas II Non TPI Ponorogo
