The Family Planning Program (KB) is one of the strategies carried out by the government to suppress the increase in the rate of population growth. The Family Planning Program (KB) will not run well if there is a family planning dropout. Women of childbearing age (WUS) who experience discontinuation of family planning will increase the risk of conception. This study uses secondary data from the 2017 IDHS for 945 women of childbearing age who have used modern family planning. This study uses secondary data from the 2017 IDHS for Women of Childbearing Age (WUS). The results of this study indicate that there are 238 women of childbearing age (25.8%) who drop out of family planning use and 707 women of childbearing age (74.8%). The incidence of dropping out of family planning in North Sumatra Province mostly occurs to women of childbearing age who experience side effects of family planning as many as 238 women of childbearing age and women of childbearing age who still want more children many as 67 women of childbearing age. The BKKBN of North Sumatra Province must provide training to field worker family planning on side effects of family planning to improve the skills of PLKB in providing counselling about side effects of family planning in women of childbearing age. Abstract

The Batang Integrated Industrial Estate (KIT Batang) development is one of the National Strategic Projects (PSN) stipulated by Presidential Regulation. This project is in line with the spatial planning objective of Batang Regency, namely the realization of Regency space that has an attractiveness for investment in the industrial sector. This study aims to analyze the readiness of the Regional Government of Batang Regency in terms of policy, institutional, financial, facilities, and infrastructure aspects in dealing with the PSN for the Batang Integrated Industrial Estate. Data was collected by using literature study and interview methods. Furthermore, the data and information obtained were analyzed by descriptive methods and scoring analysis. Regional readiness criteria are assessed based on the calculation of scores in the categories of not ready, quite ready, ready, and very ready. The results showed that the Regional Government (Pemda) of Batang Regency was included in being very ready to welcome PSN KIT Batang. Policies at the regional level show a good and fast response from the local government to national policies. Likewise, in preparing spatial planning programs around the Batang KIT, infrastructure development and budget allocations have been planned quickly and programmed so that the current Batang KIT development process runs smoothly. Furthermore, the Batang local government needs to facilitate the improvement of the educational qualifications and skills of the community so that in time they have competencies that follow the needs of workers in the industrial sector.

Abstract

Muara Enggelam Village is located in Kutai Kartanegara Regency, East Kalimantan Province. Limited access to electricity makes it difficult for rural communities to carry out their economic activities. The abundant potential of solar resources has encouraged the Kutai Kartanegara Regency Government through the Ministry of Energy and Mineral Resources (ESDM) to develop Renewable Energy (EBT). With these efforts, Muara Enggelam Village can benefit from low-cost electricity from a solar power plant (PLTS) who managed by BUMDes "Bersinar Desaku". Until now, the community has been able to maximize its activities in the fisheries, agriculture, and cottage industries. The sustainable development of PLTS cannot be realized in a short time, there are many stakeholders who contributed to Muara Enggelam Village’s PLTS. Research about stakeholder analysis in renewable energy has never been done before. This study aims to analyze: (1) Who are the stakeholders involved in PLTS in Muara Enggelam Village; (2) What is the strategic role of these stakeholders, and (3) What are the factors that support and hinder the management of PLTS in Muara Enggelam Village. This research is descriptive qualitative research by conducting bold in-depth interviews, documentation, and literature study. The data analysis technique uses the ATLAS.ti application based on the theory regarding the role of stakeholders. The results of this study are that there are 15 stakeholders involved directly or indirectly, the central government, local governments, village governments, academics, BUMDes, the private sector, and community groups. This research can be used as input and strategy for local governments as a sustainable NRE strategy development.

Abstract

ABSTRACT This study aims to examine the determinants of the decision to choose a spin off or conversion from the bank's customer side. This research then relates it to making the right policy for bank shareholders to spin off or convert. The customer's decision being tested is the effect of employee competence, bank promotion, bank technology on the decision to choose Islamic banking services with customer religiosity as a mediating variable. This study uses SEM PLS analysis by taking the case of Bank SUMUT which is facing the choice to spin off or convert. The research sample of 83 customers was obtained purposively by distributing questionnaires to all branch offices of the SUMUT bank. The results showed that the competency, technology and religiosity variables had a positive and significant impact on the customer's decision to choose a spin off or conversion. However, the Religiosity Variable is not able to strengthen the influence of Competence and Technology on the Decision to choose sharia services. This study concludes that if customers feel comfortable with the competence of employees and the quality of bank technology, then the customer's decision to choose sharia services becomes rational without the need for reinforcement from religiosity. This research has implications for recommending that bank shareholders who own UUS adopt a policy of choosing to convert rather than spin off. Abstract

Gender mainstreaming in development is required with the issuance of various regulations. The implementation is carried out through Gender Responsive Planning and Budgeting (GRPB). This research aims to find out the competence of HR planners in implementing gender responsive planning and budgeting in North Sumatra regional development programs/activities. This research used qualitative, and the data used are primary data and secondary data. Primary data were collected through questionnaires and limited interviews with employees and head of department in the Regional Government Organization (RGO) of North Sumatra Province. Secondary data is obtained from relevant documents and references. The data were analyzed descriptively to obtain actual conditions/problems which were then used as the basis for the preparation of the GRPB Consulting Clinic design in order to increase the competence of human resource planners and improving the implementation of gender mainstreaming in the development of the North Sumatra region. From this case, it was found that the realization of GRPB in North Sumatra regional development programs/activities was still low and did not reach the target. This is due to the lack of commitment from the RGO leadership and the Regional GRPB Secretariat and the low competence (knowledge and skills/ability) of HR Planning in RGO regarding the GAP (Gender Analysis Pathway) and GBS (Gender Budget Statement) techniques as GRPB analysis tools. To advance the competence of the planning human resources, it is necessary to operate a GRPB Consulting Clinic which can be contacted every day, with the following tasks/activities: providing consultation on GRPB, namely knowledge and skills regarding Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS) techniques, as well as increasing the quantity and the quality of filling out GAP and GBS forms for development programs/activities. Keywords: Apparatus competence, Planning and Budgeting, Gender Responsive, GAP, GBS.
