Abstract

The research objective was to analyze : (1) R/C ratio; (2) production factors; (3) return to scale; and (4) the efficiency level of capture fisheries business of Purse Seine nets. Sampling is simple random sampling with 56 Purse Seine fishermen samples. Data analysis: (a) Revenue-Cost Ratio (R/C Ratio) and (b) Stochastic Frontier Production Function. Research results: (1) R/C ratio > 1, feasible to run. (2) 99% significant production factors, namely GT boats, diesel fuel, oil, consumption and the number of crew members. 95% significant production factors, namelylarge of the net and the number of lights. (3) Return to Scale 1.276 means increasing return to scale. (4) The level of efficiency shows inefficient. Research recommendations are (1) regulations (in the form of local regulations) need to be made to control and limit fishing efforts. (2) There is a need for training on business management so that fisheries businesses, especially purse seine nets, can conduct their business professionally and efficiently. Abstract

The purpose of this study was to determine visitor perceptions of facilities, ecological quality and willingness to pay at ANECC (Aek Nauli Elephant Conservation Camp), Aek Nauli Special Purpose Areas. The study was conducted in September to November 2018. This research was conducted using a qualitative approach. Data collected in this study came from primary data (interviews with respondents namely ANECC visitors). The selection of respondents was carried out by purposive random sampling and data analysis techniques used in this study were qualitative descriptive. The visitor's perception of the facilities at ANECC is quite good although there are still a few things that need to be improved. The majority of visitors come to ANECC to see elephants as much as 72%, enjoy the natural atmosphere as much as 27% and beautiful scenery as much as 23%. Visitors agree (76%) if admission is charged and around 43% are willing to pay IDR 5,000. Visitors are willing to pay to help elephant conservation by 92%. If there is an attraction to ride an elephant, the majority of visitors are willing to pay IDR 30,000 – IDR 39,000, - for 10-15 minutes outside the entry ticket. Willingness to pay the majority of visitors to see the elephant attraction show IDR 10,000 - IDR 15,000 - although 33% of respondents are willing to pay IDR 20,000 - IDR 25,000. Visitors also recommend ANECC management to improve facilities, maintain environmental quality to increase the attractiveness of visitors and PNBP sources because the WTP value of visitors is quite good.

Abstract

The City Government of Surabaya is one of the pioneers of public services based on information and communication technology. All regional apparatuses in this city are competing to create electronic applications to realize the efficiency and effectiveness of work programs. This study discusses how technology-based policies, especially in the field of social media utilization, conducted by the Surabaya Library and Archives Service, were made and implemented to optimize public services. Theory of technology determination and public policy are used as a foundation for thinking in studies. The research in this study uses a qualitative method with a descriptive approach. Data collection was carried out through in-depth interviews to the three informants, observing on social media, and reading some literatures and other documents about the research topic. The analysis technique is done through data reduction, data presentation, and formulation of conclusions. This study shows that the use of social media at the Surabaya Library and Archives Office has been going well and has had a positive impact. The implementation of this public policy is also in line with the formulation of sustainable development goals, outlined by the United Nations. However, there needs to be a reform in a number of aspects, including the addition of frequency of content updates on social media. Adding content can be one way to build closeness between the goverment and the community. In addition, increasing the number of collaborative partners in social media-based programs is also needed to optimize public services.

Abstract

The main objective of this research is to identify the supporting and inhibiting factors in community participation as well as strategies for increasing community participation in various innovative programs of the Banggai Regency Government. The research method uses descriptive method with the SWOT analysis method. Based on the results of the SWOT analysis the Regional Government of Banggai Regency has strengths that can be used in certain strategies and utilizes the right opportunities and simultaneously minimizes or avoids existing weaknesses and threats. This position is very beneficial for the Regional Government of Banggai Regency by improving conditions above the average capability so that the Regional Government of Banggai Regency can minimize weaknesses and take advantage of the role of the community in utilizing regional innovations. This is in line with the Vision of the Banggai Regency which is to realize the Banggai Regency as the Center for Agricultural and Maritime Economic Growth Based on Local Wisdom and Culture, this can be achieved with the participation of the community so that the Banggai Regency Vision can be realized in the future.

Abstract

There are various population administration (adminduk) services, in various provinces, districts and cities in Indonesia. However, the quality of service varies, because geographical conditions, local and global problems, as well as the ability to implement policies it faces varies. Then, it is necessary to have an innovation that has a typology as needed to improve service quality. Therefore, the research was conducted about development of public service innovation typology. This paper attempt to addres a key research question, how typology of adminduk service innovation? The aim of this research was to identify the typology of adminduk service innovation. The research method uses literature review by using relevant references, documents and data. The sample of this research in total 23 agencies that carry out adminduk service innovation. The sample was taken using accidental sampling technique, as the data source. Qualitative descriptive data analysis was used to identify a typology of adminduk service innovation. The research was conducted in the first semester of 2020. The results of this study shown, typology of adminduk public service innovation, consisting of 8 types of innovation, namely: innovation of input, proces, output, system, concept, administration, technology, governance. The relevant population and civil registration agency need to identify a typology of innovation as needed before the process of initiation or replication of innovation is carried out in order to reach efficient and effective results.

Abstract

In people's lives, we find various kinds of deviations that are against social norms. One of the things that are rife is the incest behavior that is found in various regions. People think that incest is a family affair and does not need to be known by other parties. The purpose of this study was to analyze public policy communication in dealing with incest. This type of research is qualitative research. The data collection technique was carried out in three stages, namely through observation, interviews, and focus group discussions. The data analysis of the research results was carried out based on the source of the interview transcription information, scanning the material, typing in the field data, or sorting and compiling the existing data, then the data was compiled based on the information source, second, reading the entire data. Then, analyze in more detail by coding-data, considering detailed instructions that can help the coding process when analyzing the existing data. Finally, describe the data findings in a narrative form. The results of this study found that the problem with incest was the lack of the government's role in public policy communication and in providing legal protection. In addition, in public policy communication to combat incest, it is necessary to exchange information and establish a two-way communication relationship between the public and the government. In the implementation of public policies carried out, the government has not been able to touch incest victims to report the events they experienced because of fear of the lack of protection for victims

Abstract

Tourism activity is a strategic sector which is expected to contribute significantly to the country's economy. Tourism will contribute maximally to the country's economy, if it is developed in a planned and integrated manner, and collaboration between all stakeholders is required. The purpose of this study is to describe the development of an integrated tourism business ecosystem based on a 5-path strategy. This writing is the result of thinking based on literature studies from various sources, including the results of empirical studies from several previous studies. The 5 (five) track strategy is the development of 4 (four) track strategy consisting of pro growth, pro job, pro poor, and pro-environment which are the thoughts and policies of President SBY during his leadership period plus the 5th track strategy is pro technology. This strategy is applied in the development of an integrated tourism ecosystem in order to increase demand for goods and services in the tourism sector and other sectors that have an impact on increasing economic growth, absorption of labor and reducing poverty in tourism locations by using ICTs in improving tourism performance and encouraging more development environmentally friendly. The tourism business ecosystem must be well understood in order to allocate resources right on target by selecting priorities that will be developed first in tourism. Tourism will contribute maximally to the country's economy, if it is developed in a planned and integrated manner, and collaboration between all stakeholders is required. Integrated tourism must optimize local resources, activities, products, production and service industries, and participatory local communities as an effort to integrate the development and management of tourist attractions, tourism facilities and other economic facilities in one area as a tourism destination.

Abstract

Penelitian ini bertujuan untuk mengetahui kesiapan Perguruan Tinggi di Provinsi Sumatera Utara dalam memasuki New Normal pasca Covid-19 dalam perspektif Manajemen Lingkungan Kampus/Perguruan Tinggi. Studi dilaksanakan sejak 1 Juni sd 30 Agustus 2020 pada PTN dan PTS yang ada di Kota Medan, Sumatera Utara. Teknik pengambilan sampel adalah dengan teeknik pertimbangan (Judgment Sampling) digunakan dalam penelitian ini dikarenakan kondisi pandemi Covid 19 maka dipilih perguruan tinggi yang langsung dapat diakses kepada setiap perguruan tinggi tersebut. Dengan pendekatan stake holder teori yang menguraikan seluruh pemangku kepentingan terhadap lingkungan kampus berdasarkan pendapat dan persepsi responden. Alat analisis yang digunakan dalam penelitian ini adalah uji beda dua sampel berpasangan (two independent test). Hasil penelitian membuktikan bahwa tidak terdapat perbedaan kesiapan manjemen antara kampus PTN dibandingkan kampus PTS secara signifikan dalam hal kesiapan pengelolaan lingkungan untuk mendukung kondisi new normal. Variabel yang diuji secara regresi berganda menunjukkan kesiapan dalam pengelollan lingkungan kampus yang meliputi Dukungan Pimpinan Universitas, Dukungan staf pengajar, dukungan peraturan kampus, sangat membantu untuk mendukung manajemen lingkungan pada PTN dan PTS yang ada. Hasil penelitian ini daiharapkan menjadi referensi dalam hal kebijakan manajemen lingkungan di kampus untuk jangka panjang. Keterbatasan Penelitian adalah pada sampel hanya 5 Perguruan tinggi Swasta dan 3 perguruan Tinggi Negeri saja mengingat keterbatasan waktu penelitian dalam kondisi Covid 19. REkomendasi untuk penelitian lanjutan adalah dapat menambah jumlah sampe dan memprerluas cakupan penelitian agar memiliki daya generalisasi yang cukup luas. Abstract

Tujuan penelitian adalah mendeskripsikan kondisi eksisting guru SMK dan pemenuhan guru produktif SMK di era revolusi industri 4.0. Penelitian merupakan kualitatif dengan pendekatan deskriptif. Penelitian ini dilakukan di 4 kabupaten/kota, yaitu: Tebing Tinggi, Pematangsiantar, Medan, dan Deli Serdang. Hasil penelitian menunjukkan bahwa % jumlah guru produktif SMK dari jumlah seluruh guru di masing-masing SMKN/S tidak merata, yaitu kisaran antara 35% - lebih 50an%. Hampir semua SMK mengalami kekurangan guru produktif kecuali, SMKN 1 Pematangsiantar, SMKS Ar Rahman Medan, dan SMKN 3 Tebing Tinggi. Jumlah kekurangan guru produktif SMK tidak merata, yaitu kisaran antara 2 sampai 26 orang. Pemenuhan kuantitas guru produktif SMK di Sumatera Utara memiliki 10 pola, yaitu: Pengangkatan guru dari Program CPNS; Pengangkatan guru melalui Ikatan Dinas D3 Jakarta; Guru yang pernah mengikuti Program Keahlian Ganda/Alih Keahlian; Pengangkatan guru melalui Program Alih Fungsi pegawai umum; Pengangkatan guru melalui Guru Tidak Tetap (GTT) Provinsi; Pengangkatan guru melalui GTT yang dibiayai SPP; Pengangkatan guru melalui GTT yang dibiayai Dana BOS; Pengangkatan guru sebagai Guru Tetap Yayasan; Pengangkatan guru melalui Program magang mahasiswa PPG; dan Program Guru Tamu. Program Magang Mahasiswa PPG; Program Penyetaraan Guru; Program Keahlian Ganda; dan Program Guru Tamu, telah bertransformasi sebagai tuntutan revolusi industri 4.0. Pemenuhan kualitas guru produktif SMK di Sumatera Utara memiliki 5 pola, yaitu peningkatan kompetensi guru melalui: pemanfaatan SIM GPO/PKB; aktif di Forum MGMP/KKG; pelatihan; magang di industri; dan kolaborasi dengan Industri, Kelima pola tersebut telah bertransformasi sesuai tuntutan revolusi industri 4.0.

Abstract

This study aims to understand the various problems in efforts to alleviate the housing backlog, as well as to present a strategy to alleviate the problem of housing backlog for low-income households in North Sumatra. This research uses descriptive method with the main approach is a qualitative approach, which is complemented and strengthened by quantitative data. The data collection techniques used were observation (observation), in-depth interviews, Focus Group Discussion (FGD) and literature study. Based on the results of tracing the housing development conditions in North Sumatra and the identification of the problems carried out, using the SWOT matrix strategy analysis, it is concluded that the acceleration strategies that can be carried out by provincial and municipal governments to alleviate housing backlogs for urban low-income families in North Sumatra are: 1) Aggressive strategy (SO). Optimization of Regional Government and Central Government Housing Development Programs, to add new housing for low-income people in urban areas of North Sumatra; 2) Diversification strategy (ST). Fully supports housing development for low-income housing carried out by the central government and developers (provision of unproductive land / land use, sharing of housing development targets with the central government, data collection and mapping of urban MBR, additional space allocation for urban residential areas in RTRW, optimization the implementation of PP 64 2016); 3) Defensive strategy (WO). Forming effective regional PKP partnership institutions (local government, academia, private sector, financial institutions and the community), in an effort to control the population growth rate, increase the empowerment of urban MBR, provide housing development incentives, control the distribution of housing finance for low-income families, and control the flow of urbanization; and 4) Turn around (WT) strategy.
